The UN Chief has said this in a report submitted to the UN Security Council on the protection of civilians in armed conflict. On Sri Lanka, Ban Ki-moon said he welcomed the recent decision of the  UN Human Rights Council to call upon Sri Lanka to implement the  constructive recommendations contained in the report of the LLRC and to  take all additional steps necessary to fulfill its relevant legal  obligations and commitment to initiate credible and independent actions  to ensure justice, equity, accountability and reconciliation for all   Sri Lankans. “I encourage Sri Lanka to cooperate with OHCHR and the Human Rights  Council’s special procedures in this regard,” the UN Chief said. A delegation from OHCHR has already written to the External Affairs Ministry seeking a visit to the country next month. Separately in the report he was encouraged by the freedom of access given to humanitarian agencies in the north after the war. “I also welcome the fact that in Sri Lanka, security clearances are  no longer required for movement by humanitarian actors in the Northern  Province,” he said. During and soon after the military operations restrictions were imposed on humanitarian agencies travelling to the north.CG</blockquote>
