    Digital forensic lab, new gadgets to fight crime

    Facial recognition technology to track down criminals will be among new facilities available at the government’s first digital forensic lab due to start functioning within the next three months, a senior official said. The lab now under construction with funding from South Korea will have its own facilities to carry out DNA tests, forensic identity of firearms, telephone tapping and analysis of CCTV footage and sounds, Law and Order Ministry Secretary Jagath Wijeweera said.

    Handpicked Criminal Investigations Department (CID) detectives, now under training, will work in the new unit. Under this Seoul-funded project, Government Analyst’s Department facilities also are being upgraded simultaneously.
    The facial recognition technology will be used to analyse CCTV footage and track down persons wanted for criminal activities.
    The lab would have the facility for speedy investigations of cyber crime including the ability to trace or track the device used in the crime within 24 hours, Mr Wijeweera explained.

    At present, such investigations are handled by different agencies including private institutes and various universities. This has led to delays investigations and legal action. “Delays in conducting investigations provide opportunity for the offender to further victimise the victim, particularly in cases of cyber crime,” the secretary said.

    The lab would also have facilities to track down illegal financial transactions instead of depending on other agencies.
    Deputy Inspector General Priyantha Jayakody, who is in charge of the Criminal Records Division, said that the facility would expedite investigations as currently some parts of the investigations were being carried out by outside agencies.

    “We have to be on the waiting list on some universities to carry out part of the investigations now. There are delays in getting the reports leading to difficulties in controlling criminal activities,” he said. The move would also help to protect the privacy of the victims, particularly in cyber crime cases.

    At present, at least 15 cases of cyber crime are reported daily to the CID. The South Korean government is providing US$ 3.2 million for the project through the Korean International Cooperation Agency (KOICA).

    BASF opens first construction chemical plant in Sri Lanka

    Germany-based chemical company BASF has opened its first plant in Sri Lanka for producing construction chemicals under the Master Builders Solutions brand.

    The production facility is located outside Colombo near Lindel Estate at Sapugaskande, Sri Lanka.

    The construction chemicals produced at the new facility includes, concrete admixtures such as MasterGlenium, MasterPolyheed, MasterRheobuild and MasterPozzolith.

    The new plant will help BASF in meeting the growing demand for construction chemicals in Sri Lanka. The facility also features a warehouse and a testing lab that will help in delivering tailor-made recipes through formulation excellence.

    BASF Asia Pacific market management construction chemicals vice president Himanshu Kapadia said: “Asia-Pacific is one of the fastest growing markets globally, and South Asia is a strategic growth engine of this market.

    “With the new admixture plant in Colombo, we will now be able to rapidly supply our customers with admixtures for all cement and aggregate types, whether their construction projects are located in the capital or in remote areas.”

    BASF Lanka chief executive officer Aruna Deepthikumara said: “Sri Lanka’s construction industry is witnessing an upward swing, and is today one of the significant contributors to the country’s GDP.

    “This growth is creating a demand for high-performance concrete admixtures, which BASF is well-positioned to address as a leader in the field. The construction chemicals plant in Colombo will supply admixtures in a timely fashion to all parts of the country.”

    For more than two decades, BASF has been actively providing construction chemicals to the South Asia markets. It also has production sites in India, Bangladesh and Pakistan.

    China to promote Sri Lankan capital as South Asian hub

    COLOMBO – China is taking the lead to promote Sri Lankan capital Colombo as South Asia’s hub through the controversial Colombo Port City which has been re-branded as Colombo International Financial City.

    The new financial city is expected to fill the vacuum that exits between Singapore and Dubai.

    After China struck a new agreement with the Sri Lankan coalition government, reclamation work on the $1.4 billion offshore financial center is set to commence in October this year.

    The subsidiary of the state-owned China Communications Constructions Company, China Harbour Engineering Company (CHEC) which oversees the project, expects to complete the reclamation work in three years.

    Thow Ming Liang, chief sales and marketing officer at CHEC Port City Colombo (Pvt) Ltd, said: “We hope to commence work in October and we are in the process of positioning the product correctly to make it the hub of South Asia.”

