හම්බන්තොටට ජාත්‍යන්තර ආයෝජන කලාපයක්


වත්මන් රජයට වසර 2ක් සපිරෙන ලබන ජනවාරි 8දා හම්බන්තොට අක්කර 15,000ක ජාත්‍යන්තර ආයෝජන කලාපයක් සඳහා මුල්ගල් තැබෙන බව නිවාස හා ඉදිකිරීම් අමාත්‍ය සජිත් ප්‍රේමදාස මහතා පැවසීය.

ඒ මහතා මේ බව ප්‍රකාශ කළේ පසුගිය දින තිස්සමහාරාම මැතිවරණ කොට්ඨාසයේ විහාරමහාදේවිපුර "සෙබාසෙත්ගම" උදාගම්මානය ජනතා අයිතියට පත් කිරීම වෙනුවෙන් පැවැති උත්සවයට සහභාගි වෙමිනි.

මෙම ජාත්‍යන්තර ආයෝජන කලාපය හරහා අලුතින් රැකියා ලක්ෂ 5 - 10ත් අතර ප්‍රමාණයක් ඇති වන බවත් එසේම ඉදිරි වසර 5ක කාලය තුළ රජයේ රැකියා 20,000ක් හම්බන්තොට දිස්ත්‍රික්කයට ලබාදීමට කටයුතු කරන බවද අමාත්‍යවරයා ප්‍රකාශ කළේය.

නව උදා ගම්මාන වැඩපිළිවෙළ යටතේ ජනතා අයිතියට පැවරෙන 10වැනි උදා ගම්මානය "සොබාසෙත්ගම" වේ.

මෙම අවස්ථාවට සමඟාමීව පවුල් 349කට නිවාස කපරාරු කිරීම සඳහා අවශ්‍ය සිමෙන්ති ලබාදීම, පුද්ගලයන් 464දෙනෙකු සඳහා නොමිලේ ඇස් කණ්නාඩි ලබාදීම, කාන්තාවන් 47දෙනෙකු වෙනුවෙන් ස්වංරැකියා වැඩසටහනක් ක්‍රියාත්මක කිරීම, ශිල්පි සවිය වැඩසටහන යටතේ 151දෙනෙකු සඳහා චෙක්පත් ප්‍රදානය කිරීම මෙන් ම 469දෙනෙකු සඳහා පෙදරේරු උපකරණ ලබාදීම සිදු කෙරේ.

හම්බන්තොට දිස්ත්‍රික්කයේ පමණක් උදා ගම්මාන 51ක් ආරම්භ කොට ඇති බවත් සෙසු ප්‍ර දේශවල තවත් උදා ගම්මාන 148ක් ඉදිවෙමින් පවතින බවත් පෙන්වාදුන් අමාත්‍යවරයා ලබන වසරේ දී රටපුරා උදා ගම්මාන 500ක් ඉදිකිරීමට කටයුතු කරමින් සිටන බවත් වැඩිදුරටත් පෙන්වා දුන්නේය.

Govt. to develop H'tota Port on PPP basis

The Government has decided to enter into an agreement with China Merchants Holdings (International) Company Ltd to develop the Hambantota Port on basis of a Private-Public Partnership (PPP) with 80 per cent of the shares transferred to the company.

The port project is being developed at an estimated cost of US$1,394 million, with the government expected to convert US$1,080 million as equity under this agreement with the Chinese company.
It is a flagship company of the China Merchants Group and invested in the upgrading of the Colombo South Container Terminal.

It had also bid for the Mattala Airport for which the government had received two proposals.

These two projects were carried out by the previous government with financial assistance from China. A government source said a large percentage of the loans obtained for these projects would be converted to equity.

“This will help us reduce the debt burden to a great extent. It is a main budgetary requirement,” he said.

The government is also hoping to develop the SriLankan airlines on the lines of a PPP with several parties submitting 'Expressions of Interest'. (Kelum Bandara)

Central Expressway : Tender process stuck

* Awarding of tenders under scrutiny

For a long time, the Colombo-Katunayake Expressway (E03) has been touted as one of the most expensive highways Sri Lanka has built with nearly Rs. 1.8 billion spent on every kilometer of rock and rubble. The proposed Central Expressway connecting Kadawatha to Dambulla for which only the foundation has been laid, is estimated to cost a staggering Rs.4.3 billion per Km, i.e. Rs. 2.5 billion more than the E03.The construction of the Central Expressway, scheduled to be completed by 2019 has been divided into several sections: first stretch being Kadawatha to Mirigama (37.9km), Mirigama to Kurunegala (39.70km), and access road (9.7km) to Ambepussa, Pothuhara to Galagedara (32.50km) and Kurunegala to Dambulla (60.30km).

