Maersk, MSC, CMA CGM, top port operators bid for Sri Lanka terminal
ECONOMYNEXT- Seven consortia, made up of the largest shipping lines in the world including Maersk, MSC and CMA CGM, teaming up with top operators and Sri Lanka-based firms, have expressed interest in building a $400 million container terminal in Colombo, sources said.
Maersk, the world's largest container shipping line by capacity; APM Terminals with John Keells and india's Concor; Mediterranean Shipping Company (MSC), the second largest; and Terminal Investments Ltd are among those who have expressed interest.
Mitsui Corporation, Misubishi Logistics, Malaysia's Westport, NYK, Tata Realty and Infrastructure Limited have bid with Sri Lanka's Hayleys group.
Port of Singapore Authority, Pacific International Lines and India's Shapporji Pallonji have bid with Sri Lanka's Aitken Spence group.
CMA CGM, Evergreen and Summit Alliance Ports of Bangladesh have bid with China Merchants group.
CMA CGM has also come with Terminal Link as one of its port arms.
Transnet of South Africa has also expressed interest.
Sri Lanka's shipping Minister Arjuna Ranatuga said that having a partner from the Indian subcontinent would be a plus point.
Sri Lanka also wanted a shipping line to be an investor, who would take over the East Terminal to bring in new volumes and prevent cannibalising of existing traffic.

ADB to give Sri Lanka USD24.2Mn for transport feasibility studies
Sep 23, 2016 (LBO) – The Asian Development Bank (ADB) will help Sri Lanka prepare studies and designs for new road, railway, and port projects to assure the islands transport system is ready to support economic growth in the medium term.
“With 24.42 million US dollars in ADB technical assistance, the Road Development Authority will formulate an expressway development program and prepare priority projects, such as a port access road to link the Colombo port area to the highway network,” the Bank said issuing a statement.
“The funds will also help the government to work on studies and designs for priority railway and port projects.”
The studies are expected to commence this 2016 and be completed by 2022.
“In Sri Lanka, the role of the transport sector has gradually changed from moving agricultural commodities to providing more diversified services and catering to the value-added manufacturing industry,” said Chen Chen, senior transport specialist in ADB’s South Asia Department.
“The transport network needs to better serve the towns and cities where new economic activities are being established.”
Roads and an emerging expressway network are the dominant mode of transportation in Sri Lanka, accounting for 93 percent of passenger transport and 96 percent of freight transport.
The country also has a basic railway network with 10 railway lines although almost 90 percent of the network is single track.
An improved railway transport system would complement the road transport system, both for passengers and freight.
Maritime transport is also critical to Sri Lanka as an island nation, the statement added.
Total container volume handled by Sri Lanka’s ports has increased 108 from 2.5 million twenty-foot equivalent units in 2005 to 5.2 million twenty-foot equivalent units in 2015.
“The government needs to make the optimal use of the maritime transport resources in Colombo, Galle, Hambantota, Kankasanthurai, Oluvil, and Trincomalee.”

As Local Government elections inch closer, the Government has already spent approximately Rs. 14 billion on all Grama Niladari divisions to complete pending development projects that were started by the previous administration, Fisheries and Aquatic Resources Development Minister Mahinda Amaraweera said yesterday.
Speaking at the Sri Lanka Freedom Party (SLFP) weekly briefing, Amaraweera said the Government had allocated Rs. 1 million to each Grama Niladari Division to continue the development of roads and other infrastructure facilities.
“Some opposition parties say the development which was carried out by the Rajapaksa regime has been halted due to the change of power but now the Unity Government has restarted the process to finish those projects,” he said.
Amaraweera also said the Government has already restarted the road development projects in each electorate.
“In addition to allocating funds to complete the incomplete road development projects, the Government has implemented new road construction in every electorate,” he said.

Financial City draft regulation with incentives to P’ment this month

The recently announced Colombo International Finance Centre (FC), formerly known as the Colombo Port City, will have legislation and tax laws separate from that of the rest of Sri Lanka, the Government revealed yesterday, as it ramped up efforts to attract investment and capitalise on its strategic location in the region.untitled-1
“We are home to almost one-fourth of the world’s population, bordering India, Pakistan, Bangladesh, Afghanistan, etc. Yet people from those countries and even people living in Sri Lanka prefer going to Singapore and Dubai rather than Sri Lanka, which is a natural home for them,” bemoaned Finance Minister Ravi Karunanayake while addressing a session focusing on the FC on the final day of the Colombo International Maritime Conference (CIMC).
