    DIMO, Moratuwa University unveil Formula Student 2016 race car

    Diesel & Motor Engineering PLC (DIMO) with the engineering students from the Mechanical Engineering Department of the Moratuwa University unveiled the D-Mora P1, the race car built by the university students to participate in the world’s biggest student motorsport competition “Formula Student 2016”.

    The D-MORA P1 is designed to be the vehicle for choice for the aspiring formula race car driver, or the weekend track racing enthusiast, at a competitive price. Powered by a naturally aspirated 600cc 4 cylinder Honda CBR engine, tuned to deliver 70 bhp (restricted), it manages to propel the car weighing of 300 kg (including a 80 kg driver and fuel) from 0 to 100 km/h in minimal time, accelerating to speeds in excess of 140 km/h (limited).

    The TeamSHARK from the University Moratuwa is the first Sri Lankan team entering the Formula Student competition and is fully-sponsored by DIMO. The company has provided financial support to build the car and will be funding the team’s trip to the UK. Additionally, TeamSHARK was given expert advice and guidance and had complete access to the facilities at DIMO’s Siyambalape premises in order to build the car.

    DIMO Chairman and Managing Director Ranjith Pandithage said this is a proud moment for DIMO, the Moratuwa University and for all Sri Lankans. “We wish TeamSHARK and their exciting creation - the D-Mora P1- the very best as they race to the finish line in their attempt to showcase the outstanding engineering talents of Sri Lanka to the world.”

    Sasiranga De Silva, the lecturer-in-charge of the Team Shark formula student project has paved the way for a group of passionate and talented individuals in mechanical engineering to rise as stars in their professional careers in the future years to come. This is the first time that a team from Sri Lanka is taking part in this prestigious international competition.”

    Project Chairman Harshana Kelasha said it was not easy building a Formula car and take it to UK to race along the world’s highest ranked universities, along with their academic workload. We worked tirelessly to build this car up from scratch. I should also take this opportunity to thank the academic and non-academic staff of the Mechanical Engineering Department for their guidance and support. The financial, managerial and technical support provided by DIMO, is the main pillar on which this project rests.”

    මෙම ව්‍යාපෘතිය මඟින් කැලණි ගඟට මුසු වන අපද්‍රව්‍ය පාලනය කිරීමටත් නියං සමයේ දී ලවණ ජලය මුසුවීම පාලනය කිරීම කෙරෙහිද අවධානය යොමු කර ඇති අතර මෙම ව්‍යාපෘතිය සඳහා ප්‍රංශ බැංකු ණය ආධාර යටතේ බිලියන 16ක්, දේශීය බැංකු බිලියන 12ක් සහ රජයෙන් රුපියල් බිලියන 05ක් වශයෙන් රුපියල් බිලියන 33ක මුදලක් වැයකෙරේ.
    මෙම අවස්ථාව සඳහා නියෝජ්‍ය අමාත්‍ය දුලිප් විජේසේකර,පාර්ලිමේන්තු මන්ත්‍රී හර්ෂණ රාජකරුණා ,ශ්‍රී ලංකාවේ ප්‍රංශ තානාපති ජීන් මැරින් මහතා ඇතුළු විශාල පිරිසක් සහභාගී විය.

    ඔය ටික කරගන්න බැරිව කොහොමද mass projects කරන්නේ....

    මෙයාලගේ progress එක නම් මාරම slow..

    ADB mulls US$2bn more loans for Sri Lanka in 2017-19

    ECONOMYNEXT – The Asian Development Bank (ADB) is preparing a new country strategy for Sri Lanka and envisages increasing lending to at least US$2 billion or more in the next three years, a senior official said.

    “We are preparing a new country strategy for Sri Lanka for 2017-21,” said Wencai Zhang, Vice President (Operations 1) of the Asian Development Bank who is on a three-day visit to the island.

    The bank gave Sri Lanka around $600 million in 2015 and expects lending to reach $700 million in 2016, he told a news conference.

    “In the next three years – from 2017-19 –we will increase our lending to reach a total of at least $2 billion or more.”

    China Promises to Help Sri Lanka Become a Shipping Hub

    COLOMBO, Sri Lanka — China's Foreign Minister Wang Yi says his country will align its maritime silk road project with Sri Lanka's development plans to enable the island nation to become a shipping hub in the Indian Ocean.

    Wang's comments came Friday after meeting Sri Lankan Foreign Minister Mangala Samaraweera, starting a two-day visit. It is a sign of Sri Lanka's new government's increasing receptiveness to Chinese projects having previously suspended some to investigate corruption and possible environmental hazards.

