The ground breaking ceremony of the Indola Group’s and Dusit Thani Sri Lanka’s US $ 200 million beachfront project in Balapitiya took place yesterday.
The whole project is to be completed in 2019 February, while the first phase includes two towers comprising of 136 apartments.
Indola Group Director Ajit Wijesinghe said this is the largest private investment in the Southern part of the country so far.
Talking about Dusit Thani’s future projects, he said a hospitality industry training institute and a golf course are also in the pipeline.
“Dusit Thani is going to have the largest training school for hospitality in the region. A project like this has the potential to train the people of the South,” he said.
The US $ 200 million Dusit Thani Beachfront Balapitiya project in Sri Lanka’s Southern coast was launched last November as a joint venture between Thailand-based multinational hospitality company Dusit Thani and Sri Lanka’s Indola Group.
The project comprises of four towers and a promenade, and it is the only five-star luxury high-rise development on a Sri Lankan beach open to foreign investors.
The construction contract of the project was awarded to China’s Sino Great Wall International Engineering (Pvt.) Ltd, last month. This is the first individual project the company has undertaken in Sri Lanka.

China unites for Hambantota in divided Sri Lanka!

In an emphatic move, Beijing has brought together two competing bidders for the Hambantota Port to work together, reinforcing China’s serious intent on Sri Lanka though the latter is still grappling with differences of opinion on the crucial $ 1.4 billion public-private partnership (PPP) project.
The Daily FT learns that the Beijing administration had asked China Merchants Port Holdings Company Ltd. (CMPort), the chosen party by the Lankan Government, and China Harbour Engineering Co. Ltd. (CHEC), the other Chinese Government-controlled entity and failed bidder, to work together by forming a Joint Venture between them for the way forward on the Hambantota Port.
The Beijing-initiated move is seen as a strong signal from China that it means “serious business” as far as the Hambantota Port is concerned. As per the Beijing agreement, CMPort will own the controlling 51% stake in the Joint Venture to be formed between them which in turn will own 80% stake initially in the PPP with the Sri Lanka Ports Authority for the Hambantota Port.
Since the Hambantota Port deal and its viable future is linked to China developing industrial zones in four districts of the Southern Province, for which CHEC has given a proposal to the Lankan Government, it will own a controlling 51% stake in the Joint Venture with CMPort for same. Shipping circles claimed that prior to this move the losing bidder CHEC or its bid may have inspired a politically motivated protest against the Unity Government’s bid to revive the Hambantota Port’s commercially viable future.
With CHEC as a partner to successful bidder CMPort in the Joint Venture steering the Hambantota Port, Opposition critics could lose their venom. The recent Cabinet nod for a revised PPP deal on the Hambantota Port is also seen as a strong show of intent from the Lankan Government to forge ahead. Official sources said the Cabinet decision confirms all key members of the Coalition Government, the UNP and SLFP, are in agreement though the Joint Opposition and JVP are wary about the deal. Ports and Shipping Minister Arjuna Ranatunga and a few other Ministers however have been vocal in their opposition to the deal or have called for it to be made more attractive for the country.
Sources said the Government was likely to sign the necessary agreements on the Hambantota Port with China later this week. The remaining agreements to be signed are the Concessions Agreement, the Shareholder Agreement and the Lease Agreement. The original Framework Agreement was signed late last year.
As per the Cabinet decision a fortnight ago, the Hambantota Port will be developed as a PPP between China and Sri Lanka (SLPA) with the Chinese party paying $ 1.12 billion for the 80% equity stake in separate tranches within six months. The deal to be signed has a clause for controlling stake to be lowered to 60% in favour of the SLPA or a local investor.
The PPP JV will use the existing Hambantota Port (completed up to the civil work stage of Phase II) and 1,235 acres (5 km2) of contiguous land, for a period of 99 years. The number of years is likely to be lowered with options as final agreements are still being firmed up.
The Rajapaksa Government borrowed $ 1.3 billion or Rs. 183 billion to build the Magam Ruhunupura Mahinda Rajapaksa Port (MRMRP). Interest rates of loans ranged from 2% to 7.5%. The operational loss of the Hambantota Port is a staggering over Rs. 9 billion per year since 2014 whereas the revenue had been Rs. 2 billion per annum.
After the Unity Government took office in a bid to restructure and revive the loss-making and debt-burdened MRMRP in Hambantota, the developer China Harbour (CHEC) and China Merchant were asked to submit proposals. This was pursuant to a Memorandum of Understanding signed between the Unity Government and the Central Government of China.
