    කොළඹ කොටුව සහ පිටකොටුව ඇතුළත පදික මංතීරු සංවර්ධනය (ඉදි කිරීම් අදියර III)

    - කොළඹ කොටුව සහ පිටකොටුව ප්‍රදේශවල පවතින අධික වාහන තදබදය සැලකිල්ලට ගෙන, පදිකයින්ට ආරක්ෂිතව ගමන් කිරීමට හැකි වන පරිදි ආකර්ශණීය ස්ථාන යා කරමින් මංතීරු ජාලයක් ඉදි කිරීමට සැලසුම් කර ඇත. මෙම ව්‍යාපෘතියේ 1 අදියර ලෙස ඩී.ආර්.විජේවර්ධන මාවතේ සිට ඕල්කට් මාවත දක්වා කොටස දැනටමත් වැඩ නිම කර ඇති අතර, අදියර 2 යටතේ ඔල්කට් මාවත සහ සමුද්‍ර මාවත අතර කොටස දැනට වැඩ නිම වෙමින් පවතී. ව්‍යාපෘතියේ අදියර 3 වශයෙන් සාන්ත සෙබස්තියන් ඇළ ටෙක්නිකල් හංදියේ සිට උපරිමාධිකරණ සංකීර්ණය දක්වා වන පදික මාරුව සංවර්ධනය කිරීමට යෝජිත අතර එය මීට‍ර් 6ක (අඩි 20ක) පළලකින් යුතු වන අතර, දිග මීටර් 1,485කි. එම අදියර III යටතේ යෝජිත ඉදි කිරීම් මහානගර හා බස්නාහිර සංවර්ධන අමාත්‍යාංශයට වෙන් කර ඇති ප්‍රතිපාදන යොදා ගනිමින් ශ්‍රී ලංකා නාවික හමුදාව මඟින් සිදු කර ගැනීම සඳහා මහානගර හා බස්නාහිර සංවර්ධන අමාත්‍ය පාඨලී චම්පික රණවක මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.


    නව කර්මාන්ත පිහිටුවීම සඳහා ප්‍රාදේශීයව පිහිටි කර්මාන්තපුරවලින් ඉඩම් කොටස් වෙන් කර දීම


    - බුත්තල, නාලන්ද (මාතලේ), නාලන්ද එල්ලාවල, ගලිගමුව, කළුතර, මිල්ලව, මිනුවන්ගොඩ, මතුගම, දඹදෙනිය, නූරාන, මාකදුර (බටහිර), දංකොටුව, උඩුකාව, ත්‍රිකුණාමලය යන කර්මාන්තපුරවල පිහිටි ඉඩම් කොටස් 23ක් රුපියල් බිලියන 1,617ක පමණ ආයෝජනය කිරීමට අපේක්ෂිත තෝරාගත් ආයෝජකයින් සඳහා ප්‍රධාන තක්සේරුකරු විසින් තීරණය කරනු ලබන බදු කුලිය අය කිරීමේ පදනම මත වසර 35ක කාලයකට බදු පදනම මත ලබා දීම සඳහා කර්මාන්ත හා වාණිජ කටයුතු අමාත්‍ය රිෂාඩ් බදියුදීන් මැතිතුමා ඉදිරිපත් කළ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.

