Sri Lanka woos the US, India and China for a quantum leap in development
COLOMBO: Undeterred by the clashing interests of the US, India and China in the South and East Asian region, Sri Lanka is assiduously wooing these countries to achieve a quantum leap in economic development making up for 30 years of stagnation brought about by an ethnic conflict and a brutal war.
While the US is being placated by the implementation of the resolution on Sri Lanka passed by the UN Human Rights Council (UNHRC) on October 1, 2015, the Sri Lankan government is doggedly pursuing an Economic and Technical Cooperation Agreement (ETCA) with India, despite strong local opposition; and is allocating huge infrastructure projects to China setting aside some serious reservations which existed till last year.
Among the concrete steps taken vis-à-vis the UNHRC resolution, is the passing of a bill to establish an Office of Missing Persons (OMP) on Thursday amid an unprecedented commotion in parliament created by the Joint Opposition owing allegiance to former President Mahinda Rajapaksa. While the Rajapaksa faction fears that the OMP will come under foreign influence and become an instrument to pillory personnel of the heroic Sri Lankan armed forces, the government believes it will answer a felt of the Tamil victims of war and promote ethnic reconciliation which is the bed rock of political stability and a foundation for economic development and foreign direct investments.
Due to the moves to bring about ethnic reconciliation and the existence of political stability on account of the existence of a multi-party National Unity Government, the US and the West are showing keenness to invest in Sri Lanka. The US Assistant Secretary of State for Economic and Business Affairs, Charles Rivkin, is currently in the island to promote US partnerships with Sri Lankan entrepreneurs.
China
On Friday, Sri Lanka signed an agreement with a government-owned Chinese company to build the Colombo International Financial City (CIFC) with Chinese funds to the tune of US$ 1.4 billion. To be known as the Colombo “Financial City” and not “Port City”, it will be built on land reclaimed from the sea. The Chinese company has agreed to take 20 hectare of land on a 99 year lease and not on outright purchase basis as stipulated earlier. The company has also agreed not to charge the government a compensation of US$ 143 million for stalling the project for more than a year.
On Saturday, Prime Minister Ranil Wickremesinghe will be going to China on a five day visit during which he will see places of economic interest.
Sri Lanka has granted China 15,000 acres of land in Hambantota to set up an industrial estate on a Private-Public Sector partnership basis to give jobs to one million Sri Lankans. All issues relating to the US$ 1.4 billion Chinese funded Colombo Port City Project have apparently been resolved and on Friday, a Tripartite Agreement between the Chinese company executing the project, the Megapolis Ministry, and the Urban Development Authority, is to be signed.
India
As for India, formal official level talks on ETCA were held for two days this week in Colombo. The Sri Lankan government is keen on ETCA, a free trade agreement with China, and economic cooperation agreements with Japan, Singapore and South Korea to make Sri Lanka part of the regional and global production chain.
To facilitate the transformation of Sri Lanka, Prime Minister, Ranil Wickremesinghe on Thursday announced that British laws will apply to the autonomous Colombo Financial City as it is expected to be a business and financial hub between Singapore and Dubai.
Given the need for upgraded human resources in the emerging context, Wickremesinghe said that government plans to ensure a 13 year school education fitted with a vocational training component so that school levers, now unemployable, become employable. Towards this end, an Employment and Education Act is being planned. Government is also planning to make lifelong learning possible so that anybody at anytime can acquire the skills needed to take up a trade.
The Prime Minister further said that government will set up an Employment Relations Council to coordinate education, training and employment.

Sri Lanka, China sign tripartite deal to construct mega port city
COLOMBO, Aug. 12 (Xinhua) -- Sri Lanka and China on Friday signed a tripartite agreement to proceed with the construction of a mega multi billion dollar port city project in capital Colombo.
The agreement was signed between Sri Lanka's Urban Development Authority, the Ministry of Megapolis and Western Development and the China Harbour Engineering Company.
With the signing of the agreement, the Colombo Port City Development Project was newly renamed as the Colombo International Financial City with the government stating that the project would transform Sri Lanka into an international financial hub in the Indian Ocean region.
Speaking at the signing ceremony, Minister of Megapolis and Western Development Champika Ranawaka said that the Colombo International Financial City, which will be in the center of the maritime city, will be one of the key phenomenon which will decide the future development of Sri Lanka.
He added that the project would also fuel the planned Maritime city, Aero city, Tech city, Industrial cities and Tourist cities.
Ranawaka further said that it was essential for any strategically located country to introduce new maritime corridors and economic partnerships with many countries for its economic activities.
Speaking on the same occasion, Chairman of the CHEC Tang Qiad Liang said that the positive changes made to the original agreement of the Colombo Port City which was signed in 2014 was a reflection of CHECs willingness at all times to work closely with the Sri Lankan government to ensure that the project has mutual long term benefits to the investor and the country.
The 1.4 billion dollar Port City project which initially began construction in September 2014 under the former government was suspended in March 2015 by President Maithripala Sirisena's government due to environmental concerns.
However in March 2016, the project was given the nod from the government stating that the project would convert Sri Lanka into an international hub in the region.
The project which has now been expanded to 269 hectares under the new Tripartite agreement will include central parks and beaches for the public. The project is also expected to create thousands of jobs in the island country.