    CHEC has already commenced a series of promotional campaigns in an attempt to attract foreign investors to the project in the 269-hectares reclaimed land which is expected to generate some 83,000 job opportunities.

    “We have started marketing the product through our marketing consultants and discussions are already underway with certain companies in India and Singapore who have expressed their interest to invest in the project,” Liang told Asia Times.

    Marketing campaigns will be carried out in other parts of the world such as Middle East and Europe to attract more investors to the city, he said.

    The offshore financial center aims to attract more than $ 13 billion in foreign direct investment from investors outside Sri Lanka such as reputed international banking and financial services companies as well as malls, hotels, and apartment complexes, among others.


    The project was originally inaugurated in September 2014 in the presence of Chinese President Xi Jinping and former Sri Lankan President Mahinda Rajapaksa.

    Projected as the largest foreign-funded investment on record in the South Asian Island, the project, however, suffered a setback with the defeat of Mahinda Rajapaksa in the January 2015 presidential election.

    His successor and incumbent president, Maithripala Sirisena, and prime minister, Ranil Wickremesinghe, suspended the project in 2015 citing procedural irregularities, issues related to the country’s sovereignty and environment.

    However, pressure from China and the failure of Sirisena and Wickremesinghe to secure significant foreign funding from other countries to kick-start various other development projects led to the lifting of suspension of the project. It was given the green light this year.

    In mid-August, a tripartite agreement was signed between CHEC and Sri Lanka’s Megapolis and Western Development Ministry and the Urban Development Authority re-branding the Colombo Port City as the Colombo International Financial City.

    Under the new agreement, CHEC will not be granted any freehold land. Instead, 110 hectares of reclaimed land will be given on a 99-year lease and the Sri Lankan government will be the owner of the balance 159 hectares of reclaimed land.

    CHEC had initially demanded $143 million as compensation from the Sri Lankan government for delaying the project by almost a year. However, following intense negotiations, CHEC finally agreed to accept extra land instead of financial compensation.

    Sharing his views on the re-branding of the project, Anushka Wijesinha, chief economist of the Ceylon Chamber of Commerce, said the re-branding made sense, and was a good strategic move and will help with the global marketing of the project to attract foreign investors.

    “I believe this is a bit of re-packaging for strategic purposes. The government was facing legacy issues of the ‘Port City’ – it vehemently opposed while in the opposition during President Rajapaksa’s regime and vowed to cancel the project. They made this a key campaign pledge.

    “However, after coming in to power, reality set in and the new government realized it has to proceed with it. So the repackaging is useful to give it a fresh face in the eyes of the public,” he told Asia Times.

    Wijesinha said even though the project was called ‘Port City’, it was never going to have exclusively port-related activities.

    “In fact, it was being positioned as a new commercial center, just close to the Port in Colombo. So in a way, this new positioning makes sense,” he said.

    However, he noted that what matters now is to bring in the right regulatory framework and investment climate to make the project truly successful.

    “First, there needs to be policy consistency and a clearly articulated strategic plan for the foreign investment in general. This general foundation is important to give investors the confidence that Sri Lanka is ready to play at an international level. For the project in particular, the government needs to look at the fundamental features of what it takes to become a regionally competitive financial city,” he said.

    The Sri Lankan government is already in consultation with international subject experts in an effort to make headway in this area and to ensure that the necessary climate is created to ensure the objectives of the project is met with and investors will have the necessary confidence to invest in the city.

    According to Wijesinha, Sri Lanka can learn from countries such as Singapore, Dubai and Qatar on how they did it as well as what has worked and what has not.

    “We are not new to this game, so we need to see how we strategically stand out, what pitfalls to look out for, and what lessons to be learnt from places like Dubai and Qatar,” he said.

    The Government yesterday enlightened over 100 potential local and foreign investors on what it called as “the endless opportunities” available to them through the Western Region Megapolis Development Master Plan.

    The Urban Development Authority (UDA) held the first business and investment forum targeting the Western Region Megapolis, titled ‘Investment Opportunities’, at Waters Edge, to attract $ 16 billion within the next 10 years. The overall project is estimated to attract over $ 40 billion in investments.