    පාකිස්තානු රජය වෙතින් ඇ.ඩො. මිලියන 200ක ණය පහසුකමක් ලබාගැනීම


    - ශ්‍රී ලංකා රජයේ ප්‍රමුඛ සංවර්ධන ව්‍යාපෘති මූල්‍යයනය කිරීම සඳහා ඇමරිකන් ඩොලර් මිලියන 200ක ණය පහසුකමක් ලබා දීමට පාකිස්තානු රජය එකඟ වී ඇත. නිවාස ඉදි කිරීම, පශු සම්පත් නඟා සිටුවීමට අවශ්‍ය සතුන් ආනයනය, කෘෂිකර්මාන්තය හා කිරි නිෂ්පාදනය සඳහා අවශ්‍ය යන්ත්‍රසූත්‍ර ආනයනය, කාර්මික තාක්ෂණ ආයතනය (ITI) සංවර්ධනය කිරීම වැනි කාර්යයන් සඳහා මෙම ණය පහසුකම උපයෝගි කරගනු ඇත. ඒ අනුව, පාකිස්තානු රජය සමඟ ඊට අදාළ ණය ගිවිසුමට එළඹීම පිණිස හිටපු මුදල් අමාත්‍ය රවි කරුණානායක මැතිතුමා ඉදිරිපත් කර තිබූ යෝජනාව අමාත්‍ය මණ්ඩලය විසින් අනුමත කරන ලදී.

    Colombo Port City to attract US$ 15 bn when complete

    The Colombo Port City when completed would see an investment of US$15 billion, said Liang Thow, Chief Sales Officer, CHEC Project.

    Speaking at the Business Conclave 2017 organised by Ceylon Chamber of Commerce he said that there would also be a population of over 250,000 living in it. “I can say that 40% of the work is now complete.”

    He said that the Port City would also have several specialsed ares including a marine university area, recreation area, residential area and also the financial district, Colombo International Financial City (CIFC) is a special financial zone that is expected to become an offshore financial centre.

    Thow also said that the Port City when completed would be similar to small city in the world like Canary Wharf area in London. He said that this project is also in the main route of the proposed Silk route of China and it would be of tremendous importance.

    He said the project has already attracted numerous investors from all over the world.

    In 2016 the Port City project was again added in the Megapolis plan and the government which planned an International Finance Center in Colombo with its own laws decided to sign a new tripartite agreement which resulted in the project becoming the Colombo International Finance City.

    Megapolis and Western Development Minister Champika Ranawaka, together with the Urban Development Authority (UDA) and the CHEC Port City Colombo signed the new agreement in August 12, 2016 and the city is expected to be governed under a new act named Colombo International Financial Centre Law.

    Krrish Square’s ‘Transworks House’ to be ready by August

    The piling of the US$ 650 million Indian developed Krrish Square has now been completed. The first phase of the project which would be the opening of the resurrected Transworks House Colombo would be unveiled end of August.

    The first stage would see the entry of some of the worlds famed global retail marketing companies opening up its branches in the large retail mall at the Krrish Transworks House. In addition the venue will also have several other entertainment facilities.

    An official from the Board of Investment said that the opening up of Krrish Transworks House would result in some of the global luxury retailers showing up in Sri Lanka for the first time and this would be a major tourist attraction for shopping as well.

    He said that the government has allowed tax free imports of some luxury items and this was the reason that the world’s top luxury brands want to open up in Sri Lanka.The second stage of the project includes the building of two towers for which the piling has already been completed by Walkers Piling. The building contract has been awarded to Zhongtian Construction of China one of the biggest developers in China. One of the towers would consist of 73 floors and the second 60 floors.

    The Krrish Transworks Colombo (Pvt) Ltd has already contracted with one of the world’s leading hotel chain, Ritz Carlton to have a hotel in one of the towers which will consist of 200 rooms, several swimming pools, conference halls and additional shopping and entertainment centres. The second tower would consist of 400 apartments.

    The Indian developer is also planning to build a third tower. This would consist of 80 floors making it the tallest building in Sri Lanka and one of the tallest towers in the region. When all three projects were completed it would be the single biggest Indian investment in Sri Lanka.

    Expressway, tunnels, LRT to connect reclaimed China Port City in Sri Lanka

    ECONOMYNEXT - An elevated expressway, tunnels and light rail transit link will connect the China's 15 billion US dollar reclaimed Colombo Port City to the rest of Sri Lanka's capital, an official said.

    An elevated road is expected to be built to connect the Port City to an expressway leading to the airport.

    CHEC Port City (Pvt) Ltd, the project company is in discussions with Sri Lanka to build a tunnels connecting two entrances to the city which also lead south along the Marine Drive up to four kilometres, head of Sales and Marketing Liang Thow Ming said.

