I had the same question some time back and I called LOLC and asked
about their RFC (Residential Foreign Currency) account facilities. As per them, any
Sri Lankan can open a RFC account with zero balance. But you must have foreign
remittance in order to fund the account. It is not feasible to convert LKR in to
USD and deposit in a legitimate way.
