Can we get Youtube partnership in Sri Lanka

So I thought of starting a YOutube channel, and will contain funny sketches related to Sri Lanka, but I wanna know whether they have the Youtube partnership programme available in Sri Lanka. If not what are the other ways to monetize my channel?

you have to create account using another country , use a RD ( remote desktop) and create account. then attach adsence account. you are done