“Dubai has extremely high administration costs. Singapore has a strategic position but the costs of doing business there are very high. This is why there is a natural tendency to gravitate towards Sri Lanka.”
To achieve this goal it was confirmed that the FC will be a separate entity to other authorities in the country with its own governing institutions and bodies.
The centre will include a regulatory authority as well as monitoring companies to oversee financial and finance-related services; an investment authority, the Financial City Corporation, to look into the operational and managerial aspects of the FC; a special court to overlook civil, commercial disputes and employment disputes, and an appeals court.
On the point of legislation, it will be enacted to protect investors in two phases. The first will see laws set up for the administering of infrastructure, while phase two sees internationalist specialists consulted on the formulation of the legal framework, with several meetings already having taken place with firms from Hong Kong and Dubai. The financial framework, meanwhile, has been outsourced to KPMG in Dubai and Sri Lanka.
“With that we will be able to legislate the financial district that will come in under British law, under a separate jurisdiction, and ensure that you are able to come and perform your financial activities without any problem,” Karunanayake added.
“Today the same thing exists with offshore banking. What we want to do is ensure that we specialise in this field,” he continued, noting that “a majority of the banks working in Sri Lanka” had registered interest in working with the Government in this area. Among the key services being offered at the centre will be banking, wealth management, global processing, alternative financing and insurance.
The FC will also be a tax-free zone up to 50 years, with income tax not being charged on any income originating from the FC.
“Your fears of interference will be appeased by the two separate judicial systems, and the taxation structure will be in line with the world expectation. You cannot come to the financial centre and pay 25-30% tax. Along with the conducting of offshore activities, companies which are domiciled here will certainly be able to enjoy a much better taxation rate.”
Karunanayke said the drafting of the legislation was well ahead of schedule and that he expected it to be tabled in Parliament within the next month, with the finalised details of the tax plan to be unveiled when the next budget was announced in November.
Turning his attention to the audience, a majority of them involved in shipping, Karunanayake went on to outline the implications the CIFC would have on the maritime sector. He assured industry stakeholders that that they would be protected from foreign competition but warned them that the growth they sought would only be achieved if they were able to stand on their own merit in the long term.
“The shipping industry will certainly be a protected area. Many have cast aspersions that this will be a free-for-all but that will not be the case. However, you must be ready to take competition in a good stride.
“We will certainly not expose the industry, just openly, into a situation where a foreign company will come in to seize an opportunity where you all can do better. But the sense of openness needs to be there. If the shipping industry acts on the assumption that the protection they receive will go on forever, that will be the wrong way to go about it.”

දහවල් කාලයේදී වසාදමා
කටුනායක ගුවන් තොටුපළ ඇතුලේ වෙනදේ...
ශ්රී ලංකාවේ අපට ප්රධාන ගුවන් තොටුපළ තුනක් ඇත. පළමු වැන්න රත්මලාන පිහිටි රට අභ්යන්තර ගුවන් ගමන් කටයුතු සඳහා භාවිත කරන ගුවන් තොටුපළය. කටුනායක සහ මත්තල පිහිටා ඇති ගුවන් තොටුපළ දෙක අන්තර් ජාතික ගුවන් ගමන් සඳහා භාවිත වේ. අන්තර් ජාතික ගුවන් ගමන් සඳහා දැනට සියයට 99.9 ක්ම වාගේ භාවිත වන්නේ කටුනායක අන්තර් ජාතික ගුවන් තොටුපළයි. දෙවන ලෝක යුද සමයේදී 1944 වසරේ එංගලන්ත රාජකීය ගුවන් හමුදාව සඳහා ඉදි කරන ලද කටුනායක ගුවන් තොටුපළ එංගලන්ත රජයෙන් ශ්රී ලංකාවට හිමි වූයේ 1957 වසරේදීය.
කැනඩා රජයේ මූල්ය ආධාර මත 1963 වසරේදී මෙම ගුවන් තොටුපොළ ගුවන් ධාවන පථය මීටර් 3368 ක් දක්වා දිගුකර වසරකට ගුවන් මගීන් ලක්ෂ එකහමාරක් හැසිරවිය හැකි අයුරින් මගී පර්යන්ත ගොඩනැඟිල්ලක් ඉදි කරන ලදී.