The latter was invited since it was a global port and terminal operator and invested over $ 500 million to build South Asia’s most modern terminal in the Colombo Port - Colombo International Container Terminals (CICT) - as a PPP with the SLPA.
CHEC valued the Hambantota Port at $ 1.1 billion with 65% stake as equity and a 50-year lease period and CMPort valued it at $ 1.4 billion with 80% stake as equity and a 99-year lease period.
CMPort was picked as the preferred bidder by the Government on the strength of its proposal as well as its credentials as a port/terminal operator as opposed to CHEC’s experience as only a builder/developer.
CMPort is one of the largest global terminal operators and investors in port and port-related facilities, listed on the Stock Exchange of Hong Kong. CMPort has an extensive network of ports (55 terminals in 28 ports in 15 countries globally) and these ports handled a total container throughput of 83.66 million TEUs in 2015, ranking it second in the world according to Containerization International.
China Harbour’s parent, China Communications Construction Company, is listed on the Hong Kong Stock Exchange and is ranked 110 on the Fortune 500 list and third on ENR’s Top International Contractors. CCCC operates in 135 countries with an annual turnover of $ 68 billion.

Smart IDs coming by end of June
The Department of Registration of Persons has taken steps to issue smart Identity Cards by the end of June replacing the ordinary identity card, as a prelude to the issuance of Electronic Identity Cards, Registration of Persons Department Commissioner General P. Viyani Gunathilake said yesterday.
He said the old laminated Identity Cards which were used since 1972 would be replaced with the smart IDs.
“The NICs used today have been changed at several occasions according to the requirements and special needs of the country,” Mr. Gunathilake.
Therefore, the department is planning to collect personal data of persons as a family unit and establish a national registry and a central database with bio data of all persons above 15 years, their biometrics and photographs obtained according to International Civil Aviation Organization (ICAO) standards, he said.
Mr. Gunathilake said, obtaining biometrics and photographs of persons would be completed by the end of June.
As the second stage, the department is hoping to register each and every individual in the country in the database register.
“For that the department is seeking the relevant legal authentications and later as the third step the Electronic National Identity card would be issued,” he said.
The new Electronic ID, comprising security features against tampering, counterfeiting and forgery, will include the person's photograph, bio data, fingerprints and also the blood group. It will also conform to relevant international standards, such as those set by the International Civil Aviation Organization (ICAO). (Chaturanga Pradeep)

5.5 Kilometre long double-lane tunnel for Kandy
The Cabinet has today approved a proposal by Highways and Higher Education Minister Lakshman Kiriella to construct a 5.5 kilometre long double-lane tunnel in Kandy with financial assistance from South Korea’s Economic Development Cooperation Fund.
It will consist of two interchange points and help to reduce traffic congestion.
“With the construction of the tunnel, traffic congestion will ease in the Kandy City and nearby areas. It is to be constructed according to international standards and have safe parking and exit-entry facilities,” ministry sources said. (Kelum Bandara)

Construction of new terminal to commence shortly at BIA

The Bandaranaike International Airport (BIA) will not be closed again for renovations after it is fully reopened for business on April 6, Head of Airport Management H.S Hettiarachchi said yesterday.
Speaking to the Daily Mirror, Hettiarachchi said the project was not complete as yet, despite renovation of the main runway being completed.
“The BIA’s main runway was closed from January 6 for its renovations and it would be opened by next month. But there are several other projects that need to be completed at the BIA. But the airport’s main runway would not be closed under any circumstances again in future,” he said.
He said the renovations of the runway and the second phase of the project were completely unrelated and added that new parking space for airplanes and taxiways were to be constructed under the second phase at the BIA.
Hettiarchchi also said the construction of a new terminal at the BIA would commence, mid-year. Meanwhile, Ratmalana Airport Manager Aruna Rajapakse told the Daily Mirror that the operators who had dealt with the Ratmalana Airport during the BIA’s renovation period, would continue to operate with them in future, even after the main airport reopens next month. “During this period we have operated International Corporate Jets, specialized for trade purposes which have been transferred from the BIA. We hope that there would be no change in the profits we have received during this period,” he said.

Over Rs.5bn. income for UDA through land sales

The Urban Development Authority (UDA) made an income of more than Rs. 5 billion through the sale of land during 2016/2017, Megapolis and Western Development Minister Champika Ranawaka said yesterday.
