    Largest oil field production asset calls Sri Lanka

    Dhirubhai-1 at the port

    Hayleys Energy Services (HES), yesterday ushered in the first floating production storage and offloading (FPSO) asset to ever call Sri Lanka, in collaboration with the Hambantota International Port Group (HIPG).

    The FPSO asset, Dhirubhai-1, is expected to be docked at the Hambantota International Port for a minimum of six months for a warm lay-up.

    The owners of Dhirubhai-1, Aker Contracting FP ASA together with its technical manager Aker Floating Production based out of Norway, focuses on the business of owning, chartering and operating Floating, Production, Storage and Offloading (FPSO) vessels equipped for offshore Oil and Gas production.

    The arrival of Dhirubhai-1, marks the second vessel to call on the Port of Hambantota for lay-up services, the first being the arrival of the Oil & Gas Drillship “Aban Abraham” in December 2018 initiated by Hayleys Energy Services.


    “Sri Lanka has many remarkable facets to offer the world and we are pleased to see the potential of Sri Lanka, being showcased through projects of this nature. One of the largest and most valuable assets in the Oil & Gas industry being brought in for lay-up services to the Hambantota Port sends a clear message to the world about the quality of the services that we as Sri Lankans can offer,” said Ruwan Waidyaratne, Managing Director – Hayleys Advantis Limited. He said, “The Hambantota International Port Group was a key factor in attracting this FPSO asset to Sri Lanka, by offering a long-term quayside berth. This enabled Hayleys Energy Services to attract Aker to Sri Lanka, moving this project away from traditional lay-up locations in the region.”

    Dhirubhai-1 comes out of a 10 year project, where it was operating at a depth of 1200m off the East Coast of India. Given the proximity advantage of bringing this vessel for lay-up services at the Hambantota International Port, HES took initiative in persuading the owners, Aker Floating Production. In light of the continuing lay-up service projects coming into the Port of Hambantota, Hayleys Energy Services has even set up a permanent office within the Port, on the 6th Floor of the Sayurupaya Building, Hambantota International Port, the first by an Oil & Gas Services company at this port.

    Commenting on the arrival of the FPSO asset, Ray Ren, Chief Executive Officer - Hambantota International Port Group said, “This is a great endorsement for the Hambantota International Port. We appreciate the efforts of our partner Hayleys Energy Services, in joining us to market Hambantota International Port as a multipurpose port which is now moving from Ro-Ro operations to multiple other services, with a clear vision of becoming the energy hub of the region.     Meanwhile, Chas Charles, Director/Chief Executive Officer (CEO) - Hayleys Energy Services said, “This bodes well for the Government plans of calling for a licensing round for exploration and development work of the remaining blocks of the Mannar and Cauvery basins planned for next year. Setting up an Oil & Gas service hub, with experienced personnel well ahead of the first licensing round, will help build the relevant technical expertise to service the global Oil & Gas companies, making Sri Lanka an even more attractive location for them.”

    Production to begin at US $ 250mn Rigid Tyre plant from November

    Sri Lanka’s largest tyre plant, Rigid Tyre factory in Horana, is scheduled to begin its operations this November with over 65 percent construction of the plant already being completed, Development Strategies and International Trade Deputy Ministry Nalin Bandara said.


    Rigid Tyre, part of the United Arab Emirates-based Onyx Group, has invested US $ 250 million in the plant located at the Board of Investment (BOI) Export Processing Zone in Wagawatte, Horana.


    According to Rigid Tyre Corporation (Pvt.) Ltd, the plant is expected to produce million passenger car tyres, two million truck and bus radial tyres and one million two-wheeler tyres per annum.


    Further, the plant would also manufacture 30,000 tonnes of solid tyres and 400,000 tonnes of bias-ply truck tyres.

    However, the project faced several roadblocks including disputes in allocating required land for the facility after securing the Cabinet approval in 2016.


    After clearing the obstacles, Rigid Tyre increased its investment to US $ 250 million, from US $ 75 million.


    Bandara said the construction of the plant has rapidly progressed while the setting up of machines in the plant has already been commenced. According to the BOI, the investor is considering to further upscale the investment by another US $ 50 million.


    The government expects the plant to create 3,000 direct employment opportunities and possibly three times as many indirect jobs, once it comes into full operations.

    මහාචාර්ය සේනක බිබිලේ ඖෂධ ප්‍රතිපත්තියට අනුව ශ්‍රී ලංකාවට අවශ්‍ය ඖෂධ මෙරටදීම නිෂ්පාදනය කිරීමේ වැඩපිළිවෙලට අනුව Navesta පෞද්ගලික සමාගමේ දෙවන ඖෂධ නිෂ්පාදන කර්මාන්ත ශාලාව සදහා මුල්ගල් තැබීම සෞඛ්‍ය, පෝෂණ හා දේශීය වෛද්‍ය අමාත්‍ය දොස්තර රාජිත සේනාරත්න මහතාගේ ප්‍රධානත්වයෙන් හොරණ මිල්ලෑව ප්‍රදේශයේ දී අද (05) පෙරවරුවේ සිදු කෙරිනි.

