    1) First issue is with IELTS. My overall is 8 with L-8, R -8, W - 7.5, S - 8.5 . However to be in the superior category, I need minimum 8 in every category as per the immigration website. Else I get only 10 points as opposed to 20 for language skills. Can I apply with this an expect to be given a number of points in between? (e.g. not exactly 10 or 20 points, but somewhere around 15-18 points?)

    2) Is it mandatory to do the skills assessment before submitting initial expression of interest (EOI)? For example, I am a S/W engineer, and I have to be accessed by ACS (Australian Computer Society) which cost $500. Is this a must, or can I do it after I get an invitation? How would getting my assessment before submitting the EOI impact my application?

    3) To submit documents if we get an invitation, are scanned copies of originals enough or do we have to provide certified copies? If so what exactly is a certified copy?

    4) for state nominated applications, the EOI form says
"The client should contact the State or Territory they are interested in receiving nomination from. The State or Territory government selected by the client is not obligated to contact the client. Contact information for State and Territory Government’s nomination process is available on the relevant visa subclass pages (eg. visa subclass 489)"
What does this mean? How do we contact the State or Territory?

    Please help me with this.

    01. You can only get 10 points for 7 and 20 points for 8.

    02. It is better to do skills assessment before lodging EOI.

    03. Certified copies are needed for ACS skills assessment. In the visa application you can submit either scanned color or certified black and white.

    04. This means that you have to apply separately to State or Territory.
489 is not a PR Visa. It's a work visa. If you get this, it may be harder to find a job there.

I would not recommend this as you never know what would happen to your EOI. What if your EOI does not get selected? Besides you don't have to provide originals for your EOI.

You will get 10 points, because you have received 7.5 for Writing. You need 7 each for 4 modules (L,W,R,S) to get 10 points. Same for 8.

Without the skills assessment it is impossible to get an invitation. Specially state nomination (190) as well as 189 visa. If you provide false information in the EOI, at the end case officer will check EOI submission date and it may be rejected your visa.
