They used to obey the orders from upper level and transfer the order to the below level either it is correct or wrong. At the end of the day bottom layer of the army do the actual task and then credit pass to the top layer by layer.The other thing is Force is their life. They cannot think beyond that. Most of them think they know everything and the way army is doing something is the best way to do that. They don't want to accept the ideas from civil society or from a lower rank. This system doesn't work when managing a civil society.</blockquote>