However, even before construction work can begin, there were serious allegations in the media of a contract being awarded to the Metallurgical Construction Company (MCC) of China for the first section, from Kadawatha to Mirigama, without a tender and at a higher cost than previously slated.It was in the local press that the government of Sri Lanka (GOSL) was in discussion with China’s EXIM Bank to finance Rs.12 billion more for a project initially valued at Rs.146 billion.

Wasantha Darmasena, Director of the Japanese Division at the Department of External Resources at the Treasury, confirmed to the Sunday Observer that the government intended to borrow 1 billion USD for the expressway from the Bank of Tokyo-Mitsubishi UFJ. The loan will be provided on a 6-month London Interbank Offered Rate plus 0.95 percent for 15-years, with a grace period of six years.

Chairman, Road Development Authority, Nihal Suriyarachchi says, much of the allegations over the third section of the highway are unfounded. “The Cabinet took a decision to award the funding of the third section to the Japanese Bank and enlist Japanese contractors and consultants for this phase. I then wrote to the Japanese Ambassador to nominate names for tenders and he responded with three names of contractors and consultants,” Suriyarachchi said. “We gave them two months, but they said they wanted more time, so we gave them three more months. Thereafter, of the three construction companies, only one bid was handed over and there was no bid bond. Then we rejected it,”he said.

The Japanese Embassy nominated Taisei Corporation, Penta Ocean Construction Co. Ltd, and Wakachiku Construction Co Ltd as contractors while Nippon Koei Co Ltd. Oriental Consultants Global Co Ltd and Katahira and Engineers International (Pvt) Ltd were nominated as consultants. Suriyarachchi said, he has conveyed the matter to the Cabinet, who are yet to advise on the way forward.

Project Director of the third section of the Expressway however, told the Sunday Observer that discussions were ongoing with Japanese counterparts to strike a deal.“There were minor issues, but much of it is being ironed out,” V. S. Weerakoon, Project Director of the third section of the Expressway said. “We will be receiving funding from the Bank of Tokyo-Mitsubishi who has affirmed their commitment despite the issues,”he said. When asked about claims over possible procedural flaws in the tender awarding process, he said that a decision had not been reached. “We are still going over bids and will reach a decision within the next two weeks,”he said.

According to the Central Expressway website, land acquisition for this phase was supposed to start in September 2015 and completed by October 2016. The procurement of consultants was supposed to have been completed during the first quarter of this year and construction should have started in August this year.“Part of the problem is, we have a fragmented system, where we have two Ministries - one for Highways and another for Transport, when ideally, if we were to complete a project of this calibre, we would need a cohesive approach, not Ministries working in isolation,” a director at the RDA said.

“What we’ve ended up doing due to the absence of a committed economic plan is dump money on projects without proper systems to evaluate the specific outcomes.”

He added that there was a lack of coordination among stakeholders which was amplified by the lack of policy instruments to govern infrastructure developments. “There need to be a strategic shift, because these are not soft loans but money that we need to pay back on rigid terms.”

JICA help for Kandy sanitation upgrade

Kandy, the hill capital of Sri Lanka is famous for its beauty, but behind its beauty are the hidden polluted canals and rivers due to the absence of a proper sewerage system. It poses a big threat to health due to the environment being polluted by the water from toilets in the city.

However, this situation will soon be changed through a waste water management and sewerage project financed by the Japan International Cooperation Agency (JICA).

A media briefing was held to provide first hand insight on JICA’s contribution to the development of the historical city at the Tourmaline Hotel, Kandy recently. The media persons also got the opportunity to visit the waste water disposal plant site during the tour. The project’s local partner is the National Water Supply and Drainage Board (NWSDB).

Project Director, NWSDB, Wasantha Illangasinghe said, “Landslides occur in areas when untreated water seeps into the soil in the absence of septic tanks. The deterioration in the quality of water in rivers and the lake has increased with the increase of population, their activities, and use of water.”