Tripartite agreement between Megapolis, UDA and CHEC eyes $13b investment

Sixteen months after the $1.5 billion Port City project was suspended a new tripartite agreement was signed by the Government yesterday targeting $13 billion dollars of investment incorporating several amendments including an international finance centre that officials pledged would be beneficial to Sri Lanka.
The new agreement was signed a day ahead of Prime Minister Ranil Wickremesinghe heading to China on a visit targeted at touring large scale megapolis and investment projects in the Chinese cities of Chongqing and Zengcheng. This will be Wickremesinghe’s second visit to China this year.
Renamed Colombo International Financial City (CIFC) the project tripartite agreement was signed by the Megapolis and Western Development Ministry, Urban Development Authority and the China Harbour Engineering Company (CHEC). The Sri Lanka Ports Authority (SLPA), which was a party to the previous agreement made under former President Mahinda Rajapaksa’s Government was exempted from the new version as the Port City would now be part of the new Government’s larger Megapolis project.
“Large scale infrastructure projects in Sri Lanka were previously implemented without attention to larger urban and development plans. Therefore they have become a bigger burden than blessing,” said Megapolis and Western Development Minister Champika Ranawaka at the signing ceremony.
He insisted engagement with China, especially with regard to the Port City, was valuable investment for Sri Lanka as it vies to become an economic power in the 21st Century.
CHEC, which is a subsidiary of the Chinese-State run China Communications and Construction Company (CCCC), pledged to tap top global companies in formulating development plans for the Port City and work closely with the Sri Lankan Government over the next 25 years.
“This project will focus on making Colombo the most livable city in South Asia and foster growth for the entire country,” said CHEC President Tang Qlaoliang.
The revamped Port City has been extended from the initial 233 hectares to 269 hectares and the agreement converts freehold land to 99 year leased land.
Land for public use including recreational parks have been increased from 63 hectares to 91 hectares, which will be held by the Government along with another 62 hectares that will be used for State-led investment including the establishment of a international financial centre. CHEC has expressed interest in considering additional investment to build the facilities required to house the financial centre, a statement released by the Megapolis Ministry at the signing ceremony noted. The project will also have 13 hectares of beach, which is eight times the size of Galle Face.
“The previous agreement placed the entire burden of providing utilities and infrastructure to the periphery of the reclaimed area on the Government but under the new agreement the Government has the right to request CHEC to enter into Private-Public-Partnerships for the provision of infrastructure. All infrastructure within the Port City will be provided by CHEC,” the statement said.
Maintenance of the reclaimed area, which was formerly under the Government, will now be handled by a new joint venture company between CHEC and an entity to be named by the Government. Three-year restrictions on land allocated to the Government under the previous agreement have also been removed with Sri Lanka having the power to initiate its own investments.
CHEC will also meet all expenses incurred by the Megapolis Ministry on environmental studies, including already completed feasibility studies and allocate Rs.500 million for a livelihood programme for fishermen who could be affected by the project.
“CHEC has already issued the required written undertakings to withdraw all compensation claims submitted to the Government.” The Chinese company will only be allowed to dig for sand 3-4 kilometers from the beach and only to a depth of three meters where the water is more than 15 meters deep, which would reduce erosion, the statement said. The new Development Permit issued by the Coast Conservation Department containers 70 conditions, almost double that of the one released in 2011, to protect the environment.

