Italian Marangoni to build $ 75 m tyre plant in Horana

Italian tyre manufacturer Marangoni is seeking to establish a $75 million tyre production plant in Sri Lanka under the Board of Investment that is expected to create about 1,000 direct employment opportunities.

Under a Cabinet paper submitted by Development Strategies and International Trade Minister Malik Samarawickrama, a private land of 100 acres in Gonapola, Horana will be acquired by the Urban Development Authority to allocate land on a 99-year lease to the Ceylon Steel Corporation. The value of the land including infrastructure cost with other services is to be collected by the Government from the investor.

According to the Cabinet paper, the Chairman of Ceylon Steel Corporation Ltd. has made a request from the Megapolis and Western Development Ministry to allocate land to establish a tyre manufacturing factory as a joint venture with Marangoni.

The plant is expected to produce three million tyres a year and 75% of the production will be exported while the remainder will be sold within the country. The estimated gross turnover of the project by foreign trade is Euro 100 million per annum.

Sri Lanka exports $ 471 million worth of pneumatic and retreated rubber tyres and tubes, which accounts for 61.9% of total rubber exports. Currently the biggest exports are from Camso Loadstar Ltd. The market is expected to hit $ 488 million this year.

Meanwhile Cabinet also approved the construction of a new road to access the Veyangoda Economic Centre. As the current access road is far from Veyangoda town, consumers are less interested in coming to the Economic Centre and with the absence of an access road from Nittambuwa-Katunayake Highway, traders of Dambulla, Welimada and Nuwara Eliya areas using the highway are also less interested in reaching the Economic Centre.

The joint proposal made by Minister of Industry and Commerce Rishad Bathiudeen and Minister of Rural Economic Affairs P. Harrison to reserve a land of 40 perches owned by the Food Commissioner’s Department to the Ministry of Rural Economic Affairs for construction of an access way to the Economic Centre from Nittambuwa-Katunayake Highway was approved by the Cabinet of Ministers.

Guangzhou firms scout for investments in Sri Lanka

ECONOMYNEXT – Executives from companies in Guangzhou, the capital of south China’s Guangdong province, are visiting Sri Lanka looking to invest in the island, the Board of Investment said.

Chinese companies expressed interest in internet shopping in Sri Lanka, manufacture of Vinyl Products, electronics, home appliances and logistics telecommunications services, it said in a statement.

Executives from Chinese enterprises met with Sri Lankan enterprises after at a business forum with the purpose of entering into joint ventures.

Xiao Zhenyu, Director-General of Guangzhou Municipal Commission of Commerce, told the forum Chinese firms want to do not only trading but invest as well.

“Twenty years ago Guangzhou was experiencing the same environment like Sri Lanka,” he said.

“The economic development of Guangzhou is considerable. The GDP of Guangzhou is US$ 350 billion, higher than that of many countries. Per capita income is US$ 20,000.”

Guangzhou businessmen have the capacity to invest abroad and have already moved to Malaysia and Singapore, he said.

Megapolis Plan to be institutionalized through Parliament: Mawilmada

June 16, 2016 (LBO) – The proposed Western Region Megapolis Plan will be institutionalized through an act of Parliament, in order to make sure it remains intact as a stable ‘national policy’ said Nayana Mawilmada, Head of Investment of the 40 billion dollar Megapolis project.

Mawilmada revealed this, when he addressed the Main Committee of the Ceylon Chamber of Commerce, in response to a question raised as to whether there is ‘Bipartisan‘ support for the project.

‘There is broad-based support for the project. The plan will go through the parliament and will be made law together with the establishment of a new institution for its implementation to ensure that a stable policy environment is established. If somebody wants to change the plan and periodic revisions and updates will certainly be required-, it will have to be done through a parliamentary mandate,” Mawilmada said.

Samantha Ranatunga, Chairperson of the Ceylon Chamber of Commerce, who chaired the meeting asked the senior Megapolis official about how the government intends to mobilize land resources for the project.

Mawilmada said: “Some land acquisition will certainly be required, but where possible we will seek to partner with private sector landowners so that the benefits of planned developments can be shared. We are also looking to consolidate management of state land resources so that state assets can be utilized and committed for development projects more efficiently and also put forward for investments more systematically.”

