මෙම ව්‍යාපෘතිය සිදුකිරීමේ අරමුණ වී ඇත්තේ නෙළුම් පොකුණේ සිට බත්තරමුල්ල දක්වා ගමන් කිරීමට ගතවන කාලය 50%කින් අඩුකිරීමයි. මීට අමතරව, මහ නගර සංවර්ධන සැළසුම යටතේ කොළඹ නගරයේ රථ වාහන තදබදය අඩු කිරීමට රජය විසින් ශක්තිමත් සැළසුමක්ද යෝජනා කර තිබේ.

Rajagiriya Flyover Update 01: Work to commence on 6 June. රාජගිරිය ගුවන් පාලමේ ඉදිකිරීම් ජුනි 06 වනදා ඇරඹෙයි.


As per our discussions with the RDA Chairman and his team based on the instructions to them from the Ministry of Highways the RFO project is to commence on 6 June. Objective is to reduce driving time from Nelum Pokuna to Battaramulla by 50 percent as an interim solution to the comprehensive Megapolis transport plan. Work is expected to be completed by January 2018.

මෙම ව්‍යාපෘතිය සිදුකිරීම මගින් අපගේ අරමුණ වන්නේ නෙළුම් පොකුණේ සිට බත්තරමුල්ල දක්වා යෑමට ගතවන කාලය 50% කින් අඩුකිරීමයි.

මීට අමතරව, මහ නගර සංවර්ධන සැලසුම යටතේ කොළඹ නගරයේ රථ වාහන තදබදය අඩු කිරීමට රජය විසින් ඉතාමත් ශක්තිමත් සැලසුමක් යෝජනා කර තිබෙනවා.

මෙම ගුවන් පාලමේ අදියර දෙකේම වැඩ අවසන් කිරීමට සැලසුම් කර තිබෙන්නේ 2018 වසරේ ජනවාරි මාසයේදීයි. මෙම ඉදිකිරීම් සිදුකරන්නේ ස්පාඤ්ඤ රජයෙන් ලබාගන්නා සහන ණයක් මගිනුයි.

Thai canning company to invest $ 200 m in SL

The Anusorn Group Thailand, one of Asia’s largest fish canneries, has identified Sri Lanka as the ideal destination to open its first overseas fish canning and dry ice manufacturing plant.

The total investment, which will include a fleet of 500 fishing vessels as well as training for local fishermen, will be to the tune of $ 200 million, $ 50 million of which will go towards building the factory.

Anusorn Group Thailand Managing Director and Thai Overseas Fisheries Association President Aphisit Techanitisawad says that DFT-1-THAIplans are at an advanced stage, with him having visited Sri Lanka earlier this year and received the go ahead for the project from Minister of Development Strategies and International Trade Malik Samarawickrama and Minister of Primary Industries Daya Gamage.

“After receiving approval from the Sri Lankan International Trade Relations Ministry, we are now discussing our investment plan for Sri Lanka with the Thai Government. We have not yet decided on where exactly the factory will be built, but it should be somewhere near the fishing ports,” revealed Techanitisawad, adding that he hoped to build it sometime in 2017 subject to clearance from the Thailand Board of Investment.

Techanitisawad is hoping the factory will serve as a bridge to the South Asian market, one which goes along with Sri Lanka’s goal of becoming a hub in the region.

“We are looking to export to India and other countries in the region. With the EU ban on SL fish due to end shortly, we hope to export there as well.”

Along with the positives to the Thai company, Techanitisawad is keen to emphasise the benefits Sri Lanka and its fisherman will gain from the venture. Thailand is the world’s biggest tuna packer, exporting $ 10 billion worth annually. A large portion of that comes from the value addition provided by companies such as the Anusorn Group, who import and re-export the final packaged product.

“We import, repack and re-export all kinds of seafood. We import because raw materials are not enough,” explained Techanitisawad. Sri Lanka faces a similar problem, in 2014 the Sri Lankan fisheries sector exported Rs. 34.7 million worth of fish, while importing Rs. 18.9 million worth.

“Sri Lanka has been importing a lot of seafood, this is not ideal for an island with so much raw material,” observed Techanitisawad.

“Sri Lanka has a lot of potential to develop and create jobs for local fishermen but the technology that their fishermen use is far behind that of modern fishing standards.”

The Anusorn Group is in partnership with 500 fisherman who have their own vessels, where the company provides the fishermen with equipment, training and technical assistance to help increase their catch and improve productivity. Anusorn then buys the fish that the fishermen catch at a predetermined price thanks to a forward contract.

