Government drags its feet on mega $ 3 b FDI
The Government is alleged to be dragging its feet on a massive and highly beneficial private sector-run oil refinery project with foreign investment of $ 3 billion, biggest ever on its table and three times the size of individual Chinese commitment on projects such as the Port City and Hambantota Port.
The oil refinery project envisages refining 200,000 barrels per day (10 million metric tonnes per annum) for export with first right of refusal for Ceylon Petroleum Corporation (CPC) if it wants to buy. The venture was to supply barge mounted bunkering for ships passing the seas off Hambantota as well. Another benefit is the availability of 150 MW of power to the national grid since the refinery will be operated by a 300 MW power plant. The promoters have also proposed as a CSR initiative to supply excess capacity of desalinated water required for the refinery to the people. The byproducts of the oil refinery include LPG, bitumen and urea with the latter having big markets in India and Pakistan.
Land required, amounting to 30 hectares, has been identified inside the Hambantota Port as well as 200 hectares outside the port belonging to the Mahaweli Authority. The project will create around 20,000 direct and indirect jobs, mostly within Hambantota.
Given the size of the investment and multiple socioeconomic benefits, the Prime Minister-chaired Cabinet Committee on Economic Management had approved the project in principle in November 2016. As a further step, it was included in the Hambantota Integrated Development Plan which the Government was firming up and eventually announced on 8 January this year, when President Maithripala Sirisena marked his second year in office.
But since then the authorities are alleged to have been dragging their feet.
The CPC has said there was no objection to the venture since it is 100% export-based. The Central Environmental Authority had also held a meeting with 14 relevant agencies for the purpose of approval and representatives visited the two sites indentified for inspection. Most of them had consented, provided some of the paddy and banana cultivators are relocated. The Presidential Secretariat also wrote to the Mahaweli Authority for its opinion on the release of the land.
Upon receiving all approvals, the first tranche of the investment has been assured within 120 days and the project will start construction within 180 days with the completion period estimated to be from 24-30 months.
Promoters said that given the fact that no preconditions had been set for the project, unlike some of the contentious Chinese investments, the delay in fast-tracking the project remains a mystery. This is a green field investment with considerable potential for foreign exchange earnings as well as savings.
The investing consortium for the proposed oil refinery is based in the UAE and has enlisted technical partners from Japan and Italy among others. The oil to be refined is EU standard 98 Octane.
Once completed, promoters said they can supply refined products at a much cheaper price than what the CPC is currently sourcing at, thereby saving valuable foreign exchange.
For ships, the current alternatives are Singapore and Fujairah but Hambantota is a more competitive and less time consuming option given Sri Lanka’s strategic geographic location.
The quantum of investment from this single project is 60% of what the Chinese Ambassador had promised for the Chinese-funded industrial zones in Hambantota. China Merchant’s investment planned for Hambantota is only $ 1.2 billion (for 80% stake) and that figure too is likely to be revised as certain sections within the coalition Government want a higher stake for the Sri Lanka Ports Authority while China Harbour’s investment in the Port City is $ 1.4 billion.

