මාතර බෙලිඅත්ත දුම්රිය මාර්ගයේ ශ්‍රී ලංකාවේ දිගම දුම්රිය පාලම හා දිගම දුම්රිය බිංගෙය පිහිටා තිබීම විශේෂත්වයකි. ශ්‍රී ලංකා සිතියමේ සඳහන් දිගම බිංගෙය සිංගිමලේ ලෙස එවකට හැඳින්වූයේ දිග මීටර් 559ක් දිග තිබූ නිසාය. නමුත් නාට්ටිකුලම හා කැකනදුර දුම්රිය ස්ථාන අතර ඉදිකළ දුම්රිය බිංගෙය මීටර් 615කින් සමන්විත වීම නිසා එය දිගම බිංගෙය වේ.

මාතර බෙලිඅත්ත දුම්රිය මාර්ගයේ බඹරැන්ද බෙලිඅත්ත අතර ඉදිකළ බිංගෙය මීටර් 268 කින් සමන්විතයි. බඔරැන්ද සිට වැව්රුකන්නල දක්වා කොටසේ කිලෝමීටර් 1. 5ක් දිගින් යුත් ගුවන් පාලමකින් ද සමන්විතය.

මාතර බෙලිඅත්ත දක්වා දුම්රිය මාර්ගය ඉදිකිරීමෙන් පසු දෙවන අදියර යටතේ බෙලිඅත්ත සිට හම්බන්තොට දක්වා කිලෝ මීටර් 48 කින්ද, තෙවැනි අදියර හම්බන්තොට සිට කතරගම දක්වා කිලෝමීටර් 39 කින්ද දුම්රිය මාර්ගය ඉදිකෙරේ. මෙහි මූල්‍ය ප්‍රතිපාදන චීන එක්සිම් බැංකුව සපයන අතර, මධ්‍යම ඉංජිනේරු කාර්යාංශය ප්‍රධාන උපදේශනය යටතේ එහි අධීක්ෂණ කටයතු සිදු කෙරෙන බව ප්‍රවාහන හා සිවිල් ගුවන්සේවා අමාත්‍යාංශය පවසයි.

අධිවේගී මාර්ග 144KM මේ වසරේදි ජනතා අයිතියට

මේ වසර අවසානයේදි අධිවේගී මාර්ග කිලෝ මීටර් 144ක් ජනතා අයිතියට පත්කරන බව මහා මාර්ග හා ඛණිජ තෙල් සම්පත් අමාත්‍ය කබීර් හෂීම් මහතා සඳහන් කළේය.

ඊයේ (29දා) අයවැය කාරක සභා විවාදයට එක්වෙමින් ඔහු මේ බව සඳහන් කළේය. මහින්ද රාජපක්ස මහතාගේ පාලන කාලයේදි ඔහුට ඉදිකිරිමට හැකිවූයේ අධිවේගි මාර්ග කිලෝමිටර් 176ක් බවත් අමාත්‍යවරයා සඳහන් කළේය.

මේ සඳහා ලන්සු කැඳවීම මැයි මස අවසන් කරන බවත් ඒ සඳහා ආයතන 12ක් පමණ ඉදිරිපත්ව ඇති බවත්, 2020 වසරේදි නිශ්පාදන බෙදා ගැනීමේ හා ළිං කැණීම් කටයුතු කළ හැකි බවත් ඔහු ප්‍රකාශ කළේය.

මෙයින් ලබා ගන්නා වායු මුලින්ම විදුලි නිශ්පාදනයටත් පසුව ඒවා ප්‍රවාහන හා ගෘහ භාවිතයට යොදා ගන්නා බවත් ඔහු ප්‍රකාශ කළේය.

2023-25 වන විට ස්වාභාවික වායු ගවේෂණය සිදුකළ හැකි බවත් ඔහු ප්‍රකාශ කළේය.

Sri Lanka begins 5,000 tonne climate controlled vegetable store

ECONOMYNEXT - Sri Lanka has begun constructing a 5,000 tonnes climate controlled warehouse at the country's main farmgate vegetable exchange in Dambulla in the central province with grant funding from India.

“During the periods when there is an excess harvest, farmers had to throw the excess harvest for elephants to eat," Minister of Economic Reforms & Public Distribution Harsha de Silva said at a ceremony to start the warehouse.

"I am glad that I have the opportunity to address this issue."

The warehouse will allow farmers to store perishable vegetables and fruits at a concessionary price.