“This will be the model we will be implementing in Sri Lanka. We will provide training, vessels and technology to SL fishermen to help catch and preserve more seafood. This will help local fisherman increase productivity going forward. Our forward agreement will also ensure that fishermen get a better price for their catch.”

Techanitisawad hopes this will lead to Sri Lanka eventually becoming be a wholly self-sufficient seafood exporter in the region.

Korea to join Sri Lanka’s $63b smart city project

The Korean government is set to participate in Sri Lanka’s $63.2 billion smart city development project, Seoul’s Ministry of Land announced Tuesday.

The project is part of Sri Lanka’s plan to develop nine new towns in Colombo and its adjacent areas by 2030.

The Land Ministry said Minister Kang Ho-in and Sri Lanka’s Megapolis Minister Champika Ranawaka inked a memorandum of understanding in Seoul on Tuesday for the partnership of the new city project.

“We believe Korea’s experiences in developing smart cities will greatly contribute to Sri Lanka’s new city development,” Kang said.

The Korean government plans to share its expertise in smart water management, intelligent transport systems and smart home systems such as home automation and digital parking systems.

Sri Lanka’s new plans include the development of nine new cities including one near an airport and others specialized in science technology, industries, tourism and logistics. Among them, the Korean government will take part in the development of two cities – the science technology-based Malabe and the Katunayake airport zone.

“We plan to map out a master plan for the city project in 2017 and select some Korean companies to be involved in the project the following year,” Kim Bo-min, a ministry official, told The Korea Herald by phone.

Currently, around 10 local companies expressed interests in participating in the project, the government said. They include the Korea Expressway Corporation, the Korea Land & Housing Corp., Hyundai Engineering & Construction, POSCO Engineering & Construction and Samsung C&T.

The latest partnership began as Korea has maintained a close relationship with Sri Lanka by providing city consulting services for half a year through its global city development support center, the ministry’s official said.

Rajagiriya Flyover Update 02: This morning we surveyed the area where we will have the official start on June 6th.

The Spanish contractor's representatives along with their local counterpart Access Engineering officials and those from the Ministry of Highways and the RDA had discussions with us and the officers of the Welikada police about the plans for traffic diversions etc.

I am very excited about this project that will save a significant amount of time on the road for those travelling along Parliament road.

Sri Lanka’s agriculture to be modernized with World Bank funding

May 26, 2016 (LBO) – Sri Lanka’s cabinet has approved implementation of a five-year Agriculture Sector Modernization Project with 125 million US dollars granted by the International Development Agency of the World Bank.

“It is necessary to implement policies that aim on improving the productivity of agriculture and to create high valued export agriculture for improving the economy of farmers as well as the country,” a statement on approved cabinet decisions said.

The joint proposal was made by Duminda Dissanayake, minister of agriculture, and Daya Gamage, minister of primary industries.

The funding will be aimed at ” improving the productivity in agriculture, improving trade access and improvement of value addition by small scale farmers and agribusinesses.”

Prime Minister Ranil Wickremesinghe has expressed delight over the London Stock Exchange Group’s (LSEG) decision to expand its investment in Sri Lanka.

“We are delighted that LSEG has chosen to expand its technology business in Sri Lanka, creating more than 400 highly skilled jobs in the region,” the Premier had said when a delegation from the LSEG called on him last week in Colombo.

“London Stock Exchange Group already employs over 700 personnel in the country and this additional commitment from the group to increase its footprint in the country, shows that Sri Lanka is fast becoming a leading provider of technology services globally,” Wickremesinghe has said, according to a statement issued by the LSEG. It announced the signing of a landmark agreement with the Government of Sri Lanka to set up their global Business Services arm in the technology-focused Tripoli Market precinct of Colombo.

London Stock Exchange Group Sri Lanka will provide Business Services support to the Group’s operating entities across the globe.

The new venture will provide the best and brightest technology talent in the country with the opportunity to be a part of an ever expanding, innovative knowledge hub.

The new LSEG facility will directly employ 400 personnel in high-technology jobs. These employees will be tasked with providing technology services that are central to the Group’s global network. LSEG’s investment and recruitment drive in Sri Lanka will also provide an immediate boost for the IT sector of the country.

World Bank team concludes visit to Sri Lanka

May 27, 2016 (LBO) – The World Bank Board of Executive Directors completed a five-day visit including site inspections on work being implemented under the Bank supported projects in the island.

During the five-day visit, the team met with President Maithripala Sirisena, Prime Minister Ranil Wickremesinghe and Minister of Finance Ravi Karunanayake to understand the current country context and challenges, a World Bank statement said.