The Minister said the Authority had been in the habit of selling land for development projects as valued by the Valuers’ Department.
“We now sell them at the commercial value which ensures that we make a profit, which will be used to cover the losses in the past,” he said.
The UDA had faced some financial difficulties in 2016, after it had constructed 18,000 housing units for shanty dwellers. The expense for the project was to be covered with the sale of the units, but as this was not followed through due to numerous protests by several parties, the project was halted.
“We had to pay the contractors Rs. 8 billion, for which we did not have the funds. So we sold land owned by the UDA at a commercial price, to ensure that it didn’t go bankrupt,” he said.
Officials had decided on which lands were to be sold with cabinet approval and ensured they were not entangled in legal issues.
Accordingly the Authority had received Rs. 67 million from the Krrish Transwork Square Project and Rs. 483 million from the sale of the Janashakthi Land.
The UDA was yet to receive Rs. 285 million for the Mayura Place land, Rs. 686 million for the Thalapathpitiya land, Rs. 605 million for the Nawaloka car park land, Rs. 3 billion for the Shang property and Rs. 94 million for the Narahenpita Bakery Watta property.
“The UDA has the authority to sell land without cabinet approval and that is how it has functioned so far. However, we will now take cabinet approval for everything that it does,” the Minister said.

දේශීය අරමුදල් මඟින්, දේශීය කොන්ත්රාත්කරුවන් හරහා ජාතික මහාමාර්ග විස්සක් පුනරුත්ථාපනය කිරීම
- කිලෝමීටර 12,210ක පමණ දිගකින් යුත් දිවයිනේ ජාතික මහාමාර්ග ජාලය නඩත්තු කිරීමේ සහ මනාව පවත්වා ගෙන යාමේ වගකීම මාර්ග සංවර්ධන අධිකාරිය වෙත පැවරී ඇත. ජාතික මහාමාර්ග කිලෝමීටර 7,900ක් පමණ මේ වන විට පුනරුත්ථාපනය කරනු ලැබ ඇති අතර ආසන්න වශයෙන් තවත් මහාමාර්ග කිලෝමීටර 4,300ක් පමණ නිසි ප්රමිතියට පුනරුත්ථාපනය කළ යුතුව තිබේ. ඒ අනුව, දිවයින පුරා විසිරී ඇති 'A' හා 'B' පන්තියේ ජාතික මහා මාර්ග 20කට අයත් කිලෝ මීටර 564.53ක් වන මාර්ග කොටස්, රුපියල් බිලියන 58ක ඇස්තමේන්තුගත පිරිවැයකින්, ඉදිරි වර්ෂ තුන (03) තුළ පුනරුත්ථාපනය කිරීම සඳහා සැලසුම් කරනු ලැබ තිබේ. දේශීය කොන්ත්රාත්කරුවන්ගේ ධාරිතාව වර්ධනය කර ඔවුන් මාර්ග ඉදි කිරීම් ක්ෂේත්රයේ නිපුණත්වයට පත් කරවීමේ වැදගත්කමත්, දේශීය බැංකු මඟින් මේ සඳහා අවශ්ය අරමුදල් සම්පාදනය කරගැනීමේ හැකියාවත් සැලකිල්ලට ගනිමින් මෙම මහාමාර්ග ඉදි කිරීම සඳහා 'Swiss Challenge' ප්රසම්පාදන ක්රමවේදය අනුගමනය කරමින් උනන්දුවක් දක්වන දේශීය සමාගම් වෙතින් යෝජනා කැඳවීම පිණිස උසස් අධ්යාපන හා මහාමාර්ග අමාත්ය ලක්ෂ්මන් කිරිඇල්ල මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
රණවිරුවන්ගේ පවුල් වෙනුවෙන් 'විරුසුමිතුරු' නිවාස ව්යාපෘතිය ක්රියාත්මක කිරීම
- ක්රියාන්විතයේ දී දිවි පිදූ හා ආබාධයට ලක් වූ ත්රිවිධ හමුදාවේ, පොලීසියේ සහ සිවිල් ආරක්ෂක බලකායේ විරුවන්ගේ පවුල්වල නිවාස ගැටලුවට විසඳුමක් ලබා දීමේ අරමුණින් ඉදිරි වසර 4 ඇතුළත නිවාස ඒකක 3,650ක් ඉදි කිරීමේ ව්යාපෘතියක් 'විරුසුමිතුරු' නමින් ක්රියාත්මක කිරීමට රජය තීරණය කර තිබේ. මෙම ව්යාපෘතිය යටතේ නිවාස ඒකක 1,950ක් අලුතින් ඉදි කිරීමට හා රණවිරු පවුල්වලට අයත් අර්ධ වශයෙන් ඉදි කර ඇති නිවාස ඒකක 1,700ක වැඩ අවසන් කර දීමට අපේක්ෂිත අතර, අදාළ ප්රතිලාභීන් රණවිරුසේවා අධිකාරිය විසින් හඳුනා ගැනෙනු ඇත. මෙහිදී, නව නිවසක් සඳහා රුපියල් මිලියන 1.2ක් ද, අර්ධ නිවසක් සඳහා රුපියල් 500,000/-ක්ද වටිනා ගොඩනැඟිලි ද්රව්ය ලබා දීමට යෝජිත අතර අවශ්ය ශ්රම දායකත්වය ත්රිවිධ හමුදාව සහ පොලිසිය මඟින් ලබා දෙනු ලැබේ. ඒ අනුව, මෙම ව්යාපෘතිය 2017 - 2020 කාලසීමාව තුළ, ජාතික නිවාස සංවර්ධන අධිකාරිය සහ රණවිරු සේවා අධිකාරිය ඒකාබද්ධව ක්රියාත්මක කිරීම පිණිස අතිගරු ජනාධිපති මෛත්රීපාල සිරිසේන මැතිතුමා සහ නිවාස හා ඉදිකිරීම් අමාත්ය සජිත් ප්රේමදාස මැතිතුමා ඉදිරිපත් කළ ඒකාබද්ධ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
උපාධි ප්රදානය කෙරෙන රාජ්ය නොවන ආයතනවල උපාධි පාඨමාලා හැදෑරීම සඳහා ශිෂ්යයින්හට පොලී රහිත ණය ලබා දීම
- රාජ්ය විශ්වවිද්යාලවලට ඇතුළත් කිරීම සඳහා කඩඉම් ලකුණු ප්රමාණවත් නොවන සිසුන්ට උසස් අධ්යාපන හා මහාමාර්ග අමාත්යාංශය විසින් පිළිගත් රාජ්ය නොවන උපාධි ප්රදානය කරනු ලබන ආයතනවල උපාධි පාඨමාලා හැදැරීම පිණිස රුපියල් 800,000/- උපරිම ණය සීමාවකට යටත්ව, පොලී රහිත ණය පහසුකම් සැපයීමේ ව්යාපෘතියක් ක්රියාත්මක කිරීමට 2017 අයවැය මඟින් යෝජනා කරන ලදී. මෙමඟින් උසස් අධ්යාපනය ලැබීම සඳහා තරුණ පරම්පරාවට වැඩි අවස්ථාවක් සැලසෙන අතර ශ්රම වෙළඳපොළෙහි යම් යම් අංශවල ශ්රම ඉල්ලුම සපුරාලීමටද හැකි වේ.

