U get only a private address in dialog network. Only two public IP address exsits for whole network. So everytime somebuddy downlaoding ne.

Using the same APN is not the issue here. The problem is that Dialog 3G is allocating private IPs and routing all users through 1 single proxy server so that to the net, only the IP of the proxy is visible.
This effectively means, No torrent downloads and no downloading from sites that IP restrictions.
Dialog isn't the only one doing this. Suntel Broadband does the same thing.