“They also discussed the Government’s reform program and priorities for World Bank engagement in Sri Lanka.”

Meanwhile, a recent statement issued by the President’s office said following the teams visit that the World Bank has responded positively to a request made by the President Maithripala Sirisena to provide financial assistance for the next four years.

“The World Bank delegation requested the Sri Lankan Government to cooperate with the ongoing development programs to further strengthen the relationship between Sri Lanka and the global lender,”

“The discussion focused on the developments took place in different districts under the World Bank financial assistance program.”

This the first visit by a group of officials from the World Bank to the Island in 34 years, according to the President’s Media Division.

The President informed the representatives of the World Bank on the current state of the country’s imports and exports, foreign assets and foreign policy. He made an official request to consider Sri Lanka as a country with middle income and reconsider the conditions put forward by the World Bank before.

The nine-member delegation also visited the districts of Anuradhapura, Jaffna and Kandy.

They observed a chronic kidney disease services and tertiary level health care services available to patients in the North Central Province and progress of the Second Health Sector Development Project (HSDP).

They saw livelihood restoration in a resettled area and services under the North East Local Service Improvement Project (NELSIP).

They further observed the impact of partner organizations of IFC, a member of the World Bank Group who is helping boost financial inclusion and supply chain development in the country.

In Jaffna IFC client Cargills (Ceylon) PLC’s operations were observed in a meeting with farmers and local community leaders.

In the Central Province, the delegation met with IFC client SANASA Development Bank and their stakeholders in Kandy to understand how the bank is boosting financial inclusion across the country.

Early childhood development efforts under the recent Early Childhood Development Project and disaster risk mitigation efforts implementation under Climate Resilience Improvement Project (CRIP) were other projects visited.

දුම්රිය විදුලිකරණයට කාලය පැමිණ ඇත

ශ්‍රී ලාංකේය දුම්රිය සේවය විද්‍යුතනය (Railway Electrification) කර නවීකරණය කිරීමට කැමතිදැයි මත විමසීමක් කළහොත් වැඩි දෙනෙක් සිය දෙඅතම ඔසවා එයට මනාපය පළකරන බව සහතිකය. ඉදිරියේදී ඇරඹීමට නියමිත දුම්රිය විද්‍යුතනය කිරීමේ ව්‍යාපෘතියට මෙරට ඉංජිනේරු ප්‍රජාව සිය ප්‍රසාදය පළකර සිටී. කාර්යක්ෂම දුම්රිය සේවයක ඇති වැදගත්කම පැහැදිලි කිරිම මෙම ලිපියේ අරමුණයි.

ජනතාවට පුළුල් ආර්ථික ප්‍රතිලාභ ලබාදීමේ අගය දන්නා රජයන්, රටේ යටිතල පහසුකම් නැංවීමට කටයුතු කරයි. විදුලි බලයෙන් දුම්රිය ක්‍රියාකරවීමට සැලසීමෙන් ජනතාවගේ කාලය, මුදල් හා ඉන්ධන ඉතිරි කරගැනීමට හැකි වේ. ජනතාවට මූල්‍යමය ලාභ ලබාදීම තුළින් රටට මහත් ආර්ථික ප්‍රතිලාභ ලැබේ. පාරේ නාස්ති කෙරෙන සෑම මිනිත්තුවක්ම අප එකිනෙකාට පාඩුවක් වන අතර, සමස්තයක් වශයෙන් ගත්කල එය රටකට මහත් ආර්ථිකමය අලාභයකි. එපමණක් නොව නූතන නාගරික හා උප-නාගරික ප්‍රදේශවල දියුණු ප්‍රවාහන සේවා ක්‍රියාත්මක කිරීම මගින්, මගී ප්‍රවාහන හැකියාව දෙගුණ කළ හැකි අතර ඉන්ධන හා කාලය ඉතිරියද සිදු වේ. සිංගප්පූරුව හෝ හොංකොං නගරවල රජයන් ජනතාවාදී ප්‍රවාහන සේවා ක්‍රියාත්මක කරති.

