It's the circuit which is used to program this kind of microcontrollers. You write the program using assembly or PIC-BASIC or whatever, and flash it to the microcontroller. This is the device which is used to attach the microcontroller to a PC (to flash the software program).

Both circuits are similar. So yours is better. Wonder how much the component cost would be. :)
