    One Colombo Project receives 8 acres at Slave Island, special concessions

    The government has given an eight-acre land in Slave Island to a private company which would invest US D 429.5 million(Rs 64,425 million) to construct a multi-storeyed building complex as a re-development and mixed development project.

    The government has granted an income tax holiday for 10 years and a tax exemption for six years to the investing company named One Colombo Project (Private) Ltd, according to a gazette tabled in parliament yesterday.

    Chief Government Whip and Parliamentary Affairs and Mass Media Minister Gayantha Karunathilake presented the gazette on behalf of Minister of Development Strategies and International Trade Malik Samarawickrama.

    According to the gazette, the One Colombo Project (OCP) shall implement and commence commercial operations in the said area within eight (08) years from the date of the project agreement signed between the Board of Investment of Sri Lanka and the OCP.

    The provisions of the Inland Revenue Act No 10 of 2006 relating to the imposition of income tax (under Corporate Income Tax) shall not apply for a period of ten years to the profit of the project other than the sale of apartments and only a tax exemption of period of six years for the income generated through the sale of apartments.

    "Dividends distributed to the shareholders out of the exempted profit shall be exempted from the income tax during the said tax exemption period of ten years or six years as the case may be and one year after," the gazette says.

    It says: "The company shall be exempted from the payment of Withholding Tax on the following: (a) on the interest on foreign loans taken for capital expenditure and technical fees paid to consultants ; (b) on management fees and royalty payments provided however the total of such charges does not exceed three per cent of the gross operating revenue; (c) on marketing fees provided however the total of such fees does not exceed 1.5 percent of the gross operating revenue; and (d) on incentive management fees provided however the total of such fees does not exceed 10 percent of the gross operating profit.

    "The expatriate staff of the project company shall be exempted from the payment of Pay As You Earn tax subject to the restriction that this concession shall apply subject to the maximum number of 15 employees at any given time.

    "All imports of project related goods and local purchases of project related goods or services required for the implementation of the projects as approved by the BOI, shall be exempted from the payment of VAT for eight years.

    "The project company shall be exempted from the payment and charge of Ports and Airports Development Levy (PAL) for eight years.

    The Project company shall be exempted from Construction Industry Guarantee Fund Levy.

    The company has also been given an exemption of paying Customs duty on importation of project related items for eight years.

    UPFA MP Bandula Gunawardena called on the Chair and asked the Speaker to give a debate on the matter.

    In an unconventional deal, India’s Tata Housing, the real estate arm of the Tata Group and a wholly-owned subsidiary of Tata Sons this week launched a US$ 400 million mixed development project in Slave Island Colombo,

    The project is in collaboration with the Urban Development Authority (UDA) as a major township rejuvenation initiative, at the same time resettling shanty dwellers in the area in improved housing units.

    The unusual deal is made of an agreement between the UDA and Tata Housing to hand over an 8-acre block of land to the former on a 99-year lease “free of charge” bordering the former Education Department site to the North, Malay Street to the East, Justice Akbar Street to the South and the railway line to the West, officials said. Developments of this nature in the past have normally been on a lease rental basis.

    Tata Housing secured the deal without any evaluation because of their high credentials although three more companies had submitted their bids, UDA chairman Nimal Perera said at the ceremonial inauguration of the project.

    The Indian company will get the land with no lease payment and in exchange has agreed to bear the full cost of building a fully-fledged housing complex on a 3-acre block of land (in the same property) for displaced residents, he told the Business Times separately.
    The land value in the area ranges from Rs. 7 million to Rs. 9 million per perch with the average value being around Rs. 8 million, an official of the Valuation Department who wished to remain anonymous, told the Business Times.

    Accordingly the total value of 8 acres is in the region of Rs. 10.3 billion and the minimum value of the 99-year land lease would be around Rs. 5 billion, he added. According to the agreement, the housing complex will house 582 families and 100 shop owners who were displaced by the project. This first stage of the innovative project is to be completed within two years.

