Download Unicode Converter

I saw the link given by many posts about the online unicode converter of UCSC as follows

But sometime back I saw a Thread having the same converter as a software with its link to download, but I am unable to find the Thread.

Please be kind enough to find the Thread for me or upload the software, It will be of great help

But I am afraid this is not the one I am looking for, the interface is just the same as the online UCSC Converter.
