It's the circuit which is used to program this kind of microcontrollers. You write the program using assembly or PIC-BASIC or whatever, and flash it to the microcontroller. This is the device which is used to attach the microcontroller to a PC (to flash the software program).

this programmer is also good. It supports 40 pin PICS. Low cost too.

I have a home-made JDM programmer,It seems so simple
