What should ideally happen is first see what's role in that position and then pick a player who can play that role better. That's why india pick karthik ahead of risab phant and Vijay shanker ahead of ambati raydu who has 50+ avg in ODI. They first see what role they need to fulfill then pick a player accordingly.