SL signs MoU with China on vital projects
The Government is reported to have signed a Memorandum of Understanding (MoU) with China with the assurance to encourage Chinese investments and to implement key projects including the Colombo-Ratnapura expressway.
Development Strategies and International Trade Ministry had signed the agreement on behalf of the Sri Lankan Government while the Chinese Commerce Ministry on behalf of China.
Among the proposed Chinese investments to be implemented on a priority basis are the Hambantota Integrated Development Project, the Hambantota Port Phase II, Hambantota Port Dockyard, the Mattala International Airport Integrated Project, Sothern Railway Project from Beliatta to Hambantota, the International Technology Institute and the construction of a part of the Central Expressway.
Oil refinery and feasibility study on water reservoirs for Economic Development of Hambantota and Moneragala will also be carried out on a priority basis under the MoU.
The phase IV of the Central Expressway linking Kurunegala with Dambulla is to be implemented under the MoU as part of the Polonnaruwa Integrated Development Project.
Southern Tourism Industry Belt Integrated Project and Thalpiyigala Reservoir Project, Chilaw Waste Water Project and Kandy North Water Project have also been outlined in the project.
The two sides have agreed to encourage and support financial institutions subject to the relevant conditions and public law, to fund and facilitate the execution of these projects. Loans with preferential conditions will also be made available.
China-Sri Lanka Joint Committee will be the implementation unit of this MoU. It was signed in April, this year and a copy was tabled in the House last week in response to a question by JVP MP Bimal Ratnayake. (Kelum Bandara)

The Government is reported to have signed a Memorandum of Understanding (MoU) with China with the assurance to encourage Chinese investments and to implement key projects including the Colombo-Ratnapura expressway.
Development Strategies and International Trade Ministry had signed the agreement on behalf of the Sri Lankan Government while the Chinese Commerce Ministry on behalf of China.

China’s Chongqing Group keen on Sri Lanka’s Hambantota
Sri Lankan delegation led by Prime Minister Ranil Wickremesinghe in talks with China’s Chongqing Foreign Trade and Economic Cooperation Company.
ECONOMYNEXT – A Sri Lankan delegation led by Prime Minister Ranil Wickremesinghe has held talks with China’s Chongqing Foreign Trade and Economic Cooperation Company which has shown interest in developing Hambantota.
A statement on Wickremesinghe’s official visit to China said he would soon announce opportunities and incentives available for Chinese firms investing in the island.
He spoke during talks with officials of the Chongqing Foreign Trade and Economic Cooperation Company, the largest provincial foreign trade and economic cooperation enterprise in China.
Chongqing Group Chairman Yu Yang said his company is ready to set up an industrial zone in southern Hambantota where Chinese firms have built a port.
Chinese firms want to set up tinned fish and gem and jewellery enterprises and export goods warehousing in the industrial zone, he said
Wickremesinghe is on an official visit to China to observe the development of large metropolises in the country.

The state of art Operation Theatre, Intensive Care Unit and Ward Complex at the Embilipitiya Base Hospital was vested with the public under the patronage of President Maithripala Sirisena, yesterday (15th Aug.).
These development work had been done at a cost of around 100 million rupees to fulfill many shortages at the hospital which existed for a long period.
After opening the Ward Complex, the President made an inspection tour of the hospital.
He also registered the first patient to the Male Ward.
The President laid the foundation stone for a five- storey building complex to be constructed in the premises of the hospital.
Around Rs 5,700 million is expected to be spent by the Government for the development work of the Embilipitiya Base Hospital.

Aug 15, 2016 (LBO) – London Stock Exchange Group’s Business Services division (LSEG BSL) will soon open its new headquarters in the historic Expert City precinct, formerly known as Tripoli Market, in Colombo.
The new Business Services division in Sri Lanka will provide support to the group’s operating entities across the globe, the group said in a statement.
The venture will provide the best and brightest technology talent in the country with the opportunity to be a part of an ever expanding, innovative knowledge hub.
The new LSEG facility will directly employ 400 personnel in high-technology jobs, with an additional 1,200 employed indirectly.
These employees will be tasked with providing technical support services that are central to the Group’s global network.
“Our plans to establish a 26,000 sq ft state-of-the-art facility in the heart of Colombo reaffirms our commitment to the technology sector of Sri Lanka,” Murali Subrahmanyan, Head of Business Services Colombo, LSEG said.
“Our new facility at Expert City will house some of the best talent in the industry, and it is important to us that all our facilities reflect these high standards.”
The proposed new 26,000 sq ft premises would complement LSEG BSL’s current incubation hub which is also housed at Expert City.