මෙහි පළමුවරට අන්තර් ජාතික ගුවන් ගමන් මෙහෙයවීම ආරම්භ කරන ලද්දේ 1968 නොවැම්බර් 15 වැනිදාය.
1977 වසරේ සිට අන්තර් ජාතික ගුවන් තොටුපළක් බවට පත් වූ කටුනායක ගුවන්තොටුපළ අද වන විට ගුවන් මගීන් ලක්ෂ 60 ක් වසරකට හැසිරවීමේ හැකියාවෙන් යුක්තය.
නමුත් 2015 වසරේදී පමණක් ගුවන් මගීන් ලක්ෂ 85 ක් පමණ කටුනායක අන්තර් ජාතික ගුවන් තොටුපළ භාවිතා කර ඇති බවට අනාවරණය වී තිබේ.
ආසියානු කලාපයේ කාර්ය බහුල ගුවන් තොටුපළක් බවට පත්වෙමින් පවතින කටුනායක අන්තර් ජාතික ගුවන්තොටුපළ වසර 2020 වන විට වසරකට ගුවන් මගීන් කෝටි එකහමාරකට අධික පිරිසක් පරිහරණය කරන ගුවන් තොටුපොළක් බවට පත් වෙමින් පවතී. එබැවින් ඊට සරිලන ලෙසින් ගුවන් තොටුපළ නවීකරණය විය යුතුය.
සියයට සියයක් රජය සතු සමාගමක් වන ගුවන් තොටුපළ සහ ගුවන් සේවා ශ්රී ලංකා සමාගම යටතේ පාලනය වන කටුනායක ගුවන්තොටුපළ අධියර දෙකක් යටතේ සංවර්ධනය කිරීමට මේ වන විට රජය පියවර ගෙන ඇත.
ප්රවාහන සහ ගුවන් තොටුපළ අමාත්ය නිමල් සිරිපාල ද සිල්වා මහතාගේ උපදෙස් මත ගුවන් තොටුපළ සහ ගුවන් සේවා සමාගමේ සභාපති සමන් එදිරිවීර මහතාගේ මූලිකත්වයෙන් මෙම සංවර්ධන කටයුතු අධියර දෙකක් යටතේ ක්රියාත්මක වේ.
එහි පළමු අධියර ලෙස 2017 වසරේ ජනවාරි 06 වැනිදා සිට අප්රේල් 30 වැනිදා දක්වා කාලය තුළ ගුවන් ධාවන පථය අලුත් වැඩියා කරනු ඇත. මෙම ගුවන් පථය ඉදිකිරීමේ කටයුතු සිදු කළ නෙදර්ලන්ත සමාගමේ උපදෙස් මත චීනයේ කැතික් සමාගම විසින් අලුත්වැඩියා කටයුතු සිදු කරනු ලබයි.
එම අලුත්වැඩියා කටයුතු සඳහා රුපියල් කෝටි 720 ක් (ඇමෙරිකානු ඩොලර් මිලියන 48) පමණ වැය වන බව ගුවන්තොටුපළ හා ගුවන් සේවා සමාගමේ සැලසුම් නිර්මාණ පිළිබඳ සිවිල් ඉංජිනේරු ඥානසිරි විතාන මහතා සඳහන් කරයි.
මෙම අලුත්වැඩියා කටයුතු සිදු කරන කාලය තුළ සෑම දිනකම පෙරවරු 8.00 සිට පස්වරු 4.30 දක්වා ගුවන් ගමන් මෙහෙයුම් කටයුතු අත්හිටුවන බව ඥානසිරි විතාන මහතා කීවේය.
ගුවන් පථය අලුත්වැඩියා කරන ගමන් එම ගුවන් පථය ගුවන් ගමන් සඳහා යොදා ගන්නේ කොහොමද? එය මට නැගුණු පැනයකි.
