    Sri Lanka to test automated traffic management system

    ECONOMYNEXT – Sri Lanka will soon test an automated traffic offence management system using closed circuit television with number plate recognition capability in Colombo under the planned Western Region ‘Megapolis’ project, an official said.

    Use of an efficient traffic enformenent system with CCTV cameras is one of the projects that will be implemented to improve transport in the ‘Megapolis’, said Dimantha De Silva, senior lecturer at the University of Moratuwa and Megapolis transport planner.

    “We have got approval for the traffic law enforcement pilot project which will be done in 11 locations with automated traffic management using CCTV with number plate recogniton capability,” he told a forum.

    Under the planned system, to be done in 4-5 months, notices of fines for traffic violations will be sent to the homes of offenders, he said at the forum held by the French Embassy and French Agency for Development.

    The Megapolis transport planning team is looking at removing traffic bottlenecks and improving capacity at intersections as part of short term solutions to manage the city’s worsening congestion, De Silva said.

    Sri Lanka seeks turnkey contractor for U$68mn Heda Oya reservoir

    ECONOMYNEXT - Sri Lanka will call bids to choose a turnkey contractor who will build a reservoir that can store 147 million cubic metres on Heda Oya, that will provide water to eastern areas of the island.

    The cabinet of ministers had approved a proposal by the ministry of irrigation to call international competitive bids for a contractor who build the reservoir estimated to cost 10.25 billion rupees (68 million dollars) and also provide finance.

    The reservoir will provide water to irrigate 5,308 hectares of new irrigation land and 1,255 hectares of existing lands in Heda Oya, Vila Oya and Karanda Oya river valleys.

    It will also provide five million cubic metres of drinking water to the Pothuvil, Lahugala and Panana areas in the Ampara district.

    Colombo Crown resumes mixed development project changing faces

    US$ 400 million 36-storey mixed development complex previously known as ‘Colombo Crown’ has completely changed its ‘Casino’ face to launch the mega project soon in a 500 perch prime block of land at D.R. Wijeyawardene Mawatha in Fort.


    This mixed development project will resume as a joint venture involving Asia Capital Limited, Board of Investment (BOI), Upul Jayasuriya said in Colombo on Friday.

    He reiterated that previous government had given permission to build this hotel complex in D.R Wijewardane Mawatha and it was a mixed development project.

    The BOI agreement has not been canceled he said adding that at present different parties were expressing their opinions regarding this mixed development project

    Asia Capital Limited provides various financial services to institutional and individual customers primarily in Sri Lanka.

    The company’s products and services for institutions comprise investment banking, equity capital markets, debt capital markets, asset management, equity securities trading, fixed income securities trading, investment research, corporate insurance, asset leasing, project finance, and advisory services.

    The government has given consent to Ravi Wijeratne, chairman-owner of conglomerate Rank Holdings to resume the project suspended in 2015 by the same authorities who opposed a casino deal

    Rank Holdings has previously partnered with Australia's Crown Resorts Ltd which holds two casino licences to build the country's first integrated resort with 450 luxury rooms, a signature restaurant and bars, a spa and pool and a "thematic lake water feature, an official said without mentioning any casino complex.

    The Rank Holdings the owner of the 500 perch Colombo property will proceed with the project in collaboration with Asia Capital anticipating a tourism boom in the island within the next few years under the present government, he pointed out..

    In early 2015, government has declared Australian billionaire James Packer unwelcome in the country after the gaming mogul pulled out of building a luxury resort following a ban on new casinos.

    Ruwanpura Expressway may go to China, but major questions persist

    “Please note that ERD would be able to arrange concessional funding only for the first section of the Ruwanpura Expressway Project at the initial stage,” says a letter from R M P Rathnayake, Director General of the Ministry of Finance’s External Resources Department (ERD), to the Highways Ministry Secretary. “Accordingly, the implementation of the other sections needs to be sequenced based on the availability of funding, progress of land acquisition and the project readiness.”

    The Government recently said that, due to lack of funds, it would implement mega road projects solely on the basis of Public-Private Partnerships (PPPs) or Build-Operate-Transfer (BOT) projects. It was not immediately clear whether this would affect Stage I of the Ruwanpura Expressway; and whether the Highways Ministry has altogether shelved plans to secure funding from the Exim Bank of China for the remaining sections.

