Such an assemblage of joint proprietors, a body of kindred holding a domain in common, is the simplest form of an Indian Village Community, but the Community is more than a brotherhood of relatives and more than an association of partner. It is an organised society, and besides providing for the management o the common fund, it seldom fails to proyide, by a complete staff of funct onaries, for internal government, for police, for the administration . of justice, a,nd for the apportionment of taxes and public duties. The process which I have described as that under which a Village Community is five fingers formed, may be regarded as typical.