In Sri Lanka post harvest losses especially in transport, are estimated to result in losses of up to 40 percent of the harvest.

There is no cold chain in transport.

This year's budget provides a series of tax concessions for investors investing in climate-controlled logistic facilities, the ministry said.

It will give opportunities for investors to construct a vegetable and fruit processing complex around the Dambulla cold storage complex. (Colombo/Mar30/2019)

New elevated highway: Thousands of people to be relocated

The Government will have to acquire 750 lots of land and demolish around 118 shops, houses and places of self-employment when it starts the next phase of its project to build an elevated highway from the New Kelani Bridge to Rajagiriya with a link to Baseline Road.

The Environment Impact Assessment (EIA) says that other than sections located within canals, the highway will cross mostly residential and commercial areas. These will have to be acquired. The areas affected are Meethotamulla, Dematagoda, Borella North, Wanathamulla, Welikada West and Kotuwegoda.

The number of affected families is 1,010 comprising 3,615 people. The EIA says most of these families live in huts or permanent structures which are rudimentary in nature. They will have to be relocated.

The families have been given licences by the National Housing Development Authority (NHDA) or relevant local authority to make their dwellings. Land acquisition will leave 106 structures partially affected and 634 fully affected.

Meanwhile, the report also notes that the livelihoods of people who are working in the state and private sector will also be negatively affected if they are resettled in areas from where their workplaces are not easily reachable.Many are now engaged in several jobs on shift basis due to convenient access from the present location. They will be badly impacted if they are to be resettled in faraway locations. People carrying out business activities in their houses will lose their customer base and also will be removed from the community they currently live in.

The construction of the highway will also affect five temples, two Buddha statues and a Bo tree, one Christian shrine and seven kovils.

The proposed elevated highway from the New Kelani Bridge to Rajagiriya has two components. The main stretch from the bridge in Orugodawatta to Rajagiriya is 6.9 km long. The link to Baseline Road at Dematagoda is 1.2km long.

The main stretch will be constructed over pillars with on-and-off ramps connecting to existing roads at selected locations. The existing Sri Nigrodharama Mawatha towards the Kolonnawa oil terminals will be rehabilitated and upgraded to form the link road to Dematagoda.

ව්‍යවසායකයන් ලක්ෂයක් බිහි කිරීමේ අරමුණින් මුදල් අමාත්‍ය මංගල සමරවීරගේ සංකල්පයක් මත ක්‍රියාත්මක එන්ටප්‍රයිස් ශ්‍රී ලංකා රජයේ පොලී සහන ණය යෝජනා ක්‍රමය යටතේ මේ වන විට ලියාපදිංචි කර ඇති ණය සංඛ්‍යාව 46,673කි.

මේ යටතේ රුපියල් මිලියන 78,621.60 ක් වටිනා ණය ලබා දී තිබේ.

වැඩිම ණය ප්‍රමාණයක් ලබා දී ඇත්තේ “සොඳුරු පියස” නිවාස ණය යෝජනා ක්‍රමය යටතේ ය.

එම ණය සංඛ්‍යාව 20,286කි. “ගොවි ජනතාව” වෙනුවෙන් ක්‍රියාත්මක “රන් අස්වැන්න” සහ “ගොවි නවෝදා” ණය යෝජනා ක්‍රම වෙත ද ඉහළ ඉල්ලුමක් ලැබී තිබේ. ඒ අනුව “රන් අස්වැන්න” ණය යෝජනා ක්‍රමය යටතේ ලබා දී ඇති ණය සංඛ්‍යව 17,484කි. “ගොවි නවෝදා” ණය යෝජනා ක්‍රමය යටතේ ද ණය 3,337ක් ලබා දී ඇත.

නිවාස සිහිනය සැබෑ කිරීමේ අරමුණින් ක්‍රියාත්මක “ජය ඉසුර” ණය යෝජනා ක්‍රමය යටතේ ණය 2258ක් නිකුත් කර තිබේ. පරිසර හිතකාමී සූර්ය බලශක්ති පද්ධති ස්ථාපනය කිරීමේ අරමුණින් ක්‍රියාත්මක “රිවි බල සවි” ණය යෝජනා ක්‍රමය යටතේ ද ණය 1339ක් නිකුත් කර ඇත. නව මාධ්‍ය උපකරණ මිල දී ගැනීම සඳහා සහ උපකරණ අලුත්වැඩියා කර ගැනීම සඳහා මාධ්‍යවේදීන් 661 දෙනෙකුට මේ දක්වා “මාධ්‍ය අරුණ” ණය ලබා දී තිබේ.

