කථානායක කරු ජයසූරිය මහතා ඉන්දීය රජයෙන් කළ ඉල්ලීමක ප්රතිඵලයක් ලෙස මම නිවාස ව්යපෘතිය සඳහා ඉන්දීය රජය රුපියල් මිලියන 300ක මුදලක් පිරිනැමීමට නියමිතය.

කොළඹ නගරය පසුගිය දශක කිහිපයක සිට සීඝ්රයෙන් පුළුල් වන්නට පටන්ගෙන ඇත. එහි ප්රතිඵල ලෙස බත්තරමුල්ල, කඩුවෙල, තලවතුගොඩ, මාලබේ වැනි ප්රදේශ දක්වා සීඝ්ර ලෙස නාගරීකරණය වීම හේතුවෙන් අතීතයේ වගුරුබිම් හා කුඹුරු යායවල් පැවැති ප්රදේශවල පවා ඉඩම් ගොඩකිරීම සිදුවෙමින් පවතී. එම තත්ත්වය තුළ ඉතා සුළු වර්ෂා තත්ත්වයකදී වුවද එම ප්රදේශ ජලයෙන් යට වේ. කාලයක පටන්ම පැවතුණු මේ තත්ත්වය දිනෙන් දින තීව්ර වන බව පසුගිය වර්ෂා කාලවලදී පැහැදිලිව අපට දැකගත හැකි විය.
මෙලෙස රටේ සියලු ක්ෂේත්රයන්ගේ මෙහෙයුම් මධ්යස්ථානය වන කොළඹ සුළු වර්ෂාපනත තත්ත්වයකදී වුවද ජලයෙන් යටවීම නිසා නගර වැසියන්ගේ ජන ජීවිතය මෙන්ම සතර දිගින් කොළඹට පැමිණෙන ජනතාවද මහත් ලෙස පීඩාවට පත්වෙති.
රටට අලුත් අත්දැකීමක් වූ මහා නගර සහ බස්නාහිර සංවර්ධන අමාත්යාංශය මගින් කොළඹ නගරයේ ගංවතුර පාලනය කිරීම සඳහා විශේෂ වැඩපිළිවෙළක් මේ වන විට සකසාගෙන යමින් පවතී.
ඒ අනුව කොළඹ ගංවතුරින් යටවන ප්රදේශවලට අයත් කිලෝමීටර 44ක් තරම් දිග ඇළ මාර්ග සියල්ල පිරිසුදු කොට ක්රමවත් කිරීම, වැසි ජලය මහ මුහුදට බැස යාමට අලුතින් උමං මාර්ග තුනක් ඉදිකිරීම, කොළඹ තොටළඟ නාගලගම්වීදිය ප්රදේශයේ අලුතින්ම ජල පොම්පාගාරයක් ඉදිකිරීම කෙරෙහි මහා නගර සහ බස්නාහිර සංවර්ධන අමාත්යාංශයේ අවධානය යොමුව තිබේ. ඒ සඳහා යන වියදම රුපියල් කෝටි 500කට අධිකය.
ඔලියමුල්ල, තුම්මුල්ල සහ මෝදර යන ප්රදේශයන්හි මෙම උමං මාර්ග ඉදිකිරීමට නියමිත අතර මෙම සංවර්ධන වැඩ කටයුතු අවසන් වූ වහාම කොළඹ නගරයට සුළු වැස්සකදී වුවද ඇතිවන ගංවතුර තත්ත්වය පාලනය කරගත හැකිය.
