‘BRIDGE ON THE KOTTE ROAD’ READY END 2O17

This story may not have the same enigma and suspense of Bridge on the River Kwai where the bridge was in the salubrious climes of Kitulgala enveloped with the luscious greenery and the chilling meandering waters of the waterfalls and streams which featured in the 1957 British-American epic war film directed by David Lean and starring William Holden, Jack Hawkins, Alec Guinness and Sessue Hayakawa. Based on the novel Le Pont de la RivièreKwai (1952) by Pierre Boulle, the film is a work of fiction, but borrows the construction of the Burma Railway in 1942–1943 for its historical setting.
It is all about the bridge or the flyover which is connecting Parliament Road at Rajagiriya where it would have the traffic flowing uninterrupted without the cross traffic from Cotta Road and Nawala Road.
This is a Rs 4.5 billion project is funded by the Government of Spain and a Spanish contractor where the local contractor is Access Engineering. The loan is absolutely on concessionary terms payable in 30 years and that too, at a concessionary rate of merely under 1 per cent, Chairman of the Road Development Authority (RDA) Nihal Sooriyaarachchi told Ceylon Today.
Civil Engineer
The RDA Chairman, himself a Civil Engineer said the contract agreement specified that the project was to end in 2018 but the surveys and the studies that he had done with his RDA team of engineers had revealed that the project could be finished end 2017.
The strategic move is to stall the cross traffic and this will see that there is an uninterrupted flow of traffic on all routes, he explained. Quoting an example, he said if a motorist wanted to travel from Nawala to Battaramulla or to Parliament, he will be able to move without disrupting the traffic on the main Parliament Road highway.
The funds are credited to the project and not to the government. So, there will be no way that the money would be pilfered or tampered with. However, there is no contractual obligation on the part of the government to pay extra to the contractors for finishing ahead of time, but it will only enhance the credibility of the contractor as having the reputation of finishing the job ahead of time.
Three more flyovers
He also said there would be three more flyovers near the Castle Street Maternity Hospital and Cotta Road, both near the railway lines so that the traffic which is very heavy during peak hours in the morning and the evening, would be slashed.
The project will have two double lanes and will be constructed in steel to ensure its rigidity where even buses and lorries and other heavy duty vehicles could travel unlike Galle Road, Dehiwala flyover. We have tested the strength of the flyover and there is absolutely no reason for panic at all, he assured.
This is seen as the most important as there are ten morning trains on the Kelani Valley line starting from 7.00 a.m. and it is a repeat innings in the evening as well which stalls the traffic by a considerable period of time, leading to massive delays in the office traffic in the mornings and also in the evenings, both at Castle Street and Cotta Road at the railway crossings.
Movement of traffic
There would be also another flyover on Baseline Road near Campbell Place so that the movement of traffic could be fast tracked on Baseline Road. The government has apparently learnt from the benefits of the Dematagoda railway crossings which have a flyover and there are absolutely no delays.
However, the other three new flyover projects are at discussion and design stage yet, the RDA chief said.

AVIC-ENG Sets up First T-beam for Sri Lanka Southern Freeway Extension
(Correspondent: Ge Dan) On March 2, the first T-beam of the section one for the freeway extension which will be erected by the bridging machine in the southern Sri Lanka contracted by AVIC-ENG was officially set up. After two hours of intense but orderly construction, the T-beam which is 30 meters long and weighs 80 tons was set up successfully.
The section one of the freeway extension is in the southern province of Sri Lankan. The length of the full section of the viaduct is about 10.3 kilometers and the total number of the T-beam is 3400 pieces or so. In order to complete the project within the contract period, the task of T-beam prefabrication is rather arduous and ten pieces of the T-beam will be prefabricated every day during the peak period. The bridge engineering is the control engineering of the whole project and it determines whether the project can be completed on schedule. Using the bridging machine to set up the T-beam this time indicates that the erection of the T-beam has officially entered the stage of large-scale construction.
In order to ensure the smooth and safe erection of the T-beam by the bridging machine and open a new prospect for the project production, AVIC-ENG Deputy General Manager and Sri Lanka Branch General Manager Liu Hongguang reviewed the construction plan of the bridging machine, came to the scene many times and put forward the measures in the light of the situation to ensure the safety of construction, which laid the foundation for the successful erection of T-beams. The staff in the Project Department also attached great importance to the erection of the T-beam, designed and calculated detailedly the safety measures to ensure construction safety. Through careful organization and reasonable arrangement during the pre-construction meetings and division of responsibility to the staff based on the pre-established construction plan, the erection of the first T-beam by the bridging machine was successfully completed.