“At present the city could accommodate 110,000 permanent residents while receiving 150,000 commuters daily, and therefore, Waste Water Management System is an important requirement,” she said.

Illangasinghe said the proposed Waste Water Management system aims to tackle these issues altogether. “As the sewerage treatment plant is installed, it is expected to improve the water quality of the Mahaweli river, one of the major water sources in the country. The improvement of the water quality in the upper stream will have a positive impact for downstream areas. The project is being managed by the National Water Supply and Drainage Board.” JICA has given a concessional loan of Yen 14,087 million (Rs. 16,900 million). The proposed Waste Water Treatment Plant under Package-1 of the project with a capacity of 14,000m3/day utilizes the ‘Propeller-type Oxidation Ditch (OD) System’ which enables the efficient treatment of sewage through the high mixture with oxygen promoted by submersible propellers and air diffusers in the Aeration Tank.

The Japanese Company, JFE Engineering Corporation, proposed this system to the Sri Lankan Government in order to help reduce plant operation costs, which will be borne by the client after construction.

The project will also provide improved sanitation in densely populated and low income areas in Kandy, through the installment of in-house sanitation facility, and refurbishing public facilities.

Improved sanitation will help purify sanitary environment and health condition of the residents.JICA continuously supports the Sri Lankan Government in the management of sewerage problem. At present, a team of Japanese experts are working with the NWSDB in the preparation of an islandwide master plan for the sewerage sector in Sri Lanka.

Resident Japanese Engineer S. Horiuchi in charge of the Gannoruwa Waste Water Sewerage Plant, who is fluent in Sinhala, said, the current project will enhance sanitary environment of the community and improve the health condition of the people.

“One can imagine the size of the plant by looking at the massive pit that we have excavated. This was the first time that a waste water disposal facility has been constructed in Sri Lanka and we plan to complete the project by 2018,” he said.

The government has recognized the importance of sanitation services as an integral part of sustainable development of the country by achieving 100 per cent sanitation coverage by 2025 by providing access to onsite and offsite sanitation facilities.

The national goals in the sanitation sector are access to adequate sanitation made available to 93 per cent of the population of Sri Lanka by 2015 and 100 per cent by 2025.

eBay and Alibaba to start operations focusing on Sri Lanka’s market

To help businesses go digital, e-commerce and Internet sales firms e-bay and Alibaba will be launching its services in Sri Lanka, officials said. Key officials of both these organisations participated at the panel discussions at the World Export Development Forum (WEDF) held in Colombo last week. “They will be coming to Sri Lanka with their services,” Indira Malwatte, Chairperson and CEO Sri Lanka Export Development Board (EDB) told the Business Times. The EDB along with the International Trade Centre organised the 16th edition of the export world’s flagship event. Ms. Malwatte said that the EDB will be calling a meeting with all local firms trading through e-commerce to discuss on e-bay and Alibaba. “We are going to hold a meeting with firms that carry out trading online. We will also adopt a screening system (which will gauge their suitability to enlist them on the two platforms) to include them on e-bay’s and Alibaba’s platforms,” she said.

While any firm can register on these platforms, Ms. Malwatte said that those which were screened by EDB will be backed by EDB in their trading activities. She said a meeting will also be scheduled with the Central Bank to iron out issues relating to exchange control. Digital trade has rendered entire services sectors tradable, liberating them from the constraints of geography, she said adding that even for physical merchandise, e-commerce has created new opportunities for ‘micro-multinational’ SMEs to link up to customers around the world. She said that over 160 companies from Sri Lanka and from more than 30 countries around the world have already begun to explore potential deals. ”B2B matchmaking meetings have the potential to generate concrete results particularly in the specialty foods sector, tourism, IT and business process outsourcing,” she said reiterating that due to the WEDF local firms had established several contacts. “Now we are following them up,” she said.