- ශ්රී ජයවර්ධනපුර විශ්වවිද්යාලය පීඨ 07කින් සමන්විත වන අතර දැනට එහි මුළු ශිෂ්ය සංඛ්යාව 11,557ක් පමණ වේ. වාර්ෂිකව වැඩි වන ශිෂ්ය අවශ්යතාවන් සපුරාලීම සඳහා විශ්වවිද්යාලය අවටින් ගොඩනැඟිලි සහ ඉඩම් මිල දී ගැනීම කෙරෙහි අවධානය යොමු වී තිබේ. ඒ අනුව, ශ්රී ජයවර්ධනපුර විශ්වවිද්යාලය ආසන්නයේ පිහිටි, පෞද්ගලික පාර්ශ්වයකට අයත්, පර්චස් 377.5ක ඉඩමක්, එම විශ්වවිද්යාලය විසින් සිදු කරන ලද ඉපැයීම්වලින් කොටසක් සහ රජයේ අරමුදල් යොදවා, රුපියල් මිලියන 481.31ක මුදලකට විශ්වවිද්යාල සංවර්ධන කටයුතු සඳහා මිල දී ගැනීම පිණිස උසස් අධ්යාපන හා මහාමාර්ග අමාත්ය ලක්ෂ්මන් කිරිඇල්ල මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
දකුණු ආසියාවේ සංස්කෘතික කේන්ද්රස්ථානයක් වශයෙන් කොළඹ නගරය සංවර්ධනය කිරීම
- පාරිසරික හා සංස්කෘතික තිරසර බව දීර්ගකාලීනව රැක ගනිමින් සංචාරක කර්මාන්තය ප්රවර්ධනය කිරීම රජයේ අරමුණයි. මෙරට සංචාරක කර්මාන්තය පසුගිය කාලසීමාව තුළ ශීඝ්ර වර්ධනයක් පෙන්නුම් කරනු ලබන අතර 2016 වසරේදී මිලියන 2කට වැඩි විදේශිකයින් සංඛ්යාවක් ශ්රී ලංකාවේ සංචාරය කර තිබේ. මෙරට සංචාරය කිරීමේ අරමුණ අනුව වර්ග කිරීමේදී, විදේශ සංචාරකයින්ගෙන් 70%කට ආසන්න ප්රමාණයක් විනෝදාස්වාදය සඳහා මෙරටට පැමිණෙන අතර, තවත් 25%කට වැඩි ප්රමාණයක් තම මිතුරන් හෝ නෑදෑයින් මුණගැසීම සඳහා මෙරටට පැමිණේ. අප රටට ආවේණික වූ හරවත් සංස්කෘතික සම්ප්රදායන්, කලාශිල්ප, නැටුම්, සූපශාස්ත්රය සහ උත්සව ආදී ක්ෂේත්රයන්හි සංචාරකයින් ආකර්ශණය කරගැනීමට සුවිශාල විභවතාවක් ඇතත්, ආගමික හා සංස්කෘතික අරමුණු පෙරදැරිව මෙරටට පැමිණෙන සංචාරකයින් ප්රමාණය 1%කටත් වඩා අඩු වේ.

කිරි දෙනුන් 20,000ක් ආනයනය කිරීමේ ව්යාපෘතිය
- දේශීය කිරි නිෂ්පාදනය ඉහළ නැංවීමේ අරමුණින් කිරි ගව කර්මාන්තය සංවර්ධනය කිරීමට රජය ප්රමුඛත්වය ලබා දී තිබේ. මේ යටතේ විශාල සහ මධ්ය පරිමාණ වාණිජ කිරි ගොවිපළ ස්ථාපනය කිරීම සඳහා දිරි ගැන්වීමේ අරමුණින් කිරි දෙනුන් 20,000ක් ආනයනය කිරීමේ ව්යාපෘතියක් ක්රියාත්මක කෙරෙන අතර මෙහි පළමු කිරිගවයින් තොගය 2017 මැයි 17 වන දින මෙරටට ළඟාවීමට නියමිතය. මෙම ව්යාපෘතිය යටතේ ආනයනය කරනු ලබන උසස් වර්ගයේ කිරි ගවයින්, වාණිජ මට්ටමින් කිරි ගොවිපළවල් පවත්වා ගෙන යනු ලබන ගොවීන් වෙත සහන මිලකට ලබා දීමටත්, ඒ සඳහා අවශ්ය අරමුදල් ශ්රී ලංකා මහ බැංකුව විසින් ක්රියාත්මක කරනු ලබන සහන ණය යෝජනා ක්රමයක් හරහා ලබා දීමටත් නියමිතය. එමෙන්ම, නවීන ගොවිපළ පිහිටුවීම සහ එහි මෙහෙයුම් කටයුතු සම්බන්ධයෙන් සත්ත්ව