Under a similar logic one could conclude that it was the gov forces that initiated the war in 2006 against the LTTE at Mavilaaru.

Ukraine - Russia war has a long history that predates 2022 Feb. The war as they say started in 2014. The 2022 escalation was a culmination of very complex geopolitical events in which Ukraine was flexing their muscles against Russia for more than 8 years with the backing of the west.
