උමාඔය බහුකාර්ය සංවර්ධන ව්යාපෘතියේ පහළ නිම්න සංවර්ධනය මේ වන විට ලහි ලහියේ සිදුවෙමින් පවතී. එය දිවයිනේ එතෙක් මෙතෙක් ඇරඹි සංවර්ධන ව්යාපෘති අතර සුවිශේෂවේ.

වාරිමාර්ග හා ජල සම්පත් කළමනාකරණ ඇමැති විජිත් විජයමුණි සොයිසා මහතාගේ මඟපෙන්වීම යටතේ පහළ නිම්න සංවර්ධණ ව්යාපෘතියේ ඉදිකිරීම් කටයුතු වාරිමාර්ග දෙපාර්තමේන්තුවේ සැලසුම් වලට අනුව සිදුවන අතර සෘජු ශ්රමය යටතේ වාරිමාර්ග දෙපාර්තමේන්තුවේ පුර්ණ අධීක්ෂණය යටතේ සිදුවේ.
එම අරමුණු ඉටු කරගැනීම සඳහා යෝජිත සැලසුම් කිහිපයකි.උමා ඔය ඉහළ නිම්න සංවර්ධනය යටතේ උමා ඔය හා මහතොටිල්ල ඔය හරස් කර ජලාශ 02 ක් ඉදිකිරිම සහ ජල හැරවුම් උමං මාර්ග ඉදිකිරිම හා එමඟින් විදුලිබල උත්පාදනය කිරීමට අපේක්ෂිතය.