    Chinese President Xi Jinping won support for the silk road project from Sri Lanka's former pro-China leader Mahinda Rajapaksa during a visit in 2013.

    The silk road is seen as a way of encircling India and controlling port access along sea lanes linking the energy-rich Persian Gulf and economic centers in eastern China.

    Chinese Foreign Minister Wang Yi, currently on a three-day visit to Sri Lanka at the invitation of his counterpart Mangala Samaraweera said China looked forward to follow through with strategic planning on bilateral relations made by the leaders of the two countries during previous visits.

    “No matter what changes to the international situation and domestic agenda, our strategic and cooperative partnership will continue to develop,” he emphasised.

    He said China intended to make the 21 Century Maritime Silk Road a priority, and would work with Sri Lanka “...to better align our development strategies to include your 5-year development plan, so that we can come up with a comprehensive blueprint for our future path of cooperation, and help Sri Lanka build itself into a shipping centre in the Indian Ocean…”

    The Foreign Minister said that Sri Lanka and China would continue work towards mutual benefit, and that China would focus its aid on “ports, highways, railways, airports and other mega projects,” and work towards “a common development and shared prosperity.”

    He said Sri Lanka and China had agreed to resolve the South China Seas issue through dialogue, and would work closely on marine cooperation.

    Foreign Minister Wang Yi also promised more frequent high-level contact between the two countries.

    Sri Lanka’s Foreign Minister Managala Samaraweera, in his remarks said that Sri Lanka valued the long-standing friendship and cooperation with China, dating to ancient times.

    “Discussions were held regarding the Silk Road initiative put forward by China. Sri Lanka reiterated its participation in this initiative, as it is in line with the government’s initiative to make Sri Lanka the hub of the Indian Ocean trade,” he said.

    He also said Sri Lanka and China had agreed to further enhance cooperation in trade, “..which we hope will be achieved with the early conclusion of the FTA between our two countries.”

    “Sri Lanka also welcomes the active support from Chinese enterprises to the development of Sri Lanka’s economy,” Minister Samaraweera said.

    The Foreign Minister called for the settlement of South China Sea disputes through “constructive dialogue, consultation and cooperation, in accordance with international laws and practices,” and said that Sri Lanka was appreciative of China’s efforts to “promote such dialogue, to maintain peace and security in the region, while upholding the rule of law in interstate affairs.”

    Sri Lanka deeply values the long-standing friendship and cooperation with China dating back from ancient times. Discussions were also held regarding the belt and road initiative put forward by China. Sri Lanka reiterated its participation in this initiative as it is in line with the government’s initiative to make Sri Lanka the hub of the Indian Ocean trade, a position in occupied in the ancient past.

    Sri Lanka Colombo-Trinco economic corridor study by ADB

    ECONOMYNEXT – The Asian Development Bank (ADB) is studying the possibility of creating an ‘economic corridor’ between Sri Lanka’s capital Colombo and eastern Trincomalee, a senior official said.

    “Transport infrastructure is important for connectivity, to send exports out and so that people and products can move very easily from one place to another,” said Wencai Zhang, Vice President (Operations 1) of the Asian Development Bank who is on a three-day visit to the island.

    “We are doing an economic corridor study – looking for a way to develop an economic corridor from Colombo to Trincomalee – going from west to east,” he told a news conference.

    “We need to ensure the transport corridor becomes a trade corridor and finally becomes an economic corridor,” he said.

    The study will at developing industrial clusters and required infrastructure, such as an expressway, along the corridor, and also see how to support clusters of urban cities along the corridor, Zhang said.

    He said the government wants to set up 14 export processing zones in different parts of the country and it was important to ensure these zones are well connected so that exports can be shipped out easily.

    “I visited the Kandy EPZ and saw its potential but how do its exports reach Colombo port?”

    Better transport infrastructure will also attract more tourists, Zhang said.

    -- Sri Lanka would like to make joint efforts with China for 21 Century Maritime Silk Road construction, Sri Lankan Prime Minister Ranil Wickremesinghe said Saturday.

    When meeting with visiting Chinese Foreign Minister Wang Yi, the prime minister said Sri Lanka would take advantage of Indian Ocean hub location to achieve this end.

    For his part, the Chinese foreign minister said Sri Lanka enjoys unique geographical advantage as the connection point of Asia, Africa and South Asian Subcontinent.

    In the framework of the "One Belt and One Road" initiative, China will work together with Sri Lanka to push forward two countries' relationship to higher level, he said.