මහනුවර පානීය ජල අවශ්‍යතාව සහ නාගරික අපජල ව්‍යෘපෘතියට රුපියල් මිලියන 3,188 ක්

මහනුවර නගරයේ පානීය ජල අවශ්‍යතාව සහ නාගරික අපජල ව්‍යෘපෘතිය සදහා මේ වන විට රුපියල් මිලියන 3,188 කට ආසන්න මුදලක් වෙන් කර ඇති බව පෙන්වා දුන් රවුෆ් හකීම් අමාත්‍යවරයා එම ව්‍යාපෘති බොහොමයකම වැඩ මේ වන විට ආරම්භ කර ඇති බව පෙන්වා දෙන ලදී. එම ව්‍යාපෘති අතරින් වැඩිම මුදලක් වැයවෙතැයි ඇස්තමේන්තු කොට ඇත්තේ මහනුවර උතුර පාතදුම්බර ජල ව්‍යාපෘතිය සදහාය. එම මුදල රුපියල් මිලියන 33, 400 කි. එහි කොන්ත්‍රාත් ප්‍රදානය කිරීමේ කටයුතු මේ වන විට අත්සන් කොට ඇති අතර, චීනයේ එක්සීම් බැංකුව ආධාර මත මෙම ව්‍යෘපෘතිය ක්‍රියාත්මක කිරීමට යෝජිතය. කුණ්ඩසාලේ හාරගම ජල ව්‍යාපෘතිය සදහා රුපියල් මිලියන 27,495 ක මුදලක් වැයවෙතැයි ඇස්තමේන්තු කොට ඇති අතර, ඉන්දීය එක්සීම් බැංකුව සමග ඊට අවශ්‍ය ගිවිසුම්ද අත්සන් කොට වැඩ ආරම්භ කොට ඇත. මේ ව්‍යාපෘතිය මගින් පාතහේවාහැට ප්‍රදේශයේ පානීය ජල ගැටළුවටද විසදුම් ලැබෙනු ඇත.

මීට අමතරව රුපියල් මිලියන 5,719 ක් වැය කොට හසලක ජල සම්පාදන ව්‍යාපෘතියද මෙම වසරේදී ආරම්භ කෙරෙන අතර, මිලියන 3, 345 ක මුදලක් වැයකොට ක්‍රියාත්මක කිරීමට යෝජිත කොත්මලේ රිවර්සයිඩ් ජල ව්‍යාපෘතියේ කොන්ත්‍රාත් ප්‍රදානය කිරීමටද මේ වන විටත් කටයුතු යොදා තිබේ.

විදේශ ආධාර යටතේ ක්‍රියාත්මක කරන මෙම ව්‍යෘපෘති වලට අමතරව මෙරට මුදල් යොදවා මහනුවර සහ තදාසන්න ජල සම්පාදන ව්‍යාපෘතියද ක්‍රියාත්මක කරමින් පවතින අතර, එහි වැඩකටයුතු වලින් 99% ක් මේ වන විටත් අවසන් කොට ඇත. මීට අමතරව කුණ්ඩසාලේ , ඇල්පිටිය සහ මාරස්සන යන ජල සම්පාදන ක්‍රම වැඩි දියුණු කිරීමටත් ජල සම්පාදන හා ජලාපවාහන මණ්ඩලය කටයුතු යොදා ඇති අතර, ඒ සදහා මේ වන විටත් මිලියන 30 කට ආසන්න මුදලක් වියදම් කොට ඇති බව අමාත්‍යවරයා පෙන්වා දෙන ලදී. මෙම ව්‍යාපෘති වලට අමතරව මහනුවර නගරය ආවරණය වන පරිදි ක්‍රියාත්මක කෙරෙන නාගරික අපජල ව්‍යාපෘතිය සදහා රුපියල් මිලියන 3,078 ක මුදල් වෙන් කොට ඇති අතර, එහි 25% ප්‍රගතියක් මේ වන විටත් අත්පත් කරගෙන තිබේ.

මහනුවර දිස්ත්‍රික් ලේකම් කාර්යාලීය ශ්‍රවනාගාරයේ පැවති මෙම කමිටු රැස්වීම කමිටුවේ සම සභාපතිවරුන් වන මධ්‍යම පළාත් ප්‍රධාන අමාත්‍ය සරත් ඒකනායක සහ පාර්ලිමේන්තු මන්ත්‍රී ලකී ජයවර්ධන යන මහත්වරුන්ගේ ප්‍රධානත්වයෙන් රැස්විය. උසස් අධ්‍යාපන සහ මහාමාර්ග සංවර්ධන අමාත්‍ය ලක්ෂ්මන් කිරිඇල්ල මහතා ඇතුළු තවත් මහජන නියෝජිතයන් රැසක් සහ මහනුවර දිස්ත්‍රික් ලේකම් එච්.එම්.පී හිටිසේකර මහතා ඇතුළු නිලධාරීන් රැසක් සහභාගී වූහ.