එන්ටප්‍රයිස් ශ්‍රී ලංකා රජයේ පොලී සහන ණය යෝජනා ක්‍රමය ආරම්භ වූයේ 2018 වසරේ ජූනි මස 21 වැනි දා ය. උතුරු නැගෙනහිර ඇතුළුව දිවයිනේ සියලු ප්‍රදේශවල රාජ්‍ය සහ පෞද්ගලික බැංකුවල එන්ටප්‍රයිස් ශ්‍රී ලංකා කවුළු විවෘත කිරීමට පියවර ගත් අතර එම වසර අවසානය වන විට ලබා දී තිබූ ණය සංඛ්‍යාව 39,000ක් පමණ විය. මෙම ණයවල පොලිය සම්පූර්ණයෙන් හෝ අර්ධ වශයෙන් රජය මගින් අදාළ බැංකු වෙත ගෙවීම සඳහා රුපියල් මිලියන 5250ක මුදලක් වැය කර තිබේ.

එන්ටප්‍රයිස් ශ්‍රී ලංකා ණය යෝජනා ක්‍රමය වඩාත් පුළුල් කරමින් 2019 අයවැය මගින් නව ණය යෝජනා ක්‍රම රැසක් හඳුන්වා දී ඇත. මේ අතරින් විදේශ සේවයේ නියුක්තිකයන්ට නිවසක් සාදා ගැනීම සඳහා වන “සිහින මාලිගා” ණය යෝජනා ක්‍රමය, නව විවාහක යුවල වෙනුවෙන් ක්‍රියාත්මක “හෝම් ස්වීට්” හෝම් ණය යෝජනා ක්‍රමය සහ උසස් පෙළ විභාගය සමත් වූවන් වෙනුවෙන් උසස් අධ්‍යාපනය පාඨමාලා හැදෑරීම සඳහා වන “මගේ අනාගතය” ණය යෝජනා ක්‍රමය සුවිශේෂී වේ. මේ වසරේ ණයලාභීන්ගේ පොලී ගෙවීම සඳහා පමණක් අයවැය මගින් වෙන් කර ඇති මුදල රුපියල් මිලියන 6100කි.

එන්ටප්‍රයිස් ශ්‍රී ලංකා ණය යෝජනා ක්‍රමය තව දුරටත් ජනතාව අතරට රැගෙන යාමේ අරමුණෙන් ක්‍රියාත්මක “එන්ටප්‍රයිස් ශ්‍රී ලංකා ඔබේ ගමට” ජංගම සේවය පසුගිය දා වැලිගමින් ආරම්භ කෙරිණි. 7000කට අධික නව ව්‍යවාසායකත්ව අපේක්ෂා සහිත ජනතාවගේ සහභාගීත්වයෙන් පැවැති සමාරම්භක වැඩසටහනේ දී පමණක් ණය ගැනීම සඳහා එහි ස්ථාපිත රාජ්‍ය බැංකු ශාඛාවෙතින් පුද්ගලයන් 1327 ලියාපදිංචිය ලබා ගෙන ඇත. ජංගම සේවය දිවයන පුරා ක්‍රියාත්මක කිරීමට සැලසුම් කර තිබේ.

Oman targets 30 per cent stake in Sri Lankan oil refinery

The Omani government is planning to invest in an oil refinery in Sri Lanka, the oil minister Mohammed Al Rumhy said on Saturday, according to the Oman News Agency (ONA).

The Oman Oil Company (OOC) is conducting a feasibility study for acquiring a 30% stake in an oil refinery in Sri Lanka, the minister added.

Al Rumhy expected that the crude prices will range between $65 and $75 per barrel until the end of 2019.

“The Sultanate is still committed to the ministerial committee agreement to monitor the agreement on managing the supply of crude oil to the market amongst OPEC member states and non-OPEC countries till the end of the year,” ONA reported, citing Al Rumhy as saying.

Perseverance, SL’s strategic location bring biggest FDI project to fruition

Perseverance by promoters and Sri Lanka’s enviable strategic location were key factors for the realisation of the biggest Foreign Direct Investment (FDI) worth $ 3.9 billion exports-oriented oil refinery in Hambantota, THE work on which kicked off recently.

