They are not wild animals to breed and populate as you say. If humans hadn't domesticated them in the first place, there wouldn't be so many cattle in this world right now! Wild cattle numbers are kept in place, through natural predators. But because of human demand for beef and factory farming, there are more cattle in this world than naturally intended to be. We are the only species out there that breed other species, you don't see wild animals breeding another species do you? Thus, the balance of life is maintained. It's humans that have messed up that cycle. You are talking about cattle over population, what about human over population eh?