Sri Lanka wind project gets environmental okay with fewer turbines

ECONOMYNEXT – An Asian Development Bank (ADB) supported project to set up a wind power project in north-western Sri Lanka has got environmental clearance with the lender saying impacts could be mitigated through design changes like fewer turbines.
A draft Environment Impact Assessment (EIA) released by the ADB said environmental assessment and special studies for the 100 MW Wind Power Project in Mannar have been done for over a year between 2016 and 2017.
The project by the Ceylon Electricity Board (CEB), the state utility, is estimated to cost US$157 million with the main benefit being avoiding electricity generation from conventional power plants such as thermal power.
The ADB said that initially, the proposed project was to consist of 56 wind turbines, but the number of wind turbines has been reduced to 39.

This was after consultations with local people, non-government organizations such as Ceylon Bird Club, and special environmental studies conducted for more than a year such as avian collision assessment, noise modelling and visual impact assessment.
The studies showed that there are important bird populations that could be affected by the proposed development but the impact could be reduced with design changes and the project was sustainable, the ADB said.
“The development of the 100 MW wind power generation project is consistent with the renewable energy resource development plan of government of Sri Lanka and the associated environmental requirements have been followed by CEB,” it said. “CEB is committed to implement the measures and recommendations from the environmental studies.”
The ADB said that while “there are potential environmental impacts identified such as disturbance to some bird species, increase in noise levels at some sensitive receptors, these can be mitigated through design specifications of wind turbines, good construction engineering practices, and operating procedures.”

Renovation of water distribution system in Colombo

National Water Supply and Drainage Board (NWSDB) will take measures to enhance the water distribution system in Colombo and to reduce the non - revenue water supply (NRW) by 18 percent by 2021, Greater Colombo Water and Wastewater Management Improvement Investment Programme (GCWWMIIP) Director S.A.Rasheed said.
He said this while addressing the Media today at GCWWMIIP office in Wellawatte.
‘Though there are many projects to increase that water demand in Colombo, there is no significant project launched to rehabilitate the network resulting in an extremely high level of NRW’ the GCWWMIIP Director said.
‘The NWSDB launched the GCWWMIIP with the financial assistance of Asian Development Bank (ADB) to establish a long term mechanism to reduce the NRW and to enhance the efficiency and the capacity of the water supply system in Colombo’ the Director said.
He said that the project costs Rs 40 billion. The ADB has provided 202 million US dollars and the government has provided 73 million US dollars to support this project.
"According to the statistics, around 600,000 people live in Colombo and more than 400,000 people visit Colombo daily for various purposes’ he said.
He said that the daily pipe borne water consumption in Colombo per day is 160,000 cubic metres. The water supply system of the city is more than 100 years old and is not enough to provide pipe borne water to the rising population.
‘People living in low pressure areas recieve water only for 6-10 hours per day’, he said.
Director Rasheed added that around 300,000 cubic metres of water is supplied to Colombo daily. But 33 percent of it is lost owing to leakages in the distribution pipe system, and the government incurs a considerable loss due to this wastage.
He further added that short term inconveniences may be caused to the commuters due to the project activities implements on the roads by traffic congestion near the project sites, dust and noise.
We urge the public to support this project without considering these inconveniences, the GCWWMIIP Director said.

