But still you have to get really good results and a good Z Score to enter those 2 unis. If not, you might need to spend a lot to obtain qualifications to become a SW Engineer.  Even if you spend money and become a SW engineer with qualifications like BIT or something like that, then your chance of getting a good job in Sri Lanka is not sure.
