Yes for a Bank if you add a new ATM should be Cert against existing protocol
If you change PIN pad or Card Reader on a ATM sure need to do the certification on that part against existing protocol
IF you change anything on IPG Side it must be certified.
Last if you change physical Hardware Security Module (HSM) you have to generate Keys for each ATM and do the Cert Again
And if you use other Payment methods like JCB then there is other terms to get compliments. that is why banks like sampath does not allow JCB yet
So it's not a one time cost machan. certification need to be updated for each time for above changes.
To obtain this first time you only need to Do HSM , IPG and One ATM as a model. then you will get compliant status
but to get fully citified you need to provide all above with Full featured Report set witch will take 1 month at least