Sri Lanka-China cooperated irrigation project to improve lives of local farmers

COLOMBO, April 5 (Xinhua) -- Sinhala Pedige Athanayake, a Sri Lankan farmer in his late 50s, is now enjoying his life to the fullest.
Sitting under a shade in his house, Athanayake resides in a small village located between Anuradhapura and Trincomalee situated in Sri Lanka's northeast district, around 300 km from capital Colombo.
In a few months, Athanayake will be moving out of his house and settling in a new village. The land he owns will soon be filled with water as part of the mega Yan Oya Irrigation Project, which is a Sri Lanka-China cooperated project, aimed at improving the lives of farmers in the remote areas.
"I was born in this house and have lived here all my life. It is sad that I have to leave but I know it is for the best. My life has improved a lot since I started working for this project and I know it will benefit my children and other farmers too," Athanayake said.
The area where this farmer's house is located belongs to a tropical marine climate zone. The area experiences a dry climate throughout the year with distinct rains.
The farmers, here, have suffered from the low production of agriculture for years due to the lack of water.
However, the farmers are now hoping once the Yan Oya Irrigation project is completed, it will provide water to over 10,000 farmer families.
The project, costing Rs. 36 billion, aims to increase crop intensity in the Yala and Maha seasons and facilitates villagers with drinking water.
It is being constructed by China CAMC Engineering Company.
"This project is mostly built for public welfare," Zheng Zhihong, deputy general manager of the No. 4 Engineering Department of CAMCE, told Xinhua.
Zheng explained that the Yan Oya project would provide water for irrigation purposes and would expand irrigational area to 6,346 hectares. It would also increase the paddy crop.
After the construction of the proposed reservoir, the nearby lakes would also be suitable for developing fisheries and livestock.
Following the construction of the main project, a shorter road to Trincomalee, which would be less than 30 Km, will be also completed.
Zheng said the people in the area would have a continuous drinking water supply and more than 12,000 families would benefit direct and indirectly from the reservoir.
Along with the immense benefits, the Yan Oya project has also improved the lives of the local people through the available job opportunities.
As the first local to be recruited at the project office, Athanayake said his life had improved immensely.
"I was recruited to be in charge of security of the project as I was educated and fluent in my English. Later my son in law also joined the team and was able to get a higher salary. With this project my family was able to beat poverty," Athanayake said.
Athanayake and his son in law earn Rs. 100,000 a month (around 680 U.S. dollars).
"This is much higher for local people in this area. We bought one truck under a loan and leased it out. The loan will be repaid in August this year. Our lives have turned for the better," Athanayake said.
According to Zheng, the total construction period of the Yan Oya Irrigation Project is 172 weeks. The work began in February 2015 and will be completed by June 2018. And for now 93 percent of total work has been completed, with 11 percent advance in progress.
"There are over 1,200 employees among them almost 1,000 employees are from the local area," Zheng said.
There are more people like Athanayake whose lives have changed due to the construction of this project, especially in northern Sri Lanka which suffered from decades of terrorism.
Most of the people in the north, especially the youth who had not gained an education due to years of conflict are now benefitting from the construction of this project.
"The Yan Oya Irrigation Project provides a large number of job opportunities. We even offer training to young people who have no experience," Zheng said.
"Thanks to this project, the old school in the area has been repaired and upgraded. The run-down, narrow road was flattened and widened. A bridge was built across the Yan Oya river so people now have easy access. I can't fully express my thanks and gratefulness to the Chinese company and China," Athanayake told Xinhua.
Wickramatillaka Palitha, a Sri Lankan irrigation Officer, said the local people and officials are now eagerly awaiting the completion of the project.
Based on the present progress, the project will be completed one year ahead of schedule.

The 300 room, hotel on Colombo's Marine Drive overlooks the Indian Ocean.

Access Engineering expediting construction work of Rajagiriya Flyover

Access Engineering PLC, the pioneers in the flyover construction in Sri Lanka, is speeding up the construction work of the Rajagiriya Flyover; a reliable solution to lessen the heavy traffic congestion at Rajagiriya junction along the A0 road, Sri Jayawardanapura Mawatha.
The construction work of the flyover project was initiated by the Road Development Authority under the Ministry of Higher Education and Highways during the last year due to the heavy traffic congestion which has long been a point of contention among daily commuters. The project is funded by the Government of Spain and the design and the supply of the superstructure are entrusted to; Centunion S. A of Spain as the main contractor and the design and construction of substructure, on-site fabrication, the installation and erection of the steel superstructure are subcontracted to Access Engineering PLC.
Rajagiriya town administered by the Kotte Municipal Council is situated about 10 km away from the Capital of Colombo. Rajagiriya is identified as one of the heavy-traffic areas in suburbs of the city and three closely situated road intersections at Rajagiriya creates highly saturated continuous traffic congestions towards Battaramulla, Parliament road, Kalapaluwawa, Borella and Nugegoda. More than 75,000 vehicles are plying daily through Rajagiriya inclusive of large number of public transport busses.
The flyover under construction is of 363 m length and is to accommodate four traffic lanes built on two individual decks where width of a lane shall be 3.5 m. The flyover is to be built following the horizontal alignment of the existing Sri Jayawardenapura Mawatha with two horizontal curvatures of 257 m and 128.5 m in radius respectively and a vertical alignment with a minimum 5.2 m vertical clearance for traffic flow underneath the flyover structure.
Currently the project has achieved 50% of physical progress, with a partial completion of the substructure. The erection work of the structure has already been started along with the erection of steel tubular Y-shaped piers. Additionally 20 nos of bored piles are installed and completed for the construction of retaining walls. Once completed, the flyover will take the daily commuters amassed at 4+800 km near Victoria Home up and over the flyover to be connected to the Sri Jayawardenapura Mawatha at 5+570km close to Buthgamuwa Road Junction near Fuel Filling Station.
Location of the project being as one of the most transit areas of the Capital of Colombo, flyover is designed to blend in to the city architecture and future development plan. The construction team of Access Engineering PLC is executing a comprehensive traffic management plan onsite with the provision to the traffic to flow on all six lanes as it usually does. While the project operates in full swings, the target completion is scheduled for December 2018.
“We anticipate to see this project comes to fruition as this project will contribute for better transportation, for the economy as well as for the quality of life,” said Rajagiriya Flyover Project Manager Jeewaka Dahanayake.