    The total cost for providing alternate housing/commercial units including rental payments for temporary accommodation of the families is estimated to be about Rs. 5,874 million, a senior official said, adding that the cost of building the housing complex for residents has not been estimated as yet.

    The total cost of building the housing complex and for providing the house rental of displaced residents for 30 months in other locations till the completion of the housing complex will be borne by the Indian company, Mr. Perera disclosed.
    However both Mr. Perera and TATA Housing chief Brotin Banerjee declined to divulge the total cost as the project is still at the initial stage.
    All residents who had lost land and houses will get equal or bigger housing in the new housing complex, Mr. Perera said.

    India’s Tata Housing Development Company has become the latest international firm to be given generous tax concessions for a mixed development project it is building at Slave Island, Colombo 2. This includes a ten-year corporate income tax waiver on the profits of the project, other than from the sale of apartments. The exemption for income generated through the sale of apartments is six years. A second gazette in this regard was issued on November 3, following the granting of Cabinet approval for the concessions. It was signed by Investment Promotion Minister Lakshman Yapa Abeywardena. The first gazette was issued in July, under the provisions of the Strategic Development Projects Act.

    TATA has incorporated a local company in Sri Lanka named M/s. One-Colombo Project (Private) Limited. It will redevelop an eight acre plot of land in Slave Island. It will build apartments for low-income families on part of the property.

    The project, which is an initiative of the Urban Development Authority (UDA), will cost US$429.5 million. US$130 million of this is foreign direct investment. In addition to the corporate income tax concession, dividends distributed to shareholders out of the exempted profit will be exempted from income tax for ten or six years, as the case may be, and one year thereafter.

    Waivers of Withholding tax are also afforded in specified cases. The expatriate staff of the project company will be exempt from the pay as you earn (PAYE) tax, subject to restrictions. Several other concessions have been offered, in keeping with the Act.

    The Slave Island project was floated by the UDA, partly as a means of resettling thousands of low income families who had been evicted from the area to free up prime property in Colombo. They have been promised better housing. The project will also include residential and commercial buildings, including luxury apartments.

    Last month, the UDA issued a statement saying that construction has started on 15,000 housing units for low-income families in different parts of Colombo. The block in Slave Island has been identified as a “priority project” requiring private sector investment, it said.

    The gazette that was issued in July said the redevelopment of the said area “will bring significant change in the landscape of Colombo city through higher standard of living associated with better quality of life to the habitants”. It also said the establishment of the mixed development project will contribute to the economic development of the country.

    Rejecting claims made by Minister Rajitha Senaratne with regard to the Horana Tyre factory, Development Strategies and International Trade Minister Malik Samarawickrama said he had informed both the President and the Prime Minister about the investor of the factory well in advance.

    “Both the President and the Prime Minister were aware of the investor since I, myself informed them well in advance,” he said.

    The minister said two cabinet papers one proposing the land and then giving details of the incentives and other terms were submitted on this project and in addition the project was discussed and endorsed at several meeting of Cabinet Committee on Economic Management.

    The statement further read as follows:

    The statement that the land was given for Rs.100/- per Acre is incorrect. In fact, the Government Chief Valuer had valued the land at Rs. 170,825,000/- and the investor has agreed to pay the total amount upfront. The Chief Valuer has also indicated that a further Rs. 10,000/- be charged as an annual nominal fee. Further details pertaining to the project are given below.