එය තමයි අභියෝගය මෙම ගුවන් පථය අලුත්වැඩියා කරනු ලබන්නේ ලෝකයේ අති නවීන තාක්ෂණය යොදාගෙන. ගුවන් ගමන් ධාවනයට පැය දෙකකට පමණ පෙර අලුත්වැඩියා කටයුතු නතර කරනවා. මෙවැනි ප්රතිසංස්කරණ කටයුතු ලෝකයේ මේ වන විට සිදු කරනු ලබනවා. කැතික් සමාගමටත් එම අත්දැකීම් තියෙනවා. මගේ පැනයට ඥානසිරි විතාන මහතා පිළිතුරු දුන්නේ කලෙසිනි.
හොඳයි...... මෙම ප්රතිසංස්කරණ කටයුතු සිදු කරන අතර කාලයේදී මත්තල ගුවන් තොටුපළ භාවිතා කරන්න බැරිද? මෙය මට පමණක් නොව අප බොහෝ දෙනාට මතුවන පැනයක් බව මම දනිමි.
කටුනායක අන්තර් ජාතික ගුවන්තොටුපළට පැමිණෙන සෑම ගුවන් යානයකම ගමනාන්තය ලංකාව නෙවෙයි. සමහර ගුවන් යානා තම ගමන් මගේ අතර මැදි ගුවන් තොටුපළක් විදිහට කටුනායකට පැමිණෙනවා. එතකොට එම ගුවන් යානා මත්තලට ගියොත් ගුවන් මගීන් අපහසුතාවයට පත් වෙනවා. අනෙක මෙම කාලය තුළ ගුවන් ගමන් ධාවනය අඩුවන්නේ සියයට දහයක් පමණයි. සතියකට ගුවන් ගමන් 1126 ක් මෙහි සිදු වෙනවා. ඉන් අඩුවන්නේ 126 ක් පමණයි. වැඩිම ගුවන් ගමන් සිදු වන්නේ රාත්රි කාලයටයි. අපට කටුනායක දෙවැනි ගමන් ධාවන පථයක් හදන්න ඉඩකඩ නැහැ. එසේ කරන්න ගියොත් විශාල ඉඩම් ප්රමාණයක් අත්පත් කරගන්න සිදු වෙනවා. අප මෙම ගුවන් පථය වසර ගණනකින් අලුත්වැඩියා කර නැහැ. ඥානසිරි විතාන මහතා එම පැනයටද පිළිතුරු සැපයුවේය.
ගුවන් පථයේ අලුත්වැඩියා කටයුතුවලින් පසු සිදු කරන්නේ දෙවැනි මගී පර්යන්තය ඉදිකිරීමය. අක්කර අටක පමණ භූමි ප්රමාණයක් හිමි වන අයුරින් තෙමහල් මගී පර්යන්තය ඉදි කිරීමට නියමිතය. පරිසර හිතකාමී සංවර්ධන ව්යාපෘතියක් ලෙසින් ක්රියාත්මක වන මේ සඳහා රුපියල් කෝටි දසදහස් පන්සියයක් පමණ (ඇ.ඩො. මි. 700) වැය වේ. එම මුදල ජපන් ජාත්යන්තර සහයෝගීතා ආයතනයෙන් (ජයිකා) ණය ආධාරයක් ලෙස ලබා ගනී.
මෙම ව්යාපෘතිය සම්බන්ධව ගුවන් තොටුපළ සහ ගුවන් සේවා සමාගමේ සභාපති සමන් එදිරිවීර මහතා පැවසුවේ මෙසේය. ශ්රී ලංකාව සංචාරකයන්ගේ වැඩි අවධානයක් දිනාගන්නා ආසියානු කලාපයේ රට බවට පත්වෙමින් පවතිනවා. එනිසා දිනපතා ගුවන් මගීන්ගේ සංඛ්යාව ඉහළයනවා.
ගුවන් තොටුපළක් කියන්නේ ගුවන් යානයට මගියා ඇතුළු කරන හෝ ගුවන් යානයෙන් ගොඩබස්සන තැනක් වුවත් එම අතර කාලය තුළ මගියකුගේ ආරක්ෂාව වෙනුවෙන් පහසුකම් සැපයීම වෙනුවෙන් විශාල වැඩ කටයුතු රාශ්රියක් සිදු කළ යුතුයි. මෙම සියලු කටයුතු සිදු කළ යුත්තේ අන්තර් ජාතික ප්රමිතියට අනුවයි. පිටරටක සිට පැමිණෙන ගුවන් මගියකු මුලින්ම ලංකාව දකින්නේ ගුවන් තොටුපළේදී. අප ගුවන් මගියාට ලබා දෙන පහසුකම් අනුවයි එම තැනැත්තා රට ගැන පළමු ආකල්පය ඇති කරගන්නේ.
