Best Processor ?

Guys im looking to build a PC, my old i3 desktop sucks , lags a lot : i mainly need the pc for working/gaming. processor should be power efficient, but should not give me any lags, i normally work with 25 chrome tabs opened , any suggestions ? also recommend a graphic card to me, that can play any game at max settings.
