The Colombo Swimming Club (CSC) Officials today said that they were taken by surprise when the Road Development Authority (RDA) officials entered their premises with a Court Order and started demolishing the buildings and walls behind the CSC swimming pool, to make way for the Colombo Extension of the Marine Drive without prior notice.
President of the CSC Tony De Livera told the Daily Mirror the RDA officials arrived at the scene with armed Police, shocking club members and started demolishing surrounding the pool area without getting any permission from the CSC authorities.
“Without noticing the trustees of the club, the RDA, along with the Police, came to the club and said that they were going to take over the premises of the club on a Court Order,” he said.
“I can’t understand the urgency to destroy a property that has been here since 1936,” he said.
“There were people in the pool, especially children and women. When the authorities suddenly showed up they rushed away as they got scared of the armed Police,” he said.
Mr. De Livera also said the baby pool and the play zone were completely destroyed leaving it open to stagnant water - an ideal place for dengue mosquitoes to breed.
“No notice was given, they have timed it perfectly. Crashing in on a Friday afternoon they knew we would be unable to go to Court to get an injunction,” he said.
Meanwhile, the members of the club questioned the motive behind the project to start from the CSC leaving out the premises of the American Embassy and other commercial sites.
However, RDA sources said that the Court Order to take over the land was issued on July 7 and it included most of the pool area as well.
Club members expressed concern over the way it was handled and said that they feared the CSC’s pride and the existence would be threatened by RDA’s move.

අලුතෙන් හදන මල්වතු ඔය ජලාශයට මොකද වෙන්නේ...?
උමා ඔය ව්යාපෘතිය කෙරුණේ පුරවැසියාගේ ජීවන තත්ත්වය ඉහළ දැමීමටය. ෙච්තනාව වූයේ රටේ සංවර්ධනය තිබෙන තැනින් ඉහළට ඔසවා තැබීමය. එහෙත් වැරදි තාක්ෂණයත්, සංවර්ධන ව්යාපෘතිවලදී පුරුද්දක් සේ කෙරෙන යටිමඩි ගැසීමේ කලාව හෝ මේ කුමක් හෝ නිසා දැන් උමා ඔය ජනතාව මතටම හෙණ ගෙඩියක් සේ පත්වී ඇත.
ගෙවී යන දශකය තුළ ලංකාවේ සිදුකළ මහා වාරි කර්මාන්ත අතර උමා ඔය ව්යාපෘතිය එවැනි අපකීර්තිමත් ව්යාපෘතියක් ලෙස සලකුණු වද්දී අවසන් වරට සාර්ථක වාරි ව්යාපෘතිය වන්නේ මොරගහකන්ද ජලාශය ඉදිකිරීමයි.
දැන් මොරගහකන්ද ජලයෙන් පිරී ඇත. උමා ඔයේ උමං ජලය කාන්දු වන්නේය. මොරගහකන්ද ගැන කතා නොකරන ජනයා දෙස් දෙවොල් තබමින් කතා කරන්නේ උමා ඔය ගැනය. ජනතාවට මාතෘකාව හදාදී ඇත්තේ පාලකයන් විසින්මය. මෙරට වාරි කර්මාන්තයේ ආසන්න ඉතිහාසය එසේ ගෙවමින් තිබියදී මල්වතු ඔය හරස්කරමින් තවත් මහා වාරි ව්යාපෘතියකට රජය අත ගසා ඇත. එම ව්යාපෘතිය සිදුකෙරෙන ආකාරය හා එහි ගුණ අගුණ ගැන කතා කිරීමට පසුගියදා වාරිමාර්ග දෙපාර්තමේන්තුවේ නිලධාරීන් සහ දේශපාලන නියෝජිතයන්ද තන්තිරිමලේ පුරාණ රජමහා විහාරයට රැස්විය.