දෙවැනි මගී පර්යන්තය ඉදිවූ විට වසරකට ගුවන් මගීන් කෝටි එකහමාරකට පහසුකම් සැපයිය හැකියි.
ගුවන් යානා පනස් දෙකක් නවතා තැබීමේ පහසුකම් ඇති වෙනවා. දැනට පහසුකම් තියෙන්නේ ගුවන් යානා විසි හයක් නවතා තැබීම සඳහා පමණයි.
සුපිරි සාප්පු සංකීර්ණ ගුවන් තොටුපළ ඇතුළු වීමේ සහ පිටවීමේ පහසුකම් වැඩි දියුණු කිරීම වාහන නවතා තැබීමේ ඉඩ කඩ වැඩි කිරීම සහ අතිනවීණ තාක්ෂණයෙන් යුත් පහසුකම්වලින් සපිරි මෙම පර්යන්තය ඉදිවන්නේද අපගේ පාරම්පරික උරුමයන් විදහා දක්වමිනුයි. මෙම මගී පර්යන්තයේ වහලය ගසක කොළයක හැඩයෙන් ඉදි වෙනවා. අපි ගහ කොළ සහ පරිසරය සමග සමීපව ජීවත් වන ජාතියක්. නව මගී පර්යන්තය තුළත් එම පහසුකම් ඇති කරමින් පරිසර හිතකාමී බව වැඩි කරනවා. ගුවන්තොටුපළ හා ගුවන් සේවා සමාගමේ සභාපතිවරයාගේ එම පැහැදිලි කිරීමෙන් පසු අපි ගුවන්තොටුපළේ දැනට භාවිතා වන නමුත් බොහෝ දෙනා නොදන්නා පහසුකම් ඇති ස්ථානයක් කරා ගියෙමු.
කාර්ය බහුල දිවියක් ගත කරන නිතර ගුවන් ගමන්හි යෙදෙන බොහෝ ගුවන් මගීන් තුළ මතුවන සිතුවිල්ලක් වනුයේ ඉඳහිට හෝ අපටත් විශේෂ අමුත්තන් හා සමාන පහසුකම් ලබා ගත හැකි නම් යන්නය. එවැනි අවස්ථාවක සේද මාවත (Silk Rout) නැමැති පහසුකම් ලබාගෙන ගුවන් තොටුපළට ඇතුළු වූ මොහොතේ සිට ගුවන් යානයට ගොඩවන අවස්ථාව දක්වා වූ ඇති කටයුතුවලින් රැසක් ගුවන් තොටුපළ හා ගුවන් සේවා සමාගමේ කාර්ය මණ්ඩලයේ උපකාරය මත ලබා ගත හැකිය. ඒ සඳහා ගුවන් ටිකට් පතක් මිලදී ගත් පසු අඅඅග්සරචදරඑගකන වෙබ් අඩවියට පිවිස අවශ්ය පහසුකම් වෙන්කර ගැනීමට පිළිවන.
ගුවන් තොටුපළට ඇතුළු වූ ගුවන් මගියකු ගුවන් යානයකට ගොඩවන තෙක් ගුවන් තොටුපළ තුළ අපට නොපෙනෙන ආරක්ෂාවක්ද ක්රියාත්මක වේ.
ගුවන් තොටුපළ ආරක්ෂක සහ සුරක්ෂිතතා ප්රධානී වින්ග් කමාන්ඩර් ධම්මික විෙ-සූරිය මහතා ඒ ගැන අපට සරල පැහැදිලි කිරීමක් කළේය.
ගුවන් තොටුපළ ඇතුළත මගී ආරක්ෂක කටයුතු සඳහා ගුවන් තොටුපළ හා ගුවන් සේවා සමාගමට අයත් ආරක්ෂක නිලධාරීන් සිටිනවා. කිසිදු ආයුධයක් රහිතව ආරක්ෂක කටයුතුවල යෙදෙන මොවුන් එම කටයුතු සිදු කරන්නේ ජාත්යන්තර ගුවන් තොටුපළ මගී ආරක්ෂක ප්රමිතීන්ට අනුවයි.
