Sri Lanka to build over 1,000MW of solar, wind power plants in north

ECONOMYNEXT – Sri Lanka plans to build a hybrid energy park of 240 MM of wind power and 800 MW of solar power plants at Pooneryn in the island’s north as it seeks to increase its share of renewable energy.
The proposal made by the Minister of Power and Renewable Energy to implement the project in three stages was approved by the Cabinet of Ministers this wweek, the government announced.
“The appropriate investor to develop this energy park will be selected through a competitive ' bidding process where the successful bidder will be selected through technical and financial evaluations,” the statement said.
Studies conducted by Sri Lanka Sustainable Energy Authority have identified Pooneryn in the Northern Province as a good area to develop a hybrid system.
Measures are also being taken to declare the Pooneryn area as a renewable energy development area according to the provisions of the Sri Lanka Sustainable Energy Authority Act.
The project will be developed in three phases with l20MW of solar power and 150MW of wind power plants developed by 2022, another 100MW of wind power and 100MW of solar power developed by 2025, and the balance expected to be developed by 2030.
“By implementing the entire project, 1800 Gwh of electricity can be generated,” the statement said. “It can also reduce 1,050,000 MT of carbon dioxide emission in power generation.”
The energy park management will be done by Sri Lanka Sustainable Energy Authority and the Ceylon Electricity Board will do the maintenance of transmission lines, system control, and control room operations.

Sri Lanka PM invites business community to build an export economy

May 24, Colombo: Sri Lanka's Prime Minister Ranil Wickremesinghe today invited the country's business community and the entrepreneurs to support the government to build an export economy.
Prime Minister Wickremesinghe said the government has planned to make Sri Lanka's economy a totally export and tourism based economy and regaining the GSP Plus tariff concession is a positive boost for such an economy.
Speaking at the opening ceremony of FlexiPrint, a new industrial complex in Kadawatha this morning, the Premier said the biggest market in the world is now available to Sri Lanka through the GSP+ concession.
"As the government, we are committed to provide all necessary facilities to the business community in order to build an export economy. We expect that through the expansion of businesses within the country, there will be more job opportunities available to the citizens of Sri Lanka," he said.
"It is our hope to place special emphasis on allocating the required funds and resources on training a new workforce," he said.
At the occasion, the Premier also met with the FlexiPrint CEO Sathis Abeywickrama and his executive team and engaged in a long discussion regarding the problems faced by businesses in the country.
The Prime Minister also exchanged views pertaining to reaping the benefits of GSP+, restored under the government, as well as the new laws regarding waste disposal and recycling set to be presented by the government.
"I had the opportunity to engage in a productive discussion with Sri Lanka's leading businessmen regarding the new plans surrounding the aftermath of the GSP+ concession, as well as the new anti-dumping laws," the Premier said.
"The business groups present at this opening displayed strong interest regarding the proposed regulations pertaining to waste disposal and recycling. It is my belief that the implementation of these rules will prove to be an immense assistance to the business community, the public, and towards achieving sustainable development," the Prime Minister noted.

Colombo Port City and Megapolis discuss LRT plans
A group of senior officials from the Colombo Port City Development project met the transport master plan team of the Western Region Megapolis Project to discuss the ongoing study on light rail transit (LRT) lines and its connectivity to the Port City.
LRT feasibility study group team leader Dr. Dimantha de Silva, accompanied by their Japanese consultants, met Port City Project Director Nihal Fernando together with the senior engineers and consultants at the CHEC Port City Colombo head office.
Both parties exchanged views and ideas on the ways to establish access to the Port City and the rest of the city via the planned LRT line. The internal infrastructure within the Colombo Port City will be designed to accommodate the LRT, with specially-designed transport nodes.
Further discussion on the ongoing plans in this regard is scheduled to take place in the near future.

Inmates to see prison upgrade from next month

The Government will open the newly-constructed state-of-the-art prison in Angunakolapelessa next month and will also relocate the highly congested Welikada prison to Horana, providing more room for inmates.