උමා ඔය පහළ නිම්න සංවර්ධනය යටතේ ජලය ගබඩා කිරිම සඳහා ජලාශ 03 ක් ඉදිකිරිම. කිලෝ මීටර් 77.00 ක් දිග ඇළ මාර්ග පද්ධතියක් ඉදිකිරිම,වැව්, ඇලමාර්ග සහ ඉඩම් සංවර්ධනය කිරිම සිදුකෙරේ. එ සමගම අනෙකුත් යටිතල පහසුකම්ද වැඩිදියුණු කෙරෙමින් පවතී.
අරමුණු ඉටු කරගැනීම සඳහා යෝජිත සැලසුම් අතර පහළ නිම්න සංවර්ධනය යටතේ අලිකොට ආර ජලාශය ඉදිකිරිම සිදුකෙරේ. එහි ධාරිතාවය අක්කර අඩි 5200කි.අලිකොට ආර සිට කුඩා ඔය දක්වා කිලෝ මීටර 35 ක් දිග ප්රධාන ඇල ඉදිකිරිම තුළින් වැල්ලවාය ප්රාදේශීය ලේකම් කොට්ඨාශයේ පවතින වැව් 40 කට ජලය සැපයීම ට අපේක්ෂිතය. ජලය සැපයීමට අපේක්ෂිත වැව් අතර කොලබොරේ අමුණ,මල්ලත්තාවල අමුණ, බුදූරුවගල, ඩින්ගිආර, අලුගල්ගේ, මීගස්ආර, දඹෙආර, මහආර, තෙඹු ආර සහ තවත් වැව්වේ. පවතින ඉඩම් අක්කර 1600 කට වාරි ජලය සැපයීම මෙන්ම නව ඉඩම් අක්කර 3400 කට වාරි ජලය සැපයිම මේ මගින් සිදුකෙරේ. ඒ මගින් පවුල් 2500කට ප්රතිලාභ සැලසේ.
පහළ නිම්න සංවර්ධනය යටතේ වැල්ලවාය හා තණමල්විල ප්රාදේශීය ලේකම් කෙට්ඨාස වල පවුල් 2500කට පමණ ප්රතිලාභ ලබා දීමේ අරමුණින් හඳපානාගල ජලාශයේ ඉදිකිරීම් සිදුවෙමින් පවතී. එහි ධාරිතාවය අක්කර අඩි 15000 දක්වා වැඩි කිරිම, කිලෝමීටර් 11 ක් දිග ප්රධාන ඇල මාර්ගය ඉදිකිරිම සහ පවතින වැව් 20 කට පමණ ජලය සැපයිම මේ ව්යාපෘතිය මගින් සිදුකෙරේ. පුබුදු වැව, කෙන්හත වැව, කඩවර වැව, දෙමලිය වැව, පරලු වැව,කුඹුක්කොටේ වැව, අලුත් වැව, හුරත්ගම වැව සහ තවත් වැව් වලට ජලය ලබාදීම මේ මගින් අපේක්ෂිතය. මේ ඉදිකිරීම් වලින් පසුපවතින ඉඩම් අක්කර 1300 කට ජලය සැපයිම සහ නව ඉඩම් අක්කර 4000කට වාරි ජලය සැපයිම සිදුකෙරේ.
වැල්ලවාය හා තණමල්විල ප්රාදේශීය ලේක්ම කෙට්ඨාස වල පවුල් 750කට ප්රතිලාභ ලබාදීමේ අරමුණින් කුඩාඔය ජලාශ ව්යාපෘතිය ආරම්භ කර තිබේ. මේ ජලාශය අක්කර අඩි 33600 කි. කුඩාඔය සිට සිංහලයාගම දක්වා කිලෝ මීටර් 30 ක් දිග ප්රධාන ඇල මාර්ගය ඉදිකිරිම සහ ඒ තුළින් කුඩා වැව් 40 කට පමණ ජලය සැපයිමට අපේක්ෂිතය. නිකවැව, කන්දේකැටිය වැව, ගල්කන්ද වැව,ඉදිකොල වැව, සුරිය වැව,තුන්කම වැව,ඌරුහොරේ වැව, මහ වැව, සිංහලයාගම වැව සහ තවත් වැව් එම ජලය ලබාදීමට අපේක්ෂිත වැව් අතර වේ. පවතින ඉඩම් අක්කර 800 කට වාරි ජලය සැපයිම සහ නව ඉඩම් අක්කර 1000 කට වාරි ජලය සැපයිම මේ ව්යාපෘතිය අවසානයත් සමග සිදුකෙරේ.
වැල්ලවාය, තණමල්විල සහ ලුණුගම්වෙහෙර ප්රාදේශීය ලේකම් කොට්ඨාස වල පවතින ඉඩම් අක්කර 275කට සහ නව ඉඩම් අක්කර 2100කට ජලය සැපයීමේ අරමුණින් උස්සැල්ල අමුණ සහ ඇල මාර්ගය ඉදිකෙරේ. ඒ තුළින් කුඩා වැව් 40කට පමණ ජලය සැපයීමටද අපේක්ෂිතය. බලහරුව වැව,වටගලආර වැව, කොලඹ වත්ත වැව, තලාකොල වැව, රණවරා වැව, දෙබරආර වැව, කුකුල් වැව, නික වැව, දෙමොදර වැව, බෝදාගම වැව , ඌරුහොරේ වැව , තණමල්විල වැව, කොමලියගම වැව සහ තවත් වැව් ව්යාපෘතිය තුළින් ජලය සැපයීමට අපේක්ෂිත වැව් අතර වේ. වැල්ලවාය හා තණමල්විල ප්රා.ලේකම් කොට්ඨාශ වල පවුල් 1200 කට පමණ මේ තුළින් ප්රතිලාභ හිමිවන අතර පහතට ගලායන ජලය මහගල් වැවට ලැබ්ම තුළින් ලුණුගම් වෙහෙර ප්රාදේශිය ලේකම් කොට්ඨාශයේ ජනතාවට ජල අවශ්යතා සපුරා ගත හැකි වේ.
උමා ඔය පහළ නිම්න සංවර්ධනය සඳහා අපේකෂිත වියදම රුපියල් මිලියන 9352 කි. මේ මුදල දේශිය අරමුදල් මගින් සැපයේ. ඉදිකිරීම් කටයුතු 2013 වසරේ ඔක්තෝබර් මස ආරම්භ කර ඇති අතර 2017 මාර්තු 15 විට භෞතික ප්රගතිය සියයට 36.20කි. ඉදිකිරීම් කටයුතු 2018 වසරේ නිම කිරීමට අපේකෂිතයි.
උමාඔය බහුකාර්ය සංවර්ධන ව්යාපෘතියේ පහළ නිම්න සංවර්ධනය යටතේ කුඩා වැව් 14ක වැඩ නිම කර ඇති අතර වැඩ ආරම්භ කර ඇති කුඩා වැව් ප්රමාණය 15කි. තවත් කුඩා වැව් 67ක වැඩ ආරම්භ කිරීමට නියමිතය.