    • The 100 acre land at Horana, Wagawaththa Industrial Zone is a bare undeveloped land undulating in most areas. Based on the technical investigations done by Central Engineering and Consultancy Bureau (CECB), it is noted that the investor has to incur a sum of about Rs.300 to 400 Mn as per the estimate to bring the land to a usable state. The investor claims that around 3m layer of weak soil has to be removed throughout 25 acres of this land.
    • BOI is not providing any infrastructure facilities like in other zones- e.g. even the waste Disposal Treatment Plant will be constructed by this investor. Similarly, all internal roads will have to be constructed by the investor.
    • Based on valuation of land by Government Chief Valuer – an upfront payment of Rs. 170Mn is to be paid by investor. Since the project requires a large extent of land, the investor requested the land be leased to him based on the valuation determined by the Chief Valuer on the basis that infrastructure will be provided by him. The said request by the investor was accommodated by us in view of the high value of the investment of the project and the significant contribution expected to the economy particularly linked with the rubber industry.
    • BOI should promote investment and if necessary regulations& rules need to be changed to attract investments as the current regulations have failed to bring in investors. The FDI in 2015 was USD 970 Mn and in 2016 it will be around USD 450 Mn.which is extremely low by any standard.
    • The total investment of this project is USD 75Mn (Rs 11.25 Bn). The Project will employ around 3000 people. It will add value to the rubber produced in Sri Lanka &convert raw rubber to radial and solid tyres. The annual export earnings will be above USD 125Mn.
    • There will also be inward transfer of technology as the Italian company Marangoniis expected to provide the technical know-how to produce tyres and other rubber based products.
    • There are similar BOI projects, on BOI owned properties, which have been given on long term lease with an upfront payment & an annual fee is not charged from such projects – e.g MAS Group given 47 acres on 50 year lease and upfront payment is to be received and no annual fee is charged. This was a well-developed property with buildings and other infrastructure, although major repairs/renovations will have to be undertaken by the investor (former Kabool Lace property).Furthermore, a land vested by BOI in Kuliyapitiya was given on a freehold basis to Western Automobile Assembly for a proposed Vehicle Assembly Plant. The BOI has also granted 357 acres in the same area on a 99 year lease for 1 USD per acre per annum to Merbok, in settlement of a dispute arising from a contract signed in year 2000.
    • All expenses in developing this land, includingconstructing a treatment plant, internal roadways &obtainingtransformers, etc will be on account of the investor. Therefore, this project should be considered on the same basis as the MAS project.
    • This investor applied to set up the plant inMarch 2016 when they were eligible for the tax concessions under BOI.
    • Initially, BOI took steps to acquire a private land in Horana but since the owners of that land were unwilling to sell this property BOI was instructed not to acquire that land as per this President’s observation on Cabinet Paper no MODSIT/3/CAB/16/8 dated 2016.06.02
    • We believe the investor should not be penalized for this delay on the part of BOI to make available the land. Accordingly a Cabinet Memorandum was submitted on 2016.10.03 identifying the BOI owned land at Wagawaththa and explaining this position.Accordingly approvalwas granted by the Cabinet on granting the tax concessions prevailing at the time of the application.
    • It is worth to mention that in different countries promoting investment projects, various mechanisms exist for lease of land and providing infrastructure on case by case basis, based on evaluation of salient features of the project, level of infrastructure required, extent of land, etc. In India, in certain states land is given for one Indian Rupee per Acre per year to attract investors.When proposals for investments are received we do not look at the political affiliations of the investor and projects are evaluated and approved on the basis of economic and social benefits to the country.

    * රජයේ ප්‍රධාන තක්සේරුකරුගේ තක්සේරුව මත රු. මිලියන 170 ක එක්වර ගෙවීමේ මුදලක් (Upfront payment) ආයෝජකයා විසින් ගෙවිය යුතු වේ. ව්‍යාපෘතිය සඳහා විශාල ඉඩම් ප්‍රමාණයක් අවශ්‍ය වන හෙයින්, යටිතල පහසුකම් තමා විසින්ම සපයා ගන්නා පදනම මත රජයේ ප්‍රධාන තක්සේරුකරුගේ තක්සේරුව මත ඉඩම බද්දට ලබාගැනීමට ආයෝජකයා විසින් ඉල්ලීමක් කරන ලදී. මෙහිදී ව්‍යාපෘතිය මඟින් කෙරෙන ඉහළ ආයෝජන ප්‍රමාණය සහ රබර් කර්මාන්තය සමඟ බැඳුණු ආර්ථිකයට සිදුකිරීමට අපේක්ෂිත ඉහළ දායකත්වය සැලකිල්ලට ගනිමින් ආයෝජකයා විසින් කරන ලද ඉල්ලීමට ඉඩ දෙන ලදී.