    Through the implementation of mega projects such as Port City and Hambantota Port development, China will assist Sri Lanka in improving infrastructure and port industrial development.

    Meanwhile, China and Sri Lanka will further exploit potentials of cooperation, bring the pragmatic cooperation in various fields to a new level, and boost the consistent development of strategic cooperative partnership, said the foreign minister.

    BOI signs 46 investment agreements worth a record US$ 982m in June

    The Board of Investment (BOI) last month signed 46 new investment agreements totalling a record US$ 982 million in investments.

    The projects cover a wide range of sectors such as manufacturing, construction, mixed development, hotel, mini hydropower, trading house, solar power, apparel, research and development and education. In addition, once in operation, these projects will generate an estimated 8,000 new direct employment opportunities, a BOI spokesman stated. The agreements were signed by BOI Chairman Upul Jayasuriya on behalf of the Government.

    Among the agreements signed are 11 for new apartment complexes worth US$ 259 million in investments, while 10 agreements are for manufacturing projects worth US$ 296 million in investments. Others are 7 hotel projects, 6 related to mixed development projects in the Colombo area, 4 for setting up trading houses and agreements to develop several mini hydropower projects were other agreements reached.

    The spokesman said the BOI this year laid the foundation for a higher quantum of Foreign Direct Investment (FDI) in the years to come.

    Megapolis Ministry to go ahead with projects despite obstacles

    The Megapolis Ministry will push through its projects despite obstacles including a delay in introducing a Bill to create a separate Authority and difficulties in acquiring land in highly urbanised areas, said Minister of Megapolis & Western Development, Champika Ranawaka.

    In an interview with the Sunday Times, Minister Ranwaka said the planning stage of the Megapolis has already been carried out, taking into consideration all previous plans including the Colombo Metropolitan plan.

    He said the other stages are the preparation of the Strategic Environmental Assessment taking into consideration sensitive areas, conservation of bio-diverse hotspots, low-lying areas and wetlands in the Western Province where 17% are waterways and 30% are low-lying areas.

    The economic and financial plan and the business marketing plan including plans on creation of jobs, is the next stage to identify prospective investors and the countries to be invited for projects.

    Minister Ranawaka said that, creating a separate Authority known as Megapolis Authority under a Bill to be presented to Parliament was required, and the delay in forming the Authority was an impediment. However, Government has decided to use the existing powers under the respective ministries and proceed.

    He said a draft was submitted to Cabinet for its observations, after which it had to be re-drafted.

    “We cannot delay the implementation and therefore, powers vested under the Urban Development Auhtority and the Sri Lanka Land Reclamation & Development Corporation are being used. We are also working with other ministries such as Highways, Transport, Provincial Councils, Ports & Aviation, and other institutions subject to our requirements,” he said.

    Minister Ranawaka said land acquisition is the biggest issue and, unlike the previous government, they would not use force or the military to evict persons.

    “There are challenges, unlike implementing something like the Mahaweli project where there were only a few people in the area, and the problems were minimal. In this case, we are looking at implementing projects in an already congested area. There are issues similar to what we experienced in Bloemendhal, when trying to evict some families to reconstruct the oil pipelines between the Port and Kolonnawa,” he said.

    He said the new Kelani bridge project under which a parallel elevated bridge is to be connected to Orugodawatta junction, has been delayed for the past one-and-half years, as the Atomic Energy Authority building located in the area needs to be shifted. However, it cannot be shifted to its new location in Halbarawa, Homagama, as the residents, backed by the JVP, are agitating against shifting the building there.

    He said the bridge and elevated road were necessary to ease traffic congestion.


    Minister Ranawaka said the proposed Marine City project between Wattala and Wellawatta requires an additional 500 MW, while the Public Utilities Commission of Sri Lanka envisages an energy shortage by 2018/19.

    “There are other issues such as water, sewerage and flood prevention which we need to overcome,” he said.

    The Transport master plan under which Multi-mode transport terminals have been identified with the main terminal in Pettah, is set to get priority under the Megapolis projects.

    To make way for this project, Manning Market which occupies 4.5 acres, is being relocated to an area of 25 acres in Peliyagoda.

    By the end of next year, the Pettah Multi-mode terminal will be ready with Bus and Railway services amalgamated from there. Other terminals are coming up at Kottawa, Kadawatha, 18th milepost (Negombo Road), Panadura, Piliyandala and Kaduwela.

    The ministry also plans to introduce multi-mode transport systems to Kandy and Kurunegala.