නිෂ්පාදන සහ සෞඛ්ය දෙපාර්තමේන්තුව මඟින් ප්රතිලාභීන් වෙත පුහුණුව සහ පශු වෛද්ය සහාය ලබා දීමට අපේක්ෂිතය. මේ වන විට පළමු අදියර සඳහා ප්රතිලාභී කිරි ගොවීන් තෝරා ගෙන ඇති අතර අදාළ ගොවිපළවල යටිතල පහසුකම් සංවර්ධනය කෙරෙමින් පවතී. ඒ අනුව, අවම වශයෙන් කිරි දෙනුන් 10ක් සහිත ප්රතිලාභී ගොවිපළක සමෘද්ධිලාභීන් දෙදෙනෙකුටවත් රැකියා සැපයෙන පරිදි, ඉහත යෝජිත ක්රමවේදය යටතේ මෙම ව්යාපෘතිය ක්රියාත්මක කිරීම පිණිස ග්රාමීය ආර්ථිකය පිළිබඳ අමාත්ය පී.හැරිසන් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
කරාපිටිය ශික්ෂණ රෝහලේ විශේෂිත ළමා රෝග ඒකකයක් ඉදි කිරීම

- ක්රියාන්විතයේ දී දිවි පිදූ හා ආබාධයට ලක් වූ ත්රිවිධ හමුදාවේ, පොලීසියේ සහ සිවිල් ආරක්ෂක බලකායේ විරුවන්ගේ පවුල්වල නිවාස ගැටලුවට විසඳුමක් ලබා දීමේ අරමුණින් ඉදිරි වසර 4 ඇතුළත නිවාස ඒකක 3,650ක් ඉදි කිරීමේ ව්යාපෘතියක් 'විරුසුමිතුරු' නමින් ක්රියාත්මක කිරීමට රජය තීරණය කර තිබේ. මෙම ව්යාපෘතිය යටතේ නිවාස ඒකක 1,950ක් අලුතින් ඉදි කිරීමට හා රණවිරු පවුල්වලට අයත් අර්ධ වශයෙන් ඉදි කර ඇති නිවාස ඒකක 1,700ක වැඩ අවසන් කර දීමට අපේක්ෂිත අතර, අදාළ ප්රතිලාභීන් රණවිරුසේවා අධිකාරිය විසින් හඳුනා ගැනෙනු ඇත. මෙහිදී, නව නිවසක් සඳහා රුපියල් මිලියන 1.2ක් ද, අර්ධ නිවසක් සඳහා රුපියල් 500,000/-ක්ද වටිනා ගොඩනැඟිලි ද්රව්ය ලබා දීමට යෝජිත අතර අවශ්ය ශ්රම දායකත්වය ත්රිවිධ හමුදාව සහ පොලිසිය මඟින් ලබා දෙනු ලැබේ. ඒ අනුව, මෙම ව්යාපෘතිය 2017 - 2020 කාලසීමාව තුළ, ජාතික නිවාස සංවර්ධන අධිකාරිය සහ රණවිරු සේවා අධිකාරිය ඒකාබද්ධව ක්රියාත්මක කිරීම පිණිස අතිගරු ජනාධිපති මෛත්රීපාල සිරිසේන මැතිතුමා සහ නිවාස හා ඉදිකිරීම් අමාත්ය සජිත් ප්රේමදාස මැතිතුමා ඉදිරිපත් කළ ඒකාබද්ධ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
උපාධි ප්රදානය කෙරෙන රාජ්ය නොවන ආයතනවල උපාධි පාඨමාලා හැදෑරීම සඳහා ශිෂ්යයින්හට පොලී රහිත ණය ලබා දීම
- රාජ්ය විශ්වවිද්යාලවලට ඇතුළත් කිරීම සඳහා කඩඉම් ලකුණු ප්රමාණවත් නොවන සිසුන්ට උසස් අධ්යාපන හා මහාමාර්ග අමාත්යාංශය විසින් පිළිගත් රාජ්ය නොවන උපාධි ප්රදානය කරනු ලබන ආයතනවල උපාධි පාඨමාලා හැදැරීම පිණිස රුපියල් 800,000/- උපරිම ණය සීමාවකට යටත්ව, පොලී රහිත ණය පහසුකම් සැපයීමේ ව්යාපෘතියක් ක්රියාත්මක කිරීමට 2017 අයවැය මඟින් යෝජනා කරන ලදී. මෙමඟින් උසස් අධ්යාපනය ලැබීම සඳහා තරුණ පරම්පරාවට වැඩි අවස්ථාවක් සැලසෙන අතර ශ්රම වෙළඳපොළෙහි යම් යම් අංශවල ශ්රම ඉල්ලුම සපුරාලීමටද හැකි වේ.
