Is 18 months not a short time? He didn't just give a vague slogan, he claimed he knew exactly what the root causes were, who was stopping the law, and what the challenges were.

If he knew the root causes and the stoppers back then, why is he still studying the problem 1.5 years later while 22 people die in 8 weeks?

Is there no suspicions, that there could be an ill practice in the tender process? Is it that substandard coal shipments under this govt are the faults of the supplier, and all issues in procurement processes under previous administrations were corruption in the tender process?

Thing is, if the supplier was fined as stipulated by the contract there would be no profit to be had from the shipment. Why would they even bribe the authorities if there is no profit in it?

How do you know that there is zero profit? Can there be still profit even after paying the fines.

They reduced the payment to the actual calorific value delivered and imposed fines on top of that.

I don't think the supplier would pay bribes on top of all that lost revenue but let's see if they continue to send substandard coal (if that's the case we could assume that their profit margin is so high that they could absorb the government fines + reduced payments + bribes and still make a profit)