    A light rail transit (LRT) system being developed for Colombo will also have an extension ending within the Port City, Liang told an international investment forum organized by the Ceylon Chamber of Commerce in Colombo.

    By May 2017, about 40 percent of the reclamation work has been completed, Liang said.

    The Port City is expected to have daytime population of 250,000 when it is completed in 25 to 30 years.

    Its resident population could be about 75,000 with 21,000 residential apartment planned.

    The reclaimed city which is about 1.7 kilometres by 1.7 kilometres will have cycling paths and covered walkways. (Colombo/June02/2017)

    India's Petronet LNG proposes pipe-borne gas to Sri Lankan households

    ECONOMYNEXT - Petronet LNG, India's largest importer of liquefied natural gas, is to invest in an LNG import terminal in Sri Lanka that will enable supply of pipe-borne gas to households.

    Petronet’s plans were discussed at a meeting between Minister of Industry and Commerce Rishad Bathiudeen and a Confederation of Indian Industry (CII) delegation including Deputy Manager of Petronet LNG Ltd Manik Jhamb.

    “Our proposal for Sri Lanka envisages an operation where we will supply clean LNG,” Jhamb was quoted as saying in a statement.

    “We will revolutionise the supply system here in that we will introduce pipe-borne LNG supply to households, thereby removing the need for use of cylinder based method. It’s a large scale project.”

    Petronet’s promoters are gas transmission firm GAIL India, explorer Oil and Natural Gas Corp, and refiners Indian Oil Corp and Bharat Petroleum Corp Ltd - each with a 12.5 percent stake, while GDF Suez, Europe's largest LNG importer, is the strategic partner with a 10 percent stake.

    Petronet Managing Director Prabhat has said the firm has proposed setting up a million-tonne terminal in Sri Lanka.

    Petronet has proposed to set up a million-tonne floating LNG import terminal at Kerawalapitiya, near Colombo, from which gas can be supplied to nearby power plants.

    Japan intervenes in Central Expressway tender impasse

    Japan has stepped in to ‘firmly’ recommend Fujita Corporation’s eligibility in the construction of section 3 of the Central Expressway in the wake of uncertainty since November last year in awarding the tender.

    Shigeru Kiyama, Special Advisor to the Japanese Cabinet, has informed Sri Lankan high authorities including Highways Minister Lakshman Kiriella that ‘Fujita’ is a prominent civil works contractor, technically and financially capable of constructing the expressway.

    Considering a letter submitted by Secretary to the Prime Minister Saman Ekanayake on the Japanese government’s recommendation, the Cabinet Committee on Economic Management (CCEM) has directed the Highways Ministry and Cabinet Appointed Negotiation Committee (CANC) to re-consider the Fujita Corporation bid.

    It has also directed the CANC to revisit evaluation criteria to find out as to whether there had been a disadvantage to Fujita, which had offered a lower bid to build the road but was rejected by a tender evaluation committee on the basis that it was unqualified to implement such a massive project.

    Only the bid offered by Taisei Corporation was being negotiated without considering Fujita’s offer until the Japanese Government intervened.

    Taisei is said to be backed by China Harbour and Engineering Company (CHEC), the Business Times reliably learns.

    With its complex terrain and land acquisition requirements, the 32.5 km Central Expressway Project Section 3 from Pothuhera to Galagedara is believed to be one of the most expensive road developments undertaken in recent times.

    Although Fujita was the lowest bidder for this project with a price difference of almost Rs. 12 billion, CANC invited Taisei for negotiations. Taisei’s bid price was Rs. 159 billion while Fujita quoted lower at Rs. 147 billion.

