those were the exact same questions we asked from our management when they asked us to go there for the very first time.. then they took us on a ride in the surrounding area and showed us the planned sites for hotels, hospitals and the highway and railway lines linking the airport to the rest of the country. we were in dire need of a new airport. if you walk down on the BIA runway you'd see what i'm talking about. we need another airport in sri lanka so that relaying work of BIA can begin. fuel farm is complete. shangri la hotel complex is going on ( http://www.adaderana.lk/bizenglish/hambantotas-shangri-la-hotel-moving-right-as-scheduled/ ), and the new hospital is nearing completion. Airport receives water from Lunugamwehera, and they have predicted it's not going to be enough by the time all those other facilities are built up.so they are expecting Uma Oya project to be completed before that. mattala is not a failure. it's just a part of a network of projects. it will be a failure if they stop all the other planned projects for the area. overflying traffic volume has gone up considerably after commencing mattala. we charge about $400 per aircraft for overflying our airspace so do the math.. and you also have to calculate how much sri lankan airlines is saving for every single flight simply for not having to carry additional fuel required to fly to chennai. (All inbound sri lankan flights use mattala as their alternate, so the amount of additional fuel they have to carry is several tonnes less) your suggestion to add another runway to BIA is not feasible at all.. first of all we don't need a second runway for BIA.. at least for another 20 years. but we do need a second airport for sri lanka located far from BIA for the reasons i've listed in my previous posts. Mattala is a national requirement. of course they could've built it in Anuradhapura Jaffna or Trinko, still they'd face the exact same problems as mattala today. any airport is not complete without a proper five star hotel nearby and a good hospital.