The Ceylon Chamber of Commerce main committee, which consist of top business leaders as members, meets once in every month and invites a guest speaker to address the committee members on various important economic issues. The Vice Chairperson, Rajendra Theagarajah, and Dhara Wijayatilake, CEO of the Ceylon Chamber, were also present at the meeting.

Sri Lanka port city becomes financial city, new deal by August: PM

Japanese funds for light rail transit (LRT) system and elevated highway

June 17, 2016 (LBO) – Sri Lanka’s port city construction will be converted to a financial city with a new agreement which is expected to be signed by August with the China Harbour Engineering Company, the Premier said.

Officially announcing the lifting of EU fishing ban, Prime Minister Ranil Wickremesinghe said the port city land will be given on a 99-year lease basis.

“We will convert the port city to a financial city filling the gap between Singapore and Dubai,” Wickremesinghe said.

“This financial city will offer services such as financial, trade and legal matters.”

Deputy Minister of Megapolis and Western Development Lasantha Alagiyawanna told Parliament recently that the Prime Minister has already appointed a committee to look into the possibility of formulating a new agreement for the project.

The 5-member committee comprising of secretaries is headed by the secretary to the Prime Minister.

Prime Minister added the government wants to finalize the Hambantota dockyard project with the China Harbour Engineering Company before September this year.

Development plan of the Hambantota industrial zone project will also be finalized in the near future.

Prime Minister said the Japanese funds will be available for the implementation of the light rail transit (LRT) system and elevated highway for Sri Lanka’s capital Colombo.

After moving Welikada prison to Kalutara district, a new commercial city will be built using the space, he further said.

Outline of the New Construction Project over the Kelani River

This Project is the largest bridge construction project in Sri Lanka. As a symbol of Greater Colombo region, it has a long-span extradosed bridge and advanced technical features. කොළඹ නගරයේ මගී ප්‍රවාහනය සඳහා සැහැල්ලු දුම්රිය සේවාවක්‌ (එල්. ආර්. ටී) ආරම්භ කිරීමට ජපාන රජය එකඟතාව පළ කර ඇත.

ලෝකයේ සංවර්ධිත රටවල ප්‍රධාන නගරවල මෙම දුම්රිය සේවා ක්‍රියාත්මක වන අතර මෙමගින් නගරයේ මාර්ග තදබදයටද විසඳුම් ලැබේ.

ඒ අනුව කොළඹ නගරයේ මගීන්ට ගමන් කළ හැකි මෙම සැහැල්ලු දුම්රිය සේවාව (එල්. ආර්. ටී.) ලබා ගැනීමට අදාළ ගිවිසුම් මෙම වසරේ දී දෙරට අතර අත්සන් තැබීමට නියමිතය.

Industrial zone and tank farm in Hambantota

The Government has called for Request for Proposals (RFP) to set up an industrial zone and tank farm in Hambantota.
Attractive concessions are to be offered to prospective investors, a Government minister said yesterday.

Has a company associated with a United National Front cabinet minister been awarded contracts for two road rehabilitation projects which will cost the taxpayer Rs 3.6 billion?

Insiders say the company has been under the minister’s name. Since they began bidding for projects under the present Government, the name has been changed and overall management responsibility placed with a member of his family.
Insiders reveal that the minister himself sat at the ministerial meeting just days ago where these two contracts, together with a few others, were given approval.

One project is a joint venture to rehabilitate 89 kilometres of rural roads at a cost of over Rs 1.81 billion. This sum is without taking into consideration the Value Added Tax (VAT).

The other project is for the rehabilitation of 94 kilometres of rural roads, also together with another firm, at a cost of over Rs 1.817 billion. Here again it excludes VAT.

In accordance with good governance or yahapalana principles, ministers are expected to declare their conflict of interest when contracts are awarded. The question being raised is whether this requirement was followed when the minister concerned sat at a ministerial meeting to give approval to a family venture.

ශ්‍රී ලංකා රජය සමග අත්වැල් බැඳගෙන German Development Cooperation (GIZ) යතනය මගින් ක්‍රියාවට නංවන ලද ව්‍යාපෘතියක් වන ශ්‍රී ලංකා ජර්මන් පුහුණු ආයතනය නිල වශයෙන් ආරම්භ කිරීමට කටයුතු යොදා තිබේ.