ලෝකයේ බොහෝ රටවල නගර මැද උද්යාන ඉදිකරනු ලබන්නේ ජලය පොළොවට උරාගැනීමේ අවකාශය වැඩි කිරීම සඳහා වන අතර වර්තමාන කොළඹ නගරය නවීකරණයන්ගේ ප්රතිඵලය ලෙස වැසි ජලය මහ පොළොවට උරාගැනීමට ඇති අවකාශය අඩුවෙමින් පැවැතීම ලොකු ගැටලුවකි. පොඩි වැස්සකදී වුවද කොළඹ නගරයේ මංමාවත් යටවීම ගැන ඇසූ සැණින්ම ජනතාව ඇඟිල්ල දිගු කරන්නේ පළාත් පාලන ආයතනවලට සහ රජයටය. ඒ ජලය බැස යන ලෙස කාණු පද්ධතිය ඉදිකර නොමැති බවට චෝදනා නගමිනි. නමුත් නගරයේ භූමි ප්රමාණයෙන් වැසි ජලය උරාගැනීමට ඇති අවකාශය සීමාකර කර ඇති ඉදිකිරීම් හේතුවෙන් කුමන ආකාරයට කාණු පද්ධතිය ඉදිකළද ක්ෂණිකව ජලය බැස යාමක් බලාපොරොත්තු විය නොහැකිය.
මේ වනවිටත් වැසි ජලය ගලාබැසීමට අවහිරවන ස්ථාන 41ක් හඳුනාගෙන ඇත. එමෙන්ම ජලය රඳාපැවතීමට වෙන්කොට තිබෙන පහත්බිම්වල අනවසර ඉදිකිරීම් ඉවත් කිරීම, අනවසර බිම් ගොඩකිරීම තහනම් කිරීම සහ ඇළ මාර්ග හා අවට ප්රදේශවල පස සෝදාපාළුව වැළැක්වීමට නුදුරේදීම පියවර ගනු ඇත.
කොළඹ නගරයේ ප්රධාන අවශ්යතා දෙස බැලීමේදී ඝන අපද්රව්ය කළමනාකරණය, මාර්ග සංවර්ධනය, වැසි ජලය කළමනාකරණය යන අංගයන් යටතේ මෙම වැඩපිළිවෙළ කෙරෙනු ඇත.
ගංවතුරකදී විපතට පත්වූවන්ට සහන සැලසීමට රජය විශාල මුදලක් වැය කරන අතර මෙම වැඩපිළිවෙළ ක්රියාවට නැංවීම මගින් එම මුදල් රටෙහි ඉදිරි සංවර්ධන කටයුතු සඳහා යොදාගැනීමට හැකියාව ලැබෙනු ඇත. කොළඹ නගරයේ ගංවතුර පාලනයට ඉදිකිරීමට නියමිත ව්යාපෘතිය සම්බන්ධව ශ්රී ලංකා ඉඩම් ගොඩකිරීම් හා සංවර්ධන කිරීමේ සංස්ථාවේ සභාපති අසේල ඉද්දවල මහතා අපට දැක්වූ අදහස් මෙසේය.
“කොළඹ නගරයේ ගංවතුර තත්ත්වය පාලනය කිරීම සඳහා රුපියල් කෝටි 500කට වඩා වැඩි මුදලක් වැයකරමින් වැඩපිළිවෙළ රැසක් ක්රියාත්මක කරන්න මෙම රජය පියවර අරගෙන තියෙනවා. ඒ වගේම මේ ගංවතුරට ප්රධාන වශයෙන් බලපාන පහත් බිම්වල සිදුකොට ඇති අනවසර ඉදිකිරීම් හා ඒවායේ පදිංචිකරුවන් ඉවත් කිරීමේ වැඩපිළිවෙළ යටතේ පවුල් 2327ක් ඉවත් කරන්න සැලසුම් සකසාගෙන යනවා. කැලණි ගඟෙන් මහ මුහුදට ජලය ගලාබැසීම පුළුල් කිරීම, අඹතලේ අවට වැඩි ජලය රැඳි ස්ථානවල බැමි උස් කිරීම, මුහුදට ජලය ගලාබැසීමට මෝදර මුතුවෙල්හි කොළඹ 07, ටොරින්ටන්වල හා ශාන්ත සෙබස්තියන් දකුණු ප්රදේශයේ නව උමං මාර්ග තැනීමට අප කටයුතු කිරීමට බලාපොරොත්තු වෙනවා. ඒ වගේම ලබන මාසය වෙනකොට මෙහි මුල්ගල තියලා අවුරුදු දෙකක කාලයක් තුළ මේ වැඩ කටයුතු අවසන් කරන්න බලාපොරොත්තු වෙනවා. මෙම උමං මාර්ග ඉදිකිරීමෙන් සුළු වැස්සකදී වුවද යටවන කොළඹ නගරයේ ගංවතුර තත්ත්වය පාලනය කරන්න පුළුවන් කියලා අපි විශ්වාස කරනවා.