උමා ඔය බහුකාර්ය ව්යාපෘතිය තුළින් වෙල්ලස්සේ කිරිඳි ඔය ද්රෝණියේ වෙසෙන ගොවි ජනතාවගේ ජීවන ගමන් මගේ නව පරිච්ඡේදයක් ඇරැඹීම ඉතිහාසයේ සනිටුහන් වේ.

වැල්ලවාය හා තණමල්විල ප්රාදේශීය ලේක්ම කෙට්ඨාස වල පවුල් 750කට ප්රතිලාභ ලබාදීමේ අරමුණින් කුඩාඔය ජලාශ ව්යාපෘතිය ආරම්භ කර තිබේ. මේ ජලාශය අක්කර අඩි 33600 කි. කුඩාඔය සිට සිංහලයාගම දක්වා කිලෝ මීටර් 30 ක් දිග ප්රධාන ඇල මාර්ගය ඉදිකිරිම සහ ඒ තුළින් කුඩා වැව් 40 කට පමණ ජලය සැපයිමට අපේක්ෂිතය. නිකවැව, කන්දේකැටිය වැව, ගල්කන්ද වැව,ඉදිකොල වැව, සුරිය වැව,තුන්කම වැව,ඌරුහොරේ වැව, මහ වැව, සිංහලයාගම වැව සහ තවත් වැව් එම ජලය ලබාදීමට අපේක්ෂිත වැව් අතර වේ. පවතින ඉඩම් අක්කර 800 කට වාරි ජලය සැපයිම සහ නව ඉඩම් අක්කර 1000 කට වාරි ජලය සැපයිම මේ ව්යාපෘතිය අවසානයත් සමග සිදුකෙරේ.
වැල්ලවාය, තණමල්විල සහ ලුණුගම්වෙහෙර ප්රාදේශීය ලේකම් කොට්ඨාස වල පවතින ඉඩම් අක්කර 275කට සහ නව ඉඩම් අක්කර 2100කට ජලය සැපයීමේ අරමුණින් උස්සැල්ල අමුණ සහ ඇල මාර්ගය ඉදිකෙරේ. ඒ තුළින් කුඩා වැව් 40කට පමණ ජලය සැපයීමටද අපේක්ෂිතය. බලහරුව වැව,වටගලආර වැව, කොලඹ වත්ත වැව, තලාකොල වැව, රණවරා වැව, දෙබරආර වැව, කුකුල් වැව, නික වැව, දෙමොදර වැව, බෝදාගම වැව , ඌරුහොරේ වැව , තණමල්විල වැව, කොමලියගම වැව සහ තවත් වැව් ව්යාපෘතිය තුළින් ජලය සැපයීමට අපේක්ෂිත වැව් අතර වේ. වැල්ලවාය හා තණමල්විල ප්රා.ලේකම් කොට්ඨාශ වල පවුල් 1200 කට පමණ මේ තුළින් ප්රතිලාභ හිමිවන අතර පහතට ගලායන ජලය මහගල් වැවට ලැබ්ම තුළින් ලුණුගම් වෙහෙර ප්රාදේශිය ලේකම් කොට්ඨාශයේ ජනතාවට ජල අවශ්යතා සපුරා ගත හැකි වේ.
උමා ඔය පහළ නිම්න සංවර්ධනය සඳහා අපේකෂිත වියදම රුපියල් මිලියන 9352 කි. මේ මුදල දේශිය අරමුදල් මගින් සැපයේ. ඉදිකිරීම් කටයුතු 2013 වසරේ ඔක්තෝබර් මස ආරම්භ කර ඇති අතර 2017 මාර්තු 15 විට භෞතික ප්රගතිය සියයට 36.20කි. ඉදිකිරීම් කටයුතු 2018 වසරේ නිම කිරීමට අපේකෂිතයි.
උමාඔය බහුකාර්ය සංවර්ධන ව්යාපෘතියේ පහළ නිම්න සංවර්ධනය යටතේ කුඩා වැව් 14ක වැඩ නිම කර ඇති අතර වැඩ ආරම්භ කර ඇති කුඩා වැව් ප්රමාණය 15කි. තවත් කුඩා වැව් 67ක වැඩ ආරම්භ කිරීමට නියමිතය.