මල්වතු ඔය තමයි ශ්රී ලංකාවේ දෙවන විශාලතම ගංගා ෙද්රdaනිය වන්නේ. මේ ගංගා ෙද්රdaනියෙන් සියයට 70 ක් අනුරාධපුරේටත් සියයට 30 මන්නාරම ප්රදේශයේත් පිහිටල තියෙනවා. මල්වතු ඔය ශ්රී ලංකාවේ දෙවන විශාලම ගංගා ෙද්රdaණිය වුණාට මල්වතු ඔයේ ජලයෙන් ඉතාමත් ස්වල්ප ප්රමාණයයි තාමත් අපි ප්රයෝජනයට ගන්නේ. නව ජලාශයේ ඉදිකිරීමේ අරමුණ නිකරුණේ අපතේ යන එම ජලය ප්රයෝජනයට ගැනීමයි.
මල්වතු ඔය ජලාශය ඉදිකිරීමේ ව්යාපෘති අධ්යක්ෂ අල්විස් මහතා ජලාශය ඉදිකිරීම පිළිබඳ දක්වන්නෙ මෙවැනි අදහසක්. පිඹුරුපත් සකස් කර ඇති ආකාරයට මෙම නව ජලාශය ඉදිවන්නේ තන්තිරිමලය බෝගොඩ ප්රදේශයේය. කාලයක් යුද හමුදාවේ වෙඩි පිටියක් ලෙස භාවිතයට ගැනුණු බෝගොඩ නම් ස්ථානයේ ඇති කඳු ගැටයක් සහ තවත් එක් ශේෂ කඳු ගැටයක් අතර බැඳෙන විශාල වේල්ලක් හරස් කරමින් මල්වතු ඔයෙන් නිකරුණේ මුහුදට ගලා බසින විසල් ජල කඳක් මහා ජලාශයක් බවට පරිවර්තනය කිරීමට නියමිතය. ජලාශයේ විශාලත්වය අක්කර අඩි එක්ලක්ෂ හැටනවදහස් හාරසියයකි. එම අගය සැලකීමේදී පෙනී යන්නේ එය මල්වතු ඔයෙන් පෝෂණය වන විශාලම ජලාශය බවට පත්වෙන බවය. දැනට මල්වතු ඔය ඉහළ ජල පෝෂක ප්රදේශයට අයත් මොරවැව, මහකනදරාව, තිසා වැව සහ නච්චදූව යන වැව් හතරෙන් විශාලතම වැව වන්නේ අක්කර හතළිස් පන්දහසක් (45000) ක් ජලයෙන් පිරෙන නාච්චාදූව ජලාශයයි. ඒ අනුව වාරි මාර්ග දෙපාර්තමේන්තුව මේ ඉදිකිරීමට සැරසෙන්නේ එමෙන් තුන් ගුණයක් තරම් විශාල ජලාශයකි. ඒ සඳහා ඇස්තමේන්තු ගත අපේක්ෂිත වියදම රුපියල් මිලියන දොළොස් දහස් තුන්සියය 12,300 කි. චීන ආධාර යටතේ ලැබෙන එය අප අනාගතයේ ගෙවිය යුතුය. රටේ පවතින ආර්ථික තත්ත්වය අනුව දැන් මිනිස්සු ජීවත්වන්නේ පවතින බදු බර නිසා ජීවන බරින් හොඳ හැටි මිරිකී පාන් කියා ගන්නටවත් බැරි තැනකය. මල්වතු ඔය ජලාශය ඉදිකිරීමට ගන්නා මේ මුදලත් අනාගතයේදී ජනතාව ගෙන් ලබා ගන්නා බදු මුදලින් යළි පියවීමට සිදුවන්නේය. එහෙත් මෙය සංවර්ධන ව්යාපෘතියක් නිසා ඒයින් ජනතාවට ලැබෙන ප්රතිලාභය දීර්ඝකාලීන වන්නේය. ඒ නිසා මෙහිදී වැදගත් වන්නේ සංවර්ධන ව්යාපෘති ක්රියාත්මක වීමේදී චෝදනා එල්ල නොවන පරිදි ඒවා විනිවිද භාවයකින් සිදුකිරීමය.