නිරන්තර දුම්රිය ප්‍රමාදය ද මෙරට බහුල අත්දැකීමකි. දුම්රිය මැදිරි තුළ පවතින අධික රස්නය නිසා දුම්රියෙන් පැමිණ දවසේ මෙහෙවරට යන ඔබගේ දවසේ නැවුම් බව ඉබේම හීන වේ. එමගින් ඔබ කරන කාර්යයේ ඵලදායිතාවද හීන වේ. සේවයේදී යෙදෙන කාලයේදී පවා සිහි වන්නේ වැඩ නිමකර නැවත දුම්රියෙන් යන අප්‍රසන්නකාරී ගමනේ ඇති අපහසුවයි. කල්බදු ගෙවීම් ක්‍රමයට හෝ අසීරුවෙන් මෝටර රථයක් මිලදී ගෙන දිනපතා සේවයට පැමිණ අධික මාර්ග තදබදය නිසා තවත් මුදල් හා කාලය නාස්ති කරගන්නවා ද? මඳක් ඉවසන්න.!!! මේ සියල්ල යහපත් අතට පෙරළීමට ඉතා ආසන්නය. මෙම දුම්රිය ව්‍යාපෘතිය ක්‍රියාත්මක කිරීමට රජයට හා ප්‍රවාහන අමාත්‍යාංශයට ඉතා හොඳ අවස්ථාවක් ලැබී ඇත.

කුමක්ද මේ දුම්රිය ව්‍යාපෘතිය?

දුම්රිය සේවය විද්‍යුතනය හා නවීකරණය (The Railway Electrification and Modernization-REMP) ව්‍යාපෘතිය ක්‍රියාත්මක කිරීමට සියල්ල සූදානම්ය. මුලින්ම, පානදුර-කොළඹ-වේයන්ගොඩ තීරය නවීකරණය කර විදුලියෙන් දුම්රිය ධාවනය අරඹනවා ඇත. ඉතා ළඟදීම, ඔබ දකුණු ආසියාවේ නවීනතම විදුලි දුම්රිය සේවයක ගමනාගමනයේ යෙදෙන අභිමානවත් මගියෙකු බවට පත්වනවා ඇත!

ඔබ සිතේ දැන් ප්‍රශ්න බොහොමයක් ජනිත වී ඇත. මුලින්ම කිලෝමීටර 64කින් යුතු පානදුර-කොළඹ-වේයන්ගොඩ තීරය මේ සඳහා මුලින් තෝරාගැනීමට හේතුව කුමක්ද? හේතුව නම් සමස්ත දුම්රිය මගීන්ගෙන් 43% ක් නිරතුරුව ගමන් කරන දුම්රිය තීරය මෙය වීමයි. මෙය කළුතර උතුර සිට පොල්ගහවෙල දක්වා පසුව කෙරෙන නවීකරණය මගින් තවත් තවදුරටත් පුළුල් වේ. දිනෙන් දින කාර්යබහුල වන අවිස්සාවේල්ල (කැලණිවැලි මාර්ගය), මීගමු හා ගුවන්තොටුපොල මාර්ගයේ තත්ත්වය කෙසේද? මෙම ව්‍යාපෘතියේ අදියර 2, 3 හා 4 යටතේ බස්නාහිර පළාතට මායිම් වන මේ සියලු දුම්රිය තීරයන් විද්‍යුතනය කිරීම සිදුකිරීමට නියමිතයි. පසුව මෙය මහනුවර, යාපනය හා ගාල්ල දක්වාද ව්‍යාප්ත කිරීමට සැලසුම්ගත වී ඇත.

මෙයින් ලැබෙන ආර්ථික ප්‍රතිලාභ

ශ්‍රී ලංකාව පෙට්‍රෝලියම් ඉන්ධන, බලශක්ති ජනනයට අවශ්‍ය ගල් අඟුරු සියල්ලම පිටරටින් මෙරටට ආනයනය කරනු ලබන අතර, කාර්යක්ෂම ශක්ති පරිභෝජනය ප්‍රමුඛ ආර්ථික අවශ්‍යතාවකි. විදුලියෙන් දුවන දුම්රිය (Electric power sets), ඩිසල් බලයෙන් දිවෙන දුම්රියට වඩා කාර්යක්ෂමය. කිලෝමීටරයක දුරක් යාමට වැයවන බලශක්ති හා නඩත්තු වියදම් අඩකටත් වඩා අඩුය. විදුලි දුම්රිය පාවිච්චියෙන් ඉතිරි වන ඉන්ධන වටිනාකමට අදාල දළ මුදල් ඉතිරිය කිලෝමීටරයකට රු. 40/= තරම් වේ.