    Megapolis and Western Province Development Minister Patali Champika Ranawaka, addressing representatives of diplomatic missions and potential investors in the Megapolis project, identified the financial sector, maritime transhipment, energy sector and commodities as chief areas of development within the master plan.

    He emphasised that the Western Region Megapolis was timely and important as far as the country’s future and development were concerned. Considering its geographic location, international opportunities and demography, the Minster pointed out that Sri Lanka needed to design strategies on the way forward.

    With the country aspiring to become a significant hub to support its positive growth trajectory, Ranawaka assured investors that the ministry would facilitate their entrepreneurship to bring new business to the country.

    He further stated that the Government had created this particular ministry to develop the entire western region, which included the western shore and sea, in a well-distributed, integrated, meaningful and sustainable manner, as part of the master plan.

    “We look forward to establishing a business district free from other unwanted Government businesses and to provide time-guaranteed transport for goods and commuters and to facilitate the creation of a financial hub in Colombo. Maritime transhipment is an already available prerequisite which will be enhanced further. We have the potential of embracing few other commodity hubs which are not available in other parts of the world but will enrich our vision,” he added.

    Noting that a hub was essentially a market where shares in companies were bought and sold by brokers on behalf of investors, Ranawaka stated that Sri Lanka had the capacity to create such hubs for gems, tea and minerals.

    “Oil and gas exchange can be most practical when natural gas is explored on a commercial scale in the Mannar basin where we have the maritime upper hand; we can have the bunkering business too,” he said.

    As the country was ideally positioned between energy-hungry Eastern Asia and the oil and gas producing Middle East, he said Sri Lanka had great potential to be a trading hub within the energy sector considering its huge renewable energy potential as well.

    The Minister pointed out that it was critical for the country to move in these directions in order to bring home female expatriate workers in the Middle East and enable them to lead a better life.

    “Depending on the Middle East for our labour market is not sustainable, not to mention painful. Only then will our sisters in the Middle East be freed. Not through slogans,” he stressed.

    Ranawaka said that although the Government had done the groundwork, investors needed to initiate businesses, bring in foreign capital and form joint ventures to realise the country’s development goals.

    He added that the new legislation to be brought in soon on the formation of the Western Region Megapolis Authority would remove many obstacles to development.

    “We are moving forward and laying the foundation using the available legal framework of the UDA and Sri Lanka Land Reclamation and Development Corporation (SLLRDC) since we cannot waste time. I invite you to join us, talk to us and share your knowledge, expertise and ability in this journey.”

    Pelwatte Dairy Industries Ltd will invest Rs 1.5 billion to build three mini fresh milk processing plants in the North starting this year.Pelwatte Chairman Ariyaseela Wickramanayake said that in addition he will also build a milk powder processing factory in Jaffna as well.

    Speaking to Daily News Business at the inaugural Northern Investor Forum on Monday he said that there is a 250,000 population in Jaffna and there are over 260,000 dairy cows in the area.

    “However when I visit the Jaffna town I could only see international milk power brands in the shops. This results in our foreign exchange being diverted overseas. I want to stop this outward cashflow and decided to have the plant in Jaffna.”

    Wickramanayake said that there is also a tradition in Jaffna where people want to consume fresh milk.

    “ I will open up collecting centers in the North and collect milk and then pack them and release it to shops in Jaffna,”he said.

    Pelwatte Dairy Industries Ltd, a leading manufacturer of locally produced dairy products, has been supporting a multitude of local dairy farmers for many years. This initiative would also help the Jaffna people who own cattle to get additional income opening up a new form of self employment.

    Wickramanayake said that he will then follow this model in Vavuniya by opening two more mini factories.

    He said that it was disclosed at the Northern Investor Forum that there are several abandoned milk producing factories in the North East. “I will invest and turn one of them around as a milk powder processing factory soon. This will also provide employment for over 200,”he said.

    Wickramanayake said that profits within the company would be invested for these four investments.

    “Sri Lanka has the capability of being self-sufficient in milk production and Pelwatte Dairy has constantly lobbied for the country to take that step,” he added.

    Locally produced full cream milk powder, butter, yogurt and ice cream are among the list of products produced at Pelwatte Dairy’s ISO22000: 2005 World Food Safety Certified factory in Buttala.