The Colombo Water Supply Improvement Project

Water couldn’t be supplied to residents in Colombo by the year 2025 under the existing conditions, Project Director of the Greater Colombo Water and Wastewater Management Improvement Investment Programme S. Abdul Rasheed said.
“Research conducted under the programme found that nearly 50 percent of the water supplied to Colombo did not generate any revenue to the Water Board (National Water Supply and Drainage Board-NWSDB), with a vast majority of it being wasted during distribution.
Rasheed said the project was a race against time to establish a system, which would fully utilise the water supplied to the city and also pave ways to increase the amount of water pumped into the city to meet the rising demand.
At the moment Colombo has 140,000 service connections, which supply water to a resident population of 600,000 to a million.
The Water Board pumps in 200,000- 300,000 cubic metres of water to the city each a day, which would be insufficient to meet the demand of 476,000 cubic metres forecasted for 2040.
Rasheed explained that the Water Board was incapable of meeting the demand, despite measures taken to fully utilise water pumped into the city, as it simply did not have the capacity to do so.
“We can increase the percentage of water that is utilised but to meet the demand that we have predicted in the years to come we will have to increase the amount of water that is pumped into the city,” he said.
An old distribution system, irregular pipelines at old condominium buildings, stand posts in tenement gardens (slum areas) and illegal connections were identified as the main reason for the under utilisation of water supplied to the city.
“Being one of the first Asian cities to establish a pipe borne water supply in the 1800’s, the pipelines laid across the city were more than a hundred years old, corroded and patched up over the years to point of no return,” Rasheed explained.
Replacing these old pipes has been hindered by other issues such as the lack of data and inaccuracy of data that is available.
“We do have some data and we are gathering data from other utility providers but most of the data we have is inaccurate. When there is a leak which needs to be fixed, we often find that the issue is not in the space identified in the maps that we have but at an entirely different location,” he said.
Additionally, the provision of water supply in a haphazard manner over the years has also contributed to the crisscrossing pipelines across the city.
“As we are gathering our data we will also divide the city into 69 areas, which will be managed individually and ensure that water supply and assistance will be provided immediately to residents,” he explained.
Traffic, the use of labourers instead of machines to complete delicate work and the working only during the night severely restricted the completion of the project.
“This is Colombo, sometimes we plan to lay a few kilometres of pipes a day which at times cannot be done due to various reasons,” he explained.
The Colombo Water Supply Improvement Project would completely revamp the water supply system in the city, but the project seemed to move at a slow pace due to the lack of data and the logistical issues faced during construction.

Elevated highway project, hits road bump
The much awaited elevated highway from the Kelani Bridge to Rajagiriya, hit a road bump yesterday, when the original applicants who qualified through the Expression of Interest process early this year, were told that they will have to submit a new Expression of Interest.
Advisor to the Prime Minister, R. Paskaralingam told the original applicants, at a meeting at the Randoli auditorium of the Ministry of Finance, last morning, that the government wants to ‘simplify’ the requirements for this project as the earlier stringent requirements may have prevented other applicants from taking an interest in this prestigious project.
When the original EOI closed on December 8, last year, 23 companies including three applications from the China State Construction Harbour Construction Company, two from the Metallurgical Corporation of China, one joint venture application from Sri Lanka’s MTD Walker and Italy’s Vinci Highways and India’s Larsen and Toubro were among the applicants. At a meeting at the RDA head office in Battaramulla in February this year, Dr. Rajan Sara, an advisor to the Ministry of Finance, who heads the advisory committee for this project, was to comment that all 23 applicants had qualified and thanked them for their participation.
At this meeting, sources claimed the RDA said that the Request for Proposal (RFP) stage will be opened in the first week of April and the complete
feasibility study on which the financial bids would be based on, will be also be released during that week.
It was clearly indicated that there would be no gap, bridge, or any other financing from the government and that the applicants would have to obtain all the financing needed for the project to be carried out on a build-own-transfer (BOT) basis.
According to an investor who was present at yesterday’s meeting, Dr. Rajan Sara had indicated that the situation is now different and there may be a gap financing available.
RDA Project Director M.T.L. Ferenando told the Sunday Observer, that the new timeline for the EOI would be the first week of July with the bidding expected to close mid-August and construction work to begin in early next year.
Dr. Rajan Sara, when contacted by the Sunday Obsever, refrained from commenting, saying that the line ministry should be the authority to make a statement on the matter, and not him.

At this meeting, sources claimed the RDA said that the Request for Proposal (RFP) stage will be opened in the first week of April and the complete
feasibility study on which the financial bids would be based on, will be also be released during that week.
It was clearly indicated that there would be no gap, bridge, or any other financing from the government and that the applicants would have to obtain all the financing needed for the project to be carried out on a build-own-transfer (BOT) basis.
According to an investor who was present at yesterday’s meeting, Dr. Rajan Sara had indicated that the situation is now different and there may be a gap financing available.
RDA Project Director M.T.L. Ferenando told the Sunday Observer, that the new timeline for the EOI would be the first week of July with the bidding expected to close mid-August and construction work to begin in early next year.
Dr. Rajan Sara, when contacted by the Sunday Obsever, refrained from commenting, saying that the line ministry should be the authority to make a statement on the matter, and not him.

India’s giant ITC Group is to build a mid-market hotel chain with MMB Leisure with first of its kind city hotel planned in Trinco and several other popular provincial cities earmarked.
A Memorandum of Understanding to this effect was signed yesterday in Colombo between ITC Group subsidiary Welcome Hotels Lanka Ltd., and MMBL Leisure, the subsidiary of MMBL-Pathfinder Group in the presence of Indian High Commissioner Taranjit Singh Sandhu and MMBL Pathfinder Group founder Milinda Moragoda.
WelcomeHotels Lanka is the project company for the ITC Sheraton coming up in Galle Face with an investment of over $ 300 million.