වර්තමාන මගීන් සඳහා පමණක් වුවද පානදුර හා වේයන්ගොඩ අතර මාර්ගයේ පමණක් මෙලෙස විදුලි දුම්රිය යොදාගැනීමෙන් ලැබෙන වාර්ෂික ආර්ථික ප්‍රතිලාභය පමණක්ම රුපියල් බිලියනයක් පමණ වේ! ශ්‍රී ලංකා ඉංජිනේරු ආයතනය (IESL), ශ්‍රී ලංකා දුම්රිය දෙපාර්තමේන්තුව (SLR) හා ලංකා විදුලිබල මණ්ඩලය (CEB) ඒකාබද්ධව කළ පූර්ව-ශක්‍යතා අධ්‍යනයකින් අනාවරණය කළ පරිදි මෙමගින් නඩත්තු වියදම් 55%කින් පහළ වැටේ. 2025 වනවිට මගීන්ගේ ප්‍රමාණය දෙගුණ වේ යැයි ගණන් බලා ඇති අතර, එවිට දැනට තිබෙන ප්‍රතිලාභයට අමතරව තවත් රුපියල් බිලියනයක ආර්ථික ප්‍රතිලාභයක් ලැබීමට නියමිත බව පුරෝකථනය කර තිබේ. මීට අමතරව සර්ව ආර්ථික ප්‍රතිලාභ, සමාජ හා පරිසරමය ප්‍රතිලාභ රැසක් මේ නිසා හිමි වේ. ප්‍රමාණාත්මක ආර්ථික ප්‍රතිලාභ ලැබීම, මාර්ග ප්‍රවාහනයට යොමුව සිටින මගීන්ගේ ආකර්ෂණය දුම්රිය වෙත යොමු වීම, ගමනාගමන කාලය අඩු වීම, වෙහෙස අඩුවීම, වායු හා ශබ්ද දූෂණය අවම වීම යනාදිය ඒවායින් සමහරකි.

තාක්ෂණික සංක්ෂිප්තය

විදුලි දුම්රියට අදාළ තාක්ෂණය එතරම් සංකීර්ණ නොවේ. අපගේ ඉංජිනේරුවන්ගේ දවසේ කාර්යභාරය වන්නේ නවීනතම හා සහතික වූ තාක්ෂණ ක්‍රමවේදයන් මෙම යෝධ ව්‍යාපෘති තුළින් රටට හඳුන්වා දී දකුණු ආසියාවේ ඇති නවීනතම නගරාන්තර දුම්රිය සේවය මෙරට ස්ථාපිත කිරීමයි. මේ ව්‍යාපෘතිය සඳහා දෙනාට පවතින දුම්රිය මාර්ග යොදාගත හැක. එලෙසම වියදම් අධික බිම් ගෙවල් හෝ ඔසවා තැබූ රේල් පාරවල් අවශ්‍ය වන්නේ නැත. පැයට කිලෝමීටර් 100 ක වේගයකට ඔරොත්තු දෙන පරිදි පවතින දුම්රිය මාර්ගය දියුණු කළ යුතු අතර, අනතුරු වැළැක්වීම සඳහා දෙපස ආරක්‍ෂිත වැටවල් සෑදිය යුතුය. විදුලි දුම්රිය වඩා වේගවත් හා වඩා නිශ්ශබ්ද බව මතක තබාගත යුතුය. සියලු හරස් මාර්ග ස්වයංක්‍රීයව ක්‍රියාත්මක කිරීමට සැකසිය යුතු අතර, දුම්රිය මාර්ගයට ඉහළින් හා යටින් දිවෙන හරස් මාර්ග නිර්මාණය කිරීමෙන් බාධා අවම කරගත යුතුය.

දුම්රිය මාර්ගයට ඉහළින් දිවෙන කම්බි මගින් දුම්රියට විදුලිය සැපයේ. දුම්රියේ දෙපස ඉහළින් සවිකර ඇති විදුලි රැහැන් ස්පර්ශක දෙකක් මගින් දුම්රියට විදුලිය ලබාගැනීම සිදු වේ. එක් දුම්රිය පීල්ලක් විදුලිය නැවත සන්නයනය කරන කම්බියක් ලෙස ක්‍රියා කරයි.මෙම නව විදුලි දුම්රිය සේවය වේයන්ගොඩ සිට කොළඹ හරහා පානදුර දක්වා ක්‍රියාත්මක වේ. ඉක්මනින් වේගය ඉහළ නැංවීමේ හැකියාව හා කඩිනමින් තිරිංග ක්‍රියාත්මක කිරීමේ හැකියාව නිසා, ඉහළ සාමාන්‍ය වේගයක් ලබාගැනීමේ හැකියාව විදුලි දුම්රිය සතුය. මේ නිසා දුම්රිය නැවතුම් දෙකක් අතර ගමනට ගතවන කාලය අවම වේ. වායුසමනය කළ මුළුමුනින්ම වැසෙන දොරවල් සහිත මැදිරි පැවතීම සාමාන්‍ය තත්ත්වයක් බවට පත් වේ. දුර ගමන් සඳහා යොදාගන්නා දුම්රියන් මෙම විද්‍යුතනය කළ තීරයේදී සීඝ්‍රගාමී දුම්රිය බවට පත්වේ.