Japan grants over Rs. 63 billion financial assistance to Sri Lanka for three development projects

Apr 12, Tokyo: The Government of Japan has granted over 45 billion Japanese Yen (Rs. 63 billion) in financial assistance to Sri Lanka for three development projects.
Following the Japan-Sri Lanka Summit Meeting on Wednesday in Tokyo, Ambassador of Japan to Sri Lanka and Ambassador of Sri Lanka to Japan Prof. Dammika Ganganath Dissanayake signed and exchanged notes concerning two yen loan projects and one grant aid project, in the presence of the Japanese Prime Minister Shinzo Abe and Sri Lankan Prime Minister Ranil Wickremesinghe.
Japan has granted a 12.957 billion yen loan for the project "Rural Infrastructure Development Project in Emerging Regions" and 31.81 billion yen loan for the "Kalu Ganga Water Supply Expansion Project (I)". In addition a grant of 1 billion yen has been given for "The Economic and Social Development Programme".
The Rural Infrastructure Development Project in Emerging Regions aims to improve basic infrastructure including local roads, small and medium-sized irrigation, and small-scale water supplies), directly connected to the lives and production activities of people in Sri Lanka's Northern Province, Eastern Province, North Central Province and Uva Province, where development had been delayed due to the conflict and others.
The Kalu Ganga project is to construct new waterworks facilities and to reconstruct the water supply system for the Kalu Ganga river system in Kalutara District and Colombo District in the Western Province.
The Economic and Social Development Programme project aims to realize safer and more efficient management in the Port of Trincomalee, which receives favorable terms as anchorage, by providing equipment relating to port facilities manufactured in Japan to the Sri Lanka Ports Authority.
As the Port of Trincomalee is located in the Eastern Province, it is expected that the project will contribute to the restoration of conflict-affected areas.
The two loans are at a low interest rate of 1.4% per annum (0.01% per annum for the consulting services) to be paid within 25 years including a seven-year grace period.

Kuwait to provide additional loan for Kalu Ganga development project

Apr 12, 2017 (LBO) – The Kuwait Fund for Arab Economic Development (KFAD) will provide an additional concessional loan of Kuwait Dinar 5 million (16.5 million dollars) for the Kalu Ganga Development Project.
The project is being implemented by the Ministry of Mahaweli Development and Environment with the financial assistance of Saudi Fund for Development (SFD), Kuwait Fund for Arab Economic Development (KFAD) and OPEC Fund for International Development (OFID).
The proposed Kaluganga Reservoir will have a capacity of 265 million cubic meters of water and will divert 100 MCM annually to Moragahakanda Reservoir.
It has been identified that the financial assistance received from the above lenders is not adequate to complete the project as the cost of the project increased during project implementation due to various reasons including unforeseen geological conditions in the foundations and necessary design revisions, a statement said.
In order to partly finance the funding shortfall, KFAD agreed to provide a supplementary loan. This loan is provided at an interest rate of 1.5 % per annum with a repayment period 22 years. The Kuwait Fund for Arab Economic Development has already provided KD 10 million for this project in 2009.
The OFID has also agreed to provide an additional loan of US$ 18 million.
The signing of the agreement took place on 30th March 2017 at the office of KFAD in Kuwait. Hamad AL-Omar, Deputy Director General signed the agreement on behalf of the Kuwait Fund for Arab Economic Development while RHS Samaratunga, Secretary, Ministry of Finance signed on behalf of the Government of Sri Lanka.

