The Philippine Sea Plate is moving generally northwest relative to Eurasia at roughly 80–100 mm/year in parts of the Taiwan/Philippines system.
That is actually quite fast in geological terms — roughly 8–10 cm per year.
The Philippine Sea Plate is unusual because almost all of its boundaries are convergent. In other words, it is surrounded by places where plates are moving toward each other.
Think of it roughly like this:
Japan / Eurasia
Philippine Sea Plate
Pacific Plate
while on the western side there are additional subduction/collision systems involving the Eurasian/Sunda region.
For example, the Pacific Plate is subducting beneath the Philippine Sea Plate along the Izu–Bonin–Mariana system. That subduction zone extends for more than 3,000 km.
At the same time, along the Philippine Trench, the Philippine Sea Plate itself is being subducted beneath the Philippine region.