ජලාශය ඉදිකිරීම ගැන එම අදහස අමාත්ය පී. හැරිසන් මහතාගේය. අමාත්යවරයා සඳහන් කරන්නේ යාන්ඔය නිසා දැනට ප්රශ්නගතව සිටින්නේ පවුල් 81 ක් බවය. ඒ කුමක් වෙතත් වාරිමාර්ග දෙපාර්තමේන්තුවේ ඉහළ නිලධාරීන්ද සහභාගි වූ මල්වතු ඔය ජලාශය ඉදිකිරීමේ ප්රගතිය පිළිබඳ සාකච්ඡාවේදී වාරිමාර්ග රාජ්ය අමාත්ය රංගෙ බණ්ඩාර මහතා සඳහන් කළේ ජලාශයේ ඉදිකිරීම් ආරම්භ වීමට මත්තෙන් අවතැන් වන පවුල්වලට වන්දි ලබාදීම සිදුකෙරෙන බවය. යාන්ඔය අද්දැකීම් සමඟ සසඳන කල එසේ සිදුකෙරෙන්නේ නම් මල්වතු ඔය ජලාශය ඉදිකිරීම පිළිබඳ එම ජනතාව බිය විය යුතු නැත. මන්ද ජලාශය ඉදිවූ පසු එහි ප්රතිලාභ හිමිවන්නේද එම ජනතාවටය.
ව්යාපෘති වාර්තාව අනුව අලුතෙන් අක්කර 2000 ක් වගා කිරීමට උස්සාන සහ බිම් වාරිමාර්ග පහසුකම් යටතේ නව ජලාශය යටතේ ජලය ලබාදීමට යෝජිතය. මෙම වගා බිම් හිමිවන්නේද අවතැන් වන ජනතාවට. ජලාශ ව්යාපෘති භාර වාරිමාර්ග නියෝජ්ය අධ්යක්ෂ අල්විස් මහතා සඳහන් කරන්නේය. නමුත් මේ සියල්ල හිමිවන්නේ ජලාශය ඉදිකිරීමේදී එම ජලාශයට යටවන භූමියේ ජීවත්වන ඉඩම් ඔප්පු හිමි පවුල් ඒකකවලට බවද දැනගන්නට ඇත. ඒ අනුව ජලාශයට යටවන භූමියේ පාරම්පරිකව ජීවත්වන එහෙත් ඉඩම් ඔප්පු තවමත් ලබාදී නැති පවුල්වලට රජය වන්දි ලබාදෙන්නේ දැයි ව්යාපෘතිය ඇරැඹීමට පෙර හෙළි කළ යුතුය. දැනට සිදුකෙරෙමින් පවතින සමාජ ආර්ථික ඇගයීම් වාර්තාව අනුව ජලාශය ඉදිකිරීමේදී ග්රාම සේවා වසම් 10 ක පවුල් 1200 ක් අවතැන් වනු ඇතැයි අනුමානකර ඇත.
ජලාශය ඉදිකිරීමේදී සම්පූර්ණ ඉඩම් අත්පත් කර ගැනීම වෙනුවෙන් වෙන්කර ඇත්තේ රුපියල් මිලියන 1285 ක මුදලකි. ඒ අනුව එක් පවුලකට ආසන්න වශයෙන් හිමිවන වන්දිය වන්නේ රුපියල් ලක්ෂ දහයකට වඩා මඳක් වැඩි මුදලකි. නව ජනාවාස ඉදිකිරීමට රුපියල් මිලියන 610 ක් වෙන්කර ඇත. වාරිමාර්ග දෙපාර්තමේන්තුව එම මුදලින් ලබාදෙන පහසුකම් යටතේ අවතැන්වූවන්ට තම ගේදොර හදාගෙන අලුතෙන්ම ජීවිතය ආරම්භ කිරීමට සිදුවීම මෙහි යථාර්ථය වන්නේය. එය ඔවුන්ගේ ජීවන තත්ත්වය පවතින තත්ත්වයෙන් කෙබඳු උස් තැනකට පත්කරන්නේ දැයි මේ වන විට එම ජනතාව ජීවත්වන වටපිටාව අනුව තේරුම් ගැනීමට අපහසු නැත. විශේෂයෙන් මල්වතු ඔය ජලාශය ඉදිකිරීම හුදෙක් ජලාශයක් පමණක් ඉදිකිරීමේ ව්යාපෘතියක් නොව විදුලිය නිෂ්පාදනය, තන්තිරිමලේ ආශ්රිත නගරයක් සහ අභ්යන්තර මං මාවත් ඉදිකිරීමේ වැනි බහුකාර්ය ව්යාපෘතියක් නිසා මෙහි ප්රතිලාභ නිසැකවම එම පළාතේ ජනයාට වාසිදායක වනු ඇත.

