Two brand new Fast Patrol Vessels (FPV), gifted by Japan, joined the Sri Lanka Coast Guard (SLCG) fleet during a commissioning ceremony held at the Colombo Port on Wednesday. State Minister of Defence Ruwan Wijewardene, Japanese State Minister for Foreign Affairs, Kazuyuki Nakane attended the ceremony as a special guest. Indian Housing Project extends to Monaragala District
In a special ceremony held yesterday at the Kumarawatta Estate in the Monaragala District, India High Commissioner Taranjit Singh Sandhu along with Public Administration, Management and Law and Order Minister Ranjit Madduma Bandara, Hill Country New Villages, Infrastructure and Community Development Minister Palani Digambaram and Education State Minister V.S. Radhakrishnan laid the foundation stone for 150 new houses being constructed under the Indian Housing Project.
Members of Parliament and the Uva Provincial Council, senior government officials as well as officials from the Plantation Human Development Trust (PHDT), Plantation and Estate Management participated in the ceremony.
A large number of people from the Kumarawatta Estate attended the function. The Indian Government has committed a total of 14,000 houses in plantation areas including the 10,000 houses announced by Indian Prime Minister Narendra Modi last year.
The agreement between India and Sri Lanka for the 10,000 houses was signed on 12 August when the first lot of the more than 400 houses built in the plantation areas under the Indian Housing Project were handed over.

පේරාදෙනිය විශ්ව විද්යාල භූමියේ ඉදිකළ රාජ්ය ඖෂධ නීතිගත සංස්ථාවේ 39 වන ඔසුසල විවෘත කිරීමේ අවස්ථාවට අද (01) පෙරවරුවේ එක්වෙමින් සෞඛ්ය අමාත්යවරයා මේ බව ප්රකාශ කළේය.
ඉතා මිල අධික පිළිකා ඖෂධ 10 ක ටෙන්ඩර් මිල පාලනයකට ලක්කර තිබේ. තෝරා ගත් ඖෂධ වර්ග13 ක උපරිම සිල්ලර මිල නියාමනය කර ඇති අතර දියවැඩියා රෝගීන් භාවිත කරන රුධිර ග්ලුකෝස්මාපක සහ රුධිර ග්ලුකෝස් මාපකවල භාවිත කරන පරීක්ෂණ තීරු යන වෛද්ය උපකරණවල උපරිම සිල්ලර මිල මෙලෙස නියාමනය කර ඇත. තෝරා ගත් ඖෂධ වර්ග 13 තුල ජිවිතාරක්ෂක ප්රතිජීවක, ස්නායුගත රෝග ඖෂධ, ඉන්සියුලින් ඇතුලු දියවැඩියා ඖෂධ, ඇදුම රෝගය සදහා භාවිත කරන ඖෂධ, ස්නායු රෝග ඖෂධ,, අපස්මාර රෝග ඖෂධ සහ කොලෙස්ටරෝල් පාලනය කිරීමේ ඖෂධ සදහා භාවිතා කරන ඖෂධ ඇත.
මෙම මිල නියාමනයට අදාල ගැසට් පත්රය ඊයේ (31) මධ්යම රාත්රීයේ නිකුත් කර තිබේ. ජාතික ඖෂධ නියාමන අධිකාරිය විසින් මෙම මිල නියාමන ගැසට් පත්රය සකස් කර ඇත. මිල නියාමන ගැසට් පත්රයට සෞඛ්ය, පෝෂණ හා දේශීය වෛද්ය අමාත්ය දොස්තර රාජිත සේනාරත්න මහතා සෞඛ්ය අමාත්යාංශයේ දී ඊයේ (31) පෙරවරුවේ අත්සන් කරන ලදි.
මෙම අවස්ථාවට සෞඛ්ය සේවා අධ්යක්ෂ ජනරාල් විශේෂඥ වෛද්ය අනිල් ජාසිංහ මහතා, ජාතික ඖෂධ නියාමන අධිකාරියේ සභාපති මහචාර්ය අසිත ද සිල්වා මහතා සහ එහි ප්රධාන විධායක නිලධාරී විශේෂඥ වෛද්ය කමල් ජයසිංහ මහතා එක්ව සිටියහ.