පසුගිය සතියේ වත්තල ප්රදේශයේ දික්ඕවිට ගංවතුර පාලන දියදොර ඉදිකිරීමේ සමාරම්භක උත්සවයට එක් වූ මහා නගර හා බස්නාහිර සංවර්ධන අමාත්ය පාඨලී චම්පික රණවක මහතා ද එහිදී කොළඹ ගංවතුර පාලනය කිරීම සඳහා ඉදිකිරීමට නියමිත උමං මාර්ග තුන සම්බන්ධව අදහස් දක්වා තිබුණි.
“නාගරික සංවර්ධනය කියලා අපි හුරුපුරුදුවෙලා තිබෙන්නේ විශාල ගොඩනැගිලි ඉදිකරන්න. ඒ වගේම ඇහැට පෙනෙන මල් වතු, උයන් වතු, කෙත් වතු ඇති කරන්න. හැබැයි ඒ නගර තුළ කුණු ප්රශ්න තියනවනම් ඒ නගර තුළ ගංවතුර තත්ත්වයන් ඇතිවෙනවානම් එම නගරවල ජීවත්වෙන්න අපිට හැකියාවක් ලැබෙන්නේ නැහැ. ඒ වගේම තමයි 2016 වසරේ ගංවතුරෙන් පස්සේ අගෝස්තු මාසයේදී අපි මේ ගැන විධිමත් කැබිනට් පත්රිකාවක් ඉදිරිපත් කළා කැලණි ගඟේ අත්තනගලු ඔයේ, ඒ වගේම ගම්පහ දිස්ත්රික්කය තුළ ගංවතුර පාලනය කරන්න. එය කැබිනට් මණ්ඩලය පිළිගත්තත් ඒ සඳහා අපිට අරමුදල් සම්පාදනය වුණේ නැහැ. ඒ වගේම තමයි කොළඹ නගරයේ ගංවතුර පාලනය කරන්න උමං මාර්ග 3ක් අපි ඉදිකරන්න යනවා. අපිට විශ්වාසයි ඒ ක්රියාව කළාට පස්සේ කොටුව පිටකොටුව ප්රදේශය, ඩයස් පෙදෙස, ගේන්චස් පෙදෙස, අලුත් මාවත ගංවතුරෙන් නිදහස් ප්රදේශයක් බවට පත්වෙනවා. 2019 – 20 වගේ වෙනකොට මේ තත්ත්වය පාලනය කරන්න අපි කටයුතු කරනවා.” හෙතෙම කීය.

CCEM holds US$ 250m project for two 75-storey towers at Horton Place

The Cabinet Committee on Economic Management (CCEM) has hit the brakes on a proposed US$ 250m Horton Square mixed-development project in Horton Place, saying the buildings — two towers of 75 storeys each — were too high for the exclusive residential area. But the Urban Development Authority (UDA) maintains that it falls within limits allowed for ‘special primary residential zones’ in the City of Colombo Development Plan (Amendment) 2008. Preliminary construction clearance has been granted.
Horton Place is a special primary residential zone. Among other things, the Development Plan stipulates the width between building lines, minimum width of private roads and maximum permissible floor area ratios. It also defines building categories, number of floors, minimum site frontage and open spaces around buildings. “The Horton Square application was approved under guidelines set for project sites of more than 2,500 square metres in special primary residential zones.
These are specified in the City of Colombo Development Plan,” UDA Chairman Jagath Nandana Munasinghe said.The project was launched in April with the participation of Megapolis Minister Champika Ranawaka. It remains unclear when, or if, the CCEM will give the go-ahead. The Board of Investment (BOI) turned down the application when it was submitted for approval. One reason, the Sunday Times learns, was concern over the venture’s main players.
