    Rs.292 million allocated for IT projects



    Rs.250 million and Rs.42 million have been allocated for the projects of School Computer Laboratory Project and District IT Resources Centre project.

    The School Computer Laboratory Project is implemented to improve ICT related infrastructure and literacy in schools island wide while the latter project is implemented to maintain coordination with the district administration on all IT resources and management issues.


    The proposal made by Harin Fernando Minister of Telecommunication and Digital Infrastructure was approved by the cabinet of ministers, said Parliamentary Reforms and Mass Media Minister Gayantha Karunatilleke.

    Rs. 2400 million allocated for fresh water fisheries development



    Fisheries Minister Mahinda Amaraweera stated that Rs. 2400 million has been allocated for the development of fresh water fisheries under the program of food security initiated actualizing the concept of the President Maithripala Sirisena.

    Nearly 10000 fresh water reservoirs exist in Sri Lanka and the Ministry of Fisheries has taken measures in exploiting the allocated funds for the development hatcheries and aquaculture centers for the purpose of increasing the fish population of inland reservoirs. Accordingly, aquaculture centers are planned to be established in the areas of Hambantota, Muruthawela, Kahandamodara, Polonnaruwa, Udawalawa and Iranamadu. Constructions of Iranamadu and Kahandamodara hatcheries have already been completed while Muruthawela hatchery has entered the last stage of construction. Constructions of remaining hatcheries are still in progress.


    Currently it produces nearly 46 million of fish fingerlings and 16 million fries per annum. With the establishment of the new hatchery the said amount of fingerlings is expected to be raised by 30 million and the fires will be increased by 16 million per annum.


    150 million fingerlings are currently required to be released into the entire reservoirs and thus fresh water hatcheries are planned to be established island-wide to formulate a formal network of breeding and distributing the required fingerlings, said the Minister.


    Government has allocated Rs. 400 million funds for the purpose of establishing the Udawalawa new fresh water hatchery and the constructions are scheduled to be completed within this year. He also awarded the fishers fishing gears such as canoes and fishing nets.

    Constructions of new jetties in three fishery harbors initiates on the 12th September



    The Ministry of Fisheries has taken measures to construct new jetties in Kudawella, Mirissa and Galle fishery harbours on the 12th September eradicating many issues confronted by the fishers of Southern Province for a long time.

    This programme is conducted by the Development and Rehabilitation of Fishery Harbours and Anchorage Sites Project of the Ministry of Fisheries and scheduled to be inaugurated under the patronage of Minister Mahinda Amaraweera.


    Construction of jetties in the said 3 fishery harbours costs 317 million and it has been planned to spend Rs 114 million for Kudawella harbour, 103 million for Mirissa harbour and 100 million for Galle harbour.


    Minister said that the incumbent Yahapalana government has come up with the decision of improving such infrastructure considering the contribution made by the fisheries industry to the livelihood development of the fisher community and likewise to the national income of the country.


    Nearly 450 large scale vessels in these harbours leave for deep sea fishing daily and the facility of mooring large scale vessels was so far unavailable.

    First Phase Of "Techno City" To Be Launched On September 22

    Western Province Magapolis Development plan has already commenced the largest urban development plan of the South Asian region while widening the horizons of city development in Sri Lanka. All arrangements are now in place to commence the activities of the first phase of Techno City comprising of five technology institutes including the National Science Centre, Satellite Centre and Technology University.

    Without making the Science and Technology City a dream, Techno City, one of the main parts of this Urban Development Plan which is operating through number of strategic fields is to commence under the patronage of Honorable Prime Minister Ranil Wickremasinghe on September 22, 2016 at 10.00 am at the Sri Lanka Institute of Nano Technology Pitipana, Homagama.

    Minister of Megapolis and Western Development Patali Champika Ranawaka, Minister of Science, Technology and Research Susil Premajayantha, Minister of Highways and Higher Education Lakshman Kiriella, Deputy Minister of of Megapolis and Western Development Lasantha Alagiyawanna and around 400 guests will be present at this occasion.

    The regions from Malambe to Homagama in the Western Province has been selected as the most suitable environment for the new Techno City as those regions have been identified as very crowded areas. Accordingly the constructions of new Techno City are to be commenced while dividing Malambe into three technical zones and Homagama into seven technical zones.

    Sri Lanka's first class institutions in the fields of science and technology, University of Moratuwa, University of Sri Jayawardhenapura, University of Colombo, Arthur C Clarke Institute for Modern Technologies, National Science Centre are to be commenced their projects in the technical zone which will commence on September 22. Accordingly, the Urban Development Authority (UDA) is working on granting 25 acres to each university and 10 acres to each technical institution affiliated with this task.

