Nope sorry you will have to start from the ground up. Not only because Cisco forces you to, but also because what you will be taught at uni will be the underlying concepts of networks. Cisco exams concentrate on configuring Cisco devices, which means that there is a lot of command line work + rote learning which only applies to their proprietary technologies.
The knowledge you gain from uni networks courses will help you a great deal, but there will still be a lot of new stuff to learn.
Yes you should only do a PhD if you wish to be an academic or a researcher. If not the PhD would be a waste of time. Still, it is the only foreign degree that you can do for free.![]()

Cisco is their brand & they want us to know about their features right? Whereas in uni what we learn is the basics of networks. Furthermore, thanks for idea of starting a blog; until today I had no intention of doing that but now that stressed the advantages, it seems a nice way to get hold of a blog
