You need a primer on Independent Commissions... Maybe ask your parents about how the governments operated when the PSC (Public Service Commission) was in place. Learn about these things before making comments.
It was stupid Sirimavo government (along with Felix Dias B) who abolished the PSC. Entire Civil Services and administration fell apart and led to massive corrupt practices that exist till today.