    Another 1000 acres have already indentified for the future work of this project and UDA is currently working on acquisition of those lands. Accordingly the whole project will be functioned within 1200 acres. Meantime the arrangements are in place to develop a four lane road system from Makumbura to Uduwana junction as it is important to win the future world with the Techno City.


    Sri Lanka should be empowered with modern technologies and human resource to contest in the world economy at a time all middle income countries are trying to coincide with the developed countries. The first step for the above task will be marked with the commencement of Techno City and there is no doubt it will become the zone which leads Sri Lanka forward in the future.

    Seven firms short-listed in Sri Lanka digital ID tender

    ECONOMYNEXT – Seven international companies have been shortlisted to supply Sri Lankans with a digital identification, known as the Household Transfer Management (HTM) card, aimed at enabling a host of transactions to be done online, officials said.

    “Sri Lanka is getting ready for a digital transformation,” Minister of Telecommunication and Digital Infrastructure Harin Fernando told a news conference.

    “The country is losing $2 million daily by not going digital. There’s a lot of abuse in transactions like welfare and pension payments because the system now is still manual, making it difficult to track transactions properly. Even dead people are receiving pensions.”

    Bids for the HTM card are being evaluated with the system expected to be in place by January 2017, Fernando said.

    Secretary of the Ministry of Telecommunication and Digital Infrastructure Wasantha Deshapriya said seven bidders – all international firms – have been shortlisted.

    The tender called by the Information and Communications Technology Agency was for designing and implementing the software, hardware and infrastructure for generating a digital identity for citizens and for the HTM card system.

    “The HTM card will have everyone’s personal details,” Fernando said. “The system is still only used by three developed countries.”

    New administration complex in Jaffna opens



    Jaffna District administration complex built at a cost of Rs. 85 million was opened recently by Prime Minister Ranil Wickremsinghe.


    The purpose of this fully facilitated complex, built under the guidance of President Maithripala Sirisena is providing one eligible ground for all the public service institutions of the district to extend an effective, quality, and a confidential service to the public.


    Minister Wajira Abeywardhane, Minister D.M. Swaminathan, and State Minister Wijayakala Maheshwaran also participated.

    මාසිකව 75,000 ඉක්මවන ස්වයං රැකියා සංවර්ධන වැඩසටහන් මාලාවක්


    ඉදිරි වසරේ දී, දිවයින පුරා එක් පුද්ගලයකුට මාසිකව රුපියල් 75,000ක් ඉක්මවූ ආදායමක් ලබා ගත හැකි ස්වයං රැකියා සංවර්ධන වැඩසටහන් මාලාවක් දියත් කරන බව ප්‍රාථමික කර්මාන්ත අමාත්‍ය දයා ගමගේ මහතා පැවසීය.

    එම අමාත්‍යාංශයට වසරක් පිරීම නිමිත්තෙන් ඊයේ (19) කැඳවා තිබූ විශේෂ ප්‍රගති සමාලෝචන රැස්වීම අමතමින් අමාත්‍යතුමන් සඳහන් කළේ ඒ වෙනුවෙන් මේ වන විටත් සැලසුම් සකස් කර අවසන් බවයි.

    මෙම අරමුණු සාක්ෂාත් කරගැනීමේ දී තරුණයින්ගේ හා කැපවී වැඩ කරන අයගේ සහාය නිරන්තරයෙන්ම අපේක්ෂා කරන බව ද අමාත්‍යතුමා සඳහන් කළේය.

    මේ අනුව දැනට සැලසුම්කර ඇති වැඩසටහන් සම්බන්ධයෙන් අදහස් දැක්වූ අමාත්‍ය දයා ගමගේ මහතා, "අපි සැලසුම් කරලා තියනවා නව ව්‍යාපෘතියක් ලෙස අන්නාසි වගා වැඩසටහනක් දියත් කරන්න. මේ යටතේ අක්කර 25,000ක අන්නාසි වවන්න අපේක්ෂා කරනවා. විශේෂයෙන්ම පොල් වගාව ආශ්‍රිතව ක්‍රියාත්මක කරන්න බලාපොරොත්තුවෙන අතුරු වගාවක් ලෙසයි මෙම වැඩසටහන සැලසුම් වෙන්නේ. ඒ අනුව, ගම්පහ, කුරුණෑගල හා පුත්තලම දිස්ත්‍රික්කවල අන්නාසි පැල මිලියන 750ක් අපි වගා කරන්න බලාපොරොත්තු වෙනවා. ඒ අනුව, අපේක්ෂිත ආදායම රුපියල් බිලියන 7.5ක්" යැයි ද කීය.

