A big obstacle for Sri Lankan business development

Recently a friend told me that all IDD calls to and from Sri Lanka has to go through the SLT paying a big amount to SLT. It is said that if we could avoid this obstacle, we could have made IDD calls much cheaper.
Reduced availability of IDD calls is said to be a significant negative impact on Sri Lankan business.