    A new road from Galle Face, via Ingurukade Junction (Grandpass) to link with the new Kelani bridge and the expressway, has also been proposed. Another road from Pettah station is to be connected to the same road at the Colombo Port. Colombo Port City and Pettah will directly connect to the expressway network .


    Battaramulla will have the main administrative city with 113 State buildings in Colombo, including ministries to be shifted there.

    In order to resolve the housing problem, Government has already completed 5,000 units, while another 17,000 houses are under construction, and will be completed within the next three years. A total of 68,000 houses are required to resettle displaced people.

    The Ministry also hopes to introduce Middle class housing schemes situated in mini cities. They will come up in Ratmalana, Ragama, Piliyandala-(apple watta), Maharagama, Kottawa and Kirimandala Mawatha, Narahenpita. They will have waste management, water treatment plants, generate their own electricity, schools, hospitals and a mini transport hub, and will be developed with private sector partnerships.

    Central Expressway ready in three years

    The Central Expressway construction will be completed in three years, Higher Education and Highways Minister Lakshman Kiriella said. The minister made these comments during an observation tour to inspect the progress on the first phase of the Central Expressway from Kadawatha to Mirigama on Saturday.

    Among the projects begun by the government, the construction of the Central Expressway commenced from the Mirigama Divisional Secretariat Division of Ganegoda. The project is funded by China’s EXIM Bank while the Central Expressway has been proposed to be constructed from Kadawatha to Dambulla which will connect roads from Pothuhera to Galagedara.

    The construction of the Central Expressway has been broken down into four quarters by taking into consideration the planning of the construction of the Central Expressway, methods of gaining financial provisions and management.

    The first quarter is from Kadawatha to Mirigama (37.09km), second quarter from Mirigama to Kurunegala (39.70km), the access road (9.7km) running up to Ambepussa is included, third quarter from Kurunegala, Pothuhara to Galagedara (32.50km) and fourth quarter from Kurunegala to Dambulla (60.30km).

    The total land earmarked for the construction is 780 acres. Land plots have been categorised as residential lands (21percent), business lands (two percent), agricultural lands (73 percent) and alleys (four percent).

    A total of 2,175 property lands are expected to be acquired for the expressway. These have been categorised as urban property (144), semi urban property (1,623) and rural property (408).

    Upon inspecting the Mirigma Ganegoda area of the Central Expressway, Minister Kiriella said officers of the construction company involved in the construction of the Colombo-Kandy Expressway has promised to complete the expressway within three years.

    “It took an year for the agreements to be signed and allocate finances with regard to the Southern Expressway as that is how the Chinese work. But for the Colombo-Kandy Expressway, the construction company has promised us that they will use their own finances. Many think that constructing a road means only filling sand, but over the past year we have accomplished many deeds,” Kiriella said.

    He said the acquisition of lands, surveying, checking of soil quality, paying compensation and other activities were continuing.


    This expressway which is being provisioned by China’s EXIM Bank will open up to all roads across the country, he said.

    02. Sri Lanka Sustainable Development Act (Document No - 10)



    The proposal made by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs, to publish the Sri Lanka Sustainable Development Bill in gazette and present the same in parliament for approval, which was prepared with the view of promoting and implementing the Sri Lanka’s national policy and strategy on sustainable development, establishment of the Sustainable Development Council and making other provisions on other matters, was approved by the Cabinet of Ministers.



    05. Infrastructure Development in Universities of Sri Jayewardenepura, Sabaragamuwa, Jaffna, Kelaniya, Colombo, Peradeniya, Uva Wellassa and Eastern University. (Document No - 19)



    It has been planned to increase annually the students entered in universities for following degree causes in various streams by 5% and to facilitate the above objective it has been planned to improve infrastructures of above universities and to establish Faculties of Technology in Universities of Uva Wellassa, Sabaragamuwa and Eastern University. The proposal made by Hon. Lakshman Kiriella, Minister of Higher Education and Highways, to begin the above activities using Rs. 1,369 million allocated for 2016 and to allocate relevant funds for 2017 and 2018 through the General Treasury, was approved by the Cabinet of Ministers.



    06. Implementation of the Greater Colombo Water and Waste Water Management Improvement Program Tranche -3 (Document No - 20)



    The proposal made by Hon. Ravi Karunanayake, Minister of Finance, to sign a loan agreement between the government of Sri Lanka and the European Investment Bank, for implementation of the above program at a cost of 156 million euro, was approved by the Cabinet of Ministers.



