CGI are mostly perl scripts. You cant download those.
The site you mentioned uses real media audio. you can use a realmedia capturing program to get those.
Those are low quality audio files though.
On Linux I can capture and convert them with Mplayer & Mencoder. There must be similar programs for windows as well.
