    ICA signs LKR 48Bn concessionary loan to establish Malabe-Fort LRT

    Mar 11, 2019 (LBO) – A concessionary loan agreement for JPY 30,040 million (approx. 48 billion rupees) was signed between the Government of Sri Lanka and Japan International Cooperation Agency (JICA) for engineering services and construction of a Light Rail Transit (LRT) line between Malabe and Colombo Fort, recently.

    The loan will finance Sri Lanka’s first rail-based, electrified urban mass rapid transit line. It will serve to connect the Colombo’s commercial hub with the administrative capital, and significantly reduce travel time in the most congested transport corridor in the country, and the only major corridor currently not supported by railway.

    The Malabe-Fort LRT line has a total length of approximately 16 km, with 16 stations.

    The stations are placed at frequently accessed locations and include Malabe-IT Park, Battaramulla, Rajagiriya, Cotta Road Railway Station, National Hospital up to current Fort/Pettah Railway Station.

    The entire rail track and stations will be on elevated viaducts to minimize requirement of land acquisition.

    At peak travel times in the morning and evening, trains are planned to run every 2-3 minutes (headway). Each 4-carriage train will have a passenger capacity of over 800, which could be increased by adding more carriages in future when necessary. With a 80km/h top speed, travel time from Malabe to Fort will be approximately 30 minutes (incl. stopping time at stations) with the LRT.

    Sri Lanka has requested for the cost of infrastructure, rolling stock and engineering services to be financed through a series of time-slice loans from JICA, in line with the annual fund requirement for the Project.

    To facilitate inter-connectivity with other public transport modes, multi modal terminals are proposed at Malabe (together with bus terminal) and Cotta Road (connecting with railway).

    At Fort/Pettah the LRT line will connect to the planned multi modal transport hub accessible to both railway and bus.

    The feasibility study including the Environmental Impact Assessment (EIA) for the Malabe-Fort LRT line was conducted with grant financing from JICA. The EIA has been approved by the Central Environmental Authority.

    Although the elevated viaduct will minimize the requirement, some land acquisition is needed at the depot and some of the station locations.

    The Ministry of Megapolis and Western Development, the executing agency for the Project, will conduct such acquisition in accordance with the National Involuntary Resettlement Policy, and JICA’s environmental and social considerations guidelines to ensure inclusive development through public projects.

    First SL nurse leaves for the US

    A nurse of the Kandy General Hospital has left for the USA, being the first ever Sri Lankan female nurse to work in a US hospital, Sri Lanka Foreign Employment Bureau (SLFEB) said.

    M. M. G. Ruwani Ranasinghe, an SLMC registered nurse, left for the United States on Friday.

    “She gets the opportunity to work in the USA according to an agreement signed with Karma Services, LLC, a Michigan, USA- based global health care recruitment provider and the SLBFE,” a spokesman said.

    The MoU was signed in 2016 and the USA to provide job opportunities for more than 3,000 local nurses in US hospitals.

    The Bureau said it has launched this job program for the first time and another 25 qualified individuals are being trained for nursing jobs in the United States.

    The SLBFE said Sri Lankans who get the opportunity work in the United States, receive a monthly salary of US $ 5,000 and would able to take their family to the USA.

    The SLBFE said to qualify to work in a US hospital, an applicant needs to have two years of experience as a nurse and should be working at present.

    “He/She should have a degree in nursing or a four-year diploma certificate and the IELTS examination should be passed in accordance with US standards. They should be below 45 years of age when applying,” the official said.

    The job programme is conducted by the Training, Marketing and Recruitment Division of the Bureau.

    The Deputy General Manager (Training, Marketing and Recruitment) requests the registered nursing officers to contact the Bureau for necessary details via 0112791814, 0112884771.(Darshana Sanjeewa)

    World Bank Approves USD 125 mn for Smart Agriculture in SL

    The World Bank has approved USD 125 million for Smart Agriculture in Sri Lanka.

    According to project documents, this will be implemented in twelve poverty-stricken districts in five provinces in the dry zone and in climate vulnerability hot spot regions of the country, covering five mini-watersheds with a project watershed area of over 272,000 ha and a population of over one million. The project involves the Ministry of National Policies and Economic Affairs.

    The project area covers Ampara, Anuradhapura, Batticaloa, Mannar, Moneragala, Mullaitivu, Polonnaruwa, and Vavuniya Districts. Project documents show that the plan is to take into account the entire into account tank cascade and catchment area.

    The first phase of the project will focus on Anuradhapura, Kilinochchi, and Kurunegala. The project hopes to provide adequate water and storage to hot spot areas to increase resilience to changes in climate.

    Documents suggest that the annual cultivated area will increase by 80 percent from around 28,100 ha to 50,700 ha, resulting from increased and more stable water availability. Project documents show large increases in paddy production with the project. The project has a grace period of 12 years and a maturity period of 27 years.

    “Innovation, including the introduction of improved crop varieties, cropping patterns, water resources management, amongst others, can help farmers adapt to changing the climate and improve their incomes and livelihoods,” said Idah Z. Pswarayi-Riddihough, World Bank County Director for Maldives, Nepal and Sri Lanka. The project will ensure that all farmers get adequate access to training and research. Currently, only 10 percent of women benefit, and this project will help bridge this gap and improve the productivity of both men and women working in agriculture.”

    The press release suggests the project will emphasize working through farmer groups.