The Horton Square (Pvt) Ltd directors are Ramasamy Muthusamy Manivannan of SupremeSAT fame; Renuka Shanmuganathan; Alberto de Simone, an Italian with Belgian and Dehiwala addresses; and Jaya Sudhir Jayaram, a Malaysian businessman. Among its initial shareholders is an entity called Paradise Island Holdings Ltd. registered to P.O. Box 33582, Ras al Khaimah, the United Arab Emirates. Interestingly, that address is of RAK Company Administration FZ LLC or RAKCA which calls itself “the largest Registered Agent for incorporation Offshore & Onshore Company [sic] regulated under Ras Al Khaimah Investment Authority”. Its services include management and administration of offshore companies and establishment of accounts with prime banks in the UAE.
This is not the only offshore connection Horton Square has. Mr Sudhir’s address is entered in the company registration form as P.O. Box 957, Road Town, Offshore Incorporations Centre at Tortola in the British Virgin Islands. That address common to hundreds of other entities from around the world. In the 2016 International Consortium of Investigative Journalists’ Panama Papers leak, the British Virgin Islands emerged as the most commonly used tax haven by clients of Panamanian offshore financials provider Mossack Fonseca.
Mr Sudhir, meanwhile, has a significant internet footprint. He is best known for being the Malaysian businessman named in the United Nations investigation into the Iraqi oil-for-food scandal. The Sunday Times read the Independent Inquiry Committee report online. Mr Sudhir is alleged, along with two others, to have revived Mastek Sdn Bhd (a long-dormant Malaysian company) to pay the regime of Saddam Hussein up to US$ 10mn in illegal surcharges to clinch Iraqi oil contracts for another company Mastek was intermediary to. He is said to have been a key player, something he rejected by heaping blame on another partner.
The report cites bank records as showing that, at one time, Mr Sudhir formed a ‘shelf company’ called Keppel Oil to avoid currency restrictions imposed in Malaysia. It was used to transfer 2.3 million Euros to an account of Iraq’s State Organisation for Marketing Oil between April and July 2001. A shelf company (in contrast to a shell company) is “a business entity that has been formed and properly maintained, but which has never conducted any business”.
The 46-year-old Mr. Manivannan became widely known under the former administration for his forays into satellite technology. He claimed to have launched Sri Lanka’s first satellite with Chinese collaboration. It turned out to be a joint-branding of a Chinese satellite where SupremeSAT leased part of its “communications payload”.
Mr Manivannan provided office space to Rohitha Rajapaksa. The youngest son of former President Mahinda Rajapaksa was also given a shareholding in SupremeSAT through a company named Dycer International . Rohitha Rajpaksa was 100 percent owner of Dycer International. Mr Sudhir owns a company called Al-Rafidian Holdings (Pvt) Ltd. This is confirmed by Singaporean court papers. Mr Manivannan has stated on record that Al-Rafidian provided satellite acquisition financing to SupremeSAT, in which Mr Sudhir also had a stake.
Mr. Sudhir and Mr. de Simone are longstanding business partners of Mr Manivannan. Mr de Simone held the position of foreign director in Mr Manivannan’s Supreme Global Holdings (Pvt) Ltd and SupremeSAT (Pvt) Ltd.
Mr de Simone’s whereabouts are a mystery. In initial filings with the Registrar of Companies, his local address is listed as No 4/3, Gamini Ms, Kawdana, Broadway, Dehiwala. But his most recent address is given as 99/314, Quarry Road, Dehiwala. There is a difference of just two characters from the address Mr Manivannan provided the Registrar of Companies in his early filings: 99/3H, Quarry Road, Dehiwala.
Mr de Simone’s foreign location has remained consistent at St Denjjsl 128-9000, Gent, Belgium. It is not traceable on the internet or on Google maps. Mr Manivannan’s current address is in Bauddhaloka Mw, Colombo 7.