    Funding for the project is from the Japanese Government based on a yen loan equivalent of US$ 1 billion from Sumitomo Mitsui Banking Corporation for the tender exclusively for Japanese/Sri Lankan companies (prime/sub-contractors). The tender closing date had been November 23, 2016. (BS)

    New development plan for Trinco

    Singapore’s Surbana Jurong (SJ) has started working on the urban development plan of Trincomalee on a request made by the government. A four-member team of Surbana visited Trincomalee last week to prepare an initial planning report.

    The four-member team studied the geographical locations and religious, cultural and economically important places. They also inspected the water supply systems in the city including the present water supply system connected through the Kantale Wewa.

    They also visited some of the tourism projects along the Eastern coastal line and travelled to Pulmoddai to inspect the ecological sites.

    “The team will be back in Sri Lanka with their initial report next month for another round of findings,” Chairman of Western Region Megapolis Plan Project (WRMPP), Ajita de Costa said.

    de Costa, who is also the Coordinating Officer of the Trincomalee Development project, said the final project plan will be submitted by January next year. Sri Lanka earlier hired Surbana to help design a plan to turn Colombo’s metropolitan region into a modern ‘megapolis’.

    Meanwhile, the government has also asked the Manila-based Asian Development Bank (ADB) to formulate a project to improve the basic facilities of Trincomalee city.

    In this connection, a team of Bank officials had talks with the officials of the Ministry of Megapolis in May and they confirmed they would continue discussions on this project aimed at improving basic facilities in the Trincomalee city and the Port area.

    The ADB has lent around USD 2-2.5 billion for urbanization related development activities in Sri Lanka within the past three years and plans to increase it to USD 4 billion by 2020.

    Headquartered in Singapore and wholly owned by Temasek Holdings, SJ was formed in June 2015 through the merger of renowned urban planning and affordable housing design experts, Surbana International Consultants and Jurong International, Singapore’s premiere industrial and infrastructure engineering design stalwart.

    Surbana Jurong Private Limited (SJ) has a rich 50-year heritage in the development of Singapore’s urban, industrial and infrastructure landscape.

    SJ traces its roots to the Housing Development Board (HDB) and the Jurong Town Corporation (JTC), agencies synonymous with Singapore’s early township and industrialisation efforts.

    Chinese to build Ratnapura Expressway

    The Cabinet Committee on Economic Management (CCEM) has decided to permit China Shandong International Economic and Technical Cooperation Group Ltd. to carry out a feasibility study for the Ratnapura expressway project.

    This project is to be a Public-Private Partnership (PPP) and the Chinese company proposes to undertake the project on a Build, Operate and Transfer (BOT) basis. At a recent meeting of the CCEM, it was noted that the Road Development Authority had conducted a feasibility study but, not on BOT terms. The Cabinet of Ministers have also granted approval for this project. The feasibility study will also examine how to link this proposed highway to the Horana Industrial Zone.

    A Hong Kong based company, Shang Properties (Pvt) Ltd, part of the Shangri-La Properties Ltd., has also made a proposal to the Govt for the setting up of a Mixed Development Project (MDP). It has been approved by the CCEM for an eight-year project implementation period. The Board of Investment has been called upon to amend their Letter of Approval to include this provision.
    This is for an MDP on a six-acre plot in Colombo 2 (Kompannaveediya area) which is owned by the Urban Development Authority.

    World-class Hilton goes to Weerawila

    5 June 2017

    The Hilton hospitality group has signed up with local investor K.D.U. to establish a property in Weerawila in southern Sri Lanka under the DoubleTree brand called the "DoubleTree by Hilton Weerawila Rajawarana Resort".
    The K.D.U. Group that has built its name in the black tea manufacturing sector is currently looking at grabbing a share of the potential in the tourism industry that has been growing over the past few years, KDU Group Chairman Saman Upasena said at the media briefing held on Monday to announce the partnership with Hilton.
    The US$27 million hotel would comprise 140 rooms with 80 scheduled for opening next year as part of the first phase of the project and the rest to be completed within two years.