    * ආයෝජන මණ්ඩලය විසින් ආයෝජන දිරිමත් කළ යුතු අතර දැනට පවතින රෙගුලාසි මඟින් ආයෝජකයන් ආකර්ෂණය කර ගැනීම සඳහා අපොහොසත් වී ඇති බැවින් අවශ්‍යතානුකූලව අදාල රෙගුලාසි හා නීතිරීති සංශෝධනය කිරීම අවශ්‍යතාවයකි. 2015 වර්ෂයේදී රටට ලැබුණු විදේශීය ඍජු ආයෝජන ප්‍රමාණය ඇ.ඩො. මිලියන 970ක් වූ අතර 2016 දී එම ප්‍රමාණය ඕනෑම සම්මතයක් යටතේ පවා ඉතා අඩු, ඇ.ඩො.මිලියන 450ක් පමණක් විය.

    * මෙම ව්‍යාපෘතියේ සමස්ත ආයෝජනය ඇ.ඩො. මිලියන 75ක් වේ (රු.බිලියන 11.25). ව්‍යාපෘතිය මඟින් රැකියා අවස්ථා 3000ක් සැපයීමට අපේක්ෂිතය. මෙමඟින් ශ්‍රී ලංකාවේ නිපයෙන රබර් සඳහා අගය එකතු කිරිමක් සිදු කෙරෙන අතර අමු රබර්, රේඩියල් සහ ඝන ටයර් බවට පරිවර්තනය කිරීම සිදු කෙරේ. මෙමඟින් අපේක්ෂිත වාර්ෂික අපනයන ආදායම ඇ.ඩො. මිලියන 125කට අධික වේ.

    * මෙම ව්‍යාපෘතිය සඳහා ඉතාලි සමාගමක් වන මරන්ගෝනි සමාගම මඟින් ටයර් සහ අනෙකුත් රබර් පදනම් වූ භාණ්ඩ නිෂ්පාදනය සඳහා වන තාක්ෂණය ලබාගැනීමට අපේක්ෂිත බැවින් මෙමඟින් රට තුළට නවීන තාක්ෂණය පැමිණෙනු ඇත.

    * ආයෝජන මණ්ඩලය සතු ඉඩම්වල පිහිටුවා ඇති මේ හා සමාන ව්‍යපෘති කිහිපයක් සඳහාම එක්වර ගෙවිමේ මුදල සහ වාර්ෂික වාරික අයකිරීමකින් තොරව දීර්ඝකාලීන බදු ලබාදී ඇත. උදාහරණ වශයෙන් MAS ආයතනය සඳහා අක්කර 47ක ඉඩමක් අවුරුදු 50ක බදු පදනම යටතේ ලබාදී ඇති අතර ඒ සඳහා එක්වර ගෙවීමේ මුදලක් ගැනීමට නියමිත අතර වාර්ෂික වාරික අයකිරීමක් සිදු නොකෙරේ. මෙම ව්‍යපෘතිය පිහිටා ඇති ඉඩම ගොඩනැඟිලි සහිත සියලු යටිතල පහසුකම්වලින් සමන්විත සංවර්ධිත ඉඩමක් වන අතර ආයෝජකයා විසින් අවශ්‍ය ප්‍රතිසංස්කරණ කටයුතු පමණක් සිදුකර ගත යුතුව ඇත ( කලින් පැවති කාබූල් ලේස් ව්‍යපෘතිය). මීට අමතරව ආයෝජන මණ්ඩලය විසින් අත්පත් කර ගන්නා ලද යෝජිත වාහන එකලස් කිරීමේ කර්මාන්තශාලාව සඳහා ලබාදී ඇති කුලියාපිටියේ පිහිටි ඉඩම සම්පූර්ණ අයිතිය පැවරීමේ පදනම (Freehold Basis) මත ලබාදී ඇත. ආයෝජන මණ්ඩලය විසින් මේ හා සමානවම 2000 වර්ෂයේදී අත්සන් කරන ලද අදාල ගිවිසුමේ අඩංගු අර්බුදකාරී තත්ත්වය සමතයකට පත්කිරීම සඳහා “මර්බොක්” ආයතනය වෙත අක්කරයක් සඳහා වසරකට ඇ.ඩො. 1ක් බැගින් අවුරුදු 99 ක් සඳහා අක්කර 357ක් බදු පදනම යටතේ ලබා දී ඇත.