ඖෂධ මිල නියාමනය කිරීම පිළිබදව අදහස් දැක්වූ සෞඛ්ය අමාත්යවරයා - “පිළිකා ඖෂධ වලින් සියයට 95 ක් මිල දී ගනු ලබන්නේ රජයයි. පෞද්ගලික අංශය සියයට 5 ක් පමණ අලෙවි කරයි. පිළිකා ඖෂධ මිල අධිකයි. එම නිසා පිළිකා ඖෂධ මිල දී ගැනීමේ හැකියාවක් රෝගීන්ට නැහැ. ඖෂධ ආනයනය කිරිම සදහා වසරකට රජය රුපියල් බිලියන 07 කට අධික මුදලක් වැය කරනවා. පිළිකා ඖෂධ මිල අඩු කිරිම තුලින් රජයට ඉතිරිවන මුදල රුපියල් බිලියන 02 ක්. ටැබ්සුමාබ් නැමැති පිළිකා ඖෂධය යහපාලන රජය බලයට පත්වන විට අලෙවි වුයේ රුපියල් දෙලක්ෂ අසූදාහසකටයි. එය අද වන විට රුපියල් එක්ලක්ෂ හතලිස් හතරදහස දක්වා අඩු වී තිබෙනවා. නමුත් අද දින නිකුත් කළ ගැසට් නිවේදනයට අනුව ටැබ්සුමාබ් ඖෂධය රුපියල් 95000 දක්වා අඩු වෙනවා. යහපාලන රජය බලයට පත්වන තුරු සෞඛ්ය අමාත්යාංශය නිදහස් සෞඛ්ය සේවාව කියා මුදල් ගෙවා ඇත්තේ ඖෂධ සමාගම් වලටයි. 2016 ඔක්තෝබර් මස 21 දින අත්යාවශ්ය ඖෂධ වර්ග 48 ක මිල නියාමනය කර තිබෙනවා.එමගින් විවිධ වෙළෙද නාමයෙන් යුත් ඖෂධ වර්ග 400 ක පමණ මිල නියාමනය වුනා. අද දින සිදු කළ මිල නියාමනයත් සමග ඖෂධ සහ වෛද්ය උපකරණ 74 ක මිල නියාමනය කර තිබෙනවා. ඒ අනුව විවිධ වෙළෙද නාම වලින් යුත් ඖෂධ වර්ග 1000 කට ආසන්න සංඛ්යාවක මිල නියාමනය වී තිබෙනවා. දුප්පත් ජනතාව වෙනුවෙන් තමයි මෙම තින්දු තීරණ ගනු ලබන්නේ. අත්යාවශ්ය ඖෂධ වර්ග 48 ක මිල නියාමනය කිරීමේ දී ප්රතිජීවක, වේදනා නාශක, දියවැඩියාව, අධිරුධිර පීඩනය, හෘද රෝග සදහා භාවිත කරන ඖෂධවල මිල නියාමනය කෙරුනා. අද වන විට රෝගීන් වෛද්යවරුන් විසින් නියම කරනු ලබන ඖෂධ සියල්ල මිල දී ගැනීම නිසා සමස්ත ඖෂධ භාවිතය ද වැඩි වී තිබෙනවා. මෙම මිල නියාමනය තුලින් ඖෂධ මිල දී ගැනීමෙන් රෝගීන් වෙත ලැබුනු සමස්ත ඉතිරිය ආසන්න වශයෙන් රුපියල් බිලියන4.4 ක් වනවා.”

ඉතා මිල අධික පිළිකා ඖෂධ 10 ක්, තෝරා ගත් ඖෂධ නිෂ්පාදන 13 ක සහ වෛද්ය උපකරණ 02 ක මිල නියාමනය සැප්තැම්බර් 01 වන දා සිට ක්රියාත්මක බව සෞඛ්ය, පෝෂණ හා දේශීය වෛද්ය අමාත්ය දොස්තර රාජිත සේනාරත්න මහතා පවසයි.
පේරාදෙනිය විශ්ව විද්යාල භූමියේ ඉදිකළ රාජ්ය ඖෂධ නීතිගත සංස්ථාවේ 39 වන ඔසුසල විවෘත කිරීමේ අවස්ථාවට අද (01) පෙරවරුවේ එක්වෙමින් සෞඛ්ය අමාත්යවරයා මේ බව ප්රකාශ කළේය.