මෙවැනි වාරි ව්යාපෘති සම්බන්ධ මෑතකාලීන පවතින අනෙක් ගැටලුවනම් ජලාශ සඳහා ඉඩම් අත්පත්කර ගැනීමේදී ඒයින් අවතැන් වන ජනතාවට උපරිම සාධාරණයක් ඉටුවේද යන්නය.
අපි මොනතරම් සද්භාවයෙන් මේක පටන් ගත්තත් වැඩක් නෑ. මේක නිසා අන්තිමට නරකනාමේ අහන්න වෙනවනම්. මොකද යාන් ඔය වේල්ල හදන්න කලින් එයින් අවතැන් වූ පවුල් 81 පදිංචි කරල වැඩේ පටන්ගත්තෙ නැති නිසා කරපු ඔක්කොම හොඳ වැඩ නරකට හැරිල තියෙනවා. ඔක්කොටම කලින් අවතැන් වන මිනිස්සු පදිංචි කරල හිටියනම් එහෙම වෙන්නෙ නෑ. දැන් හැමෝම කතා කරන්නේ යාන් ඔය හදන්න රජය වියදම් කරපු කෝටි ගානට වඩා අර අවතැන් වන පවුල් වල ප්රශ්නය ගැනය.
ජලාශය ඉදිකිරීම ගැන එම අදහස අමාත්ය පී. හැරිසන් මහතාගේය. අමාත්යවරයා සඳහන් කරන්නේ යාන්ඔය නිසා දැනට ප්රශ්නගතව සිටින්නේ පවුල් 81 ක් බවය. ඒ කුමක් වෙතත් වාරිමාර්ග දෙපාර්තමේන්තුවේ ඉහළ නිලධාරීන්ද සහභාගි වූ මල්වතු ඔය ජලාශය ඉදිකිරීමේ ප්රගතිය පිළිබඳ සාකච්ඡාවේදී වාරිමාර්ග රාජ්ය අමාත්ය රංගෙ බණ්ඩාර මහතා සඳහන් කළේ ජලාශයේ ඉදිකිරීම් ආරම්භ වීමට මත්තෙන් අවතැන් වන පවුල්වලට වන්දි ලබාදීම සිදුකෙරෙන බවය. යාන්ඔය අද්දැකීම් සමඟ සසඳන කල එසේ සිදුකෙරෙන්නේ නම් මල්වතු ඔය ජලාශය ඉදිකිරීම පිළිබඳ එම ජනතාව බිය විය යුතු නැත. මන්ද ජලාශය ඉදිවූ පසු එහි ප්රතිලාභ හිමිවන්නේද එම ජනතාවටය.
ව්යාපෘති වාර්තාව අනුව අලුතෙන් අක්කර 2000 ක් වගා කිරීමට උස්සාන සහ බිම් වාරිමාර්ග පහසුකම් යටතේ නව ජලාශය යටතේ ජලය ලබාදීමට යෝජිතය. මෙම වගා බිම් හිමිවන්නේද අවතැන් වන ජනතාවට. ජලාශ ව්යාපෘති භාර වාරිමාර්ග නියෝජ්ය අධ්යක්ෂ අල්විස් මහතා සඳහන් කරන්නේය. නමුත් මේ සියල්ල හිමිවන්නේ ජලාශය ඉදිකිරීමේදී එම ජලාශයට යටවන භූමියේ ජීවත්වන ඉඩම් ඔප්පු හිමි පවුල් ඒකකවලට බවද දැනගන්නට ඇත. ඒ අනුව ජලාශයට යටවන භූමියේ පාරම්පරිකව ජීවත්වන එහෙත් ඉඩම් ඔප්පු තවමත් ලබාදී නැති පවුල්වලට රජය වන්දි ලබාදෙන්නේ දැයි ව්යාපෘතිය ඇරැඹීමට පෙර හෙළි කළ යුතුය. දැනට සිදුකෙරෙමින් පවතින සමාජ ආර්ථික ඇගයීම් වාර්තාව අනුව ජලාශය ඉදිකිරීමේදී ග්රාම සේවා වසම් 10 ක පවුල් 1200 ක් අවතැන් වනු ඇතැයි අනුමානකර ඇත.