    RDA says solutions to Kandy’s traffic problems on the way

    After years of searching for solutions to ease traffic blocks in Kandy, the Road Development Authority (RDA) says it is finally ready to implement the first phase of a plan to ease the traffic jams on Sri Sangharaja Mawatha, via a new route along the Tennakumbura – Mahiyangana Road.

    The project is estimated to cost rupees one hundred and three million.

    Traffic blocks along this route cause the biggest bottle-necks during school hours both in the morning and afternoon.

    To make matters worse huge trucks transporting sand from Mahiyagana along the same route cause perpetual traffic jams even at times when schools are not functioning.

    Minister of Road Development Lakshman Kiriella said the project took years of planning and faced many difficulties in attempting to implement a scheme which would not only ease traffic congestion. but would also take into consideration that the plan did not interfere with Kandy being a Heritage City.

    A major problem facing planners had always been the sharp bend near Mahamaya College -a major cause for traffic blocks along this road. To overcome this problem the RDA plans to construct a bridge over the ornamental footpath near Mahamaya College.

    Engineer in charge of the Project, Tilak Siriwardene said the plan does fit in with the ‘Heritage city’ design and has the blessings of the Malwatte Mahanayake as well.

    The bridge will be built entirely with government funds and no grant funds will be utilised, he said

    The bridge will have a dual carriageway as well as a metre-wide footpath for pedestrians.

    The roadway will connect to a one-way road at Louis Pieris Mawatha and the Bridge would also link the Ampitya-Talatuoya road.

    According to Mr. Siriwardene the Kandy Lake would not be affected and the bridge. He said the project had been accepted by the ongoing World Bank programme.

    Initial work has commenced, and Minister Kiriella is expected to officially commission the project shortly.

    The Project is handled by the Regional Director of Highways D. Kumaranatunge.

    Central Expressway: Top Japanese team here to push through tender

    A large Japanese delegation, headed by an adviser to the Japanese Prime Minister, was in Sri Lanka this week to push through a tender for the third section of the Central Expressway (CE III).

    The visit came amidst reports that Fujita Corporation, the Japanese construction company which offered a lower bid to build the road, has been struck down by a tender evaluation committee on grounds that it was unqualified to implement such a massive project. Only the bid offered by another Japanese company, Taisei Corporation, is being studied. Taisei’s price is Rs. 159 billion while Fujita quoted lower at Rs. 147 billion.

    With its complicated terrain and land acquisition requirements, the 32.5 kilometre CE III from Pothuhera to Galagedara is tipped to be one of the most expensive road initiatives undertaken in recent times.

    The Sri Lankan Government had hoped to fund the project through a tied loan from the Bank of Tokyo-Mitsubishi UFJ Ltd (BTMU). But during discussions this week with the 20-member Japanese team, the Sri Lankan side-pushed to obtain more favourable terms from BTMU.

    According to official documents seen by the Sunday Times, Sri Lanka was to have secured a yen loan equivalent of US$ 1 billion from BTMU. The interest was to be 0.95 percent above six-month Japanese yen (JPY) LIBOR. There was to have been an additional insurance fee of 10.07 percent; an “arrangement fee” of 1.1 percent; and an annual fee of 0.25 percent, raising the total to about six percent above JPY LIBOR.

    A STEP–Special Term for Economic Partnership–loan under Japanese Official Development Assistance (ODA) is now under consideration, sources said. Repayment is typically in 40 years with a 10-year grace period. Under the scheme offered by BTMU, Sri Lanka was left to come up with a gap of aboutRs 200 million. While a STEP loan can cover up to 100 percent of total project cost, what is being discussed for CE III is a combination of STEP and concessional financing, an authoritative source said.