- හම්බන්තොට වරාය සංවර්ධන ව්යාපෘතිය යටතේ හම්බන්තොට වරායෙහි කාර්මික කලාපයක් පිහිටුවීම සඳහා රජය විසින් සැලසුම් කර ගෙන යනු ලබන අතර ඒ අනුව, ඉදිරි වසර 05-20ත් අතර කාලය තුළ දී හම්බන්තොට ප්රදේශයේ ජලය සඳහා වන ඉල්ලුම ශීඝ්රයෙන් ඉහළ යනු ඇතැයි අපේක්ෂා කෙරේ. එලෙස ඉහළ යන ජල ඉල්ලුම සපුරාලීම සඳහා ප්රදේශයේ දැනට පවත්නා ජල සම්පාදන යටිතල පහසුකම් ප්රමාණවත් නොවන බැවින්, ජලය හා මලාපවාහන පහසුකම් සැලසීම පිණිස යෝග්ය සැලස්මක් සකස් කිරීම සඳහා ශක්යතා අධ්යයනයක් කඩිනමින් සිදු කළ යුතුව ඇත. එකී ශක්යතා අධ්යයනය සිදු කිරීම සඳහා චයිනා හෙවි මැෂිනරි කෝපරේෂන් ආයතනයේ තාක්ෂණික සහ මූල්ය සහාය ලබා ගැනීමටත්, ශක්යතා අධ්යයනයේ ප්රතිඵල මත ව්යාපෘතිය ක්රියාත්මක කිරීම සඳහා සුදුසු කොන්ත්රාත්තකරුවෙකු 'ස්විස් චැලෙන්ජ් ක්රමවේදය' යටතේ තෝරා ගැනීමටත් නගර සැලසුම් හා ජල සම්පාදන අමාත්ය රවුෆ් හකීම් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
මාතර රිවර්සයිඩ් පාර්ක් (උද්යාන) සංවර්ධනය
- මාතර 'රිවර්සයිඩ් පාර්ක් සංවර්ධන ව්යාපෘතිය', මාතර නාගරික සංවර්ධන සැලස්ම යටතේ වන ප්රමුඛතා ව්යාපෘතිවලින් එකකි. ඒ යටතේ පුස්තකාලයක් ඉදි කිරීම, ක්රීඩාගාරයක් ඉදි කිරීම, ජලාශ්රිත නිවාස සංවර්ධන කටයුතු, කාර්යාල හා ආයතනික සංවර්ධන කටයුතු, ජාතික උත්සව මධ්යස්ථානය ඉදි කිරීම, බෝට්ටු අංගන පහසුකම් සහිත ගඟබඩ ක්රීඩා කටයුතු හා රථගාල් ඉදි කිරීම සිදු කෙරෙන අතර මෙහි පළමු අදියර යටතේ ගංඉවුරු ඛාදනය වැළැක්වීමට අදාළ සංවර්ධන කටයුතු දැනටමත් ආරම්භ කරනු ලැබ තිබේ. මෙම ව්යාපෘතිය ක්රියාත්මක කිරීමේ කටයුතු ඉදිරියට කර ගෙන යාමටත්, ඒ සඳහා දැනටමත් අත්පත් කරගනු ලැබ ඇති ඉඩම්වල අයිතිය නාගරික සංවර්ධන අධිකාරිය වෙත පවරා දීමටත්, ව්යාපෘතිය නිම කළ පසු එහි නඩත්තු කටයුතු මාතර නගර සභාව වෙත පැවරීමටත් විදේශ කටයුතු අමාත්ය මංගල සමරවීර මැතිතුමා සහ මහානගර හා බස්නාහිර සංවර්ධන අමාත්ය පාඨලී චම්පික රණවක මැතිතුමා ඉදිරිපත් කළ ඒකාබද්ධ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
කොළඹ මහා නගර සභාවේ කසළ බැහැර කිරීම සඳහා සනීපාරක්ෂක කසළ රැඳවුමක් ඉදි කිරීම
- කොළඹ නගරයේ එකතු වන කසළ බැහැර කිරීම සඳහා සනීපාරක්ෂක කසළ රැඳවුමක් ඉදි කිරීමට අවශ්ය පියවර ගැනීම සඳහා පළාත් සභා හා පළාත් පාලන අමාත්යාංශය, මහවැලි සංවර්ධන හා පරිසර අමාත්යාංශය හා මහානගර හා බස්නාහිර සංවර්ධන අමාත්යාංශය යන අමාත්යාංශවල ලේකම්වරුන්ගෙන් සමන්විත කමිටවුක් රජය විසින් පත් කරනු ලැබ ඇත. පේරාදෙණිය විශ්වවිද්යාලයේ කසළ කළමනාකරණ පර්යේෂණ ඒකකය විසින් ඉදිරිපත් කර තිබූ යෝජනාවක් සැලකිල්ලට ගනිමින්, වත්තල ප්රාදේශීය ලේකම් කොට්ඨාසයේ උස්වැටකෙයියාව, මුතුරාජවෙල ප්රදේශයේ රජයට අයත් අක්කර 05ක භූමි ප්රමාණයක් තුළ දිනකට කසළ මෙට්රික් ටොන් 400ක් පමණ කළමනාකරණය කළ හැකි සනීපාරක්ෂක කසළ රඳවනයක් ස්ථාපිත කිරීමට එම කමිටුව විසින් නිර්දේශ කර ඇති අතර පළාත් සභා හා පළාත් පාලන අමාත්යාංශයට 2017 වර්ෂය සඳහා වෙන් කර ඇති ප්රතිපාදන උපයෝගී කරගනිමින් මෙම ව්යාපෘතිය කඩිනමින් ක්රියාත්මක කිරීම පිණිස පළාත් සභා හා පළාත් පාලන අමාත්ය ෆයිසර් මුස්තාපා මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
මහනුවර, ගොහාගොඩ අපද්රව්ය බැහැරලන ස්ථානය ආශ්රිතව කොම්පෝස්ට්/බලශක්තිය නිෂ්පාදනය කිරීමේ ව්යාපෘතිය
- මහනුවර, ගොහාගොඩ අපද්රව්ය බැහැරලන ස්ථානය ආශ්රිතව ඝන අපද්රව්ය මඟින් කොම්පෝස්ට් පොහොර සහ විදුලිබලය නිෂ්පාදනය කිරීමේ ව්යාපෘතියක් ක්රියාත්මක කිරීම සඳහා අමාත්ය මණ්ඩලය විසින් දැනටමත් අනුමැතිය ලබා දී ඇත. එම ව්යාපෘතියේ කටයුතු ආරම්භ කිරීම සඳහා එම ව්යාපෘති භූමිය ආශ්රිත ප්රදේශයේ පදිංචිකරුවන් වෙත වන්දි ලබා දී ඉවත් කිරීමටත්, මෙම ව්යාපෘතිය යටතේ නිපදවනු ලබන විදුලිය ලංකා විදුලිබල මණ්ඩලය මඟින් නිශ්චිත අයක්රමයක් යටතේ මිල දී ගැනීමට අදාළව එකඟතාවකට එළඹීමටත් කෘෂිකර්ම අමාත්ය දුමින්ද දිසානායක මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.
පොදු ප්රවාහනය ප්රවර්ධනය කිරීම සඳහා බස්රථ සේවාව වැඩිදියුණු කිරීම
- පාර්ලිමේන්තු පාරේ රාජගිරිය හන්දියේ සිට ආයුර්වේද හන්දිය දක්වා බස් රථ ප්රමුඛතා මංතීරුවක් වෙන් කිරීමේ නියමු ව්යාපෘතියක් කොරියානු ජාත්යන්තර සහයෝගිතා ආයතනයේ සහ මෙම ක්ෂේත්රයේ වෘත්තීයමය ප්රවීණයන්ගේද සහාය ඇතිව 2017 මාර්තු 12 සිට 23 දක්වා වූ කාලය තුළ ක්රියාත්මක කරන ලද අතර එය මාර්ග තදබදය අඩු කිරීම සඳහා සාර්ථක විසඳුමක් බව එම සමීක්ෂණ ප්රතිඵල මඟින් තහවුරු වී තිබේ. වඩාත් දියුණු පොදු ප්රවාහන සේවයක් සැලසීමේ අරමුණින් ක්රියාත්මක කිරීමට යෝජිත සැහැල්ලු දුම්රිය සංක්රමණ පද්ධති (LRT) සහ දුම්රිය විද්යුත්කරණය වැනි ව්යාපෘති අවසන් කිරීමට තවත් වසර කිහිපයක් ගත වන බැවින් කඩිනමින් විසඳුමක් සැපයිය යුතු මාර්ග තදබදයට මුහුණ දීම සඳහා පහත සඳහන් පරිදි 'බස් රථ ප්රමුඛතා මංතීරු සංකල්පය' තවදුරටත් ව්යාප්ත කිරීමටත්, පොදු ප්රවාහන සේවා භාවිතා කිරීමට මධ්යම පාන්තික පිරිස් ආකර්ෂණය කරගැනීම සඳහා පොදු ප්රවාහන සේවාවන්හි තත්ත්වය ඉහළ නැංවීමට අදාළ ක්රියාමාර්ග ගැනීමටත් මහානගර හා බස්නාහිර සංවර්ධන අමාත්ය පාඨලී චම්පික රණවක මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