    ආයෝජන මුදල රුපියල් මිලියන 800 කි. තරුණ තරුණියන් 60 කට රැකියා හිමිවෙයි. ප්‍රතිජීවක ඖෂධවල බෙහෙත් පෙති සහ කරල් මෙම කර්මාන්ත ශාලාවෙන් නිෂ්පාදනය කිරීමට නියමිතය.

    Navesta පෞද්ගලික සමාගමේ ප්‍රථම කර්මාන්ත ශාලාව මේ වන විට ප්‍රතිජීවක ඖෂධ වර්ග 12 ක් නිෂ්පාදනය කරන අතර, එම ඖෂධ සෞඛ්‍ය අමාත්‍යාංශයේ වෛද්‍ය සැපයුම් අංශයට ලබාදෙයි. පළමු කර්මාන්ත ශාලාව තුලින් තරුණ තරුණියන් 140 කට රැකියා අවස්ථා හිමිව ඇත. රාජ්‍ය ඖෂධ නිෂ්පාදන නීතිගත සංස්ථාව සමග ඖෂධ නිෂ්පාදනය කිරීම සදහා දෙස් විදෙස් සමාගම් 36 ක් ගිවිසුම් අත්සන් කර ඇති අතර, අද දින (05) මුල්ගල් තබනු ලැබුයේ 11 වන කර්මාන්ත ශාලාව ඉදිකිරිම සදහායි.

    මෙම අවස්ථාවට රාජ්‍ය ඖෂධ නිෂ්පාදන නීතිගත සංස්ථාවේ සභාපති වෛද්‍ය සයුර සමරසුන්දර, Navesta පෞද්ගලික සමාගමේ සභාපති සංජය ජයරත්න මහතා ඇතුලු විශාල පිරිසක් එක්ව සිටියහ.

    AIIB Approves USD280 Million for First Two Projects in Sri Lanka

    The Asian Infrastructure Investment Bank’s (AIIB) Board of Directors has approved its first two projects in Sri Lanka. A USD200-million loan will improve housing conditions for low-income communities in Colombo by constructing affordable housing and redeveloping land. Another loan for USD80 million will be used to reduce the risk and damage from landslides in Sri Lanka. Both projects will improve living conditions for those most in need in the country.

    Investment in the Urban Regeneration Project will support the construction of about 5,500 housing units and other related infrastructure in Colombo. These housing units will be provided to individuals and families currently living in underserved settlements that are impacted by poor sewer and solid waste management systems and dilapidated housing structures.

    “Providing affording housing will improve the quality of life for those in need in Colombo,” said AIIB Vice President and Chief Investment Officer D.J. Pandian. “Smarter urban planning will also enable the city to attract more foreign investment and increase its potential as an economic hub for the country.”

    The investment to reduce landslide risk will support the design and construction of mitigation or protection measures where landslides have already occurred or are at risk of occurring. The investment will also support the review and strengthening of the policy and regulatory systems for landslide management at the local and national level.

    “With global warming contributing to increased risk of both the number and intensity of climatic events in Sri Lanka, landslide mitigation efforts are an important part of ensuring the sustainability of vital infrastructure,” said AIIB Director General Supee Teravaninthorn. “Our involvement in this project will help us to develop capacity in disaster mitigation, so we can support other members in the planning and implementation of climate-resilient and major disaster prevention projects.”

    Sri Lanka tourist arrivals up 4.7-pct in March


    ECONOMYNEXT - Sri Lanka's tourism arrivals rose 4.7 percent in March 2019 from a year earlier to 244,328 helped by visitors from the Russian Federation, United States, India and China, while Western Europe dropped, official data showed.

    Visitors from the Russian Federation grew 39 percent to 12,448 while American arrivals grew 29 percent to 12,543.
    India grew 5.6 percent to 34,812 slowing from last year while Australia grew 28 percent to 11,441.
    Chinese arrivals grew 12.6 percent to 23,759.

    Western Europe dropped 15.5 percent to 51,839 with Germany down 25 percent to 18,134 and France down 5.8 percent to 13,957.

    Northern Europe dropped 3.4 percent with the UK, a top market dropping 2.3 percent to 30,366.
    In the first three months of 2019, arrivals grew 4.6 percent to 740,600.

    In 2018 tourist arrivals grew 10.3 percent to 2,333,796.

    Navy’s largest vessel to arrive in May

    The latest addition to the Sri Lankan Navy fleet set sail to Colombo from Honolulu in Hawaii last week. The P-626 vessel is a gift from the United States. Named ‘USCG Sherman’, the high endurance cutter was once used by the US Coast Guard (USCG).

    The vessel, which also has a helicopter deck and a hangar to store a naval helicopter, is expected to arrive in Sri Lanka in the second week of May, Navy Spokesman Isuru Suriyabandara said. When commissioned, the vessel will be the largest in the SLN fleet. The picture shows the vessel in Honolulu, before it began its journey to Sri Lanka.