මෙය උතුරු හා නැගෙනහිර ප්‍රදේශවල වෘත්තීය පුහුණු පහසුකම් ස්ථාපිත කිරීමේ ව්‍යාපෘතියෙහි කොටසක් ලෙස ස්ථාපිතවූවකි.

ස්විට්සර්ලන්ත රජයේ සංක්‍රමණය සඳහා වන රාජ්‍ය ලේකම් කාර්යාල විසින් මේ සඳහා සම මූල්‍ය දායකත්වය ලබා දී තිබේ.

ජාතික වෘත්තීය සුදුසුකම් NVQ රාමුවට අනුකූලව, වාර්ෂිකව සිසු සිසුවියන් 200 කට පමණ කිලිනොච්චියේ ශ්‍රී ලංකා ජර්මන් පුහුණු ආයතනය මගින් NVQ 4 මට්ටමේ සිට 6 මට්ටම දක්වා වෘත්තීය සුදුසුකම් ලබාදෙනු ඇත.

මේ සඳහා අවශ්‍ය මූලික සුදුසුකම් වන භඪූ 1 සිට 3 දක්වා මට්ටම්වල සුදුසුකම් ලබාදීම සඳහා උතුරු හා නැගෙනහිර පළාත්වල පිහිටි වෘත්තීය පුහුණු මධ්‍යස්ථාන 14 ක් කටයුතු කිරීමට නියමිත ය.

මෙම මූලික මධ්‍යස්ථාන ශ්‍රී ලංකා ජර්මන් පුහුණු ආයතනයේ ප‍්‍රමිතීන්ට අනුකූල වන පරිදි වැඩිදියුණු කර තිබේ.

ලක් රජය විසින් ලබාදුන් අක්කර 25 ක භූමියක මෙම නවීන තාක්ෂණයෙන් සපිරි ශ්‍රී ලංකා ජර්මන් පුහුණු ආයතනය පිහිටුවා තිබේ.

මෙහි ඉදිකිරීම් කටයුතු, යන්ත්‍රෝපකරණ සහ පුහුණු කිරීම් සඳහා අවශ්‍ය ද්‍රව්‍ය ආදියට ජර්මානු සංවර්ධන බැංකුව විසින් යූරෝ මිලියන 8.4 ක මුදලක් වෙන්කරන ඇත.

එමෙන්ම GIZ යතනය හරහා තාක්ෂණික සහය සඳහා තවත් යූරෝ මිලියන 8 ක මුදලක් ලබාදීමට ආර්ථික සහයෝගීතාව සහ සංවර්ධනය සඳහා වන ජර්මන් ෆෙඩරල් අමාත්‍යාංශය කටයුතු තිබේ.

ඊට තාක්ෂණික සහය ලබාදීම සහ කළමනාකරණ කාර්ය මණ්ඩලයේ සහ පුහුණු කරන්නන්ගේ ශක්‍යතා වර්ධනය ආදී කටයුතු සඳහා GIZ ආයතනයේ දායකත්වය හිමි වේ.

ආයතනය දියත් කිරීමේ අවස්ථාවේදී අදහස් දැක්වූ ශ්‍රී ලංකාවේ සහ මාලදිවයිනේ ජර්මානු තානාපති ආචාර්ය ජර්ගන් මොහාඞ් මහතා ප‍්‍රකාශ කළේ මෙය මෙරට සංවර්ධන ක්‍රියාවලියට දායක වීම ඔස්සේ ශ්‍රී ලංකාව සහ ජර්මනිය අතර සබඳතා ශක්තිමත් කිරීමේ ඉදිරි පියවරක් බවයි.

ඉදිරි මාස කීපය ඇතුළත රටපුරා වයිෆයි කලාප 1000 ක් ඇතිකිරීම රජයේ ප්‍රමුඛ අරමුණක් වී ඇතැයි ශ්‍රී ලංකා තොරතුරු හා සන්නිවේදන තාක්ෂණ නියෝජිතායතනය පවසයි.

ඒ අනුව ආසියාතික රටවල් අතරින් වැඩිම ප්‍රදේශයක ජනතාවකට නොමිලේ වයිෆයි පහසුකම් ලබාදුන් ප්‍රථම රට බවට ශ්‍රී ලංකාව පත්ව තිබේ.