The professional stock broker and investment advisor who promoted the idea first to India’s $ 7 billion assets-rich conglomerate Accord Group way back in October 2015 when its Chairman Dr. S. Jagatrakshakan made a visit to Sri Lanka, said the country can be proud of this project once fully operational. Condor Equities Ltd. Sales and Business Development Director Mohammed Riyas had shared Sri Lanka’s strategic location and its maritime sector opportunities when the Chennai-based Accord Chief was in Sri Lanka exploring prospects of investing in a star class hotel in Colombo.

“I had a long and fruitful discussion with the Accord Group Chairman during his visit to Sri Lanka and realised the strength, capacity and willingness of the Group to invest in a large scale project more than a city hotel venture,” recalled Riyas who has structured many stock markets deals and foreign direct investments including the entry of the Saudi-based Heraymila in 2009.



Riyas said following the end of the war in May 2009, he undertook a thorough research of possible new investment sectors especially given the strategic location of Sri Lanka. One sector identified was the petroleum and related products and services.

“Given Sri Lanka’s advantageous geographical location and proximity to international shipping lanes, the potential for an oil refinery, bunkering and by-products and services similar in scale and business model to Singapore and Fujairah was promoted during the meeting with Accord Group Chief,” Riyas added.

For ships, the current alternatives are Singapore and Fujairah but Hambantota is a more competitive and less time consuming option given Sri Lanka’s location.

Following the discussion, the feasibility study for the oil refinery was prepared with the technical expertise of those engaged in similar activity in Chennai. Subsequently, experts and executives visited the identified location for oil refinery Hambantota followed by submission of application to the Board of Investment in July 2016, less than 10 months of original meeting between Riyas and Accord Group Chairman.

Given the size of the investment (larger than Chinese investment in to developing Port City and the for the new ownership and management structure of Hambantota Port) and multiple socioeconomic benefits, the Prime Minister Ranil Wickremesinghe-chaired Cabinet Committee on Economic Management in November 2016 approved the project in principle. As a further step, it was included in the Hambantota Integrated Development Plan which the Government announced on 8 January 2017, marking President Maithripala Sirisena’s second year in office.

The Accord Group’s Singapore-incorporated subsidiary Silver Park International’s project envisages refining 200,000 barrels per day or 10 million metric tons per annum. It is a Euro 5 Greenfield environment-friendly refinery. Based on current global prices, the venture’s export potential is $ 9 billion. Though export-oriented, given Sri Lanka’s forex-spent imports of petroleum products, the venture will be open for procurement by CPC as and when needed.

The second phase involves establishment of a petrochemical industry facility and provision of bunkering services. The by-products of the oil refinery include LPG, bitumen and urea with the latter having big markets in India and Pakistan. The project also includes a 5MW wind power plant and a desalination plant (excess supply will be channelled to people in the area as a CSR gesture) and once completed the entire project will create 6,000 new jobs directly and indirectly.

The project, as expected, faced delays as it involved clearance of land required amounting to 585 acres outside the Hambantota Port, but within the proposed Mirijjawila Industrial Zone and an additional 80 acres within the port. Some of the land belonged to the Mahaweli Authority.

“If not for the delays in the release of land, by now the project would be commercially operational,” notes Riyas who added that construction time was 36 months.

Commenting on the investor, Riyas said Accord Group’s business interests include leather, stainless steel, education, healthcare, hospitality, IT, beverages, pharmaceuticals and energy. Its Chairman Dr. S. Jagatrakshakan is described as an educationist, industrialist and a philanthropist. He entered politics and was an MP and Minister in the last Congress-led Government in 2009-2014 and is currently campaigning in Tamil Nadu for a seat in the current General election.