අපගේ ආරක්ෂක නිලධාරීන් විසින් සෑම ගුවන් මගියකුම තරාතිරම නොබලා පරීක්ෂාවට ලක් වෙනවා. එසේ සිදු කරන්නේ එම ගුවන් මගියාගේ ආරක්ෂාව වෙනුවෙන් බව ඇතැම් ගුවන් මගීන් වටහා ගන්නේ නැහැ.
ඉන් පසු අපගේ අවධානය යොමු වූයේ ගුවන් යානයක ආරක්ෂාව පිළිබඳවය.
ගුවන් යානයක් ගුවන් තොටුපළින් පිටත් වන විට සහ ගුවන් තොටුපළට ගොඩබාන විට ගුවන්යානයේ සහ මගීන්ගේ ආරක්ෂාව වෙනුවෙන් ක්රියාත්මක ගිනි නිවීමේ සහ මුදා ගැනීමේ ඒකකයේ ප්රධානි වින්ග් කමාන්ඩර් නලින්ද අල්විස් මහතා ද ඒ ගැන සරල පැහැදිලි කිරීමක් සිදු කළේය.
ගුවන් යානයක් ගුවන් තොටුපළින් පිටත්වීමට සහ පැමිණීමට විනාඩි පහකවත් අඩු කාලයක් තුළ ලැබෙන සංඥාවට අනුව අපගේ ගිනි තිබීමේ සහ මුදා ගැනීමේ ඒකකයේ කණ්ඩායමක් රාජකාරි කටයුතු සඳහා සූදානම් වෙනවා.
යම් අනතුරක් වුවහොත් විනාඩි දෙකක කාලයක් තුළ එම ස්ථානයට ගොස් ගුවන් යානයේ ඇති වූ ගින්න නිවා දමා ගුවන් මගීන් බේරා ගැනීම සඳහා අපගේ නිලධාරීන් පුහුණුව ලැබ සිටිනවා. ඒ සඳහා ජාත්යන්තර ප්රමිතියෙන් යුත් ගිනි නිවීමේ රථ සහ උපකරණ අප සතුව තිබෙනවා.
කටුනායක ගුවන්තොටුපළේ සාමාන්ය මගීන්ට නොපෙනෙන ඉසව් කරා පිය නගද්දී ගුවන් යානා පාලන මැදිරිය කරා යැමේ දුර්ලභ අවස්ථාවද අපට හිමි විය.
ශ්රී ලංකාවේ ගුවන් කලාපයට ඇතුළුවන සෑම ගුවන් යානයකම පාලන කටයුතු සිදු කරන මෙහි අතිනවීන තාක්ෂණය භාවිත කරන අයුරු ගගන නාවික ප්රධානී ක්රිෂාන්ති තිසේරා, මහත්මිය අපට දැක බලා ගැනීමට අවසර දුන්නාය.
මෙම තොරතුරුවලින් පසු අප කොයිකාටත් වැටහෙන්නේ ගුවන් ප්රවේශ පත්රයක් මිලදී ගෙන ගුවන් ගමනක් යන මගියකු වෙනුවෙන් ගුවන් සේවා ආයතනයක් පමණක් නොව ගුවන් තොටුපළ සමාගමද අතිමහත් පහසුකම් රැසක් ලබාදීමට කෙතරම් වෙහෙසක් ගන්නේද යනුය. මේ සියල්ලෙන්ම බලාපොරොත්තු වනුයේ සුව පහසු සුරක්ෂිත ගුවන් ගමනක් ගුවන් මගියකු සඳහා ලබාදීමටය.

ප්රවාහන සහ ගුවන් තොටුපළ අමාත්ය නිමල් සිරිපාල ද සිල්වා මහතාගේ උපදෙස් මත ගුවන් තොටුපළ සහ ගුවන් සේවා සමාගමේ සභාපති සමන් එදිරිවීර මහතාගේ මූලිකත්වයෙන් මෙම සංවර්ධන කටයුතු අධියර දෙකක් යටතේ ක්රියාත්මක වේ.
එහි පළමු අධියර ලෙස 2017 වසරේ ජනවාරි 06 වැනිදා සිට අප්රේල් 30 වැනිදා දක්වා කාලය තුළ ගුවන් ධාවන පථය අලුත් වැඩියා කරනු ඇත. මෙම ගුවන් පථය ඉදිකිරීමේ කටයුතු සිදු කළ නෙදර්ලන්ත සමාගමේ උපදෙස් මත චීනයේ කැතික් සමාගම විසින් අලුත්වැඩියා කටයුතු සිදු කරනු ලබයි.