ශ්රී ලංකාවට ආයෝජන ගලා ඒම ඉහළ නැංවීම සඳහා ප්රතිසංස්කරණ ක්රියාත්මක කිරීම
- ශ්රී ලංකාව හා සම තත්ත්වයේ පැවති අනෙකුත් රටවල් විසින් සිය රටවල ආයෝජනයන් ඉහළ මට්ටමකට ගෙන ඒම පිණිස ආයෝජන පරිසරයට අදාළව සිදු කරන ලද විවිධ ප්රතිසංස්කරණ සැලකිල්ලට ගෙන, මෙරටට ආයෝජන ගලා ඒම ඉහළ නැංවීම සඳහා වන ප්රතිසංස්කරණ ක්රියාත්මක කළ යුතුව ඇත. එමඟින් ආයෝජනයන් සම්බන්ධයෙන් ශ්රී ලංකාවේ තරගකාරීත්වය ඉහළ මට්ටමකට ගෙන ඒමට හැකි වනු ඇත. ඒ සඳහා විවිධ රේඛීය අමාත්යාංශ සහ ආයතන අතර සම්බන්ධීකරණය හා සහයෝගිතාව පිළිබඳව පවතින ගැටලු නිරාකරණය කිරීම පිණිසත්, විස්තරාත්මක ක්රියාකාරී සැලසුම් සහිතව අදාළ කාර්යයන් සඳහා වගකීම සහ නායකත්වය පැවරෙන අන්දමට යෝග්ය ක්රමවේදයක් ස්ථාපිත කිරීමට හැකි වන පරිදිත් යෝග්ය ප්රතිසංස්කරණ හඳුන්වා දීමේ අවශ්යතාව හඳුනාගෙන ඇත. ඒ අනුව, මෙම කාර්යය සඳහාම කැප වූ කණ්ඩායමක් සහිත ලේකම් කාර්යාලයක් සංවර්ධන උපායමාර්ග හා ජාත්යන්තර වෙළඳ අමාත්යාංශය තුළ ස්ථාපිත කිරීමටත්, අදාළ ආයතන අතර සම්බන්ධීකරණ ඇති කිරීම පිණිස තාක්ෂණික කාර්යසාධක බලකායන් 10ක් ස්ථාපිත කිරීමටත්, යෝජිත නීතිමය ප්රතිසංස්කරණ සඳහා අවශ්ය නීති කෙටුම්පත් සකස් කරන ලෙස නීති කෙටුම්පත් සම්පාදකට උපදෙස් දීමටත් සංවර්ධන උපායමාර්ග හා ජාත්යන්තර වෙළඳ අමාත්යතුමා ඉදිරිපත් කළ යෝජනා අමාත්ය මණ්ඩලය විසින් අනුමත කරන ලදී.

India, Japan JV to set up LNG import terminal in Sri Lanka
An agreement has been reached between the governments of India, Sri Lanka and Japan to set up the LNG terminal as a 50:50 joint venture by Petronet and a Japanese company.
India and Japan will join hands to set up a $ 250 million LNG import terminal in Sri Lanka, the first collaboration between the two to counter China’s growing influence in the Island nation.
Petronet LNG Ltd, India’s biggest gas importer, last year proposed to set up an up to 2 million tonne (MT) liquefied natural gas (LNG) import facility on the coast of Sri Lanka to meet its energy needs.
Sri Lanka, however, wanted Japan also to have a role in it.
“An agreement has been reached between the governments of India, Sri Lanka and Japan to set up the LNG terminal as a 50:50 joint venture by Petronet and a Japanese company,” Petronet Managing Director and CEO Prabhat Singh said here.
Japan is yet to identify the company which will form an equal joint venture with Petronet for setting up the terminal.
Without giving details, Singh said the import facility will be set up at Kerawalapitiya on western coast.
Sri Lanka has plans to build a 300 MW gas-fired power plant in Kerawalapitiya adjoining an existing power plant. The existing plant which uses oil to generate power, would also be converted to LNG once the terminal is set up and gas imports start.
LNG has become significantly cheaper in the last year and many countries have begun switching their power plants to LNG.
Singh said the LNG terminal, which will import super- cooled natural gas in ships, will take two-and-half to three years to build.
The terminal in Sri Lanka is part of Petronet’s vision to own 30 MT per annum of LNG import and re-gasification capacity by 2020, he said.
Petronet already operates a 15 MTPA import facility at Dahej in Gujarat and has another 5 MT terminal at Kochi in Kerala.
It has signed preliminary agreement to build a 7.5 MT LNG terminal in Bangladesh and is also looking at setting up smaller facility in Mauritius.
Singh said Dahej is also being expanded to 17.5 MT over the next two years.
The India-Japan collaboration comes after a string of Chinese successes in Sri Lanka. China has managed to revive its flagship $ 1.4 billion Colombo Port City project and is also engaged in expansion of major infrastructure projects it built in the past.
These projects include expansion of the Hambantota port and the Mattala airport.