The Horton Square company’s third director, Renuka Shanmuganathan, is the wife of Sudharshan (Shan) Shanmuganathan, a reputed accountant. He is also a long-time business partner of Mr Manivannan. They are resident at Ward Place, Colombo 7. Renuka is the sister of Thirukumar Nadesan, who is married to former President Rajapaksa’s cousin Nirupama Rajapaksa.
Among the entities set up by Mr Manivannan are Supreme Global Holdings (Pvt) Ltd, formerly known as Lanka Consult Holdings (Pvt) Ltd; SupremeSAT (Pvt) Ltd; SupremeSAT Investments (Pvt) Ltd; Supreme Solutions (Pvt) Ltd; Singha Lanka Investment (Pvt) Ltd; and, now, Horton Square (Pvt) Ltd. Supreme Global Holdings is also registered to the Middle East. An examination of the group’s activities points to the creation of multiple companies, opaque financial transactions, poor reporting, frequent share transfers and labyrinthine business practices.
Mr Manivannan started off as a freight clerk at Roton Vander, a shipping company. In mid-1980, Foreign Minister Ravi Karunanayake was a director of this company and, eventually, Chief Executive Officer. He was succeeded to this post by Mr Manivannan when, in 2006, he entered full-time politics. That same year, Roton Vander was bought by a foreign logistics provider named IJS Global. Mr Manivannan continued to be its CEO. He subsequently teamed up with Vijith Peiris, the original CEO of SupremeSAT to form a freight forwarding company of their own. It was called UF Lanka Ltd.
Horton Square (Pvt) Ltd is Mr Manivannan’s latest commercial foray. Its CEO is Paul Kelly, who said he was an investment banker for more than 20 years in London, ran hedge funds and now has an office in Singapore. Mr Kelly telephoned this writer. He confirmed that preliminary building permission was obtained for the project at Horton Place and that BOI approval is pending. “We are managing one outstanding issue with UDA before the final construction permit is granted,” he said.
The UDA said that, from around 12 different conditions the company has to meet, two still needed to be fulfilled. One related to having to gift part of the property towards road widening; another related to parking arrangements. The Initial Environmental Examination (IEE) has passed muster.
Mr Kelly did not name the directors of the company (when asked), stating that he needed to pull out the records. Some, he said, were “nominee directors”. He said funds for the development would be raised from overseas investors while the construction company, Zhongtian Group, would underwrite the project. “We raised equity capital and the project will be funded through pre-sales and we are close to pre-selling 50 percent of available stock,” he said.
It was also revealed that Horton Square paid in excess of US$ 20mn to acquire possession of the Horton Place property from Purni Edwards, its last owner. The 291-perch prime block once housed Asha Central Hospital. Purni is the wife of Rienzie Edwards who, in December 2016, was indicted along with five others by the US Attorney’s Office for allegedly defrauding victims of more than US$50 million.
The 22-page court filing gave insight into an elaborate scheme involving shell companies as well as domestic and international bank accounts. An unspecified percentage of the money allegedly stolen by Rienzi [sic] Edwards, Michael Jacobs, Ruby Handler-Jacobs, F K Ho, Lawrence Lester and Rachel Gendreau is said to have been sent to bank accounts in Sri Lanka.
The Sunday Times obtained documentary evidence that neither of the Edwards now holds ownership of the Horton Place land. The transfer of title took place around three months ago. “They do not have any involvement in the project, going forward,” Mr Kelly said.

Stop-Start Port City, OBOR flagship project, on again

The Colombo Port City (CPC) will be targeting the whole South Asian market to turn Colombo into a top metropolitan city in the world, said a senior project official.
Chief Sales & Marketing Officer- China Harbour Engineering Co. (CHEC) Ltd., Liang Thow Ming told a visiting Sri Lankan media delegation in Beijing last week that CHEC was particularly interested in an estimated 300,000 “High Net Worth Individuals (HNWIs)” in India, Sri Lanka, Pakistan and Bangladesh. “We need (to attract) only 10% of those,” he quipped, adding that the number of HNWIs in the region is projected to double during the next decade.
