Ranga is a Producer I must say.. Kasun is a director & also produces music for many.
Iraj is a composer...

When it comes to the best producer its Iraj if he do the track or buy the track he makes the good blend of the music, artists, mixing and organize it well and present it to the public. Almost all of his songs are hits. In my idea he is a good producer and same time a talented marketing person. He has his flaws but in overall i think he is the best producer. But he is not the best composer at all.
Best composers are Kasun, Ranga D, Thusith, BNS etc..
Some of them are producers too but not the best.
Kasun and Ranga D have their skills in different types of music. So actually can't say one is better than the other when it comes to composing.
But Kasun do composing and singing too. So he is better coz he can do both brilliantly.
Anyway back to the producer topic, If you really wanna see the best example for a really good producer then he is Timbaland.