- ගාලු පාරේ, මොරටුව සිට රත්මලාන දක්වා සහ වැල්ලවත්ත පාලමේ සිට කොල්ලුපිටිය දක්වා කොළඹ දෙසට විහිදුනු බස් රථ ප්රමුඛතා මංතීරුව;
- පාර්ලිමේන්තු පාරේ පාර්ලිමේන්තු හංදියේ සිට රාජගිරිය, බොරැල්ල, මරදාන සහ පිටකොටුව හරහා කොළඹ කොටුව දක්වා කොළඹ දෙසට විහිදුනු බස් රථ ප්රමුඛතා මංතීරුව;

* සාම්ප්රදායික බස් රථ සහ ත්රී රෝද රථ ආනයනය කිරීම සඳහා බදු සහන දීම වෙනුවට සහනදායී ණය ක්රම මඟින් මිටි පත්ල සහිත (Low floor) වායු සමීකරණය කරන ලද මගී බස් රථ ආනයනය ප්රවර්ධනය කිරීම;

- ජාත්යන්තර සංවර්ධනය සඳහා වන ඔපෙක් අරමුදල (OFID) විසින් අරමුදල් සපයනු ලබන කොළඹ ජාතික මහාමාර්ගය ව්යාපෘතියේ 1 වන අදියර යටතේ ඔරුගොඩවත්ත - අඹතලේ (B435) මාර්ගයේ කි.මී.2.90 සිට කි.මී. 4.20 දක්වා සහ කි.මී.5.44 සිට කි.මී. 7.70 දක්වා වන මාර්ග කොටස් වැඩි දියුණු කිරීම සඳහා වන කොන්ත්රාත්තුව අමාත්ය මණ්ඩලය විසින් පත් කරන ලද ස්ථාවර ප්රසම්පාදන කමිටුවේ නිර්දේශය පරිදි Komuthi-HCM Engineering JV වෙත ප්රදානය කිරීම පිණිස උසස් අධ්යාපන හා මහාමාර්ග අමාත්ය ලක්ෂ්මන් කිරිඇල්ල මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

මෙම පානීය ජල ව්යාපෘතිය මගින් පොල්ගහවෙල ප්රාදේශීය ලේකම් කොටසේ ග්රාමනිලධාරී වසම් 80 ක් අලව්ව ප්රාදේශීය ලේකම් කොටසේ ග්රාම නිලධාරීවසම් 80 ක් මල්ලවපිටිය ඇලේකොටසේ ග්රාම නිලධාරී වසම් 16 ක් සහ කුරුණෑගල ප්රාදේශීය ලේකම් කොටසේ ග්රාම නිලධාරී වසම් 16 යක වෙසෙන ජනතාව සඳහා පානීය ජල පහසුකම් සැපයෙනු ඇත.
ජලය ලීටර් ඝන අඩි 29,000 ක ධාරිතාවයකින් යුත් ටැංකියක් මෙම යෝජිත ස්ථානයේදී ඉදිකිරීම් සිදුකරන අතර කිලෝ මීටර් 123 ක බිම් ප්රදේශයක් මෙම ජලව්යාපෘතියෙන් ආවරණය වේ.
යෝජිත ප්රදේශයේ වසර තුනකින් පානීය ජල අවශ්යතාවය සම්පූර්ණ කිරීමට නියමිත අතර මෙම ව්යාපෘතිය අවසන් කිරීමට වසර තුනක කාලයක් ගත වනු ඇත.