ඉතා මිල අධික පිළිකා ඖෂධ 10 ක ටෙන්ඩර් මිල පාලනයකට ලක්කර තිබේ. තෝරා ගත් ඖෂධ වර්ග13 ක උපරිම සිල්ලර මිල නියාමනය කර ඇති අතර දියවැඩියා රෝගීන් භාවිත කරන රුධිර ග්ලුකෝස්මාපක සහ රුධිර ග්ලුකෝස් මාපකවල භාවිත කරන පරීක්ෂණ තීරු යන වෛද්ය උපකරණවල උපරිම සිල්ලර මිල මෙලෙස නියාමනය කර ඇත. තෝරා ගත් ඖෂධ වර්ග 13 තුල ජිවිතාරක්ෂක ප්රතිජීවක, ස්නායුගත රෝග ඖෂධ, ඉන්සියුලින් ඇතුලු දියවැඩියා ඖෂධ, ඇදුම රෝගය සදහා භාවිත කරන ඖෂධ, ස්නායු රෝග ඖෂධ,, අපස්මාර රෝග ඖෂධ සහ කොලෙස්ටරෝල් පාලනය කිරීමේ ඖෂධ සදහා භාවිතා කරන ඖෂධ ඇත.
මෙම මිල නියාමනයට අදාල ගැසට් පත්රය ඊයේ (31) මධ්යම රාත්රීයේ නිකුත් කර තිබේ. ජාතික ඖෂධ නියාමන අධිකාරිය විසින් මෙම මිල නියාමන ගැසට් පත්රය සකස් කර ඇත. මිල නියාමන ගැසට් පත්රයට සෞඛ්ය, පෝෂණ හා දේශීය වෛද්ය අමාත්ය දොස්තර රාජිත සේනාරත්න මහතා සෞඛ්ය අමාත්යාංශයේ දී ඊයේ (31) පෙරවරුවේ අත්සන් කරන ලදි.
මෙම අවස්ථාවට සෞඛ්ය සේවා අධ්යක්ෂ ජනරාල් විශේෂඥ වෛද්ය අනිල් ජාසිංහ මහතා, ජාතික ඖෂධ නියාමන අධිකාරියේ සභාපති මහචාර්ය අසිත ද සිල්වා මහතා සහ එහි ප්රධාන විධායක නිලධාරී විශේෂඥ වෛද්ය කමල් ජයසිංහ මහතා එක්ව සිටියහ.

MANILA, PHILIPPINES (31 August 2018) — The Board of Directors of the Asian Development Bank (ADB) has approved $145 million in loans to develop new applied science and technology programs in four Sri Lankan universities.
“To achieve higher incomes and better standards of living, the Sri Lankan government aims to transform the country to a knowledge-based economy by 2025, with education playing a key role,” said ADB Principal Social Sector Specialist Ms. Gi Soon Song. “To this end, the project will help nurture a new breed of technology-oriented graduates equipped with skills and entrepreneurial spirit for the economy.”
Sri Lanka’s education system is facing several challenges in delivering quality learning relevant to the labor market, particularly in science, technology, and engineering subjects. Higher education opportunities as a whole are limited, with the gross enrollment rate at less than 19%—much less than the 50% average for upper middle-income countries. Moreover, less than 20% of graduates are from science and engineering subjects.
Although more than 60% of undergraduates in Sri Lanka are female students, they overwhelmingly (about 82%) concentrate on liberal arts and social studies where unemployment is highest. Encouraging more women to take technology disciplines will increase women’s career opportunities in technical areas where wages are high.
A lack of investment, laboratory facilities, researchers, and qualified academic staff are holding back the quality of teaching, learning, and research. Existing degree programs in scientific or engineering areas are more theory-oriented and lack practical applications of knowledge and skills.
Recognizing this, the government in 2013 introduced a technology stream into secondary education, supported by an ADB Education Sector Development Program. Since 2015, about 7,000 students from the technology stream have become qualified for higher education annually. The government also selected 11 public universities to open new technology faculties. The World Bank is providing financing for 8 technology faculties. The government requested ADB to support the development of technology faculties in the remaining 3 universities—Kelaniya, Rajarata, and Sabaragamuwa—as well as an engineering faculty in the University of Sri Jayewardenepura.
The project will construct faculty buildings following green building standards, ensuring they are climate proofed, well equipped with laboratories, and offer flexible spaces for different kinds of research and learning as well as facilities that help integrate female students and staff, such as day care centers.
Under the program, the universities will develop complete degree program curricula incorporating industry inputs and aligned with international standards. The project will also support the recruitment and training of academic staff for the new programs. Staff performance management systems will be strengthened to continuously improve teaching and learning, student services, and industry collaboration. The universities will develop joint proposals with industry partners for research and development activities to resolve industry problems or come up with new products and services. In addition, the project will develop a future project proposed for 2021 focusing on research and development capacity.
The total project cost is $165 million, of which the government will provide $20 million. It is due for completion at the end of 2023.