Phase one of the Hambantota and Moneragala industrial zones gets underway
Sri Lanka will soon be establishing phase one of the Hambantota and Moneragala industrial zones acquiring necessary lands identified for the massive project, official sources said.
A decision has been taken by the government to issue instructions to implement the gazette notification dated 26 July 1999 published by the Ministry of Urban Development, Housing and Construction in declaring development zones and issue instructions to stop all unauthorised activities in this region.
The alienation of such government lands have also been stopped with immediate effect.
Senior Advisor to the Prime Minister R. Paskaralingam will draft a cabinet memorandum on refineries to be built in the zone, a senior official said.
Several Chinese investors have stepped in to invest US$ 5 billion in the Hambantota Industrial Zone in the next few years and 55 of them have already committed to invest in the phase one zone, he disclosed.
Some 1,235 acres have been allocated from this zone in Hambantota for Chinese investments to set up industrial ventures. Areas where there are no human settlements will be used for the Industrial Zone.
Economic Zones covering Monaragala, Embilipitiya, Matara and, Hambantota areas will be established with the support of the the Chinese Government. This will be implemented under three phases in a land extent of 15,000 acres. Around 2,400 factories which generate nearly 400,000 direct and indirect job opportunities, especially for the younger generations are also expected to be established in this area within six years, he added. Indian Railways to supply modern train sets to Sri Lanka

Indian Railways will supply modern locomotives and train sets worth Rs 680 crore (Indian rupees) to Sri Lanka, in the largest export order for the public transporter.
Rail India Technical and Economic Service (RITES), a railways PSU, has secured its largest export order from Sri Lanka Railways for the supply of 10 broad gauge diesel locomotives and six DMU (diesel multiple units) train sets.
DMU train sets do not require separate locomotive as the engines are incorporated into one or more of its coaches.
All locomotives and train sets would be equipped with state-of-the-art technology and manufactured in Varanasi and Chennai, said a senior Railway Ministry official.
The contract will be funded under the Indian Line of Credit to Sri Lanka announced in 2011, and supplies will be made over the next two years, the official said.