ශ‍්‍රී ලංකාවේ පළමුවන බහුවිධ ප‍්‍රවාහන මධ්‍යස්ථානය ජනතා අයිතියට

පොදු ප‍්‍රවාහන සේවය පරිහරණය කරන ජනතාවට නැවුම් අත්දැකීමක් ලබා දෙමින් ශ‍්‍රී ලංකාවේ පළමුවෙනි බහුවිධ ප‍්‍රවාහන මධ්‍යස්ථානය අද දින මහානගර හා බස්නාහිර සංවර්ධන අමාත්‍ය පාඨලී චම්පික රණවක මැතිතුමාගේ ආරාධනයෙන් අතිගරු ජනාධිපති මෛත‍්‍රීපාල සිරිසේන මැතිතුමා අතින් ජනතා අයිතියට පැවරුණි. බහුවිධ ප‍්‍රවාහන මධ්‍යස්ථානයක් හැටියට හඳුන්වන්නේ විවිධ මාදිලියේ ප‍්‍රවාහන සේවාවාන් එකම වහලක් යටතදී හමුවීමයි. පොදු ප‍්‍රවාහන සේවා භාවිත කිරීමේදී මතුවන ප‍්‍රධාන ගැටළුවක් වන එක් ප‍්‍රවාහන සේවාවකින් තවත් ප‍්‍රවාහන සේවාවකට මාරු වීමේදී, දුම්රියෙන් පැමිණෙන ජනතාව ඔවුන්ගේ ගමනාන්තය සඳහා බස්රථයක් ලබාගැනීමට බොහෝ විට සැලකිය යුතු තරම් දුරක් ගමන් කිරීමට සිදුවේ. එනමුත් බහුවිධ ප‍්‍රවාහන මධ්‍යස්ථානයකදී සිදු වන්නේ ඉතාම කෙටි ප‍්‍රවේශ දුරක් ඇතුළත දුම්රිය, බස්රථ, එමෙන්ම අනාගතයේදී පැමිණීමට නියමිත සැහැල්ලූ දුම්රිය, කුලී රථ, තමන්ගේ පෞද්ගලික රථ පරිහරණය කිරීමට ඇති හැකියාවයි. විශේෂයෙන්ම කොට්ටාව මාකුඹුර ප‍්‍රදේශයේ ඇති මෙම බහුවිධ ප‍්‍රවාහන මධ්‍යස්ථානය හා ලංකාවේ ප‍්‍රධාන දුම්රිය මාර්ගයක් වන කැළණිවැලි දුම්රිය මාර්ගයත්, ඒ වගේම ප‍්‍රධාන මාර්ගයක් වන දක්ෂිණ අධිවේගී මාර්ගයත් පිටත වටරවුම් මාර්ගය සහ හයිලෙවල් මාර්ගය වැනි ප‍්‍රධාන මාර්ගයන් සඳහා ප‍්‍රවේශ වීමට මෙම ප‍්‍රවාහන මධ්‍යස්ථානය හරහා හැකියාව ලැබේ. එමනිසා මෙය එම මාර්ග භාවිත කරන ජනතාවට අතිශයින් පහසුවක් වන අතර මෙම ප‍්‍රවාහන මධ්‍යස්ථානය තුළ ආපන ශාලා, බැංකු පහසුකම්, තොරතුරු ලබාගැනීමේ කුටි, වෙනත් විශ‍්‍රාම ප්‍රදේශයන් ඇතුළුව ජනතාවගේ පහසුව සඳහා විශේෂ පහසුකම් සලසා තිබේ. මෙම මධ්‍යස්ථානයේ කටයුතු පහසුකර ගැනීම සඳහා තාක්ෂණ පහසුකම් ලබාගෙන තිබෙන අතර GIS තාක්ෂණය හරහා තමන්ගේ රථය තිබෙන්නේ කොතනද යන්න දැන ගැනීමට හැකියාව මෙන්ම සියළුම ප‍්‍රවාහන සේවාවන් සඳහා එකවර කාඩ්පතකින් ගෙවීම් කිරීමට ඇති හැකියාව, ඒකාබද්ධ ප‍්‍රවේශපත‍්‍ර මෙන්ම අන්තර්ජාලය හරහා ප‍්‍රවේශපත්‍ර ලබාගැනීමේ හැකියාවද ලැබේ. මෙම ප‍්‍රවාහන මධ්‍යස්ථානයේ සිට දුරගමන් සේවාවන්, මාතර සහ ගාල්ල වෙත දිනකට ගමන් වාර 52 ක්, කොටුව, බොරැල්ල, මාලඹේ වැනි ප‍්‍රදේශ වෙත කෙටි ගමන් වාර කිහිපයක් සැලසුම් කර ඇත. මෙම ප‍්‍රවාහන මධ්‍යස්ථානයේ ඉදිකිරීම් 2015 මැයි 13 වනිදා ආරම්භ කරනු ලැබු අතර වසර 3ක් වැනි කාලයකදී ජනතාවගේ අයිතියට පැවරීමට හැකිවීම විශාල ජයග්‍රහණයක් වේ. මේ ප‍්‍රවාහන මධ්‍යස්ථනය ගොඩනැගීම සඳහා ශ‍්‍රී ලංකා රජයේ මුදල් සහ ජපන් ජාත්‍යන්තර සහයෝගීතා ආයතනය (ජයිකා ආයතනය) යටතේ රුපියල් මිලින 2000 ක ආයෝජනයක් සිදු කර තිබේ.
