They don't steal money in a strategic way. The schemes they use are very basic and not stealth.

Obama managed to "steal" 70 million USD by selling his silly books, and he even managed to do it transparent way.

@Indrajith Gamage's sunshine Nancy Pelosi managed to achieve 120 million USD net worth.

So far Putin is the most stealth thief all the time.