    He noted that they hope to attract business, leisure and pilgrim traffic to this destination and was optimistic of Sri Lanka attracting four million visitors by 2020.     Korean Government approves USD200mn for Kandy tunnel

    June 06, 2017 (LBO) – The Ministry of Strategy and Finance of Korea has approved 200 million US dollars for the Kandy tunnel construction project, Korean Embassy in Sri Lanka announced.

    The project comprises of four tunnels with a total length of 5.5km from Suduhumpola to Tennekumbura via Bogambara and Ampitiya which will be the longest tunnel in Sri Lanka.

    Korea Exim bank will finance this project with a very concessional EDCF loan of 0.15 percent interest rate and 40 year repayment period including 10 year grace period.

    The project executing agency will be the Ministry of Highways and Higher Education of Sri Lanka, while the project implementing unit will be the Road Development Authority.

    The main objective of the project is to ease the traffic congestion at centre of Kandy by constructing by-pass tunnels for many vehicles wanting to go to the West or the East of Kandy without entering Kandy lake road.

    After established, the tunnel is expected to reduce the passing time from Suduhumpola to Tennekumbura from 2 hours to less than 30 minutes at rush hours.

    Therefore, the Kandy tunnel will save colossal waste of money due to extra fuel combustion and increased air pollution near the Sri Dalada Maligawa (Temple of the Sacred Tooth Relic).

    In addition, the tunnel may boost the economy of Kandy by providing a short connection between the Kandy industrial zone and the road (A1) to Colombo where container terminals for export are located.

    Korean government’s decision to finance 200 million dollars for this project comes at a significant time as this year marks the 40th anniversary of diplomatic relations between Sri Lanka and the Republic of Korea.

    ඇඳන් 200 කින්, රුධිර කාන්දුකරණ යන්ත්‍ර 100 කින් හා නවීන තාක්ෂණයෙන් යුත් ශල්‍යාගාර සංකීර්ණයක් සහිත වකුගඩු බද්ධ කිරීමේ සැත්කම් පහසුකම්වලින් සමන්විත ජාතික මට්ටමේ රෝහලක් ලෙස මෙම රෝහල ඉදිකෙරෙන අතර වැය කෙරෙන මුදල රුපියල් බිලියන 12 කි.‍

    මූලය හඳුනා නොගත් වකුගඩු රෝගයෙන් දිවයින පුරා දිස්ත්‍රික්ක රැසක ජනතාව පීඩාවට පත්ව ඇති අතර එම සියලූදෙනා වෙනුවෙන් වූ දීර්ඝකාලීන අවශ්‍යතාවය සපුරාලමින් ඉදිකෙරෙන මෙම වකුගඩු රෝහල සඳහා ලබන ජූලි මසදී ජනාධිපතිතුමා අතින් මුල්ගල් තැබීමට නියමිතය.

    June 06, 2017 (LBO) – Sri Lanka’s Finance Ministry has signed an agreement with the Indian government to receive a US 318 million dollar line of credit (LOC) for the development of the railway sector in the island.

    The agreement comes following Indian Prime Minister Narendra Modi’s first visit to Sri Lanka in March 2015 where the LOC was first discussed.

    Government of India has already provided four Lines of Credit for the development of railway sector in Sri Lanka through its EXIM bank amounting to approximately USD 966 million.

    These credit facilities have been utilized to improve the Southern and Northern railway lines and for the procurement of rolling stocks for Sri Lanka Railways.

    The agreement was signed at the Ministry of Finance and Mass Media by Secretary Dr. R H S. Samaratunga, and David Rasquinha, managing director of the Export- Import Bank of India.

    Also present was Nihal Somaweera, secretary, Ministry of Transport and Civil Aviation, Arindam Bagchi, deputy high commissioner of India, Priyantha Rathnayake, director general, Department of External Resources.

    The Ministry of Transport and Civil Aviation has identified improving passenger transportation facilities as an urgent requirement to attract more passengers towards railway transportation which is cost effective.

    Further, reducing congestion in railways by improving rail tracks and signaling systems is also a key requirement to promote passenger and freight transportation.