    Committees under the RDA are separately evaluating Taisei’s bid for the project. Fujita was rejected on the basis that it had not carried out a road construction endeavour of such magnitude in the recent past. It is not immediately clear, however, whether the other company qualifies under such criteria. But the odds were stacked in Taisei’s favour from the time bids were first entertained.

    From the outset, the Highways Ministry eschewed transparent, competitive tenders for CE III. Under instructions from the Cabinet Committee on Economic Management (CCEM), it chose limited tenders from Japanese companies, saying this was a prerequisite to securing concessional terms from BTMU. Such tenders are not advertised and other bidders typically do not know when they are floated.

    Then, instead of opening the project out to all Japanese firms, the Ministry requested the Japanese embassy to nominate contractors. The embassy came back with just three: Taisei Corporation, Penta Ocean Construction Co Ltd and Wakachiku Construction Co Ltd. It said they were recommended by the Japanese Chamber of Commerce and Industry in Sri Lanka but did not reveal selection criteria. It is not clear why the embassy did not ask the Overseas Construction Association of Japan which, with 50 members and 43 associate members, promotes international cooperation and construction abroad.

    In the first round, only Taisei Corporation submitted a bid. Penta Ocean Construction specialises in marine works and land reclamation, not road building. Wakachiku Construction has mostly been involved with bridge work in Sri Lanka. But Taisei’s bid was rejected because it had neglected to submit the mandatory bid bond.

    The Japanese Government expressed displeasure to its Sri Lankan counterpart at the cancellation of the bid, source said. Prompted by the CCEM, the Highways Ministry then wrote to the Japanese embassy requesting preselected companies to submit fresh bids within two weeks, complete with bid bonds. It was in this that Fujita Corporation and Taisei submitted proposals.

    Meanwhile, the Central Environmental Authority confirmed this week that the Environmental Impact Assessment (EIA) report for the project has not yet been approved. “We have requested some information from the RDA (Road Development Authority) but we have still not received it,” a senior official said.

    Central Expressway: Stage 2 Construction work to begin on Feb 1

    Work on the Stage 2 of the Central Expressway project will commence on February 1 in Mirigama under the auspices of Prime Minister Ranil Wickremesinghe. The section extending from Mirigama to Kurunegala will be constructed by a consortium of four local contractors, the first time a project of such magnitude has been handled by local contractors.

    “The section will be constructed by local companies as opposed to foreign contractors as done previously,” said the Chairman of the Road Development Authority, Nihal Sooriyaarachchi.

    The estimated cost of construction has been at Rs. 4 billion.

    The section will be 40 kilometres in length and will consist of four lanes divided two ways with four interchanges in Mirigama, Nakulugamuwa, Pothuhera, Dambokka and Kurunegala.

    According to Sooriyarachchi, the construction work of Section 2 is set to be completed in 2019 while Minister of Higher Education and Highways Lakshman Kiriella has assured that the construction of all highways will be completed by 2020 and the Central Expressway project will be completed by the end of 2019.

    Fresh tenders called for rail coaches

    After the rejection of the initial tenders for the procurement of 170 coaches for the Railway Department due to the shortlisted companies’ inability to satisfy tender requirements, the Cabinet has granted approved to call fresh tenders to purchase coaches for the Railways Department, Secretary to Transport Ministry, Nihal Somaweera said.

    The company initially selected for the tender had quoted a higher price than the second bidder on which grounds the second bidder appealed to the tender appeal commission and both tenders were subsequently rejected.

    He said, “This went to the tender appeal board and the board wanted to cancel the tender offers. The Cabinet has now approved to restart the tender procedure.”

    At the initial tender calling, two finalists, Texmaco Rail and Engineering Ltd of Kolkata and Rites Ltd of Gurgaon were selected and Texmaco Rail was unable to satisfy the prerequisite where the company had to show it had been in exporting business for at least five years.

    This was due to the fact that the liberalization of the Indian market in the sector took place only around three years back.