කාර්යබහුල කාලපරාසවලදී ශ්‍රී ලංකා දුම්රිය දෙපාර්තමේන්තුව (SLR) උපරිම දුම්රිය ප්‍රමාණයක් සේවයෙහි යොදවන නමුදු අප දන්නා පරිදි එය එම අවස්ථාවලදී පවතින ඉහළ ඉල්ලුමට ප්‍රමාණවත් නොවේ. මෙම ව්‍යාපෘතිය යටතේ නිර්මාණය වන දියුණු සංඥා හා පාලක පද්ධති මගින් විනාඩි 02කට එක් දුම්රියක් බැගින් හැසිරවීමට හැකියාව ලැබේ. විනාඩි 02කට එක් දුම්රියක්? ඔව්! මෙය වසර 2020දී මෙරටදීම යථාර්ථයක් බවට පත් වේ.

නවීන ගෘහ නිර්මාණය අනුව නිමවෙන දුම්රිය ස්ථාන, මගීන්ගේ පහසුව සඳහා වූ විශාල ප්‍රමාණයේ පොදු ප්‍රවේශ වේදිකාවලින් සමන්විත වේ. දුම්රිය වේදිකාව නිමවෙන්නේ දුම්රිය මැදිරියේ පොළොවට සම මට්ටමිනි. නවීනතම ඉලෙක්ට්‍රොනික සංඥා පුවරු හා මගී දැන්වීම් පුවරු මෙහිදී යොදාගැනේ. ප්‍රධාන දුම්රිය ස්ථානවල මගීන්ගේ පහසුව තකා ප්‍රමාණවත් රථගාල් ඉදිකෙරේ. ඉලෙක්ට්‍රොනික ප්‍රවේශ පත්‍ර නිකුත් කිරීමේ ක්‍රමවේදයක් හඳුන්වාදෙනු ලබන අතර, ටිකට් කවුන්ටර ඉදිරිපිට පවතින දිගු පෝලිම් දක්නට නොලැබෙනු ඇත. මන්ද සිය බැංකු ගිණුමට යවන දුරකථන කෙටි පණිවුඩ තුළින් මෙම ඉලෙක්ට්‍රොනික ප්‍රවේශ පත්‍ර ප්‍රතිපූරණය කරගත හැකි බැවිනි. දුම්රිය ස්ථානයේ ගේට්ටුවල යොදා ඇති අධීක්ෂණ යන්ත්‍ර මගින් ඔබගේ ඇතුළුවීම හා පිටවීම නිරීක්ෂණ කර අදාළ ගමනට නියමිත මුදල ඔබගේ ගිණුමෙන් ස්වයංක්‍රියවම අය කෙරෙනු ලබයි.

අනාගත ප්‍රධාන සැලසුම සමග හොඳින් ගැළපෙයි

පොදු ප්‍රවාහනය බිඳවැටුණු විට ජනතාව මිල අධික වුවද පෞද්ගලික ප්‍රවාහන සේවා වෙත යොමු වේ. පෞද්ගලික ප්‍රවාහන සේවා සඳහා රජයට වැඩි පිරිවැයක් දරා මහාමාර්ග යටිතල පහසුකම් සැපයීමට සිදුවන අතර මාර්ග සඳහා දේපළ අත්පත් කරගැනීමට සිදු වේ. නමුත් නගරබදව පවතින මාර්ග පුළුල් කිරීමට පවා ප්‍රතිපාදන හා ඉඩම් ලබාගැනීමට නොහැකි තත්ත්වයක් යටතේ මෙය ඉතා අපහසු කර්තව්‍යයකි. බොහෝ රටවල වැඩිදියුණු බස්රථ හා දුම්රිය ගමනාගමනය මගින් වඩා කාර්යක්ෂම හා ලාභදායී ප්‍රවාහන සේවයක් ජනතාවට ලබා දේ.