    07. Obtaining Technical Cooperation Grant of 13 million euro form the Federal Republic of Germany (Document No - 21)



    The Federal Republic of Germany has agreed to provide the above grant during the H.E. the President’s visit to Germany in February 2016 for implementation of the 4 projects, which are, the Project of National Park and Buffer Zone Management in Wilpattu, Vocational Training in the North and East of Sri Lanka Project, Small and Medium Sized Enterprises Sector Development in Sri Lanka Project, the project for Facilitating Initiatives for Social Cohesion and Transformation. The proposal made by Hon. Ravi Karunanayake, Minister of Finance, to enter into an agreement for obtaining the above grant, was approved by the Cabinet of Ministers.



    08. Establishment of a National Payment Platform for Digital Commerce and Ease of Digital Transactions (Document No - 22)



    The most convenient method used by public in obtaining goods and services, is the international credit card such as Visa, MasterCard, and American Express. However, various reasons including its charges have discouraged the use of credit cards by majority of the public. Government institutions such as Sri Lanka Customs, Department of Inland Revenue, Department of Excise and other businessmen are less interested in using this method as the charges are increased according to the value of the transaction. The proposal made by Hon. Ravi Karunanayake, Minister of Finance, to establish the National Payment Platform to facilitate digital commerce and digital transactions as proposed by the Committee of Senior Officials as per the recommendations made by the Central Bank of Sri Lanka and the Ministry of Finance, was approved by the Cabinet of Ministers.



    09. Relocation of Welikada Prison (Document No - 26)




    Many of prisons in Sri Lanka are located in centers of towns and in lands of high economic value. Under the program of relocating prisons of the country, it has been proposed to relocate Welikada prison and its sub sections. The Welikada Prison Complex is comprised of four sections, and the proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to acquire the land belongs to B.C.C Lanka Company near the Superior Courts Complex for establishment of the remand prison, which the suspects that should be presented before court frequently are being detained, was approved by the Cabinet of Ministers.



    10. Allocation of funds for development of rural infrastructure facilities and livelihood development (Document No - 30)




    The 2016 budget has allocated Rs. 13.3 billion for the Rural Infrastructure Development Program and it is currently being implemented. The proposal made by Hon. P. Harrison, Minister of Rural Economic Affairs, to implement a pilot project for development of infrastructure and livelihood in Anuradhapura, Batticaloa and Polonnaruwa Districts aiming communities that are not covered by various infrastructure development projects, was approved by the Cabinet of Ministers.

    12. Construction of a new four storied building for the District Secretariat, Polonnaruwa (Document No - 40)




    The proposal made by Hon. Vajira Abeywardana, Minister of Home Affairs, to award the contract for first phase of constructions of the above building to the lowest substantially responsive bidder as recommended by the Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.



    13. Construction of Batticaloa District Secretariat Complex (Document No - 41)



    The proposal made by Hon. Vajira Abeywardana, Minister of Home Affairs, to award the contract for construction of a three storied building complex to the lowest substantially responsive bidder as recommended by the Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.



    14. Construction of a new five storied building for the District Secretariat, Matale (Document No - 42)




    The proposal made by Hon. Vajira Abeywardana, Minister of Home Affairs, to award the contract for construction of a five storied building complex to the lowest substantially responsive bidder as recommended by the Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

    16. Obtaining financial assistance for implementation of Kelani Right Bank Water Supply Project Phase II (Document No - 60)



    The cabinet has already approved the above project which includes, construction of a new water treatment plant with a capacity of 180,000 cubic meters to improve the capacity of Kelani Right Bank Water Treatment Plant, construction of main pipelines to distribute refined water, construction of a 25 km long water supply path, construction of Vii Oya reservoir and supply and installation of rubber balloons as a sea water cover. The proposal made by Hon. Ravi Karunanayake, Minister of Finance, to issue a treasury guarantee to obtain an amount of rupees similar to 13 million euro from a domestic bank and a loan facility of Rs. 10 billion, was approved by the Cabinet of Ministers.

    19. Memorandum of understanding between board of investment of Sri Lanka and Surbana Jurong, Singapore to establish a consultancy company (Document No - 65)



    The government has identified the need for attracting more investments for making Sri Lanka an attractive investment destination by accurate assessment of investment potentialities of Sri Lanka. It has been identified that establishment of a government owned consultancy company is suitable to gain its entire benefits. Accordingly, the proposal made by Hon. Malik Samarawickrama, Minister of Development Strategies and International Trade, to sign a MoU between the BoI, Sri Lanka and the Surbana Jurong company of Singapore which provides service in a wide range of fields including City planning and designing, development management, project management, and facilities management, for establishment of the said company, was approved by the Cabinet of Ministers.