    Texmaco Rail’s effort to circumvent this shortcoming was to sign up with a second company that was in a position to satisfy the tender requirements. However, their bid was not selected despite offering less than half the prices than Rites Ltd as the board learnt that the joining up of the two companies were done subsequent to placing the tender and was not so mentioned in the tender documents.

    “The funding for this project comes under the Indian Credit Line hence there are certain conditions that needs to be adhered to. The Indian Embassy has written to us that the second company doesn’t have sufficient experience in manufacturing of mainline carriages. They have done other things like tank wagons and other transport wagons. But not passenger transport,” he explained.

    Asked whether there will be new conditions to the tenders after concurrence by the Indian Exim Bank, under the new credit line guidelines, he said the Ministry will have to develop the new tender conditions and submit it to the concurrence of the donor bank which is Indian EXIM bank,” he said. The companies to place bids were initially nominated through the Indian High Commission.

    Major milestone achieved in Uma Oya project

    A 3.7 km tunnel linking the two dams of the Uma Oya irrigation and power project is now complete, a major milestone in the multi-million-dollar scheme to bring much-needed water and electricity to Sri Lanka’s arid southeast.

    One of the biggest development and construction projects in Sri Lanka, Uma Oya aims to provide water for drinking, industry and irrigation in the southeastern dry zone of the South Asian island and generate much-needed hydro-electric power.

    "The breakthrough was achieved on January 14 and the tunnel excavation is now complete," Iranian contractor Farab said. "This is a major milestone in the completion of the Uma Oya project and everyone involved should be congratulated for this great achievement."

    The project consists of a hydro-electric power plant, three tunnels with a collective length of 23 km, and the Puhulpa and Dyraaba dams, which span the two main tributaries of the Uma Oya River. When operational, the power plant will add 120 MW to Sri Lanka’s electricity generating capacity.

    The tunnels connect the dams which will regulate the release of water downstream and take water to the power generation unit.

    "The link tunnel joins the dams at Pohulpola and Dyraaba to give a bigger reservoir of water to feed the 15 km headrace tunnel which takes the water to the underground power house," said David Lees, chief site supervisor of Amberg, a Swiss engineering firm working on the project.

    Sowing the seeds of hard work

    According to Sri Lankan officials, the Uma Oya mega project will spur development and play a key role in the growth of arid and under-privileged agricultural districts of southeastern Sri Lanka.

    "The Sri Lankan government is aiming to carry out a number of industrial plans in the area after the completion of the Uma Oya project," said Harin Fernardo, a former chief minister of Uva province and Sri Lanka’s current minister of telecommunication. "The plans will create new jobs and business opportunities."

    People who live in south eastern Sri Lanka are badly hurt by lack of rainfall. Most are dependent on agriculture for a living and do not have access to enough water to drink or to water their crops.

    "There are more than 30,000 hectares of agricultural land in the area that cannot be fully utilised due to the lack of irrigation facilities and water shortages," said Udaya R. Seneviratne, Secretary to the Ministry of Mahawali Development and Environment.

    "Through this project not only will these lands be fully exploited, but another 5,000 hectares of new land will be developed for cultivation", he said.

    Large-scale infrastructure projects like Uma Oya, however, do not come without cost.

    "Farab and its subcontractors took every measure possible to minimise the impact of the construction work", said Lees adding that the extremely complex and unique geology of Sri Lanka and the large scale of the project made it impossible to foresee every underground hazard.

    "With mega projects like Uma Oya to some extent damage cannot be avoided. But, people should know that the issues they are facing are temporary and they will realise the value of the project once it is implemented," said Seneviratne.

    The Sri Lankan government and Farab have taken steps to compensate those affected by the construction work. According to Farab, despite the challenges, construction work is in full swing.

    "Construction work of two out of three tunnels is completed," the company said. "The excavation of the 15 km headrace tunnel, which is by far the longest tunnel to be built in Sri Lanka, is over 50 percent complete."

    The project’s two dams are still under construction. Work on the Dyraaba dam is already more than 80 percent complete and Farab started the construction of Puhulpola dam in early October.