ප්‍රවාහන අමාත්‍යාංශය මගින් මූලිකව සකසනු ලැබූ, මොරටුව විශ්වවිද්‍යාලය මගින් 2015 දී සංශෝධනය කළ කොළඹ ප්‍රවාහන ප්‍රධාන සැලසුම අනුව දුම්රිය විද්‍යුතනය හා නවීකරණය (REMP) යනු ප්‍රමුඛත්වය හිමි වියයුතු ව්‍යාපෘතියකි. එම සැලසුමට අනුව නවීකරණය වන දුම්රිය මාර්ග අතරින් දැනට පවතින පානදුර -වේයන්ගොඩ දුම්රිය තීරය හා අලුතින් ඇරඹෙන දෙමටගොඩ-හොරණ හා කැලණිය-බියගම දුම්රිය ගමන් මාර්ග මගින් ජනතාවට වඩා කාර්යක්ෂම සේවයක් ලබාදීමට නිසැක හැකියාවක් පවතී.

මේ සඳහා මුදල් ප්‍රතිපාදන සැපයෙන්නේ කෙලෙසද?

දුම්රිය පද්ධතිය විද්‍යුතනය හා නවීකරණය (Railway Electrification and Modernization Project –REMP) ව්‍යාපෘතිය සැලසුම්කරණයට හා ක්‍රියාත්මක කිරීමට අදාළ තාක්ෂණික හා ආර්ථික දායකත්වය ලබාදීමට ආසියානු සංවර්ධන බැංකුව (ADB) ඉදිරිපත් වී ඇති බව ශ්‍රී ලංකා ඉංජිනේරු ආයතනයේ අපි දනිමු. ආසියානු සංවර්ධන බැංකුවේ අන්තර්ජාල පිටුව හා විවිධ ප්‍රගති ලේඛන මේ බව තහවුරු කරයි. ලෝක බැංකුව, ආසියානු සංවර්ධන බැංකුව වැනි අන්තර්ජාතික ආයතන මගින් ජාතික වැදගත්කමක් ඇති ව්‍යපෘති සඳහා ලබාදෙන මූල්‍ය ප්‍රතිපාදන බොහෝ විට වසර 30 ක දිගු ගෙවීම් කාලයක් සහිත, 1% ට වඩා අඩු පොලී අනුපාතිකයකට යටත් සහනදායී ණය ලෙස ලබාගත හැක. ආර්ථික ඵලදායීතාව ඉහළ නැංවීමට හා ඉන්ධන අපනයනය පහළ දැමීමට අදහස් කරන රජයන් ඉතා උනන්දුවෙන් මෙම ප්‍රතිපාදන ලබාගෙන කඩිනමින් ක්‍රියාත්මක කිරීමට යොමු වේ.

දරුණු ණය ප්‍රපාතයක (8% වැනි ඉහළ වාර්ෂික පොලී අනුපාතිකයකට යටත්) හිරවුණු රටක් මෙවැනි ලාභදායි මූල්‍ය ප්‍රතිපාදන තමන් වෙත ළඟා කරගෙන ජනතාවාදී ව්‍යපෘති ක්‍රියාත්මක කිරීමට වහ වහාම කටයුතු කළ යුතුය. තත්ත්වය එසේ නම් කුමක්ද මේ සඳහා ඇති බාධාව? කුමක්ද මෙතරම් පමාව?
මෙහි රහස ‘පෞද්ගලික ආයෝජනය’ යන වචන දෙකෙන් කියවේ. කොළඹ-මහනුවර අධිවේගී මාර්ගය සඳහා යෝජනා වරින් වර අවම වශයෙන් පෞද්ගලික ආයෝජකයන් තුන් පාර්ශ්වයක්වත් ලබාදුන් බව පාඨකයන්ට අමතක නැතැයි සිතමු. ගුවන්තොටුපොළ වෙත අධිවේගී මාර්ගය ගොඩනැගීමට, 1990 දශකයේදී රජය අදෘශ්‍යමාන ආයෝජකයෙකු ගැන සිහින මැවීය. මේ සඳහා විවිධ ආයෝජකයන් මෙරටට පැමිණීම ඒ කාලයේදී වරින් වර ප්‍රවෘත්ති පත්‍රවල ප්‍රධාන ශීර්ෂපාඨ බවට පත්වුවද කිසිවිටකත් මේ ව්‍යපෘති කිසිවක් යථාර්ථයන් බවට පත්වූයේ නැත.

