1. Open the Image

2. Resize the image as shown below

3. Make the selection and Copy it and Open a New Document

4.Paste it in to the document and Give the Stroke Effect

5. Delete the Background Layer

6.Save it as a PNG

try increase the stroke width. your steps are seems right.

Did you give a Outer Glow or A Stroke?It should be the Stroke.

eka karanna krama 2-3k ma thiyanawa

1. colored pic ekaka umbata color karala thiyaganna one tika select karala, select menu eken

select --------> inverse

command eka denna. dan umbata colored widiyata epa tika select wela athi. dan image menu eken

de-saturate

kiyana command eka denna. ethakota epa tika black and white wei.

2. if u select a black and white image and u need some area colored in that picture????

then go to the image menu

image -----> mode ----> RGB /CMYK

now select the area you need to color and select

image ---->adjustments ------> color balance or hue/saturation

command and adjust the color.