මාතර බෙලිඅත්ත ඉදිවෙන නව දුම්රිය මාර්ගයේ ඉදිකිරිම් සැත්තම්බර් මාසයේ අවසන් කරනබව මාතර බෙලිඅත්ත දුම්රිය මාර්ග ඉදිකිරිම් ව්යාපෘති ඉංජිනේරු ඒ .ජි.සි.විමලසුරිය මහතා පවසයි.
මාතර දිස්ත්රික් සම්බන්ධි කරන කමිටුවේදි ඉදිකිරිම් ප්රගතිය පිලිබඳව අදහස් පවසමින් හෙතෙම මෙම අදහස් පැවසිය.
දිස්ත්රික් සම්බන්ධිකරන කමිටුවේ සම සභාපතිවරුන් වන මුදල් රාජ්ය අමත්යය ලක්ෂ්මන් යාපා අබේවර්ධන , මාතර දිස්ත්රික් පාර්ලිමේන්තු මන්ත්රි බුද්ධික පතිරන යන මහත්වරුන්ගේ ප්රධානත්වයෙන් පැවති මෙම රැස්විමේදි වැඩිදුරටත් අදහස් දැක්වූ හෙතෙම ඉදිරි සතියේ දුම්රිය සිල්පරන්කොට අතුරා පිලීසවිකරන බවත් මෙම ව්යාපාතියට අවශ්ය රේල් පිලි හම්බන්තොට වරායට ගෙනවිත් ඇතිබවත් සඳහන් කරනලදි.
මාතර කොලඹ දුම්රිය මාර්ගය මාතර ගබඩාවිදියෙන් සම්බන්ධ කිරිමේ කටයුතු සඳහා මාස 03 ක කාලයකට හක්මන මාර්ගය ගබඩාවිදියෙන් වසා දැමිමට සිදුවෙන නිසා මෙම කටයුතු කඩිනමින් අවසන්කර ගැනිමට විදුලිබල මන්ඩලයේ සහ ජාතික ජල සම්පත් මන්ඩලයේ ඉදිකිරිම් බිමේ ඇති සම්බන්ධතාවයන් ඉවත්කරලිමට සහය දෙනලෙසත් හක්මනට ගමන් කරන වාහන වලට විකල්ප මාර්ග සකසාදෙන ලෙසත් ඉල්ලා සිටිනලදි.
කිලෝමිටර් 27 ක් දිගින් පලමු අදියරේ සිදුකරන මෙම ඉදිකිරිම් සදහාඩොලර් මිලියන 278 ක් වැයවෙන අතර මෙම ඉදිකිරිම් චයිනා මැසිනරි ඉම්පොට්එක්ස්පෝට් සමාගම විසින් සිදුකරනු ලබයි.
ප්රධාන පාලම් 2ක්, පාලම් 12 ක්, යටිබිම් හරස්මාර්ග 16ක්. උඩුබිම් හරස්මාර්ග 08ක්, බිම් ගෙවල් 02ක්, මෙම ඉදිකිරිම් වලට අයත්වේ.
කැකනදුර, බඹරැන්ද, වැවුරුකන්නල, යන ප්රෙද්ශවලට දුමුරිය ස්ථාන ඉදිවෙන අතර මෙම ඉදිකිරිම් කටයුතු වලින් 85 % කට වැඩි ප්රමානයක් නිමවි ඇතිබවද ඉංජිනේරුවරයා වැඩිදුරටත් පැවසිය. මේ අනුව මාතර සිට කතරගම දක්වා දුම්රියෙන් ගමන් කිරිමේ සිහිනය සැබැවෙමින් මෙම වසර අවසන් විමටපෙර මාතර සිට බෙලිඅත්ත දක්වා දුම්රියෙන් ගමන් කිරිමට මාතර ජනතාවට වාසනාව ලැබෙනුඇත.

මාතර දිස්ත්රික් සම්බන්ධි කරන කමිටුවේදි ඉදිකිරිම් ප්රගතිය පිලිබඳව අදහස් පවසමින් හෙතෙම මෙම අදහස් පැවසිය.

මාතර කොලඹ දුම්රිය මාර්ගය මාතර ගබඩාවිදියෙන් සම්බන්ධ කිරිමේ කටයුතු සඳහා මාස 03 ක කාලයකට හක්මන මාර්ගය ගබඩාවිදියෙන් වසා දැමිමට සිදුවෙන නිසා මෙම කටයුතු කඩිනමින් අවසන්කර ගැනිමට විදුලිබල මන්ඩලයේ සහ ජාතික ජල සම්පත් මන්ඩලයේ ඉදිකිරිම් බිමේ ඇති සම්බන්ධතාවයන් ඉවත්කරලිමට සහය දෙනලෙසත් හක්මනට ගමන් කරන වාහන වලට විකල්ප මාර්ග සකසාදෙන ලෙසත් ඉල්ලා සිටිනලදි.

කැකනදුර, බඹරැන්ද, වැවුරුකන්නල, යන ප්රෙද්ශවලට දුමුරිය ස්ථාන ඉදිවෙන අතර මෙම ඉදිකිරිම් කටයුතු වලින් 85 % කට වැඩි ප්රමානයක් නිමවි ඇතිබවද ඉංජිනේරුවරයා වැඩිදුරටත් පැවසිය. මේ අනුව මාතර සිට කතරගම දක්වා දුම්රියෙන් ගමන් කිරිමේ සිහිනය සැබැවෙමින් මෙම වසර අවසන් විමටපෙර මාතර සිට බෙලිඅත්ත දක්වා දුම්රියෙන් ගමන් කිරිමට මාතර ජනතාවට වාසනාව ලැබෙනුඇත.