CHEC, a subsidiary of China Communications Construction Co., is investing US$ 1.4 billion in the project, spanning 269 hectares of reclaimed land. CHEC hopes to attract a further US$ 13 billion in secondary investments, for a combined Foreign Direct Investment of US$ 15 billion. Mr Ming said the ultimate goal was to make Colombo a top metropolitan city in the world, like Dubai, Singapore and Tokyo.
“Colombo is currently not a stopover destination for tourists, with many opting to bypass the city,” he told journalists. “It is hoped this will change because of CPC,” he added.
Some 178 hectares of the project has been set aside for real estate development, with CHEC being allocated 116 hectares on a 99-year lease, while the Govt of Sri Lanka (GoSL) gets 62 hectares.
The project is divided into five distinct precincts: Central Park Living, Financial District, International Island, The Marina and Island Living.
Among various facilities and amenities to be established under the project are an international financial centre, international school, medical centre, exhibition and convention centre, retail destinations and an integrated resort and theme park.
About 75,000 permanent residents are expected to be housed within the project. Together with a transient population which will commute daily, the CPC is estimated to have a combined population of 250,000.
CHEC claims the project will add 83,000 new jobs, most of which will go to locals.
The completion date of the project, which commenced in September 2014, is 2041, almost 25 years from now. By the end of June, 45% of the land reclamation process in the project had been completed. The process is expected to conclude towards the end of 2019, with some sections of the CPC expected to be ready for construction next year. “You don’t have to wait till you finish reclamation to start construction of buildings in the project,” he said
The project was suspended in March 2015 by the new Govt, before commencing over a year later, after a new tripartite agreement was signed between the Ministry of Megapolis and Western Development, Urban Development Authority and CHEC, on August 12, 2016.
Mr Ming said the most significant development under the new agreement was that the GoSL assumed freehold rights over the entire project.
When questioned as to what new measures CHEC took to minimise the environmental impact of the project, which was one of the concerns raised by authorities for suspending the project, Mr Ming pointed out that CHEC cooperated in the submission of a new Supplementary Environmental Impact Assessment which satisfied Sri Lankan authorities. He, however, claimed there were “a lot of misconceptions”, rather than actual damage to the environment from the project.
After completion of the land reclamation process, CHEC will proceed with the infrastructure works. Initial infrastructure works are due to be completed by 2020. “We expect to put in place some of the strategic projects during the next decade or so, with the entire project due to be completed in 2041.”
Mr. Ming stated the project fulfills the needs and aspirations of both China and Sri Lanka. “Where China is concerned, the CPC is a flagship project of the country’s One Belt One Road (OBOR) Initiative and Sri Lanka is situated right in the middle of the Maritime Silk Road. Therefore, the project forms a very instrumental epicenter of the whole route itself,” he explained.
“As for Sri Lanka, the country is looking for massive infrastructure investment and development to try and uplift the economy. This is where the project comes in with a total investment of US$ 15 billion, plus added incentives in terms of job growth and contribution to the economy,” he emphasized.

New Beira Lake project in the offing

Turning upside down, the former regime’s project to restore the Beira Lake and develop the surrounding area spearheaded by former Defence Secretary Gotabaya Rajapaksa, this showpiece lake is to be developed under a new plan soon.
Earlier plans to relocate all the casinos to a special zone in Colombo’s D.R. Wijewardena Mawartha/Beira Lake area have been shelved.
The Beira Lake surrounding area development plan will be devised by the Ministry of Megapolis and Western Development and Urban Development Authority (UDA) on a recent directive issued by the Cabinet Committee on Economic Management (CCEM) to develop the land adjacent to the lake.
The Ministry will request proposals from local and foreign investors for this massive development project. Private and public institutions in the area have been requested to submit their development plans to the UDA to include their suggestions in the new plan.
More than 70 government and private institutions, and over 1,000 smaller private institutions and residential properties are located in the area, Megapolis and Western Development Ministry official said.

Turning upside down, the former regime’s project to restore the Beira Lake and develop the surrounding area spearheaded by former Defence Secretary Gotabaya Rajapaksa, this showpiece lake is to be developed under a new plan soon.