එම අලුත්වැඩියා කටයුතු සඳහා රුපියල් කෝටි 720 ක් (ඇමෙරිකානු ඩොලර් මිලියන 48) පමණ වැය වන බව ගුවන්තොටුපළ හා ගුවන් සේවා සමාගමේ සැලසුම් නිර්මාණ පිළිබඳ සිවිල් ඉංජිනේරු ඥානසිරි විතාන මහතා සඳහන් කරයි.
මෙම අලුත්වැඩියා කටයුතු සිදු කරන කාලය තුළ සෑම දිනකම පෙරවරු 8.00 සිට පස්වරු 4.30 දක්වා ගුවන් ගමන් මෙහෙයුම් කටයුතු අත්හිටුවන බව ඥානසිරි විතාන මහතා කීවේය.
ගුවන් පථය අලුත්වැඩියා කරන ගමන් එම ගුවන් පථය ගුවන් ගමන් සඳහා යොදා ගන්නේ කොහොමද? එය මට නැගුණු පැනයකි.
එය තමයි අභියෝගය මෙම ගුවන් පථය අලුත්වැඩියා කරනු ලබන්නේ ලෝකයේ අති නවීන තාක්ෂණය යොදාගෙන. ගුවන් ගමන් ධාවනයට පැය දෙකකට පමණ පෙර අලුත්වැඩියා කටයුතු නතර කරනවා. මෙවැනි ප්රතිසංස්කරණ කටයුතු ලෝකයේ මේ වන විට සිදු කරනු ලබනවා. කැතික් සමාගමටත් එම අත්දැකීම් තියෙනවා. මගේ පැනයට ඥානසිරි විතාන මහතා පිළිතුරු දුන්නේ කලෙසිනි.
හොඳයි...... මෙම ප්රතිසංස්කරණ කටයුතු සිදු කරන අතර කාලයේදී මත්තල ගුවන් තොටුපළ භාවිතා කරන්න බැරිද? මෙය මට පමණක් නොව අප බොහෝ දෙනාට මතුවන පැනයක් බව මම දනිමි.
කටුනායක අන්තර් ජාතික ගුවන්තොටුපළට පැමිණෙන සෑම ගුවන් යානයකම ගමනාන්තය ලංකාව නෙවෙයි. සමහර ගුවන් යානා තම ගමන් මගේ අතර මැදි ගුවන් තොටුපළක් විදිහට කටුනායකට පැමිණෙනවා. එතකොට එම ගුවන් යානා මත්තලට ගියොත් ගුවන් මගීන් අපහසුතාවයට පත් වෙනවා. අනෙක මෙම කාලය තුළ ගුවන් ගමන් ධාවනය අඩුවන්නේ සියයට දහයක් පමණයි. සතියකට ගුවන් ගමන් 1126 ක් මෙහි සිදු වෙනවා. ඉන් අඩුවන්නේ 126 ක් පමණයි. වැඩිම ගුවන් ගමන් සිදු වන්නේ රාත්රි කාලයටයි. අපට කටුනායක දෙවැනි ගමන් ධාවන පථයක් හදන්න ඉඩකඩ නැහැ. එසේ කරන්න ගියොත් විශාල ඉඩම් ප්රමාණයක් අත්පත් කරගන්න සිදු වෙනවා. අප මෙම ගුවන් පථය වසර ගණනකින් අලුත්වැඩියා කර නැහැ. ඥානසිරි විතාන මහතා එම පැනයටද පිළිතුරු සැපයුවේය.
ගුවන් පථයේ අලුත්වැඩියා කටයුතුවලින් පසු සිදු කරන්නේ දෙවැනි මගී පර්යන්තය ඉදිකිරීමය. අක්කර අටක පමණ භූමි ප්රමාණයක් හිමි වන අයුරින් තෙමහල් මගී පර්යන්තය ඉදි කිරීමට නියමිතය. පරිසර හිතකාමී සංවර්ධන ව්යාපෘතියක් ලෙසින් ක්රියාත්මක වන මේ සඳහා රුපියල් කෝටි දසදහස් පන්සියයක් පමණ (ඇ.ඩො. මි. 700) වැය වේ. එම මුදල ජපන් ජාත්යන්තර සහයෝගීතා ආයතනයෙන් (ජයිකා) ණය ආධාරයක් ලෙස ලබා ගනී.
