lan properties wala thiyana use the following ip address kiyana thanatada??

folder eka right click karanna-> properties->sharing->advanced sharing-> tick share this folder->permissions-> add "Everyone"->Tick Allow in the boxes below

Try running Filezilla FTP server on your win7

yes, as gudaya said, see if ips are set correctly by pinging

if all is well about ip s, then run filezilla server on your windows7.... simpler than messing with windows security and sharing