Earlier plans to relocate all the casinos to a special zone in Colombo’s D.R. Wijewardena Mawartha/Beira Lake area have been shelved.
The Beira Lake surrounding area development plan will be devised by the Ministry of Megapolis and Western Development and Urban Development Authority (UDA) on a recent directive issued by the Cabinet Committee on Economic Management (CCEM) to develop the land adjacent to the lake.
The Ministry will request proposals from local and foreign investors for this massive development project. World Bank project to preserve Kandy Post Office building

Kandy’s colonial era Post Office building is to be conserved under a World Bank project, according to the Kandy City Heritage Committee.
A report containing the World Bank’s proposal for the conservation was tabled by Kandy’s Municipal Commissioner at a recent heritage committee meeting. The World Bank has noted that the building needed conservation as it was a point of attraction for those who visit Kandy.
The building has been in existence since 1867 and the Postal Department has been using it since 1902.
A Deputy Post Master General said conservation work should be carried out without disrupting the day-to-day work of the Post Office.
He told the committee a new building could be constructed in the canteen area for the post office to operate there until conservation work was completed.
Heritage Committee member Prof. A.S.M. Fausal said that regardless of objections, conservation project should be carried out and the building preserved for the posterity.
Postal workers recently held a strike, protesting against moves by the Postal Ministry to hand over old post office buildings to private sector developers.

One of the best examples of such devastation is the Colombo - Matara Expressway that is now underway. The project which is funded by the Asian Development Bank and the Japan Bank for International coorporation was to have run along a trace designed by the internationally reputed firm of consultants, Wilbur Smith Associates. Nevertheless this trace has now been changed alarmingly in two places, namely in Gelanigama in Bandaragama and in Akmeemana in the South. The two deviations have been cited as been done in order to protect two wetlands, both imaginary, by the Road Development Authority and the Central Environmental Authority.

ඇමැතිවරයා මේ උපදෙස් ලබාදුන්නේ උසස් අධ්යපන හා මහාමාර්ග අමාත්යාංයේ හා මාර්ග සංවර්ධන අධිකාරිය යටතේ ක්රියාත්මක රාජගිරිය ගුවන් පාලමේ අවසන් අදියරේ ඉදිකිරීම් කටයුතු පිළිබඳව සොයා බැලීමේ නිරීක්ෂණ චාරිකාවක ඊයේ (14) නිරත වෙමිනි.
මෙම ගුවන් පාලමේ ඉදිකිරීම් කටයුතු ලබන වසරේදී අවසන් කිරීමට නියමිතව පැවතියද ජනතාවගේ පහසුව සඳහා මෙම වසර අවසන්වීමට පෙර කඩිනමින් ඉදිකරන ලෙස අදාළ අංශවලට ඇමැතිවරයා උපදෙස් දුන්නේය.
ඉදිකිරීම් අවසන් අදියරේ සිදුකෙරෙන මෙම රාජගිරිය ගුවන්පාලම සඳහා රුපියල් මිලියන 4,700 ක් වැය වන අතර කොන්ත්රාත් කාලය මාස 32 කි. 2016.04.19 වැනි දින ආරම්භ කළ පාලමේ ඉදිකිරීම් නියමිත කාලයට පෙර අවසන් කිරීමට හැකි වීම මාර්ග සංවර්ධන අධිකාරියේ කාර්යක්ෂමතාව කැපී පෙනෙන අවස්ථාවකි.
පාලමේ දිග මීටර 542 ක් වන අතර ඊට මීටර් 180ක පිවිසුම් මාර්ගයක්ද ඇතුළත් වේ. මන්තීරු 4 කින් යුතු මෙම ගුවන් පාලම ස්පාඤ්ඤ ගුවන් පාලම් ව්යපෘතිය යටතේ ඉදිවේ. උසස් අධ්යපන හා මහාමාර්ග අමාත්යාංශයේ මෙහෙය වීමෙන් මාර්ග සංවර්ධන අධිකාරියේ සෘජු අධීක්ෂණය යටතේ සිදු කරයි.