පින්නවලදී පසුගියදා අභිනවයෙන් විවෘත කෙරුණු ශ්‍රී ලංකාවේ පළමු එළිමහන් සත්ත්වෝද්‍යානයේ මෙරට අසූවැනි නොමිලේ වයිෆයි කලාපය ස්ථාපිත විය.

පොදු ස්ථානයන්හිදී නොමිලේ ලබා දෙන වයිෆයි පහසුකම් තම ජංගම දුරකථන, ජංගම පරිගණක ඇතුළු උපකරණවල ස්ථාපනය කර ගැනීම සඳහා වන මඟ පෙන්වීම 1919 රාජ්‍ය තොරතුරු කේන්ද්‍රයට ඇමැතීමෙන් දැනගත හැකි බව ශ්‍රී ලංකා තොරතුරු හා සන්නිවේදන තාක්ෂණ නියෝජිතායතනය (ICTA) සදහන් කරයි.

කොළඹට සැහැල්ලු දුම්රිය සේවාවක්‌

කොළඹ නගරයේ මගී ප්‍රවාහනය සඳහා සැහැල්ලු දුම්රිය සේවාවක්‌ (එල්. ආර්. ටී) ආරම්භ කිරීමට ජපාන රජය එකඟතාව පළ කර ඇත.

ලෝකයේ සංවර්ධිත රටවල ප්‍රධාන නගරවල මෙම දුම්රිය සේවා ක්‍රියාත්මක වන අතර මෙමගින් නගරයේ මාර්ග තදබදයටද විසඳුම් ලැබේ.

ඒ අනුව කොළඹ නගරයේ මගීන්ට ගමන් කළ හැකි මෙම සැහැල්ලු දුම්රිය සේවාව (එල්. ආර්. ටී.) ලබා ගැනීමට අදාළ ගිවිසුම් මෙම වසරේ දී දෙරට අතර අත්සන් තැබීමට නියමිතය.

මීට අමතරව කොළඹ රථවාහන තදබදයට විසඳුමක්‌ ලෙස කොටුව සිට පෑලියගොඩ හා රාජගිරිය දක්‌වා පියාසර අධිවේගී මාර්ග (Elevated Highway) ව්‍යාපෘති දෙකක්‌ද ජපානයෙන් මෙරටට ලබාදීමට නියමිතව තිබේ.

Access Engineering lands Polgahawela flyover contract

Access Engineering PLC, was recently awarded the sub-contract to construct Polgahawela flyover; a much needed solution for heavy traffic snarls daily amass at the Polgahawela Railway Crossing.

The project is spearheaded by the Road Development Authority under the Ministry of Higher Education and Highways and is funded by the Government of Spain. The design and supply of the superstructure are entrusted to the main contractor; Centunion S.A. of Spain and the design of sub structure, on-site fabrication, installation and erection are subcontracted to Access Engineering PLC along with the construction of 766 m long approach roads system.

Polgahawela Railway Station is located at an important railway junction where the main railway line from Colombo branches off to Jaffna in the North, Trincomalee and Batticaloa in the East and Kandy and Badulla in the upcountry. Around 130 trains travel to and fro through the Polgahawela rail junction necessitating continuous shunting of trains which leads to long gate closures for approximately 400 minutes per day at the level crossing located along Polgahawela – Kegalle road (A19). And this causes severe traffic congestion by the sides of the level crossing.

The project which was initiated as a permanent solution to the situation at hand involves an erection of a 234 m long steel flyover which is comprised of 3.5 m wide two lane carriageway and 1.5 m wide two pedestrian ways with hand railings on either side. The flyover will be built on a six span steel superstructure of which the maximum span is of 45 m length. The approach road system comprises of 3.5 m wide two-lane carriageway and 1.2 m wide raised foot walks for pedestrians. The alignment of the flyover takes a detour around the existing level crossing to improve the overall road geometry while eliminating the need for extensive land acquisitions and utility re-locations.

The engineering team of Access Engineering PLC has now commenced the groundwork of the project which is intended to be completed within 16 months. As a part of the approach road traverses across a marshy area, the engineering team is planning to take stringent measures on soft ground treatments where necessary.