මෙම ව්යාපෘතිය සම්බන්ධව ගුවන් තොටුපළ සහ ගුවන් සේවා සමාගමේ සභාපති සමන් එදිරිවීර මහතා පැවසුවේ මෙසේය. ශ්රී ලංකාව සංචාරකයන්ගේ වැඩි අවධානයක් දිනාගන්නා ආසියානු කලාපයේ රට බවට පත්වෙමින් පවතිනවා. එනිසා දිනපතා ගුවන් මගීන්ගේ සංඛ්යාව ඉහළයනවා.
ගුවන් තොටුපළක් කියන්නේ ගුවන් යානයට මගියා ඇතුළු කරන හෝ ගුවන් යානයෙන් ගොඩබස්සන තැනක් වුවත් එම අතර කාලය තුළ මගියකුගේ ආරක්ෂාව වෙනුවෙන් පහසුකම් සැපයීම වෙනුවෙන් විශාල වැඩ කටයුතු රාශ්රියක් සිදු කළ යුතුයි. මෙම සියලු කටයුතු සිදු කළ යුත්තේ අන්තර් ජාතික ප්රමිතියට අනුවයි. පිටරටක සිට පැමිණෙන ගුවන් මගියකු මුලින්ම ලංකාව දකින්නේ ගුවන් තොටුපළේදී. අප ගුවන් මගියාට ලබා දෙන පහසුකම් අනුවයි එම තැනැත්තා රට ගැන පළමු ආකල්පය ඇති කරගන්නේ.
දෙවැනි මගී පර්යන්තය ඉදිවූ විට වසරකට ගුවන් මගීන් කෝටි එකහමාරකට පහසුකම් සැපයිය හැකියි.

Colombo, the capital of Sri Lanka, is the world’s fourth fastest-growing destination for international visitors, according to the 2016 Mastercard Global Destinations Cities Index.
Released on September 22, the Index, which projects the number of tourists staying in 132 of the most popular cities worldwide, says that Colombo will see a 19.57% increase in foreign arrivals this year.
Mastercard’s latest list shows the growing international significance of Asia, as seven of the 10 most-visited cities in the world are in the continent, with five of those of located in East or Southeast Asia.
Bangkok is the world’s most popular destination and is projected to welcome over 21 million international overnight travelers.
Asia also dominates the list of fastest growing destinations, as each of the top 10 cities lies in the continent. Colombo, though, is the only city located in South Asia.
The 2016 ranking of the fastest-growing destination cities is as follows:
Osaka – 24.15 percent, Chengdu – 20.14 percent, Abu Dhabi – 19.81 percent, Colombo – 19.57 percent, Tokyo – 18.48 percent, Riyadh – 16.45 percent, Taipei – 14.53 percent, Xi’an – 14.20 percent, Tehran – 12.98 percent and Xiamen – 12.93 percent

Seven offers for Mattala

Mattala Rajapaksa International Airport (MRIA) has received seven offers from mainly European-based aviation related firms interested in managing operations at what has been called the world’s emptiest airport. The MRIA called for Expressions of Interest (EOI) in June from investors to undertake investments and commercial operations of the facility located in Hambantota through the Transport and Civil Aviation Ministry. Airport and Aviation Services Ltd. (AASL) Executive Director Johanne Jayaratne told the Business Times that currently they were going through the short listing process and the Technical Evaluation Committee (TEC) will provide the Cabinet Appointed Negotiating Committee (CANC) the shortlisted recommendations.
Following this process that is scheduled to take place in the first week of October the short listed parties would be asked to submit their proposals. This is expected to be received by the end of next month, he explained. Out of the seven five had made submissions through their local partners with two applications sent directly from the overseas based organizations, it was noted. One of the key aspects of the airport was that it would open up all nine freedoms of the air by allowing flights to fly in and out to and from Mattala to and from any destination without the limitations faced at the Bandaranaike International Airport (BIA) at Katunayake. The open skies policy with all nine freedoms of the air is available to ensure a liberal aviation environment, the announcement stated.