ජලාශය ඉදිකිරීමේදී සම්පූර්ණ ඉඩම් අත්පත් කර ගැනීම වෙනුවෙන් වෙන්කර ඇත්තේ රුපියල් මිලියන 1285 ක මුදලකි. ඒ අනුව එක් පවුලකට ආසන්න වශයෙන් හිමිවන වන්දිය වන්නේ රුපියල් ලක්ෂ දහයකට වඩා මඳක් වැඩි මුදලකි. නව ජනාවාස ඉදිකිරීමට රුපියල් මිලියන 610 ක් වෙන්කර ඇත. වාරිමාර්ග දෙපාර්තමේන්තුව එම මුදලින් ලබාදෙන පහසුකම් යටතේ අවතැන්වූවන්ට තම ගේදොර හදාගෙන අලුතෙන්ම ජීවිතය ආරම්භ කිරීමට සිදුවීම මෙහි යථාර්ථය වන්නේය. එය ඔවුන්ගේ ජීවන තත්ත්වය පවතින තත්ත්වයෙන් කෙබඳු උස් තැනකට පත්කරන්නේ දැයි මේ වන විට එම ජනතාව ජීවත්වන වටපිටාව අනුව තේරුම් ගැනීමට අපහසු නැත. විශේෂයෙන් මල්වතු ඔය ජලාශය ඉදිකිරීම හුදෙක් ජලාශයක් පමණක් ඉදිකිරීමේ ව්යාපෘතියක් නොව විදුලිය නිෂ්පාදනය, තන්තිරිමලේ ආශ්රිත නගරයක් සහ අභ්යන්තර මං මාවත් ඉදිකිරීමේ වැනි බහුකාර්ය ව්යාපෘතියක් නිසා මෙහි ප්රතිලාභ නිසැකවම එම පළාතේ ජනයාට වාසිදායක වනු ඇත.

Central Expressway: Japan’s Taisei Corp to build third section

The Taisei Corp of Japan received the much-awaited go ahead from the Cabinet last week to build the 32.5 kilometre long, third section of the Central Expressway, from Pothuhera, near Kurunegala, to Galagedera in Kandy.
The decision by the Cabinet culminated a year long tender process where Taisei was the only technically qualified bidder in the first round of the tender, but saw its bid rejected on the grounds of not submitting a bid bond for the project, estimated to cost over one billion US dollars, or just above 161.3 billion rupees.
The project, which will be the country´s most expensive and complex expressway project so far undertaken, will be a four-lane carriageway with an operating speed of 100km per hour from Pothuhera to Galagedera. According to the project description released by the Road Development Authority (RDA), the expressway section will “consists of four interchanges at Pothuhera, Polgahawela Interchange, Rambukkana and Galagedera and will contain 12 main bridges, and 17 viaducts across the floodplains of three major rivers; Rambukkan Oya, Kuda Oya and Kospothu Oya.”
According RDA sources, the cost of the project will be in two parts, the first, a construction tender for 100 billion yen, or approximately 900 million US dollars and the second a consultation and land acquisition part costing 150 million US dollars for a total of 1050 million US dollars, approximately 161.3 billion rupees. This is almost double the original estimate of 94.7 billion rupees made in 2016 by the RDA.
A 15-year yen denominated loan from the Tokyo-Mitsubishi bank at LIBOR plus 0.95% will finance the project. Yesterday´s (22 July) LIBOR – Yen for 12 months rate was 0.11786%, indicating an annualised total interest of just over 1.06%. The loan will have a six-year grace period and then will need to be repaid in nine years, in a total of 15 years.