    "ඒ වගේම, කප්රුකට ගම්මිරිස් ව්‍යාපෘතිය යටතේ අපි බලාපොරොත්තු වෙනවා දැනට සිදු කෙරෙන ගම්මිරිස් ඵල නෙළීම තුන් ගුණයකින් වැඩි කරන්න. ඒ සඳහා අවශ්‍ය තාක්ෂණික හා විද්‍යාත්මක සහාය ලබා දෙමින් වගාකරුවන් දිරිගන්වන්න අපි කටයුතු කරගෙන යනවා. දැනටමත් අපි ආරම්භ කරලා තියන ධනසවිය වැඩසටහන හරහා සෑම ඡන්ද මධ්‍යස්ථානයක් ආශ්‍රිතවම කාන්තාවන් මෙම වැඩසටහන සම්බන්ධ කර ගනිමින් කාන්තාවන් දස ලක්ෂයක් මේ යටතේ සවිබල ගන්වන්න සැලසුම් කරලා තියනවා".

    මේ අතර, මේ වන විටත් ලෝක වෙළඳපොළ තුළ ඉල්ලුමක් ඇති දේශීය කුරුඳු හා කුළුබඩු සම්බන්ධ ආදායම ඉහළ නැංවීමට අදාල සැලසුම්ගත වැඩසටහන් කිහිපයක් සම්බන්ධයෙන් ද අමාත්‍යතුමා මෙහිදී අදහස් දැක්වීය.

    අලුතින් කුරුදු අක්කර 25,000ක් වගාව සඳහා හදුන්වාදීමට අපි බලාපොරොත්තු වන බවත් මේ හරහා ලෝක වෙළඳපොළේ තියන ඉල්ලුමට අනුව සැකසුම තවදුරටත් පුළුල් කරන්නත් අපිට හැකියාවන බව පෙන්වාදුන් අමාත්‍යවරයා දිවයින පුරා කාන්තාවන් මූලික කර ගනිමින් මී මැසි පෙට්ටි ලක්ෂයක් ස්ථාපිත කරන්න අමාත්‍යාංශය අඳහස් කරගෙන යන බවත් කිතුල් ආශ්‍රිත නිෂ්පාදනවලින් ලබා ගත හැකි ආදායම හා ඒ මගින් කළ හැකි නව නිෂ්පාදන හා නිමැයුම් සම්බන්ධයෙන් අවධානය යොමු කරලා කටයුතු කිරීමට කටයුතු කරගෙන යන බවත් වැඩිදුරටත් පෙන්වා දුන්නේය.

    No liberalization of professionals under upcoming FTAs: Kelegama

    Sept 20, 2016 (LBO) – Sri Lanka’s bilateral free trade agreements that are currently being considered have no liberalization of professionals, a senior official confirmed.

    Sri Lanka is currently negotiating with India to deepen the existing Indo-Lanka FTA via Economic and Technology Cooperative Agreement (ETCA), and is talks with China and Singapore to sign bilateral free trade agreements to improve trade and investments.

    Executive Director of the Institute of Policy Studies, Dr Saman Kelegama, who advises the government on these FTAs, reiterated that ‘Mode 4’ liberalization will not be implemented.

    ‘Mode 4’ or movement of natural persons refers to one of the four ways through which services can be supplied internationally. It covers natural persons who are either service suppliers (such as independent professionals) or who work for a service supplier and are present in another WTO member country.

    The GATS distinguishes between four modes of supplying services namely cross-border trade, consumption abroad, commercial presence, and presence of natural persons.

    First three modes are already practiced in Sri Lanka through various institutions including the BOI which provides access under a case-by-case basis.

    “There will be no liberalization of professionals under all three FTAs that the government is considering,” Kelegama said.

    “Even the much debated IT industry and ship building industry will not be included in the ETCA until a request comes from those sectors with one voice.”

    Kelegama highlighted that the formation of a national trade policy which initiated in October last year is now in its final stage. He said the implementing issues should be addressed in parallel to the FTA negotiations.

    “Trade policy will only be guidance; practical issues of FTAs should be addressed in parallel,” Kelegama said.

    Kelegama hit back at certain professionals and unions who currently insist on a national trade policy before signing a bilateral agreement.

    “Those who insist on trade policy are not bothered about a foreign policy or an agriculture policy; only when it comes to FTAs, do they ask for a policy.”

    Kelegama said FTA negotiations are also vital as it triggers the need for regulatory reforms in Sri Lanka.

    “The moment CEPA talks came to an end, all discussions with regard to regulatory reforms came to a standstill; no one is talking about putting the domestic house in order,”

    “So at least the ETCA and China-Lanka FTA initiatives have triggered the regulatory reforms in this country.”