ඒ අනුව, මෙහි පළමු පියවර වශයෙන් 2014 සහ 2015 වසරවල පවත්වන ලද උසස් පෙළ විභාගයේදී ලබාගන්නා ලද කඩඉම් ලකුණු පදනම් කරගෙන මේ සඳහා ශිෂ්ය ශිෂ්යාවන් තෝරා ගැනීමටත්, මේ සඳහා ප්රමාණවත් පරිදි අවශ්ය යටිතල පහසුකම් සහිත ජාතික ව්යාපාර කළමනාකාරීත්ව විද්යායතනය (NSBM) සම්බන්ධ කරගනිමින් මෙම පළමු අදියර ක්රියාත්මක කිරීමටත් ජාතික ප්රතිපත්ති හා ආර්ථික කටයුතු අමාත්යතුමා වශයෙන් ගරු අග්රාමාත්ය රනිල් වික්රමසිංහ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
ශ්රී ජයවර්ධනපුර විශ්වවිද්යාලයේ ඉදිරි සංවර්ධන කටයුතු සඳහා ඉඩමක් මිල දී ගැනීම
- ශ්රී ජයවර්ධනපුර විශ්වවිද්යාලය පීඨ 07කින් සමන්විත වන අතර දැනට එහි මුළු ශිෂ්ය සංඛ්යාව 11,557ක් පමණ වේ. වාර්ෂිකව වැඩි වන ශිෂ්ය අවශ්යතාවන් සපුරාලීම සඳහා විශ්වවිද්යාලය අවටින් ගොඩනැඟිලි සහ ඉඩම් මිල දී ගැනීම කෙරෙහි අවධානය යොමු වී තිබේ. ඒ අනුව, ශ්රී ජයවර්ධනපුර විශ්වවිද්යාලය ආසන්නයේ පිහිටි, පෞද්ගලික පාර්ශ්වයකට අයත්, පර්චස් 377.5ක ඉඩමක්, එම විශ්වවිද්යාලය විසින් සිදු කරන ලද ඉපැයීම්වලින් කොටසක් සහ රජයේ අරමුදල් යොදවා, රුපියල් මිලියන 481.31ක මුදලකට විශ්වවිද්යාල සංවර්ධන කටයුතු සඳහා මිල දී ගැනීම පිණිස උසස් අධ්යාපන හා මහාමාර්ග අමාත්ය ලක්ෂ්මන් කිරිඇල්ල මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
දකුණු ආසියාවේ සංස්කෘතික කේන්ද්රස්ථානයක් වශයෙන් කොළඹ නගරය සංවර්ධනය කිරීම
- පාරිසරික හා සංස්කෘතික තිරසර බව දීර්ගකාලීනව රැක ගනිමින් සංචාරක කර්මාන්තය ප්රවර්ධනය කිරීම රජයේ අරමුණයි. මෙරට සංචාරක කර්මාන්තය පසුගිය කාලසීමාව තුළ ශීඝ්ර වර්ධනයක් පෙන්නුම් කරනු ලබන අතර 2016 වසරේදී මිලියන 2කට වැඩි විදේශිකයින් සංඛ්යාවක් ශ්රී ලංකාවේ සංචාරය කර තිබේ. මෙරට සංචාරය කිරීමේ අරමුණ අනුව වර්ග කිරීමේදී, විදේශ සංචාරකයින්ගෙන් 70%කට ආසන්න ප්රමාණයක් විනෝදාස්වාදය සඳහා මෙරටට පැමිණෙන අතර, තවත් 25%කට වැඩි ප්රමාණයක් තම මිතුරන් හෝ නෑදෑයින් මුණගැසීම සඳහා මෙරටට පැමිණේ. අප රටට ආවේණික වූ හරවත් සංස්කෘතික සම්ප්රදායන්, කලාශිල්ප, නැටුම්, සූපශාස්ත්රය සහ උත්සව ආදී ක්ෂේත්රයන්හි සංචාරකයින් ආකර්ශණය කරගැනීමට සුවිශාල විභවතාවක් ඇතත්, ආගමික හා සංස්කෘතික අරමුණු පෙරදැරිව මෙරටට පැමිණෙන සංචාරකයින් ප්රමාණය 1%කටත් වඩා අඩු වේ.