ලොවපුරා දුම්රිය පද්ධතිය නිර්මාණය කර ඇත්තේ ඒ ඒ රටවල රජයන් විසිනි. එයට හේතුව කුමක්ද? මෙවැනි සුවිසල් ව්‍යපෘති පෞද්ගලික ආයෝජන ලෙස මූල්‍යමය ලෙස සාර්ථක නොවන අතර, රාජ්‍ය ආයෝජන ලෙස ආර්ථිකමය වශයෙන් පමණක් සාර්ථක වනු ඇත. වෙනත් රටවලදී ඔබ දැක ඇති ‘පෞද්ගලික මුහුණුවරකින්’ යුතු දුම්රිය මැදිරි හා පෞද්ගලික සේවයක හැඩරුව ඇති සේවක මණ්ඩලයක් දුටු පමණින් වැරදි වැටහීමක් ඇති කර නොගන්න. මේ සියල්ල බොහෝවිට එම රටේ රාජ්‍ය දුම්රිය පද්ධතියේ කාර්යක්ෂම නවීන මුහුණුවරයි!

Access Engineering engaged in construction of Ganemulla Flyover

Access Engineering PLC, the foremost engineering company in Sri Lanka was recently awarded the sub-contract to construct Ganemulla flyover; a much-needed solution for heavy traffic snarls daily amass at Ganemulla Railway Crossing.

The project is spearheaded by the Road Development Authority and is funded by the Government of Spain. The design and the supply of the superstructure are entrusted to the main contractor; Centunion S. A of Spain and the design of sub structure, on-site fabrication, installation and erection are subcontracted to Access Engineering PLC along with the approach roads and drainage works.

Ganemulla Town which is located nine km away from the Kadawatha Town is mainly developed around Ganemulla Railway Station. The town spreads about 250m and 500m towards Kiridiwita and Kadawatha directions respectively from the railway crossing. Numerous public utilities are spread along the Kadawatha – Ganemulla (B58) road centralising the Ganemulla Railway Station and level crossing. Around 87 trains traveling to and fro Colombo-Badulla, Kandy, Jaffna, Trincomalee, Mannar and Batticaloa pass Ganemulla Railway Station necessitating the closure of the rail gates as frequently as 90 times per day which causes severe traffic congestions by the sides of the level crossings.

The project which was initiated as a permanent solution to the situation at hand involves an erection of a 256m long flyover which is comprised of 3.5m wide two lane carriageways and 1.2m wide two pedestrian ways. The flyover will be built on pile foundations and seven span steel superstructure along with 330 m long approach roads. The alignment of the flyover takes a detour from Ganemulla – Kadawatha road and links to Ganemulla- Kandana road maximizing the natural elevation of the terrain, improving the overall road geometry, eliminating the land acquisitions and utility re-locations.

The engineering team of Access Engineering PLC has now commenced the groundwork of the project which is scheduled to be completed in May 2017. “Once the project is commissioned, the flyover will carry the daily commuters amassed at Ganemulla Bus Stand Junction up and over the railway to the old Police Station at Ganemulla - Kandana road. The severe inconvenience caused to the commuters and the residents by the traffic situations at the level crossing will then become a thing of the past,” said Jeewaka Dahanayake, Project Manager of the Ganemulla Flyover.

Siemens signs MoU with Megapolis Ministry on Smart City solutions

Siemens, a renowned global leader in the area of Smart Cities, strengthened its partnership with Sri Lanka by signing a Memorandum of Understanding (MoU) with the Ministry of Megapolis and Western Development to offer expertise and best practices from its globally-proven, state-of-the-art, Sustainable, Smart City solutions portfolio, a media statement said.

The major objective of the Ministry of Megapolis and Western Development is to bring systematic changes and development processes into the urban community in Sri Lanka, which will ensure inhabitants of urban areas become part of socio-economic development while maintaining a high quality of life, Siemens said in a BSE filing.

According to the statement, this MoU will pave the way for making Sri Lanka a commercial, naval and aviation hub of Asia, Money Control reports.

In this context, the ministry envisages transforming the entire Western Province into a megapolis to usher in comprehensive development within the next five years.

The scope of work under the ministry’s purview would primarily include macro level planning of the Western Megapolis region based on bio-geophysical and socio-economic aspects.

The Western Region Megapolis Development will be the epicenter of a long-standing, firmly-established and sustainable future urban process of Sri Lanka.

In furtherance to designing smart urban settlements in strategic locations of the country, it will also seek to discover solutions to resolve distinct issues related to urbanisation such as garbage, slums, energy, traffic, environment and livelihoods.

“We are... happy to partner with Siemens whose expertise and technologies will contribute to the Western Province’s intensive efforts to eliminate congestion pressure on urban infrastructure, services and environment with a focus on reducing the per unit capital cost of infrastructure,” Lakshman Jayasekara, Project Director/Team Leader, Western Region Megapolis Planning Project, said in statement.