    Kelegama further said even though Vietnam lacks most of the legislative framework they signed the TPP as they want to be at the frontiers of global trading.

    “Why have they done that, because this is how the world is moving,”

    “Do you think Vietnam got all required acts such as regulatory issues, intellectual property laws and immigration issues together to join the TPP? No.”

    He pointed out that Sri Lanka is in an advantageous position than Vietnam with regard to the legislative framework inherited from the British.

    “Vietnam has a long way to do that. But they are doing it in parallel on an accelerated basis; because they want to be at the frontiers of global trading, value chains and production networks.”

    Sri Lanka Colombo plans for 35mn TEU capacity with north port

    ECONOMYNEXT - Sri Lanka's state run ports agency has plans to expand Colombo to handle 35 million containers a year by 2040 with a North Port being built inside a new breakwater, a top official said.

    A base case scenario for capacity developed in 2004 had proved to be remarkably accurate, Fawzana Hussain, Deputy Chief Engineer Planning and Development at Sri Lanka Ports Authority said.

    Colombo Port now has a capacity of 7.1 million twenty foot equivalent unit (TEUs). An expansion of the exiting Jaye Container Terminal will take Colombo to 7.7 million.

    The 'East Terminal' in the expanded South Port for which investors are being evaluated will take up capacity another 2.4 million, 11.3 million. The West Terminal in the South Port will expand capacity to 14.3 million TEUs by 2023.

    The breakwater will then be extended under Phase II in 2026 and the West Terminal extended taking throughput to 17.3 million TEUs by 2028, Hussain said.

    A North Port Breakwater will be built by 2030 and Colombo's old breakwater removed. It will allow the current South Asia Gateway Terminals to be made into larger back-to-back with the East Terminal taking capacity to 25 million TEUs.

    Sri Lanka to build container port in Trincomalee: PM

    ECONOMYNEXT - Sri Lanka was planning a container terminal in the North Eastern port of Trincomalee, which can serve India, Bangladesh and Myanmar, Prime Minister Ranil Wickremesinge said.

    Singpaore's Surbana Jurong has been asked to develop a plan to develop Trincomalee.

    "We are also talking to India and Japan to develop it as a major port," Wickremesinghe told the Colombo Intenational Maritime Conference.

    "Sri Lanka's Trincomalee is an ideal port to link up with Visakhpatnam."

    A model based on a public-private partnership with Sri Lanka Ports Authority as the regulator was envisaged, he said.

    Sri Lanka was looking to closely integrate with India's Andra Pradesh, Kerala, Karanataka and Tamil Nadu, with which the island had historic links, he said. (Colombo/Sept22/2016)

    Fernando, who is at forefront of the country’s digitisation efforts, believes digital identification systems will prevent wastage and corruption in financial transactions.

    “When concessions such as Samurdhi, pension, school uniform coupons and fertiliser subsidies are given by the Ministry of Finance, most of the time cash does not get transacted properly to the right person. This is specially the case at the Divisional Secretariat level where there a lot of malpractices. According to some accounts, even dead people still receive their pensions.”

    The Household Transfer Management (HTM) card enables a secure portal for financial and nonfinancial digital transactions. This system provides a unique identity number based on individual biometrics such as a fingerprint to recognise ghost and fake identities to avoid leakages in transactions. Recently the Indian Government launched a similar program called e-Aadhaar with limited security integration.

    Pressure groups are accusing that such identification systems would way to infringement of human rights by the State without a proper data privacy law.

    “There will definitely be a Data Privacy Act,” assured Fernando. “The biggest concern is who owns the data. The Government should take the responsibility in that regard. Secondly we have to assure the protection of the data and for that we are planning a cyber-security centre in the country.”

    He said that the act would be presented to Parliament by the end of the year.

    Fernando also announced the latest developments in the sphere of Government digitisation. “As many as 960 Government institutions will be provided with 100mbps internet connections through fibre optics in the next two years. This will allow Government officers to conduct video conferences and improve digital documentation efforts.”

    With the new Telecommunication Levy inevitably coming into effect, the Ministry of Telecommunication and Digital Infrastructure has proposed that the Minister of Finance remove all related taxes for smartphone units. “Even though fees for call charges are increased, we are trying to remove the tax for phone units,” said Fernando. Currently smartphones are taxed 7% duty and 1% NBT.

    “We should try to increase penetration of more smartphones in Sri Lanka. In the world only 20% still use voice calls, most calls are data calls. In Sri Lanka it is the contrary. If we are to increase data calls, smartphone affordability is a must.”