    The contract agreement to build the Dusit Thani Beachfront Balapitiya, Sri Lanka’s only beach front high-rise apartments was inked yesterday.

    SINO Great Wall Intentional Engineers China will begin construction work in three weeks. The project will consist of two towers of apartments and the total investment will be US$ 70 million.

    SINO Great Wall Intentional Engineers China Vice President, Hans Ruxue said they hope to complete the project in less than two years.He said that this is their fourth project in Sri Lanka after the two Shangri La projects and the 510 roomed RIU hotel in Ahungalle.Ruxue said they are also involved in building of the world’s tallest Twin Tower project in Cambodia which is 155 floors each.

    Indola Group Director Ajit Wijesinghe said they selected the Chinese company since they were successfully involved in building five star hotels and their good and clean finishes.

    He said that they have sold the first apartment tower which consists of 40 apartments. Most of the buyers are from Sri Lanka, Australia and many foreigners,” he said. In addition 30% have been sold from the second tower which will offer 140 apartments.

    The property will be erected in three stages, with the addition of a promenade featuring 15 international restaurants, bars and cafes, a spa, 2500sqm convention centre, a tennis court, multi-faith chapel and gymnasium, said Indola Group Director Paul Dwyer said.

    The investment for the second stage will be US$ 120 million.

    ශ්‍රී ලංකාව ලබාගෙන ඇති ණය හේතුවෙන් ඉදිරි වසර 10 තුළ පොළිය සහ ණය වාරික වශයෙන් ඇමෙරිකානු ඩොලර් බිලියන 36 ක් ගෙවීමට සිදුව ඇති අතර, ඒ අනුව වසරකට ඇමෙරිකානු ඩොලර් මිලියන 3.5 ක් ගෙවිය යුතුව තිබේ.

    මේ සම්බන්ධයෙන් උසස් අධ්‍යාපන හා මහාමාර්ග අමාත්‍ය ලක්ෂ්මන් කිරිඇල්ල මහතාගෙන් 'අද' කළ විමසීමේදී අමාත්‍යවරයා පැවසුවේ, “රටේ ණය ඉහළ මට්මමක තිබෙන්නේ. මේ නිසා රුවන්පුර අධිවේගී මාර්ගයයි, දඹුල්ල අධිවේගී මාර්ගයයි ඉදිකිරීම් තාවකාලිකව අත්හිටුවලා තියෙන්නේ. 

    මේ මාර්ග සඳහා ණය පහසුකම් ලැබීමේ අපහසුතා නිසා එහෙම කළත්, ඉදිරි කාලයේදී මාර්ග කටයුතු ආරම්භ කිරීමට බලාපොරොත්තු වෙනවා. මේ පාරවල් හදන්නේ ණය අරගෙන. ඒ ණය අපි ගෙවන්නත් වෙනවා. නමුත් කවුරුන් හෝ තමන්ගේ මුදලින් පාරවල් හදන්න එකඟ වුණොත් එම මාර්ගවලින් ඔවුන්ට වසර පහළොවක් පමණ අදායම් ලබාගෙන නැවත රජයට පවරන එකඟතාව මත (BOT ක්‍රමය) අධිවේගී මාර්ග ඉදි කරන්න අපි එකඟයි.

    නමුත් මධ්‍යම අධිවේගී මාර්ගය ඒ විදිහටම කරගෙන යනවා. මේ වනවිට මධ්‍යම අධිවේගයේ අදියර තුනකින් වැඩ පටන් අරගෙන තිබෙන්නේ. රටේ ණය බර වැඩිවීම තමයි හිටපු ජනාධිපති මහින්දගෙන් අපට ලැබුණු දායාදය" යැයිද අමාත්‍යවරයා ප්‍රකාශ කළේය.

    The USD650 million Krrish Square project construction which was at a standstill due to delays in payment and allegations of pay offs, has finally resumed construction.


    The UDA had cleared 3.7 acres of the land allocated for the project, however the clearing of the remaining 0.6 acres of land was temporarily halted due to a dispute over the final payment.


    Krrish Transworks Colombo (Pvt) Ltd. made the final payment earlier this year and also signed a supplementary agreement with the BOI last November to complete the project within 48 months.