The Highways Ministry has decided to award to a Japanese company the tender valued at Rs 134.9 billion for the third phase development of the Central Expressway. Highways Ministry Secretary D.C. Dissanayaka said the awarding of the tender had been delayed but it was finalised this week. Work would begin in September and the project was scheduled to be completed in three years.
The expressway project’s third phase will cover the 32.5 km stretch from Pothuhera to Galagedera.The highway will go through Rambukkana, an area popular with foreign tourists because the Pinnawela elephant orphanage and the zoo are situated there. The secretary said this route was chosen as it would also help to develop tourism.
He said the funds would be obtained through a loan from the Mitsubishi Tokyo Bank, which chose the construction company. He said the option for this company to go into a joint venture also was open after cabinet approval was obtained. Mr. Dissanayaka said that initial bids for the project were as high as Rs. 159 billion but through talks, the bid was reduced to Rs 135 billion.
He said the Highways Ministry had received Rs 100 million to pay for land acquisition. The secretary said that when the highway was completed, the travel time from Kadawatha to Galagedera would be one hour.He said the 13 kilometers stretch of road from Galagedera to Katugastota which was to be a two lane road would be increased to four lanes and this section was being developed by an Indian company. There would be three tunnels along the path.

Megapolis minister tells Police Chief to probe Horton Square directors’ dealings
Megapolis Minister Champika Ranawaka has called on Police Chief Pujith Jayasundara to investigate the background and dealings of several directors of Horton Square (Pvt) Ltd, a company which proposes to build two 75-storey towers in Horton Place. Referring to the Sunday Times story last week, Minister Ranawaka said he called upon the IGP to check whether Ramasamy Muthusamy Manivannan, a director of Horton Square, has major transactions with another director, Jaya Sudhir Jayaram, who has a history of questionable dealings such as “exploiting the Iraqi oil-for-food programme”.
The Minister has also asked the IGP to investigate the links between Paradise Island Holdings and RAK Company Administration. The Sunday Times last week revealed that an initial shareholder of Horton Square was an entity called Paradise Island Holdings Ltd registered to PO Box 33582, Ras al Khaimah, United Arab Emirates. That address belongs to RAK Company Administration FZ LLC or RAKCA which calls itself “the largest Registered Agent for incorporation Offshore & Onshore Company [sic] regulated under Ras Al Khaimah Investment Authority”.
The IGP has been requested to check whether Sudhir Jayaram has dealings with Mossack Fonseka as his address in the company registration form is in the British Virgin Islands. Minister Ranawaka also requests the IGP to investigate the multiple companies formed by Mr Manivannan and his “opaque financial transactions, poor reporting, frequent share transfers and labyrinthine business practices” as mentioned in the Sunday Times article.
Among Mr Manivannan’s companies are Supreme Global Holdings (Pvt) Ltd, formerly known as Lanka Consult Holdings (Pvt) Ltd; SupremeSAT (Pvt) Ltd; SupremeSAT Investments (Pvt) Ltd; Supreme Solutions (Pvt) Ltd; and Singha Lanka Investment (Pvt) Ltd. Minister Ranawaka’s letter to the IGP raises the questions: “Why in excess of US$ 200mn was paid to acquire possession of Horton place property from Purni Edwards? Investigate the allegation of Rienzie Edwards who is the husband of Purni Edwards and they have been indicted for allegedly defrauding victims of more than US$ 50mn in the US.”
It is revealed that the Urban Development Authority has instructed the consultant of Horton Square (Pvt) Ltd to fulfil 11 statutory requirements prior to issuing construction clearance. “Since they have not fulfilled all the requirements, UDA has not issued any construction clearance to ‘The Horton Square (Pvt) Ltd…,” the letter states. The permissions already granted by the UDA to the company are preliminary planning clearance for proposed development; and permission for soft launch of groundbreaking ceremony.
Hard construction will not be permitted until the company facilitates widening a section of the access road along the southern boundary of the site to a width of 12.2m by gifting a strip of land to the Colombo municipality; secures clearance from the Central Environmental Authority; and get clearance for its Traffic Impact Assessment.
