All these are dramas Brother played By Govts on people or thei sheer disability. Govt like to show that terrorist they fight are very powerful for at the end they look more powerful.
It is a principle used in books and movies. More powerful a villain, hero looks more heroic.

Who released that photo... Can't it be an old one... ? Who compared it with the body they found.. The body was intact. But in the photos they didn't show the face clearly.