ඒ අනුව, දේශීය කලා හා සංස්කෘතිකාංග ප්රදර්ශනය කිරීමට අවස්ථාවන් උදා කරගැනීම අරමුණු කරගනිමින්, ජාත්යන්තර කලාවන් සහ සංස්කෘතිකාංග ප්රවර්ධනය කිරීම සඳහා වන දකුණු ආසියාවේ රංගන සහ ප්රදර්ශන කේන්ද්රස්ථානයක් වශයෙන් කොළඹ නගරය සංවර්ධනය කිරීම සඳහා ඉදිරි ක්රියාමාර්ග ගැනීම පිණිස අදාළ අංශ නියෝජනය කරන ජ්යෙෂ්ඨ නිලධාරින්ගෙන් සමන්විත කමිටුවක් පත් කිරීම පිණිස ජාතික ප්රතිපත්ති හා ආර්ථික කටයුතු අමාත්යතුමා වශයෙන් ගරු අග්රාමාත්ය රනිල් වික්රමසිංහ මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
කිරි දෙනුන් 20,000ක් ආනයනය කිරීමේ ව්යාපෘතිය
- දේශීය කිරි නිෂ්පාදනය ඉහළ නැංවීමේ අරමුණින් කිරි ගව කර්මාන්තය සංවර්ධනය කිරීමට රජය ප්රමුඛත්වය ලබා දී තිබේ. මේ යටතේ විශාල සහ මධ්ය පරිමාණ වාණිජ කිරි ගොවිපළ ස්ථාපනය කිරීම සඳහා දිරි ගැන්වීමේ අරමුණින් කිරි දෙනුන් 20,000ක් ආනයනය කිරීමේ ව්යාපෘතියක් ක්රියාත්මක කෙරෙන අතර මෙහි පළමු කිරිගවයින් තොගය 2017 මැයි 17 වන දින මෙරටට ළඟාවීමට නියමිතය. මෙම ව්යාපෘතිය යටතේ ආනයනය කරනු ලබන උසස් වර්ගයේ කිරි ගවයින්, වාණිජ මට්ටමින් කිරි ගොවිපළවල් පවත්වා ගෙන යනු ලබන ගොවීන් වෙත සහන මිලකට ලබා දීමටත්, ඒ සඳහා අවශ්ය අරමුදල් ශ්රී ලංකා මහ බැංකුව විසින් ක්රියාත්මක කරනු ලබන සහන ණය යෝජනා ක්රමයක් හරහා ලබා දීමටත් නියමිතය. එමෙන්ම, නවීන ගොවිපළ පිහිටුවීම සහ එහි මෙහෙයුම් කටයුතු සම්බන්ධයෙන් සත්ත්ව නිෂ්පාදන සහ සෞඛ්ය දෙපාර්තමේන්තුව මඟින් ප්රතිලාභීන් වෙත පුහුණුව සහ පශු වෛද්ය සහාය ලබා දීමට අපේක්ෂිතය. මේ වන විට පළමු අදියර සඳහා ප්රතිලාභී කිරි ගොවීන් තෝරා ගෙන ඇති අතර අදාළ ගොවිපළවල යටිතල පහසුකම් සංවර්ධනය කෙරෙමින් පවතී. ඒ අනුව, අවම වශයෙන් කිරි දෙනුන් 10ක් සහිත ප්රතිලාභී ගොවිපළක සමෘද්ධිලාභීන් දෙදෙනෙකුටවත් රැකියා සැපයෙන පරිදි, ඉහත යෝජිත ක්රමවේදය යටතේ මෙම ව්යාපෘතිය ක්රියාත්මක කිරීම පිණිස ග්රාමීය ආර්ථිකය පිළිබඳ අමාත්ය පී.හැරිසන් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
කරාපිටිය ශික්ෂණ රෝහලේ විශේෂිත ළමා රෝග ඒකකයක් ඉදි කිරීම
- ගාල්ල, කරාපිටිය ශික්ෂණ රෝහල ශ්රී ලංකාවේ තෙවන විශාලතම තෘතීය සත්කාර රෝහල වේ. මෙම රෝහලේ වාට්ටු 60ක් හා ඇඳන් 1,900ක් පවතින අතර ළමා රෝගීන් සඳහා වෙන් වී ඇත්තේ ඉන් ඇඳන් 250ක් පමණි. එමෙන්ම මෙහි ළමා ස්නායු දැඩි සත්කාර ඒකකය, ළමා රෝග දැඩි සත්කාර ඒකකය හා ළමා රෝග ශල්ය ඒකකයද වැඩිදියුණු කළ යුතුව තිබේ. ඒ අනුව, සියලුම පහසුකම්වලින් සමන්විත ළමා රෝග ඒකකයක් කරාපිටිය ශික්ෂණ රෝහලේ ස්ථාපිත කිරීම සඳහා ගොඩනැඟිලි සංකීර්ණයක් ඉදි කිරීමට තීරණය කරනු ලැබ ඇති අතර ඒ සඳහා වන කොන්ත්රාත්තුව, අමාත්ය මණ්ඩය විසින් පත් කරන ලද ප්රසම්පාදන කමිටුවේ නිර්දේශ ලබාගැනීමට යටත්ව, ඉංජිනේරුමය කාර්යයන් පිළිබඳ මධ්යම උපදේශක කාර්යාංශය සහ ඉංජිනේරු සේවා පෞද්ගලික සමාගම යන ආයතන වෙත පැවරීම පිණිස සෞඛ්ය, පෝෂණ හා දේශීය වෛද්ය අමාත්ය (වෛද්ය) රාජිත සේනාරත්න මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
