There should be some evaluation or assessment criteria, based on the course they did and their experience.</p><p></p><p>Personally I would not call someone doing web development, Database development & administration, or Mobile App developers as software engineers.</p><p></p><p>But there are embedded system developers, Robotics, Real time data acquisition and instrumentation system developers, kernel developers etc, whom you can classify as Software Engineers. But the fact is most of these people do possess an Engineering degree. Engineers do code and design software.
